In the West Bank, Israeli forces prevented Palestinians from renovating a water reservoir in Bayt Dajan. 6 Palestinians were arrested during late-night raids in and around al-Yamun, Deir Balut, Hebron, Beita, and Deir Nidham. In East Jerusalem, the head of Shu‘fat’s local council Mahmoud Ali al-Shaykh was arrested during a late-night raid. In Gaza, the UN mine action service removed an unexploded Israeli bomb fired in May during Israel’s Operation Guardians of the Wall. Israel’s defense ministry said Israel would increase the number of allowed imports of vehicles and goods to Gaza and issue more permits for Palestinian businesspeople entering Israel from Gaza. (AJ, ALM, AP, HA 8/26)

Hamas thanked Jordanian king Abdullah II for allowing its leaders Ismail Haniyeh and Khaled Meshaal to attend the funeral in Amman of former Hamas leader Ibrahim Ghosheh, who passed away today. The funeral will take place on 8/27. (MEMO 8/27)

U.S. president Joe Biden postponed a meeting with Israeli prime minister Naftali Bennett in Washington D.C. after suicide bombs killed nearly 90 people at the Kabul airport as evacuations continue after the Taliban took over almost all of Afghanistan. Among the killed were 11 U.S. Marines and 1 other navy soldier. President Biden and Prime Minister Bennett are expected to meet on 8/27 instead. German chancellor Angela Merkel reportedly also canceled a visit to Israel next week due to the situation in Afghanistan. The attack at Kabul airport was reportedly made by Islamic State – Khorasan Province, an Afghan offshoot of the Islamic State. The New York Times reported that when Israel attacked the Iranian Natanz nuclear facility on 4/11/2021, the Netanyahu administration gave the U.S. 2 hours’ notice before the attack. U.S. officials told the NYT that Israel deliberately gave the Biden administration too little time to ask Israel to call off its attack. (HA, NYT 8/26)

In the West Bank, Israeli settlers from the Yitzhar settlement raided ‘Asira al-Qibliya but were repelled by locals before causing any damages. Israeli forces shot and killed 4 Palestinians during a late-night house raid in Jenin refugee camp; 3 others were injured by live ammunition. PA presidential spokesperson Nabil Abu Rudeineh condemned the killings and called on the international community to intervene. Israeli forces also shot and injured 3 Palestinians using live ammunition during a raid in Tammun. Elsewhere, Israeli forces also seized solar panels in Baziq and Yarzeh, demolished 1 room in Deir Balut, razed 1 road in Atuf, and uprooted olive trees in Bardala. Israeli forces also delivered stop-work orders for 2 houses and 1 agricultural structure in Masafer Yatta and a warehouse in Haris. Israel said it had arrested 1 armed Palestinian man dressed as an Israeli soldier near Qaryut. 7 others were arrested during late-night raids in and around Qusra, Kafr Qallil, Abu Nujaym, Aida refugee camp, and Hebron. In Gaza, 1 rocket was launched at Israel before being intercepted by the Iron Dome. Hamas denied responsibility. Israel confiscated 23 tons of chocolate bars headed for Gaza, claiming the chocolate would benefit Hamas economically. The confiscation order was signed by Israeli defense minister Benny Gantz. (JP 8/16; AA, MEE, MEMO 8/17; ALM 8/24)

Hamas’s political leader Ismail Haniyeh congratulated the Taliban on taking over most of Afghanistan as the organization entered Kabul after the U.S. removed most of its forces. In the West Bank, 1 Palestinian minor succumbed to his injuries after 74 days in intensive care after being shot by Israeli forces in the neck near Ramallah on 5/14. Israeli settlers began construction work around a spring in Wadi al-Malih. Israeli forces violently dispersed Palestinian protesters during a raid in Nablus, causing tear-gas related injuries. Israeli forces seized electric cables and an excavator in as-Samu. 10 Palestinians were arrested during late-night raids in and around Deir Balut, Silwad, Sur Baher, al-Ubeidiya, Wadi Abu Freiha, Hebron, Qabatiya, Meithalun, and Tammun. Kahanist Israeli lawmaker Itamar Ben-Gvir of the Otzma Yehudit (Jewish Power) party called the Palestinian Israeli deputy speaker of the Knesset Ahmad Tibi a terrorist before being forcefully removed from the Knesset podium he was speaking from. Ben-Gvir’s smear happened after he refused to address Tibi as “Mr. Speaker.” (HA 7/26; MEMO, TOI 7/27)

Tunisian president Kais Saied ousted the Tunisian government and froze the parliament in what was said to be a coup. Tunisian forces also stormed the Al Jazeera offices in Tunis and expelled the staff from the premises. Tunisians had taken to the street on 7/25 to protest the government after a new COVID-19 spike and continued economic difficulties. In Lebanon, Najib Mikati secured 72 of 118 votes in the Lebanese parliament to be approved as the new prime minister-elect. Saad Hariri resigned as prime minister-elect on 7/15 after failing to form a government 9 months after being picked to do so. U.S. president Joe Biden and Iraqi prime minister Mustafa al-Kadhimi agreed, during a meeting at the White House, that all U.S. combat troops would leave Iraq by the end of 2021, leaving only U.S. personnel for advisory roles. (HA, MEMO 7/26; MEE, REU 7/27)

4 members of congress, Tom Malinowski (D-NJ), Katie Porter (D-CA), Joaquin Castro (D-TX), and Anna G. Eshoo (D-CA), urged the Biden administration to speak out against companies that sell cyber intrusion tools, such as NSO Group, and to consider sanctioning such companies and the regimes that use their tools. The members’ call follows reporting from 7/18 that NSO Group, with approval from the Israeli government, sold its Pegasus spyware to foreign governments, which have used the spyware on journalists, activists, and heads of other countries. Florida governor Ron DeSantis (R) urged the Florida State Board of Administration to place Ben & Jerry’s and its parent company Unilever on the state’s list of companies to be examined in relation to boycotts of Israel. The move comes as Ben & Jerry’s announced on 7/19 that it will stop selling its ice cream in the Occupied Palestinian Territories and end its licensing to an Israeli-based franchise. (HA, HILL 7/26)

In the West Bank, Israeli settlers installed caravans and started building structures in an evacuated settlement outpost near Yatta. Israeli forces opened fire at a Palestinian vehicle traveling near Ya‘bad, injuring 1 and arresting 2; the 3 were allegedly trying to enter Israel for work. Israeli forces also seized cables and other equipment funded by Denmark to rehabilitate the power grid in the Simya area south of Hebron. 8 Palestinians were arrested, including 2 during late-night raids in Hebron and Beit Fajjar, and 6 at checkpoints in and around Tayasir, Deir Balut, and Bethlehem. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukaber, displacing 2. Israeli forces also delivered orders that they would seize 2 tents used by protesters for an ongoing sit-in protest against evictions in Sheikh Jarrah. 1 Palestinian was arrested in Silwan. In Gaza, Israel halved the Gaza fishing zone, from 12 to 6 nautical miles at its largest width, prevented 25 fuel trucks from entering Gaza, and later conducted 1 drone strike in agricultural lands near Jabalia refugee camp and later 2 air strikes in the same area, causing damage to trees and crops. Israel cited incendiary balloons sent from Gaza to Israel as the reason for its attacks. Haaretz reported that Israel banned all Palestinian truck drivers with Israeli citizenship from delivering to Israeli military bases during the Israeli attacks on Gaza in May, dubbed Operation Guardian of the Walls. The Israeli military said that the drivers had refused to work during the operation, but that was refuted by the truck drivers themselves and sources in the Israeli military. (HA 7/25; HA 7/26)

The Israeli government said it would delay implementing an oil transportation deal with the UAE, citing environmental concerns. The oil transportation deal was made after the normalization deal between the 2 countries. (AJ 7/25; MEMO 7/26; ALM, JP 7/27)
