In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tulkarm; conducts late-night patrols in Silat al-Harithiyya nr. Jenin, erecting a checkpoint and checking IDs and car registrations. The UN reports that the IDF has removed the physical infrastructure of an IDF checkpoint at the entrance to Jericho; soldiers remain posted at the site but have not been stopping Palestinian vehicles; the IDF has also opened 3 checkpoints nr. Jenin, Jericho, and Nablus (Tayasir, Ma’ale Ephraim, and Hamra, respectively) around the clock. Jewish settlers fr. Eli settlement nr. Nablus set fire to nearby Palestinian crop land; the IDF observes but refuses to stop the settlers or call firefighters. A Hamas mbr. dies in PA custody in Hebron, and Hamas accuses the PASF of torturing him; the 34-yr.-old man was arrested on charges of money laundering, illegal gun possession, and conspiracy to target PASF forces. The IDF tightens restrictions on Palestinian movement in Gaza, shuts main roads, dividing the Strip into 3 sections; fatally shoots a wanted tanz im mbr. in Tulkarm in what may be an assassination; demolishes 1 Palestinian home in Hebron, 1 in Jamayn, 1 in Rafah; conducts arrest raids in Ramallah, Tamun; fires on residential areas of Rafah. As IDF operations in Nablus continue, a Palestinian sniper shoots, wounds an IDF soldier. Palestinians fire 1 Qassam rocket at Netzarim settlement, 2 across the Gaza border into Sederot, causing no damage or injuries. After 10 yrs. of federal investigations trying to link him to terrorism, U.S. authorities arrest Palestinian-born U.S. permanent resident Sami al-Arian, a fmr. University of South Florida professor, on charges of fundraising for Islamic Jihad, and “conspiracy to commit murder via suicide attacks.” Another 7 individuals are also charged, several of whom are abroad, including Damascus-based Islamic Jihad head Ramadan Shallah. Arian has been an active fundraiser for 2 Muslim organization that do social work in the territories; the U.S. alleges that he in fact has laundered and funneled money to Islamic Jihad military activities as the organization’s chief financial officer since 1984. (The State Dept. listed Islamic Jihad as a terrorist organization in 1995.) U.S. Atty. Gen. John Ashcroft says that provisions of new antiterrorism legislation made the arrest possible. In an article in Ma'ariv Youth, Israeli rock singer Aviv Geffen advises his fans to leave Israel in protest over Netanyahu's election as PM, says Israelis should be embarrassed to be represented by the right-wing government. In response, mbrs. of the Israeli broadcast authority call for a ban on his music, politicians fr. Pres. Weizman on down condemn him, 100s of parents cancel their children's subscriptions to the magazine. (WP 9/12; JP 9/21)

Iraq fires surface-to-air missiles at U.S. warplanes patrolling the expanded s. no-fly zone, causing no damage. U.S. begins moving stealth bombers into the region for a potential strike against fortified command bunkers, military facilities. Pres. Clinton vows to take military action protect troops if necessary; says U.S. is prepared to airlift 2,000 Kurds, Iraqis who worked for the U.S./CIA into Turkey, but Turkey is reluctant to accept them (see 9/9). Arab League Secy. Gen. Ismat `Abd al-Majid, Turkish amb. to Cairo discuss Turkey's plan for a "security zone" in n. Iraq. Acting PM Peres opens a commission of inquiry into Rabin's assassination. Chief Justice Aharon Barak will head the comm., which will limit its probe to the act itself, not investigate Jewish extremism. The comm. will have subpoena powers. (NYT, WP, WT 11/9; CSM 11/10)

Israeli police arrest Eyal's Raviv on charges of failing to prevent a crime and conspiracy in Rabin's assassination. Raviv admits he heard Yigal Amir speak of killing Rabin but did not take him seriously. (NYT, WP, WT 11/9; CSM 11/10)

In Jerusalem, Israeli religious, settler, Yishuv leaders hold public mtg. to discuss whether or not the religious right, settlers movement, or religious schools bear responsibility for Rabin's assassination. (NYT 11/9; WP 11/10)

Calling him a "great Jewish hero," Orthodox Jews in New York set up hot line to raise funds for Amir's legal defense. Hot line director Moshe Gross says his 20 volunteers are receiving 60-70 calls an hour. Asked if his group is connected with Kahane Chai, Gross says: "We [believe] he wasn't religious enough." Arafat, Peres continue talks in Taba. PA, Israel agree on timetable for Israeli withdrawal fr. parts of the West Bank after PA agrees to allow IDF until 2/97 to complete redeployment. IDF would withdraw fr. some towns 6 mos after elections, give up control of roads 1 yr. after elections (which would ideally be held in 12/95). In more than 20 Israeli cities, settlers block roads during rush hour, clash with Israeli police in their 1st protests inside the Green Line against expanded Palestinian self-rule. 130 are arrested; primary organizer Moshe Reiglin is fined IS10,000 ($3,300).
