In the West Bank, Israeli forces arrested 9 Palestinians during late-night raids in and around Ya‘bad, Kaubar, and Hebron. In East Jerusalem, Israeli forces arrested 8 Palestinians including a Waqf guard at the Haram al-Sharif compound, 1 other in the Old City, 5 during late-night raids in the Old City, and delivered 2 summonses for interrogations. The Islamic Waqf announced that the Haram al-Sharif compound and al-Aqsa Mosque would reopen after the end of Ramadan. (WAFA 5/19)

PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel. A plane from the UAE with COVID-19-related aid materials for Palestinians in the West Bank and Gaza landed in Israel. The aid package included 14 tons of medical supplies, including 10 ventilators. The direct flight from the UAE to Israel is the 1st of its kind. (AJ, HA, REU 5/19)

The EU Police Coordinating Office for Palestinian Police Support donated $65,500 worth of protective equipment and hand sanitizer to the Palestinian Civil Police. (WAFA 5/19)

Palestinian chief negotiator Saeb Erakat says that Israel will release 104 Palestinian prisoners in 4 stages, with the 1st 26 prisoners set to be released on 8/13. The prisoners to be released have all been serving sentences since before the 1993 Oslo Accord. (MNA 8/3)

Gaza’s power plant begins operating on 4 turbines for the first time since 2006, after Israel (in a gesture to mark Ramadan) allowed the UN Development Program to import new transformers to replace those destroyed by an Israeli air strike in 2006. The improved capacity of the plant and additional Israeli fuel imports to mark Ramadan reduce rolling blackouts across Gaza to 8–10 hrs./day (down from around 12 hrs./day in recent months). The IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; conducts synchronized patrols in 4 villages nr. Jenin at midday; patrols in alNabi Salih in the afternoon, firing rubbercoated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them (causing no serious injuries); and conducts synchronized patrols in 2 villages nr. PA Fin. Min. Nabil Kassis says the government is finding it harder each month to meet its routine budget expenses because donors, including the U.S. and Arab states, have failed to fulfill their 2012 pledges. The PA had hoped to close a $1.1 b. gap in its $4 b. budget, but is expected to fall short by $250,000, despite increasing taxes and making cuts to subsidies. (WT 7/27)

Republican candidate Mitt Romney begins a 6-day international tour of Britain, Israel, and Poland to point up his foreign policy skills. The theme of the trip is ‘‘the importance of locking arms with the nation’s allies.’’ Aides say that on the Middle East, Romney intends to highlight differences with Obama over plans for the peace process, support for Israel, Iran’s nuclear program, and the U.S. withdrawal from Afghanistan. The International Israel Allies Caucus Foundation (formed by Israeli Knesset mbrs. and mbrs. of the U.S. House of Representatives in 2008) sponsors 2 panels on Capitol Hill to mark nearly 20 yrs. since the signing of the 9/2003 Oslo Accord and to discuss how to move the peace process forward. Speakers include former State Dept. adviser to the negotiations Aaron David Miller, Likud MK and avid settlement supporter Danny Danon (who supports annexation of the West Bank except for the Palestinian population, which would be left to fend for itself), right-wing settler leader and former MK Rabbi Benny Elon (who supports annexation of the West Bank and creation of a Palestinian state in Jordan), and Israeli negotiator to the Oslo talks Yossi Beilin (who says: ‘‘My interest is not necessarily a Palestinian state. All I want is a Jewish majority forever.’’), and Jerusalem Post dep. managing editor Caroline Glick (who says Oslo was destined to fail because Palestinian leaders ‘‘raised a generation of kids who value death’’). The only representative of the Palestinian viewpoint, American Task Force on Palestine (ATFP) dir. Ghaith al-Omari, praises Oslo for establishing a sense of ‘‘mutual respect’’ necessary for moving talks forward and calls for a quick resumption of negotiations. Elon responds that there will be no progress until the Palestinians understand that the Jewish people ‘‘are back in Zion, back in Jerusalem.’’ (WJW 7/26)

IDF troops on the n. Gaza border fire warning shots at Palestinians hunting for birds in the fmr. Nisanit settlement area nr. the Erez crossing, forcing them to flee. For the 3d straight day, Israeli naval vessels fire at Palestinian fishing boats off the s. Gaza coast, forcing them to return to shore. Late at night, IDF troops on the n. Gaza border make a brief incursion into areas n. of Bayt Lahiya, searching the area and opening fire, but causing no reported damage or injuries. The PA warns that unless Israel releases VAT taxes (suspended on 11/1/11 in violation of the 1994 Oslo Accord), it will be unable to pay civil servants salaries on 12/1 (affecting around one-third of Palestinians) and PA services would likely be disrupted. PA PM Salam alFayyad states: “With each passing day, the [PA] becomes weaker, and it is fast approaching the day when it becomes completely incapacitated.” The UN, U.S., and Quartet have each contacted Israeli PM Netanyahu in recent days to urge him to restore the transfers, with Quartet special envoy Tony Blair stating today: “Only those who oppose peace and Israeli-Palestinian cooperation benefit from the withholding of PA funds.” A Netanyahu aide says that if the PA pledges not to pursue membership in any more UN organizations and backs off planned reconciliation talks with Hamas, Israel would probably restore the transfers, saying, “The idea is to influence Palestinian decision making.” (NYT 11/24; WP 11/28)

Smugglers attempting to sneak into Israel fr. Egypt clash with Egyptian border police inside Egyptian territory (killing 2 border police) and then cross into Israel where they exchange fire with IDF soldiers (causing no reported injuries) before fleeing back into Egypt and escaping. (WP 12/3)

In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. Meanwhile, Israel’s ministerial comm. on legislation sends a bill to the Knesset for a second reading that would require a national referendum before any territory could be ceded in a peace agreement. (JTA, NYT 10/11)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, IDF undercover units make an incursion into Silwan in East Jerusalem, arresting 4 Palestinian boys (ages 12–13), firing rubber-coated steel bullets, stun grenades at stone-throwing youths who confront them, seriously wounding a 14-yr.-old Palestinian boy; all 4 boys arrested are released on 10/12. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya. An Israeli military court sentences Abdullah Abu Rahma, head of the Popular Committee Against the Wall in the West Bank village of Bil‘in who organizes the weekly demonstrations against the separation wall, to 1 year in jail (including time served) and a $1,250 fine; Abu Rahma was arrested in 12/09 and convicted in 8/2010 of incitement and participating in illegal demonstrations. PA PM Salam Fayyad holds a groundbreaking ceremony to inaugurate a new agroindustrial park in the Jordan Valley, which is expected to create 10,000 new Palestinian jobs. Abbas swears in a 12-mbr. emergency cabinet; issues a presidential decree suspending article 79 of the Basic Law allowing the PC to vote out the government by a no-confidence vote and requiring PC approval for all ministerial appointments. The cabinet comprises mostly independent technocrats, except for veteran Fatah mbr. ‘Abd al-Raziq Yahiya, named interior minister to control the PA security branches. Hamas rejects Abbas’s actions as illegal. Both Hamas and Abbas stress, however, that Gaza and the West Bank must continue to be considered a single administrative and political unit as laid out in the 1993 Oslo Accord, rejecting Israel’s appeal to the U.S. that they officially be “delinked.” In Gaza, some 1,000 Fatah loyalists encamp at the Erez crossing, requesting transit to the West Bank, afraid to leave the corridor for fear of reprisals. In Khan Yunis, residents report Hamas mbrs. going door to door collecting unauthorized weapons. The Army of Islam releases a video rejecting Hamas demands to release BBC reporter Johnston, threatening to kill him if Hamas goes after the group. In Damascus, Abbas, PA PM Ahmad Qurai‘ hold reconciliation talks with Syrian pres. Bashar al-Asad, agree to resume high-level contacts, suspended by Syria in 1993 over the signing of the Oslo Accord. Abbas, Qurai‘ also hold talks with Hamas leader Khalid Mishal and the leadership of Islamic Jihad, Popular Front for the Liberation of Palestine–General Command to press them to support or take part in Palestinian presidential election, to keep a lid on violence in the run-up to elections in order to bolster national unity. An AMB gunman ambushes, fatally shoots a Jewish settler security chief patrolling around Itamar settlement in the West Bank, is then shot dead by other security guards; the IDF later blows up the gunman’s home in nearby Bayt Furik. The IDF also continues operations in Gaza City, bulldozing 700 dunams of land, demolishing several Palestinian homes, firing on Palestinians, wounding 4 before withdrawing later in the day; fires on residential areas of Aida r.c., Bayt Furik, Tal al-Sultan, Yatta; raids, fires on stone-throwing youths in Balata r.c., Tulkarm r.c. and town; conducts arrest raids, house searches in al-Khadir, Bayt Sahur; shells an electricity tower in Rafah, cutting electricity to some neighborhoods and Brazil r.c. (IOC) 1st recognized Palestine in 1934, but rescinded recognition in 1948, when it recognized Israel. After the signing of the Oslo Accord in 1993, the IOC recognized Palestine again. At an American Comm. on Jerusalem briefing on Capitol Hill, eminent Palestinian historian Walid Khalidi reveals findings of a 3-yr. investigation, proving that the ownership of the proposed site for a U.S. emb. in Jerusalem, as mandated by Congress's 1995 Jerusalem Emb. Act, is largely private property (some of which can be claimed by U.S. citizens) and Waqf land that have been illegally confiscated by Israel. (ACJ press release 2/17)

PA teachers go on strike to protest their low salaries. Arafat had promised pay raises as part of the civil service law but the salary increases were not worked into the FY 2000 budget approved on 1/26. (MENL 2/18; LAW 2/22; MEI 2/25)
