IDF troops on the s. Gaza border fire on Palestinian farmers working their fields nr. the border fence, forcing them to flee. In the West Bank, the IDF sends troops into al-Araqa nr. Jenin overnight, setting up checkpoints and conducting ID checks; fires on Palestinians in Hebron holding a rally to commemorate the 4th anniversary of PLO head Yasir Arafat’s death, wounding 4 Palestinians; sends undercover units into Jenin r.c. in a car with Palestinian license plates to arrest a wanted Palestinian; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Nablus, nr. The Israeli cabinet discusses a proposal by Justice M Daniel Friedmann and Vice PM Haim Ramon to use heavy artillery to retaliate against Palestinian rocket fire fr. Gaza, recommending that the IDF notify civilians to evacuate villages that have become “launching pads for . . . terror groups” and then “raze the villages with artillery”; no decision is taken. Israel rejects Hamas’s latest call (ca. 12/20) via Egypt for a cease-fire, vows to continue “counterterrorist operations” to deter rocket fire. Dep. PM Haim Ramon says Israel’s strategic goal is to overthrow Hamas in Gaza using military and economic pres sure. Islamic Jihad, declaring that it would not adhere to a truce, fires 5 rockets fr. Gaza into Israel, damaging 2 commercial buildings but causing no injuries; another rocket lands inside Gaza, damaging a Palestinian home in Bayt Hanun, causing no injuries. Before the 2d post-Annapolis mtg. of the Palestinian and Israeli negotiating teams on 12/24, Olmert’s government reopens the Sufa crossing (closed since 10/28/07) for up to 30 trucks/day, but also seeks Knesset approval for $25 m. to construct 500 settlement housing units in Har Homa in Jerusalem and 240 units in Ma’ale Adumim outside of Jerusalem; it is unclear whether the money is for units already approved for construction (see 12/4) or involves new building plans. The Labor party elects Haifa mayor Amram Mitzna as its candidate for PM in the 1/28/03 elections. Mitzna takes 54% of the vote over fmr. Israeli DM Benjamin Ben-Eliezer’s 38% and Labor mbr. Haim Ramon’s 7%. Mitzna says he will run on a platform calling for immediate, unconditional resumption of peace talks with the Palestinians, withdrawal of settlers from all of Gaza and some of the West Bank, and unilateral withdrawal fr. the West Bank if peace talks fail; says he would withdraw fr. Gaza by the end of 2003 if elected.
