In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, Dahaysha r.c. in Bethlehem, and Jenin at night; patrols in 2 villages nr. Hebron in the morning, and in al-‘Arub r.c. and 1 village nr. Hebron at night. In al-Khadir village nr. Bethlehem, students clash with Israeli soldiers who fire tear gas. In the Jordan Valley, Israeli forces demolish Palestinian-owned structures, leaving 25 homeless. Separately, Jewish settlers torch 2 Palestinian cars and leave “price-tag” graffiti in Madama village nr. PA Pres. Abbas meets with Jordan’s King Abdallah II to discuss Kerry’s proposed framework. Abbas says after the meeting that he is keen on coordinating positions with Jordan, while King Abdallah reiterates his country’s support for an independent Palestinian state. (JP, MNA 1/8)

In the West Bank, the IDF conducts house searches and house arrests in 1 village nr. Hebron in the afternoon, and in 2 villages and al-‘Arub r.c. nr. Hebron, in Nablus and 1 nearby village, 1 village nr. Tulkarm, and in Bethlehem at night; patrols in 2 villages nr. Tulkarm and 1 village nr. Jenin in the morning, in 1 village nr. Tulkarm in the afternoon, and in al-‘Arub r.c. nr. Hebron and 1 village each nr. Jenin, Ramallah and Tulkarm at night. In al-‘Arub r.c. the raid prompts clashes with residents, and Israeli forces injure 15 youth with rubber-coated metal bullets. Meanwhile, around 12 Jewish settlers from Esh Kodesh outpost nr. The Syrian National Coalition postpones a vote on whether or not to participate in the planned peace conference next month, despite internal dissent about the best course of action. Opposition chief negotiator Hadi al-Bahra says that the vote could happen as early as 1/15. (AP 1/7)

In the Gaza Strip, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and the nearby Askar r.c. and ‘Ayn Bayt al-Ma’ r.c. at night; patrols in 2 villages nr. Tulkarm in the morning and in 1 village nr. Tulkarm in the afternoon. Meanwhile, Israeli forces confiscate 10 dunams and restrict access to a further 500 dunams of private land in Qusra village nr. Nablus. The land in question lies between the village and illegal settlement outpost Esh Kodesh. Palestinians respond to the 2/23 death of prisoner Arafat Jaradat with demonstrations across the West Bank and Gaza Strip, while around 4,000 Palestinian prisoners in Israeli jails launch hunger-strikes in protest. At a press conference in Ramallah, Palestinian officials claim that Jaradat died from torture, based on evidence presented by PA chief pathologist Saber Aloul, who attended the autopsy. At the protests by Ofer detention center nr. Ramallah, Israeli soldiers wound 26 Palestinian protesters with rubbercoated metal bullets and live ammunition. At least 2 other Palestinians are wounded by live fire in Aida r.c. (nr. Bethlehem) and al-‘Arub r.c. (nr. Hebron). Meanwhile, Jewish settlers uproot more than 50 olive trees in Bayt Awwa village nr. To ease tensions in the West Bank over the 2/23 Jaradat killing, Israeli PM Benjamin Netanyahu authorizes the transfer to the PA of its tax revenues for 1/2013. He also sends a message to the Palestinian Authority through negotiations liaison official Yitzhak Molcho reportedly (JP 2/24)

stating that the PA now (in light of the tax transfer) has no ‘‘excuse not to enforce calm on the ground.’’ (JP 2/24; MNA 2/25)

PA senior negotiation officials Saeb Erekat and Mohammed Eshtaya arrive in Washington D.C. to update the Obama admin. about the PA’s current position on talks with Israel. They are expected to discuss conditions for a resumption of talks—settlement construction freeze and prisoner release— with U.S. Secy. of State John Kerry. The PA officials will also ask Pres. Palestinian journalists hold a sit-in protest outside the Ofer detention center as an Israeli military court hears the cases of detained Palestinian journalist Amir Abu Arafah and cartoonist Muhammad Sabanah. Israeli forces violently disperse the protesters, causing no serious injuries. In the West Bank, Jewish settlers from Esh Kodesh settlement outpost vandalize cars in Qusra village nr. Nablus. In a separate incident in the same village, the IDF demolishes an electricity grid in Qusra village nr. Nablus, provoking clashes with local residents. Hamas Minister of Economy Alaa Rafati says that Egypt’s crackdown on cross-border tunnels will fail if no alternative methods for importing produce are presented. Rafati says that the authorities in Gaza have told Cairo a number of times that an official commercial route should be opened along the border. (MNA 2/20)

Hundreds of Palestinian activists set up a tent camp they name ‘‘Bab al-Shams’’ (‘‘Gate of the Sun’’) in the area of the West Bank nr. East Jerusalem known as E1, land Israel has earmarked for further settlement development. Elsewhere in the West Bank, the IDF patrols in and around Hebron and the nearby al-‘Arub r.c., in Jenin, and in 1 village nr. Ramallah at night. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in al-Nabi Salih, where 1 Palestinian is wounded by a rubber-coated steel bullet. Hamas releases a report estimating that 885 Palestinians have been killed in Syria’s civil war, and around 20,000 Palestinians have fled to Lebanon. (Daily Star 1/11)

The Egyptian government announces that Fatah and Hamas have agreed to start implementing previous reconciliation agreements, following talks between PA pres. Abbas and Hamas leader Mishal in Cairo. Abbas spokesperson Nabil Abu Rudaineh says the 2 sides agreed on the formation of several joint committees, including ones dealing with presidential and parliamentary elections in the West Bank and Gaza Strip, the formation of a Palestinian unity government, and the reconstruction of the PLO. Gaza’s Minister of Public Works and Housing Yousef Subhi al-Ghariz says that the United Arab Emirates has donated $50 m. to build a housing project for Palestinians released from Israeli jails. (MNA 1/10)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. After Friday prayers, 1,000s of Egyptian protesters besiege the Israeli emb. in Cairo, tear down the wall recently built outside (see 9/3), scale the building to rip down the flag, gain access to the offices, and throw documents into the street. Egyptian security forces collect the ambassador, his family, and other staff who are away from the emb. and secure them at the airport for evacuation to Israel. The 6 employees inside the emb. lock themselves in an office and await rescue. Egyptian riot police arrive in 50 APCs and fire tear gas and rubber bullets to disperse the protesters, who respond with stones and Molotov cocktails.
