Israeli naval commandos raid a Liberian ship off the Gaza coast, suspecting of carrying weapons for “antiIsraeli militants,” but releases it after finding no arms. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF stages a morning raid into Kafr Ra’i village nr. Jenin, photographing and ordering residents to abandon a protest tent they recently set up to show solidarity with hunger-striking Palestinian prisoners. The IDF also conducts morning patrols in Jericho and 1 nearby village, 2 villages nr. Jenin (in 1 instance firing tear gas and stun grenades at stonethrowing youths who confront them), and 1 each nr. Qalqilya and Ramallah; afternoon patrols in Qalqilya and 3 villages nr. Jenin, Jericho, and Ramallah; late-night arrest raids, house searches nr. Israeli PM Netanyahu appoints a small ministerial panel (himself, DM Barak, Vice PM Moshe Ya’alon, and Minister-without-Portfolio Benny Begin) intended to legalize 3 unauthorized settlement outposts (Bruchin, Rachelim, and Sansanna) located on what Israel has classified as “state land” in the West Bank. Netanyahu previously pledged to bring the issue of the 3 outposts (which received initial approval from previous governments in the 1980s and 1990s but were never given final approval or permits for construction) “to the government for approval.” Netanyahu says the panel will deal only with these 3 outposts and has no relation to a separate committee, headed by Judge Edmund Levy, that was created earlier in 2012 to “examine the legal issues” of all the unauthorized outposts. However, the wording of the panel’s written mandate is potentially broader, stating its role is to “resolve the issues” of “settlements that are now unauthorized outposts and which were constructed years ago on state land with state funds or with initial agreements from state bodies.” By this definition, two-thirds of the 105 unauthorized outposts could be retroactively legalized. The state-operated Egyptian Natural Gas Holding Company terminates its 2005 contract to ship gas to Israel, stating that Israel has not paid its bill in 4 mos. and that the decision to suspend shipments immediately “has nothing to do with anything outside o the commercial relations.” Israel denies this, calling the move politically motivated. In Washington, Pres. Obama tours the Holocaust Memorial with Jewish-American Holocaust survivor Elie Weisel, stating in an address afterward that: “Too often the world has failed to prevent the killing of innocents . . . , and we are haunted by the atrocities that we did not stop and the lives we did not save.” Weisel follows with comments highly critical of Obama, asking: “How is it that [Syrian pres.] Asad is still in power. How is it that the Holocaust’s No. 1 denier, [Iranian pres. Mahmoud] Ahmadinejad, is still a president?” (WT 4/24)

Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. Meanwhile, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials fr. destroyed buildings inside the Erez industrial zone, causing no reported injuries. Israeli border police fire tear gas at Palestinian and international activists staging a nonviolent demonstration against Israel’s attack on the flotilla nr. the Qalandia crossing into Jerusalem, hitting an American activist in the head with a tear gas canister (she loses an eye). Israel warns that it will not allow passage to a flotilla of 8 boats organized by the Free Gaza Movement (FGM) and a Turkish organization, Humanitarian Relief Fund (going by the acronym IHH), currently en route to Gaza in an effort to defy Israel’s siege and deliver 10,000 tons of humanitarian aid, saying it will send Israeli naval commandos to intercept the boats and escort them to Ashdod port, where the 100s of activists onboard would be deported. The U.S. urges restraint. (NYT, WP, WT 5/28)

IDF troops on the Gaza border nr. the former Nahal Oz crossing fire on armed Palestinians laying a roadside bomb nr. the border fence, injuring 7; the Palestinians respond with mortar fire, causing no injuries. The IDF also makes air strikes, directs tank fire at an area s. of Qarni crossing in response to mortar fire fr. the area; 2 Palestinian civilians, no Israelis are injured in the exchange. In the West Bank, the IDF makes a predawn raid on a Palestinian home in ‘Arab al-Ramadin village nr. Hebron, firing tear gas in the home (8 family mbrs. are evacuated to a medical center for treatment); conducts late-night arrest raids, house searches nr. Israel charges 2 Israeli Palestinians, Ameer Makhoul (dir. of Ittijah, a union of Arab organizations in Israel) and Omar Said (also a pro-Arab advocate), with espionage for allegedly passing information on the location of IDF facilities to Hizballah, a charge the men deny. (WP, WT 5/28)

The IDF sends naval commandos into Nablus, shells and destroys 2 floors of a 7-story apartment building in an apparent attempt to assassinate or capture wanted Hamas mbr. Muhammad Hanbali; the incursion sparks a gun battle in which Hanbali, 1 IDF commando are killed, 4 commandos are wounded; the IDF then demolishes the entire apartment building, saying it suspects Hamas mbrs. are still inside; no bodies are found. The IDF also bulldozes 1 Palestinian home, 22 dunams of land, 2 irrigation networks in Rafah; fires on residential areas of Khan Yunis, Rafah; fires on stone-throwing Palestinians in Bayt Furik, wounding 2. Correcting its 1/11 statement, the PSF says it has only arrested Shubaki in connection with the Karine A; both Mughrabi, Razim are apparently abroad. In the 4th day of reprisals for the 1/9 Hamas attack, the IDF shells a PA naval police office in Gaza City, confiscates several fishing boats, bulldozes a warehouse; sends naval commandos to blow a hole in Arafat's yacht, anchored at the base; demolishes 7 Palestinian houses in Rafah, injuring 8 Palestinians; bulldozes olive trees, conducts arrest raids in Qalqilya, Tulkarm.
