Elsewhere, Israeli settlers destroy water pipes in Susiya. Israeli forces shoot and injure 4 Palestinians, uproot streets, and bomb a home in Jenin refugee camp. Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. An Israelis soldier is killed in combat. In Lebanon, Hezbollah launches 6 rockets at Shebaa Farms. Israeli forces attack Blida, Kafr Kila, and Ayta  ash Shab. More than 29,195 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,170 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,522 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. Israeli finance minister Bezalel Smotrich says freeing the Israeli captives is not the most important goal for Israel. (AJ, HA, HA, HA 2/20)

UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. Israeli settlers also raid Farasin, causing extensive damage to Palestinian property. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Kafr Jamal. Israeli forces also raid Ya’bad, assaulting 2 Palestinians and seizing 2 vehicles. In East Jerusalem, 2 Israeli settlers spit at a Christian abbot from Germany, the 2 are later placed under house arrest. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Dayr al-Balah, and Gaza City, killing at least 107 people. The Israeli bombs hit a fuel tank at the European Hospital, causing damage to the hospital. An Israeli soldier is killed in combat. In Lebanon, Hezbollah fires a missile at Israeli soldiers on al-Kubra hills and targets an Israeli base in Khirbet Maar. Israeli forces bomb homes in Yaroun. The Iraqi Foreign Ministry summons the U.S. charge d’affaires in Baghdad David Burger after U.S. and UK attacks in Iraq. U.S. secretary of defense Lloyd Austin says the attack on Syria and Iraq are “the start of our response” to the killing of 3 U.S. soldiers in Jordan earlier this week. (AJ, REU 2/3)

German foreign minister Anna Baerbock says Israeli plans to move its ground forces to Rafah “would simply not be justifiable.” (AJ 2/3)

The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. The ICJ rules that there is a basis to further investigate the South African genocide case against Israel and that the ICJ has jurisdiction to hear the case. The court issues 6 provisional measures: 1) Israel must take all possible measures to prevent acts as outlined in Article 2 of the Genocide Convention, including not killing members of a particular group [Palestinians], not causing physical or psychological harm to members of that group, not inflicting living conditions which are calculated to bring about the end of the existence of a people, and not carrying out acts to precent the births within the group. 2) Israel must ensure its military does not carry out any of the actions outlined in measure 1. 3) Israel must prevent and punish incitement to commit genocide. 4) Israel must ensure the delivery of basic services and essential humanitarian aid. 5) Israel must prevent the destruction of evidence of war crimes and allow fact-finding missions access. 6) Israel must submit a report on all steps taken to abide by the measures within 1 month. 4 of the orders are approved by 15 of the 17 judges, while 2 of the measures are approved by 16 of the 17 judges. The only judge to vote against all measures is Judge Julia Sebutinde of Uganda. Aharon Barak, the judge representing Israel, votes for measures 3 and 4. The measures issued by the court fall short of South Africa’s demand for a ceasefire. Hamas welcomes the ICJ orders and calls on the international community to force Israel to implement the decisions. PA ambassador to the UN Riyad Mansour calls the measures against Israel “historic.” South Africa calls the ruling a “decisive victory.” Israeli prime minister Benjamin Netanyahu instructs his ministers not to comment on the ICJ decision and calls the ruling “outrageous.” The U.S. State Department says the ICJ did not “make a finding about genocide” despite the court specifically saying that it is continuing its trial of Israel on charges of genocide. Israel alleges that 12 UNRWA employees took part in or aided the attack on 10/7/2023 based on Shin Bet interrogations of Palestinian detainees and phone tracking. UNRWA announces an investigation and says it has terminated the contracts of the 9 of the staffers, with further investigations into 2 other staffers. 1 staff has been killed. The U.S., Germany, the Netherlands, Canada, Finland, Australia, Italy, and the UK say they have paused additional funding to UNRWA while they are reviewing the allegations and UN’s steps to address them. The PA calls on the countries that suspended funding to reverse their decisions. Scottish first minister Humza Yousaf calls the suspension of funding for UNRWA collective punishment. National Security Council spokesperson John Kirby says the White House is doing “everything we can to facilitate another hostage deal,” and that National Security Council Coordinator for the Middle East and North Africa Brett McGurk returns to the U.S. after discussions with Qatar and Egypt. Axios reports that on 1/19 Biden said in a call with Prime Minister Netanyahu that he wants Israel to end its war on Gaza soon. Israel announced that it had approved the Lower Aqueduct plan in East Jerusalem, the first major new settlement plan to be fully approved in East Jerusalem since 2012, according to Ir Amim. DCI – Palestine’s office was raided on 7/29/2021 and the organization declared a terrorist organization on 10/22/2021 along with 5 other groups. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Haaretz reported that the World Zionist Organization’s settlement division was finalizing plans to invest $8.5 million to connect settlement outposts in the West Bank to the Israeli electrical grid and preparing plans to have the outposts retroactively authorized by the Israeli government. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Defense Minister Gantz also gave final approval for construction in Hizma and Harmaleh and 1st level approval for construction in Haris, Kisan, and Battir. Additionally, Israel said it would open a new crossing from Israel to the northern part of the West Bank to ease access to Jenin and delayed a meeting to expand Israeli settlements in East Jerusalem. The moves were described by Israel as a result of a meeting between Gantz and PA president Mahmoud Abbas last week and comes 1 day before U.S. president Joe Biden will arrive in Israel for a 4-day tour of Israel, Palestine, and Saudi Arabia. 4 members of the U.S. senate Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Chris Murphy (D-CT), and Dick Durban (D-IL), wrote a letter to U.S. secretary of state Antony Blinken saying that the U.S. review of the evidence into the killing of Palestinian American journalist Shireen Abu Akleh “hardly constitutes an independent investigation into the overall circumstances of her killing.” In a separate letter, U.S. senators Cory Booker (D-NJ) and Bob Menendez (D-NJ) called on the Biden administration to provide a senior-level classified briefing on the investigation details and the administration’s plan for accountability. Citing insufficient evidence, the foreign ministries of Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden issued a joint statement saying that the countries have decided to dismiss Israeli claims that 6 Palestinian rights organizations are linked to terrorism and will continue funding them. In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. In the West Bank, Israeli forces demolished 1 house—displacing 13—and a water well in Hebron, razed 100 dunams (25 acres) of agricultural lands in Masafer Yatta, and demolished 3 agricultural structures in Nahalin. An appeals court in the Netherlands ruled that Israeli defense minister Benny Gantz cannot be tried in Dutch courts for the 2014 air strike in Gaza that killed 6 relatives of a Dutch citizen. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation.
