In the West Bank, Israeli forces shot and killed a Palestinian during a raid in Qalandia. Israeli forces also raided Jenin, injuring 7 and uprooting streets. Elsewhere, Israeli forces shot and injured 4, including a disabled man, in Qalqas, al-Arroub refugee camp, and Baqa al-Hatab. Israeli forces also sealed 2 printing facilities in Dawha, claiming they were printing incendiary materials. Meanwhile, Israeli forces uprooted 31 olive trees in Nahalin. Israeli forces also seized a vehicle in Qablan. 38 Palestinians were arrested during raids in and around Bethlehem, Qalandia, Nablus, Ramallah, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished a building in Bayt Hanina, displacing 13 people. In Gaza, at least 300 people were killed in Israeli attacks on Nuseirat refugee camp, Dayr al-Balah, Gaza City, al-Bureij refugee camp, and Khan Yunis. Israel said it had surrounded and invaded Khan Yunis. Israeli troops also laid siege to the Kamal Adwan Hospital in Beit Lahiya. 2 Israeli soldiers were killed in combat. Rockets were fired at Israel, injuring 2 in Ashkelon. In Lebanon, Israeli forces killed a Lebanese soldier and injured 3 others in an attack on a Lebanese military base; Israel later expressing regret, saying it would review the incident. 3 rockets were fired at Kiryat Shmona. More than 16,248 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 43,616 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 252 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,325 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 87 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The Gaza Ministry of Health said at least 1,207 Palestinians have been killed since the ceasefire ended on 12/1. UNRWA said 130 of its staff members have been killed by Israeli forces since 10/7. The UN said dozens of trucks carrying aid, including fuel, entered Gaza but did not provide the actual number. Rafah was the only area to receive aid for the third day in a row. At the beginning of the day, PA health minister Mai al-Kaila said at least 15,900 Palestinians have been killed and 40,900 injured in Israeli attacks on Gaza since 10/7, saying the final number of dead will be much higher since many are buried in rubble. (REU, WAFA 12/5)

The PA Ministry of National Economy said 29% of business in the West Bank have been completely or partially closed since 10/7 due to Israeli actions. (WAFA 12/5)

UNICEF spokesperson James Elder said Israeli calls for Palestinians to evacuate do not work, stating the “so-called safe zones . . . are not scientific, they are not rational, there are not possible, and I think the [Israeli] authorities are aware of this.” (AJ 12/5)

The PA warned against reported Israeli plans to flood tunnels in Gaza with seawater, saying it would lead to the collapse of residential buildings and infrastructure and to the mixing of ground, sea, and wastewater. (AJ 12/5)

Israeli police approved the “March of Maccabees” in the Old City of Jerusalem on 12/7, where Israeli right-wingers will march in support of removing the Islamic Waqf in order to replace it with full Israeli control over the Haram al-Sharif compound. (AJ, HA, HA 12/5)

Israeli prime minister Benjamin Netanyahu claimed Israel has killed half of Hamas’ military commanders in Gaza. Netanyahu also said that Israel is the only power that can keep Gaza demilitarized after Israel’s war, rejecting suggestions that an international force be deployed in Gaza. Egyptian foreign minister Sameh Shoukry met with senators Ted Cruz (R-TX), Marco Rubio (R-FL), Lindsey Graham (R-SC), and Chris Coons (D-DE) in Washington D.C., discussing efforts to end Israel’s war on Gaza. (AJ 12/5)

The leaders of the Gulf Cooperation Council called for an end to the Israeli attacks on Gaza at a summit in Doha. Qatari emir Sheikh Tamim bin Hamad Al Thani said at the summit that Israel was committing genocide, called support for Israel’s actions “a disgrace,” and urged the UN Security Council to force Israel back to the negotiations on a ceasefire. U.S. vice president Kamala Harris’s National Security Advisor Phil Gordon met with Israeli president Isaac Herzog, war cabinet members Benny Gantz, Tzachi Hanegbi, Ron Dermer, and Gadi Eisenkot, and opposition leader Yair Lapid, updating them on meetings Harris and Gordon held with Arab leaders in Dubai during the COP28 climate conference. U.S. secretary of state Antony Blinken announced that that the U.S. has put new visa restrictions on violent Israeli settlers, saying Israel is not doing enough to combat settler violence. Israeli defense minister Yoav Gallant later condemned Israeli settler violence, saying only the military, the police, and the Shin Bet have a right to use violence against Palestinians. USAID administrator Samantha Power visited El Arish airport in Egypt where aid to Gaza arrives, saying more “must be done to protect civilians” and for aid to enter Gaza. U.S. president Joe Biden said at a fundraiser that he had heard reports “of women raped, repeatedly raped, and their bodies being mutilated while still alive” by Hamas militants on 10/7. Hamas denied the accusations. (REU 12/5)

The U.S. House of Representatives passed a resolution, H.R. 894, declaring that anti-Zionism is anti-Semitism in a 311-14 vote; 94 Democrats voted present. The resolution also condemned the phrase “from the river to the sea.” (AJ, HA, NYT 12/5; AJ 12/6)

5 U.S. pro-Israel organizations, the American Jewish Committee, the Jewish Federation of North America, the Anti-Defamation League, AIPAC, and the Conference of Presidents of Major American Jewish Organizations, created a joint lobbying arm called The 10/7 Project to promote pro-Israel narratives to journalists and U.S. lawmakers. Deutche Welle reported that applicants for citizenship in the German state of Saxony-Anhalt will be required to declare their support for Israel’s right to exist to obtain German citizenship. (AJ 12/5)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa, causing damage. Israeli forces razed farmland in Battir, uprooting dozens of olive tree saplings. 26 Palestinians were arrested during late-night raids in Qalqilya, Jenin, Nablus, and Hebron. PA forces assaulted 4 journalists covering a sit-in protest at Hebron University against the arrest of the university’s students by PA forces. HaMoked and the Center for Defense of the Individual obtained data from the Israel Prison Service showing that a quarter of Palestinian prisoners held by Israel are in administrative detention. 1,201 Palestinians are held in administrative detention, the highest number since at least 2001. Less than half of the 5,014 Palestinian prisoners held by Israel have received a prison sentence. (AP 8/1; ALM 8/2; HA 8/3)

PA president Mahmoud Abbas spoke with acting Lebanese prime minister Najib Mikati, who told him that Lebanese troops may intervene in Ain al-Hilweh refugee camp if the violence that broke out on 7/29 does not stop. PA foreign minister Riyad al-Maliki criticized the Biden administration to members of the Foreign Press Association, calling it weak on Palestine for not reversing Trump administration measures to undermine Palestinians’ right to statehood and inadequately addressing Israeli violations against Palestinians. Al-Maliki also said he is open to peace talks that include China as the mediator and hoped that Saudi Arabia would not “yield to any kind of pressure or intimidation coming from the Biden administration” regarding normalizing ties with Israel. A Palestinian American man visiting family in Gaza told Reuters that Israel rejected his request to return to the U.S. via Ben Gurion Airport. Another Palestinian American said Israel denied him entry at Ben Gurion Airport forcing him to return to Dubai, despite being told by the Israeli embassy in the UAE that he would be allowed to enter Israel with his Gaza ID. Israel has said that new procedures relevant to Palestinians with Gaza ID cards will be published on 9/15 as part of the country’s trial to become part of the U.S. Visa Waiver program. Haaretz reported that Pakistan’s Federal Investigation Agency and police units in the country have used UFED hacking tools made by the Israeli company Cellebrite. Pakistan’s use of Cellebrite spyware technology was first reported in 2012. (HA, MEE 8/3)

In the West Bank, Israeli settlers grazed their cows on Palestinian-owned land in Khirbet Samra, destroying crops. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets, including 1 minor, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 14 with rubber-coated bullets, including 1 medic, others with tear gas, and damaging 1 ambulance. The New York Times reported that the Israeli government under then-prime minister Benjamin Netanyahu used authorization of the NSO Group’s Pegasus spyware as a bargaining chip for foreign policy gains in Saudi Arabia, the UAE, Bahrain, Oman, India, Hungary, and Poland, among many other countries. 1 example from the NYT reporting was the reinstating of the NSO license to Saudi Arabia after the killing of journalist Jamal Khashoggi, which was directly linked to Saudi Arabia opening its airspace to Israeli flights. Saudi Arabia regained its Pegasus license the same day as Saudi crown prince Mohammed Bin Salman called Prime Minister Netanyahu, striking the deal to open Saudi air space to Israel. Similarly, the UAE restarted cooperation with Israel on security issues in 2013 after being offered Pegasus spyware. The UAE had severed ties with Israel in 2010 after Israel assassinated Mahmoud al-Mahbouh at a Dubai hotel. Another example brought out of the investigation is a correlation between Panama and Mexico changing their votes at the UN after gaining access to Pegasus spyware. The NYT also said that the NSO Group had sold its Pegasus spyware to the FBI and tried to sell a special version of its spyware product to the FBI, called Phantom. The Phantom spyware is able to hack into American phones, unlike the Pegasus spyware. In the West Bank, Israeli settlers vandalized 7 Palestinian-owned vehicles in Qira, puncturing tires and spray-painting the Star of David. Israeli forces seized 1 garbage truck near Salfit. Israeli forces also started razing 50 dunams (12.5 acres) of agricultural lands near Dura for settlement expansion. 6 Palestinians were arrested during late-night raids in ‘Azzun and Tulkarm. An Israeli district court rejected a petition by the Salhiya family to have their house rebuilt after it was demolished by Israeli forces on 1/19. The family’s lawyer said they would appeal the case to the High Court of Justice. (WAFA 1/23)

A leaked summary of an investigation by the Israeli military into the death of an 80-year-old Palestinian man who died after being detained by Israeli forces on 1/12 found that his gag, which was left on for more than 1 hour during the detention, could have impeded his breathing, and the exposure to cold weather where he was left could have caused hypothermia, leading to his death. Israeli soldiers testified that they left him after removing his cuffs without providing medical attention or checking on his health. The man was pronounced dead at a Ramallah hospital after being found by Palestinian residents of Jiljilyya. (HA, TOI, WP 1/23; JP 1/24)

Hamas distanced itself from an Islamic Jihad arranged demonstration in solidarity with the people in Yemen on 1/22, where criticism of Saudi Arabia and other Gulf countries were on display. Hamas said, “[t]he shouts against Arab and Gulf states from our Palestinian arena do not represent our position and policy.” The statement from Hamas coincided with Dubai’s deputy police chief, tweeting that Mahmoud Zahar of Hamas was on the UAE most wanted list after he voiced support of Houthi attacks on the UAE. +972 Magazine reported that he Israeli cabinet had approved $30 million to revive its “Solomon’s Sling” program to fund propaganda efforts in the U.S. and Europe. The program, which sees money funneled by the Israeli government to pro-Israel activists and organizations through a public benefit corporation, was originally steered by the ministry of strategic affairs. The ministry was folded into the foreign ministry by the current Israeli government and the program will continue under the foreign ministry. (+972 1/25)

In the West Bank, Israeli settlers attacked 2 Israeli soldiers and 1 Palestinian man with tear gas when the 2 soldiers were asking the Palestinian about settler vandalism at al-Mughayyir near the Adei Ad settlement outpost. Israeli settlers from the Ariel settlement also vandalized Palestinian property in Marda, spraying racist graffiti on walls and vehicles and puncturing tires. Elsewhere, Israeli settlers stole olive harvesting equipment in Burin. Israeli forces issued a demolition notice for a newly built road connecting Ya‘bad and Khirbat Emreha. Israeli forces also delivered notices for the seizure of 40 dunams (9.9 acres) of land in Yasuf. 10 Palestinians were arrested during late-night raids in and around ‘Azzun, Beita, Burqa, Nawawrah, Beit Umar, and Hebron; during the raid in Beit Umar, Israeli forces damaged 2 vehicles and fired tear gas at Palestinians confronting the soldiers. In Syria, Syrian officials said Israel had conducted an air strike near Palmyra, targeting a telecommunications tower and causing damage. Russia said that the Syrian air defense system did not engage the Israeli-fired missiles because the Israeli jets firing them were using civilian airplanes as cover. 9 people were killed in the attack, according to the London-based Syrian opposition group Syrian Observatory for Human Rights. Chairman of the Religious Zionist party Bezalel Smotrich told Palestinian Israeli lawmakers during a Knesset discussion that they are only in Israel because “Ben-Gurion didn’t finish the job and throw you out in 1948.” Smotrich also called the lawmakers “terror supporters.” (HA 10/13; MEMO 10/14)

Israel’s regional cooperation minister Issawi Frej and deputy minister of foreign affairs Idan Roll met with Sudanese justice minister Nasredeen Abdulbari in Dubai. U.S. secretary of state Antony Blinken met with Israeli foreign minister Yair Lapid and later had a trilateral meeting with Foreign Minister Lapid and foreign minister of the UAE Sheikh Abdullah bin Zayed Al Nahyan in Washington D.C. During a press conference, Secretary Blinken said that the U.S. is moving forward with reopening the U.S. consulate to Palestinians in Jerusalem, despite Israeli opposition. In the West Bank, Israeli settlers with military escort forced Palestinian shepherds to leave the area they were grazing their sheep in east of Khirbet Makhul. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. Israeli forces also razed tracts of agricultural land near al-Zawiya and Sabastia. 9 Palestinians were arrested, including 7 during late-night raids in Beit Fajjar, Bayt Awa, Beit Sahour, Yatta, Bani Na‘im, and Nablus; 1 was arrested by undercover forces in Jenin and 1 at a checkpoint near al-Ibrahimi Mosque. In East Jerusalem, Israeli settlers from the Elad settler organization seized 1 Palestinian family’s apartment in Silwan, while Israeli forces assaulted the Palestinian owners trying to enter their property. 7 Palestinian minors were arrested during late-night raids in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. The case was opened after 20 of the Palestinian owners petitioned to have the closed military zone designation rescinded in 2018. (HA 10/6; MEMO 10/11)

Israeli media reported that Israeli security officials met with Egyptian mediators in Cairo to discuss expanding the ceasefire between Israel and Hamas, and to discuss a prisoner exchange between the 2 parties. (MEE 10/6)

The Israeli spyware company NSO Group said it had ended its contract with the UAE after a British court ruled that the emir of Dubai Sheikh Mohammed bin Rashid Al Maktoum used the Pegasus spyware to track his former spouse Princess Haya bint al-Hussein. (AP, HA 10/6; MEMO 10/7)

Axios reported that the U.S. Biden administration has been pressuring the Israeli government to show restraints on expanding Israeli settlements in the West Bank. Israel’s interior minister Ayelet Shaked said she would revoke the residency status of 1 Palestinian living in East Jerusalem, claiming he beached allegiance to Israel.
