Israel’s Transportation Ministry announces that new Palestinian-only bus lines will soon operate between locations in the West Bank and central Israel. Israel presents the plan as a gesture to ease travel arrangements for Palestinian day laborers, but critics denounce the plan as de facto ‘‘segregation,’’ noting that Jewish settlers have voiced complaints about sharing buses with Palestinian workers. In the West Bank, Jewish settlers from Havat Maon attack Palestinian farmers nr. Yatta south of Hebron. When Israeli soldiers arrive, they declare the area a closed military zone and arrest 1 Palestinian teenager. The IDF patrols in al-Fawar r.c. nr. Hebron in the afternoon, provoking clashes that cause no serious injuries. At night, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. An Israeli diplomatic source reveals that Israeli PM Benjamin Netanyahu and Jordan’s King Abdullah II met in Jordan last week to discuss the peace process. No further details are revealed. (AFP 3/2)

Several mortars fired from inside Syria land in the Israeli-occupied Golan Heights, causing no injuries or damage. Israel says that it assumes the mortars were misfired, but nonetheless files a complaint with the UN. (HA 3/2)

IDF troops make a brief incursion into n. Gaza nr. Bayt Lahiya for unknown reasons and are engaged by a Hamas border patrol unit, causing no initial casualties; the IDF troops call in artillery fire, directing at least 4 shells at the surrounding area (forcing local farmers to flee, injuring 2 civilians, and damaging a civilian vehicle), and deploy drones and helicopters to chase and fire missiles at Hamas mbrs., firing at least 3 missiles that kill 2 IQB mbrs. and cause some collateral damage. In the West Bank, the IDF takes down several electricity poles supplying bedouin encampments nr. Havat Maon unauthorized settlement outpost nr. U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. In nearby Kiryat Netafim settlement, Jewish settlers hold a groundbreaking ceremony for construction of a new day-care center. Dozens of armed Jewish settlers from Ma’on settlement nr. Hebron guarded by IDF soldiers escort bulldozers to a nearby site where they begin laying the foundations for new homes at nearby Havat Maon outpost. Meanwhile, timed with the lifting of the settlement freeze, 9 Jewish activists depart Cyprus on a catamaran, hoping to break the blockade of Gaza to deliver a token shipment of medicine and water purification equipment. The IDF sends troops into Azun village nr. Qalqilya to patrol streets, set up checkpoints, and check Palestinian IDs, arresting 1 Palestinian; seals an entrance to Marda village nr. Jenin, making no arrests. Jewish settlers fr. Gil’ad vandalize Palestinian farm equipment and cars in nearby Imatin village. Jewish settlers fr. Havat Maon nr. A Palestinian suicide bomber detonates a device on a crowded bus nr. Sharon’s official residence in West Jerusalem, killing 10 Israelis, wounding 44. The bomber, whom the PA confirms was a Bethlehem PSF officer fr. Aida r.c., leaves 2 suicide notes claiming the attack in the name of the AMB, Hamas; the AMB initially claims responsibility, Hamas does so after the 2d letter is released; the groups do not claim joint responsibility, as they have done in the past, raising questions as to who really staged the attack. Israeli DM Shaul Mofaz says Israel will not routinely seal the territories in the wake of the bombing, so as not to aggravate Palestinians’ hardship; will specifically target militant groups. The IDF tightens checkpoints around Hebron; conducts house searches, arrest raids in Hebron, Jenin, Nablus. Hebron Jewish settlers attack Palestinians in nearby Yatta, forcing 9 Palestinian families out of their cave dwellings and mud houses; Hebron settlers reportedly seek to expropriate more than 37,000 dunams in the area for settlement expansion. Israel releases Ghassan Dirani, nephew of Mustafa Dirani (see 3/13), to the Red Cross for repatriation to Lebanon. Lebanese Christian militia men kidnapped Dirani in 1986, hoping to could trade him to Israel, who they thought would want him as a bargaining chip in its efforts to find out what happened to IDF airman Ron Arad, who was downed over Lebanon earlier in 1986, allegedly by mbrs. of Mustafa Dirani's group. Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland."
