Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The EU called on Israel not to deport Human Rights Watch director for Israel and Palestine Omar Shakir, who was denied a petition at the Jerusalem district court to halt his pending deportation on 4/16. (HA 4/30)

The EU asked the PA to accept the reduced tax revenue Israel is offering until a solution to the PA’s financial crisis is found. The EU stressed that the request “does not constitute a legal or political endorsement of Israeli deductions.” (HA 4/30; HA 5/1)

The U.S. government is working to designate the Muslim Brotherhood a foreign terrorist organization, said the White House. According to New York Times reporting, U.S. president Donald Trump was urged by Egyptian president Abdel Fattah al-Sisi to make the designation while on an official visit to Washington on 4/9. In a joint statement by U.S. democrats in the House of Representatives, concern was expressed for the Israeli-planned demolition of Khan al-Ahmar and Susiya. The U.S. members of Congress signing the statement were Jan Schakowsky (D-IL), David Price (D-NC), John Yarmuth (D-KY), Peter Welch (D-VT), Gerry Connolly (D-VA), Barbara Lee (D-CA), and Lloyd Doggett (D-TX). Member of the House of Representatives Betty McCollum (D-MN) reintroduced her bill H.R.2407 “Promoting Human Rights for Palestinian Children Living Under Israeli Military Occupation Act.” The bill, if passed, would amend the Foreign Assistance Act, cutting assistance to foreign countries that uses “military detention, interrogation, abuse, or ill-treatment of children in violation of international humanitarian law,” and authorize $19 million annually to NGOs monitoring human rights abuses associated with Israel’s military detention of children. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. Additionally, Israel summoned France’s ambassador to Israel Hélène Le Gal to the Israeli foreign ministry for a reprimand for Araud’s statements. (HA 4/30)

The United Kingdom announced that it was contributing $11.7 million to help build a water desalination plant in Gaza. (WAFA 4/30)

The EU contributed $4.1 million to the PA’s private sector reconstruction agricultural program to help farmers in Gaza. In a separate announcement, EU foreign policy chief Federica Mogherini said that the EU was contributing with an additional $24.5 million in humanitarian assistance to Palestinians in Gaza and the West Bank. In the West Bank, for the 2d day in a row, Israeli forces fired tear gas in and around schools in Hebron, causing dozens of students and teachers to suffer from tear gas inhalation. The hunger strike organized by Palestinian prisoners in Israel ended after 8 days when the Israeli Prison Service (IPS) agreed to install public phones, allowing prisoners to make calls to relatives up to 3 times a week. In a letter to EU foreign policy chief Federica Mogherini, 37 former European officials called on the EU to reject any U.S. peace proposal that does not create a sovereign, territorial contingent, and economically viable Palestinian state. (HA, WAFA 4/15)

In the West Bank, PA president Abbas calls for a general strike and a day of mourning for the 16 Palestinians killed in Gaza on 3/30. IDF troops violently disperse Palestinians gathering in Hebron to protest the killings; several Palestinians are injured. IDF troops also arrest 2 Palestinians during late-night raids near Bethlehem and patrol near Hebron. Israeli police shoot and injure a Palestinian driver allegedly after he rams 1 of their vehicles near Nablus. U.S. diplomats block the UNSC from adopting a Kuwait-backed statement calling for an “independent and transparent” investigation into the IDF’s deadly crackdown on the Great March of Return, according to several diplomats. “The wording was acceptable to all members of the council excluding the U.S.,” says Israel’s ambassador to the UN Danon. Israeli forces violently disperse them in al-Bireh, Hebron, Qalqilya, Bethlehem, Ramallah and nearby Nabi Salih, Nablus, Tulkarm, across East Jerusalem (Issawiyya, al-Tur, and the Old City), and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 2 Palestinians are killed, approximately 100 are injured (including 4 journalists), and at least 20 are arrested. Meanwhile, IDF troops shoot, injure, and arrest a Palestinian at the entrance to al-Bireh near Ramallah. The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and multiple locations along Gaza’s border; 3 Palestinians are injured. After a meeting of the European Union (EU) FMs in Brussels, EU foreign policy chief Federica Mogherini says that the EU is “ready and willing” to play a major role in a new round of peace negotiations between the Israelis and Palestinians. In Cairo, Islamic Jihad’s delegation departs after 6 days of negotiations with the Egyptian authorities on opening the Rafah border crossing. According to sources close to the talks, the Egyptians have agreed in principle to completely open the crossing once the violence in the Sinai Peninsula subsides, the PA unity govt. has staffed the crossing, and Hamas commits to not to interfere in Egyptian affairs. Off the coast of the Gaza Strip, nr. Rafah, Israeli naval forces open fire on 2 Palestinian fishing boats, damaging 1 and sinking the other. In the West Bank, IDF troops enter Bil‘in at dawn and deliver warnings about the weekly, nonviolent protests. Clashes break out between stone-throwing Palestinian residents and the Israeli soldiers, and several Palestinians are injured by concussion bombs, tear gas, and rubber-coated metal bullets. Clashes erupt after IDF troops raid 2 villages nr. Ramallah, injuring an IDF soldier. Elsewhere, Israeli settlers bulldoze farmlands w. of Salfit. In East Jerusalem, Israeli forces clash with a group of Palestinian women outside Haram al-Sharif who are protesting the ID card restrictions that sparked a similar incident on 11/16; 2 women are arrested. Egyptian officials announce that the width of the buffer zone being constructed on the border with the Gaza Strip is to be doubled to 1,000 m, and as many as 2,000 in some places along the 13 km border. European Union (EU) foreign ministers express concern in a press statement about the recent tension in East Jerusalem and formally condemn recent Israeli settlement developments.
