Far-right Jewish groups put up posters in Jerusalem calling the pope "the wicked one," saying prayer service would be an act of "mass idolatry in the heart of Jerusalem." Israel's Atomic Energy Commission, which rarely makes public statements, releases a announcement saying "an employee died in a 12-foot fall while preparing scaffolding for a welding job at the nuclear research center [Dimona] in the Negev." Jordan arrests leading Hamas activist `Abd al-Aziz Umary (also known as Izzat Rushuq), the 22d Hamas mbr. to be detained since the government crackdown began in 8/99; 2 other individuals are arrested, released on $5,000 bail each for "harboring" Umary. In Paris, PM Barak, French PM Lionel Jospin hold talks on the peace process, Israel's economic ties with the EU. Barak says that he still plans to pull the IDF out of s. Lebanon by 7/00. Barak returns to Israel today, but 1 mbr. of his delegation, Chief of Staff Yatom, stays on in Europe on an undisclosed mission thought to be linked to negotiations with Syria. (MM 9/23)

At the close of 3 days of Central Comm. talks in Damascus, the DFLP says that it would joint final status negotiations with Israel on condition that the political framework for talks is clearly defined, that talks take place in line with international law and Palestinian demands; calls on Arafat to convene a mtg. of all PLO factions to discuss the minimum demands a Palestinian team would accept.
