In the West Bank, Palestinians in the Jenin district observed a general strike in protest against the Israeli raid on 3/16 which killed 4 Palestinians and injured 23 others in Jenin refugee camp. Israeli settlers vandalized some 50 olive trees in Husan. Israeli forces shot and killed 1 Palestinian man near al-Bireh, claiming that he had a knife in his hand. Israeli forces also violently dispersed Palestinian protesters in Beit Umar, injuring 3 with live ammunition, 1 with a baton round, and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Lubban al-Gharbi, injuring 1 with concussion grenade shrapnel and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan and Kafr Qaddum, injuring 10 with tear gas in Bayt Dajan and 8 with baton rounds and others with tear gas in Kafr Qaddum. In East Jerusalem, Israeli forces closed large parts of Sheikh Jarrah and the Old City for a settler marathon in the city. In the West Bank, Israeli settlers and forces seized 5 vegetable stands along Route 90 in the Jordan Valley. Israeli forces violently dispersed Palestinians protesting raids in Ras Karkar and al-Janiya, firing tear gas. Israeli forces also punitively demolished 2 Palestinian-owned homes belonging to Palestinian prisoners in Silat ad-Dhahr; 6 Palestinians were injured during the demolitions, including 1 by live ammunition and 5 with rubber-coated bullets. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Rujeib, and Biddu, and 1 who crashed his car into a military vehicle during a demolition in Silat ad-Dhahr. In East Jerusalem, 5 Palestinians were arrested during late-night raids in Sheikh Jarrah and Bayt Hanina. In Gaza, Israeli forces opened fire on Palestinian farmers east of Dayr al-Balah and al-Qarara; no injuries were reported. The Israeli government asked the Israeli high court of justice for an additional 30 days to inform the court about the government’s stance on evacuating the Palestinian village Khan al-Ahmar in the West Bank. The Israeli government cited Israeli prime minister Naftali Bennett’s current preoccupation with “the crisis involving the fighting in Europe [Russia’s invasion of Ukraine].” (HA 3/8; MEMO 3/9)

Haaretz reported that Israel’s defense ministry has imposed further restrictions on who can teach at Palestinian institutions of higher education in the West Bank. Among the new requirements were that the lecturer needs to be teaching in a field designated by Israel as essential, that the lecturer is accomplished and that the lecturer has a PhD. Only 100 foreign lecturers will receive a permit from Israel to teach in the West Bank. (HA, MEE 3/8; WAFA 3/12)

Israel’s state prosecutor dropped terror charges against 6 Israeli Jews who attacked 1 Palestinian man at a mosque in Herzliya in May 2021. The 6, who had beaten the man after confirming that he was Palestinian, were instead convicted of intentional and racially motived assault. (HA 3/8)

In the West Bank, Israeli forces raided Hebron, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. Palestinians protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in Tuqu‘, Fawwar refugee camp, and al-Arroub refugee camp. 6 Palestinians were arrested, including 2 during a late-night raid in Qarawat Bani Hassan and 4 minors leaving a school in Tuqu‘. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian with their car in al-Tur, leading to a confrontation between Israeli forces and Palestinians; 1 was injured by a rubber-coated bullet and 3 were arrested. 1 other was arrested during a late-night raid in Silwan. In Gaza, for the 3d night in a row, 2 rockets were launched at Israel and intercepted, and Israel conducted air strikes, hitting 4 locations near Khan Yunis and Rafah, causing damage, including to a poultry farm. Israeli defense minister Benny Gantz submitted a request to the Israeli high court of justice to delay the relocation of Israeli settlers from the Shilo settlement outpost to Israel, citing the religious shmita year restrictions on cultivating land. The settlers have made an agreement with Israel to leave the settlement voluntarily in exchange for receiving land within the Green Line. (HA 9/13)

In a speech at a university in Herzliya, Israeli foreign minister Yair Lapid said that the Israeli policy of blockading Gaza since the 2005 withdrawal had not been effective and proposed a plan to exchange economy for security. Foreign Minister Lapid said that Israel would not directly negotiate the terms with Hamas but would do so through international mediation. Lapid also said his proposal was backed by Israel’s prime minister Naftali Bennett and defense minister Benny Gantz, but that it was not a government plan. The 1st phase of Lapid’s plan is to update Gaza’s electricity, health, and transportation systems, of which water and electricity would be under Israeli control. The 2d phase entails creating a seaport in Gaza and connecting Gaza to the West Bank. In the 2d phase, the PA would gain control over Gaza. (HA, TOI 9/12; JP, MEMO 9/13)

In the West Bank, Israeli settlers tried to abduct 1 Palestinian man near Husan but ended up robbing him of NIS 25,000 ($7,600), the Palestinian man claimed. Israeli forces violently dispersed Palestinians protesting in Bayt Dajan and Kafr Qaddum, leading to tear-gas related injuries; 1 Palestinian was hit by a sponge grenade during the protest in Kafr Qaddum. 3 Palestinians were arrested during late-night raids in Jenin and Qalqilya. In East Jerusalem, 2 Palestinians were arrested during late-night raids in al-Tur. The PA said that Israel had agreed to vaccinate some 100,000 Palestinian workers from the West Bank who regularly travel to Israel for work. Israeli officials later said that it had not decided whether it would vaccinate the Palestinian workers, but it would discuss the issue. (HA, WAFA 2/19; HA 2/22)

In a statement released by Israeli prime minister Benjamin Netanyahu, he announced that the president of Equatorial Guinea, Teodoro Obiang Nguema Mbasogo, assured him that he would move the country’s capital to Jerusalem from Herzliya. The statement did not say when the move would happen. (AP, HA 2/19)

Unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF carries out 6 air strikes on smuggling tunnels on the Rafah border and abandoned buildings at the destroyed Dahaniyya airport site, causing no reported injuries. Meanwhile, Israeli naval vessels fire on Palestinian fishing boats off the s. Gaza coast, then deploy small Zodiac boats to chase some fishermen, destroying or confiscating their nets. A smuggling tunnel collapses on the Rafah border killing 1 Palestinian civilian, injuring 3. The UN reports that since 1/27, another 2 Palestinians have been killed in tunnel incidents (1 in a collapse, 1 by electrocution). In the West Bank, the IDF enters Khirbat Jabara village s. of Tulkarm in the morning, sealing the village, checking IDs, and stopping 10s of vehicles; troops withdraw in the evening, without making any arrests; conducts latenight arrest raids, house searches in Bil‘in (targeting individuals involved in demonstrations against the separation wall) and Nablus. The UN reports that since 1/27, the IDF has removed 24 obstacles to Palestinian travel in Hebron district (21 earthen mounds, 2 road blocks, 1 locked gate), noticeably improving Palestinian movement along Route 60 (550 manned and unmanned barriers are still in place across the West Bank). PA PM Fayyad gives a major address at Israel’s annual Herzliya policy conference. Fayyad’s 30-min. speech aims to explain the Palestinian historical narrative and stresses the need for a “political horizon” for Palestinian statehood. Israeli DM Barak addresses the same panel, focusing his comments on regional security threats. Both stress the importance of a 2-state solution, with Barak stating that Israel risks becoming “an apartheid state par excellence” if it does not accept Palestinian statehood. (WP 2/3; Ma’ariv 2/5)
