In the West Bank, Israeli settlers assaulted 1 Palestinian farmer tending his land near Artas. Israeli settlers also threw stones at a school in ‘Urif, damaging solar panels. Elsewhere, Israeli settlers threw stones at Palestinian homes near Huwwara, causing damage. Israeli forces demolished 1 house under construction and 1 water well in Farsh al-Hawa. Israeli forces also issued stop-work orders for 6 homes under construction in Kafr ad-Dik. Elsewhere, Israeli forces sealed 1 water pipeline serving al-‘Awja. 24 Palestinians were arrested during late-night raids in Beit Umar, Hebron, Beitunia, Askar refugee camp, al-Mudawwar, Ya‘bad, and Huwwara. Members of Nizar Banat’s family called on the ICC to investigate the killing of Banat by PA security forces in June 2021. Banat was killed while being arrested by PA security officers. 14 security officers were later arrested but none of them have been convicted in relation to the killing. In an interview with NPR, Israeli prime-minister elect Benjamin Netanyahu said that he will not agree to a Palestinian state with full sovereignty. “[M]y formula is very simple . . . . The only peace that will hold is one that we can defend. And the one that we can defend is one in which the Palestinians have all the powers to govern themselves, but none of the powers to threaten our life, which means that security, in whatever political arrangements we'll have realistically will have to remain in Israel's hands.” The PA called Netanyahu’s remarks unacceptable. Unilever said the legal dispute between it and its subsidiary Ben & Jerry’s over the sale of the license to manufacture and sell the ice cream company’s products in Israel had been resolved but did not offer any details. Ben & Jerry’s recently updated its website, removing Israel as one of the countries where consumers can buy its ice cream. (GDN 12/15; EI, MEE, MEMO 12/16)

The UN General Assembly passed the resolution, “The right of the Palestinian people to self-determination,” with 167 votes in favor, 6 against, and 9 abstentions. (UN 12/15; WAFA 12/16)

In the West Bank, Israeli settlers shot and killed 1 Palestinian minor during a settler incursion into al-Mughayyir. Israeli soldiers were present at the killing, but eyewitnesses say the shots were fired by Israeli settlers. Israeli forces shot and injured 3 Palestinians at a checkpoint near Nablus, claiming that the Palestinians had opened fire at Israeli soldiers at the checkpoint. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 11 with baton rounds and others with tear gas. 5 Palestinians were arrested during late-night raids in Kafr Qalil, Tell, Hebron, and al-Maniya. The Ramallah-based group Lawyers for Justice said that the PA had arrested at least 94 people for political reasons in the past 2 months. None of the people arrested were charged with any offenses and most were released within days. A representative for Lawyers for Justice said the latest arrest campaign is the biggest since 2012 and that detainees have reported maltreatment and torture. Most of the people arrested were affiliated with Hamas and Islamic Jihad. (AJ 7/29)

The UN Committee against Torture issued findings from its review of the State of Palestine, saying it was “seriously concerned about the causalities caused by the excessive use of force, particularly the use of lethal weapons by security forces and unidentified armed elements during demonstrations on the postponement of national elections in April 2021 and about Nizar Banat’s death in custody in June 2021.” It also urged the PA to investigate allegations of torture and ill treatment by security forces and intelligence officers in prison and jail facilities in the West Bank and Gaza. The Israeli defense ministry released transcripts from the trial related to the 1956 Israeli massacre of Palestinians in Kafr Qasem. In the transcript, a commander is recorded saying that his superior, Colonel Issachar Shadmi, had told him that it would be “desirable that there be some fatalities” in Kafr Qasem. The commander also said that he had been ordered to kill Palestinians violating the curfew, even if he believed that they had not been informed of the curfew. In the West Bank, Israeli settlers vandalized 1 mosque in Kisan and placed an Israeli flag on top of the mosque. Israeli forces shot and killed 1 Palestinian minor near Silwad, claiming he had thrown stones at vehicles traveling on Route 60. The PA called the killing an execution. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition and injured others with tear gas during a late-night raid in Jenin. Israeli forces also delivered a demolition notice for 1 house under construction in al-Farra in the Masafer Yatta area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of the shore; no injuries were reported. The UN human rights office said it had found that the bullet that killed Al Jazeera journalist Shireen Abu Akleh on 5/11 was fired by Israeli forces and not during crossfire with Palestinian militants as Israel has claimed. A representative of the UN human rights office said that “[i]t is deeply disturbing that Israeli authorities have not conducted a criminal investigation” into the killing of Abu Akleh. The UN representative called the bullets fired by the Israeli forces “well-aimed” at journalists wearing flak jackets with “PRESS” markings. Amnesty International criticized the PA for its response to the killing of PA critic Nizar Banat in June 2021. The regional director for the Middle East of North Africa Heba Morayef said that “[t]he flawed military trial of 14 low-ranking security officers will not bring about justice” in the case. The family of Banat is no longer partaking in the PA trial, as it does not believe it will bring justice; it is preparing a civil lawsuit instead. (MEE 6/23; AP 6/24)

In the West Bank, Israeli forces violently dispersed activists protesting Israeli military drills in Masafer Yatta. Israeli forces also demolished parts of road used to access agricultural lands near Ras Karkar. Elsewhere, Israeli forces demolished a car repair shop in ‘Anata, 1 house under construction in Nil‘in, 4 structures in Nahalin, and 1 agricultural structure in al-Khader. 8 Palestinians were arrested during raids in Beit Furik, Jenin, Qabatiya, Kafr Abbush, Ein as-Sultan refugee camp, and Hebron. In East Jerusalem, Israeli authorities demolished 1 agricultural structure in Isawiya and razed land in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Shu‘fat refugee camp. In Gaza, Israeli forces made incursions to level agricultural lands east of Rafah. Israeli forces also opened fire at Palestinian herders east of Jabaliya; no injuries were reported. The Israeli military began construction of a 45-kilomiter concrete barrier in the northern part of the West Bank that will replace a metal fenced area of the separation wall. (HA, MEMO 6/22)

Israeli military reopened an iron gate to the Abud village near Ramallah after Haaretz submitted an inquiry into why it had been closed. The iron gate to Abud had been closed since 6/8, forcing residents to take long detours to reach Ramallah. (HA 6/26)

The PA granted bail for 14 Palestinian security officers accused of partaking in the killing of PA critic Nizar Banat on 6/24/2021. The next court hearing in the case is scheduled for 7/3. (MEE 6/22)

A U.S. federal appeals court upheld an Arkansas law requiring state contractors to pledge not to boycott Israel. The judge writing the opinion claimed that “[b]ecause those commercial decisions are invisible to observers unless explained, they are not inherently expressive and do not implicate the First Amendment.” The American Civil Liberties Union said it would appeal the case to the Supreme Court.
