In the West Bank, Israeli settlers blocked a road south of Jenin and threw stones at Palestinian vehicles, causing damage. Israeli settlers also vandalized heavy machinery in Madama. Elsewhere, Israeli settlers raided Burqa, throwing stones at Palestinian homes. Israeli forces seized a vehicle, an electric transformer, and a forklift used by Aqraba municipal workers to rehabilitate and clean a water spring. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli municipal workers demolished commercial structures in Wadi Qaddum. In Lebanon, 5 members of the PFLP-GC were killed and 10 others injured in an explosion in Qusaya. The PFLP-GC said that an Israeli airstrike had killed the 5 members while Israel denied having carried out the attack. (AJ, ALM, AP, HA, MEE, REU 5/31; BBC, HA 6/1)

Palestinian citizens of Israel began a 3-day sit-in protest outside of Prime Minister Benjamin Netanyahu’s office calling on the Israeli police to ensure the safety of Palestinian citizens as the murder rate in Palestinian towns and cities continued to rise. (MEE 5/31) 

An Israeli parole committee in Ramle prison said it could not determine if Palestinian prisoner Walid Daqqa was eligible for parole and decided to refer the question to a different committee. The Palestinian Prisoner’s Society called the decision tantamount to killing him given Daqqa’s bone marrow cancer. (WAFA 5/31; MDW 6/4)

4 Israeli soldiers were arrested for assaulting 1 Palestinian man after arresting him in Deir Abu Mash‘al on 5/27. (HA 5/31)

PA prime minister Mohammed Shtayyeh and Egyptian prime minister Moustafa Madbouly signed a number of agreements to further cooperation between the 2 countries in Cairo. (WAFA, WAFA 5/31)

U.S. assistant secretary of state for near eastern affairs Barbara Leaf told the Senate Foreign Relations Committee’s Middle East subcommittee that there is “a lot of misreporting and hyperventilation in the press” regarding potential normalization between Israel and Saudi Arabia. In the West Bank, Israeli forces demolished 1 Palestinian-owned home near al-Ramadin. 8 Palestinians were arrested during late-night raids in Araqah, Beit Umar, Jaba‘, and Burqin. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The PA called the eviction a war crime, calling on the U.S. to protect Palestinians in East Jerusalem, and the EU condemned the displacement of the family. The U.S. ambassador to the UN Linda Thomas-Greenfield said at a UN security council meeting that Israel must refrain from “demolitions, and evictions—like what we saw in Sheikh Jarrah.” At the meeting, PA foreign minister Riyad al-Maliki also called on the international community to end Israeli impunity. A representative for the Salhiya family said the family is referring the case to the ICC. 1 Palestinian family demolished their own home in Wadi al-Juz, displacing 8. In Jerusalem, Israeli police violently dispersed activists in front of Mayor Moshe Leon’s home protesting forced displacement of Palestinians in Sheikh Jarrah; 5 were arrested. Israeli police arrested 3 Jewish Israeli men for attacking 2 Palestinian Israeli men in Bat Yam on 11/14/2021. The 3 Jewish Israeli men were charged with racially motivated violence prompted by the 2 Palestinians socializing with Jewish Israeli women. (HA 1/20; HA 1/21)

Hamas officials concluded a visit to Algeria, presenting the group’s vision for national unity and reconciliation with Fatah. The delegation arrived in Algeria on 1/17. The Citizenship Law bill, created to prevent family unifications between Palestinians and Israeli citizens, was sent back to the Israeli cabinet after the Meretz party filed an objection to the legislation in the Knesset. In the West Bank, Israeli forces closed off large parts of Hebron to Palestinians, including forcing Palestinians to close their shops in the Bab al-Zawyeh area to allow Israeli settlers to tour it. Israeli forces also seized an excavator in Burin. 7 Palestinians were arrested, including 5 during late-night raids in and around Bethlehem, Burqin, and Deir Ghasana, 1 was arrested at a checkpoint near al-Khader, and 1 was arrested at the entrance to Zabbuba. In East Jerusalem, nearly 1,700 Israeli settlers toured the Haram al-Sharif compound on the Jewish holiday Tisha B’Av, drawing criticism from the Israeli governing party the United Arab List, the PA, Hamas, the EU, and Jordan. In a statement after the Israeli settlers had toured the Haram al-Sharif compound, Israeli prime minister Naftali Bennett said the Israeli security forces had preserved “freedom of worship for Jews on the Mound [the Haram al-Sharif compound],” a significant departure from the status quo of the Holy Sites and a 1st from an Israeli prime minister. Under the status quo agreement, only Muslims have the right to worship on the Haram al-Sharif compound. 1 day later, Prime Minister Bennett clarified that the wording was a mistake and that he meant “visit” rather than “worship.” (HA, MEMO 7/18; AP, HA, JP, WAFA 7/19)

The Israeli high court of justice rejected a petition from Peace Now to stop the transfer of Israeli public funds to the Amana movement, which funds and builds unauthorized constructions in Israeli settlements and settlement outposts. (HA 7/19)

Israeli foreign minister Yair Lapid said that the Israeli government would examine the diplomatic ramifications of the demolition and eviction of the bedouin community Khan al-Ahmar. (HA 7/18; MEMO 7/19)

17 news outlets published a Forbidden Stories and Amnesty International investigation based on a leak of more than 50,000 records of phone numbers, which had been targeted for surveillance with Pegasus spyware from the Israeli spyware company NSO Group’s clients. The investigation found that at least 180 journalists from 21 countries had been targeted by 12 NSO Group clients, including the governments of Bahrain, Morocco, Saudi Arabia, India, the UAE, Mexico, Hungary, Azerbaijan, Togo, and Rwanda. The investigation also found that heads of governments, including Pakistan’s prime minister Imran Khan, France’s president Emmanuel Macron, and Morocco’s king Mohammed VI, were among possible victims. Furthermore, the investigation showed that Pegasus spyware was installed on Saudi dissent journalist Jamal Khashoggi’s fiancée’s phone and that his son had been listed for targeting before Khashoggi was murdered by special forces in Saudi’s embassy in Istanbul on 10/2/2018. Charges against NSO Group that its spyware was used against Khashoggi have been denied by the company. The Israeli government approves all sales of spyware from NSO Group to potential clients. Amazon subsequently said it had shut down its servers used by NSO Group. The investigation comes as a different investigation into another Israeli spyware company Candiru was released on 7/15. Later, after the Forbidden Stories investigation was published and with international criticism mounting, the Knesset’s foreign affairs and defense committee chairman Ram Ben Barak on 7/22 said that his committee would review the process of granting licenses to export spyware to other countries. France and Luxembourg said they would start investigations into the Israeli-made spyware. In the West Bank, Israeli forces demolished 27 residential and agricultural structures in Khirbet Humsa and forced the bedouin village’s residents to leave the area; the demolitions displaced 70 people. Israeli forces also raided the headquarters of the Union of Agricultural Work Committees, seizing computers and other office equipment and ordering the building closed for 6 months. 10 Palestinians were arrested during late-night raids in and around Ramallah, Ni‘lin, Deir Abu Mash‘al, Birzeit, Nablus, Jenin, and Dura; 1 of the arrested was the director of Health Work Committees Shatha Odeh, who also had her car seized. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

The Popular Front for the Liberation of Palestine–General Command (PFLP–GC) says that it is forming combat units to recapture the Israeli-occupied Golan Heights. The announcement comes after Syrian pres. Bashar al-Asad and Hizballah indicated that they would support such operations. (REU 5/11)

PLO Secy.-Gen. Fathi Abu al-Ardat says that at least 55,000 Palestinian refugees have fled Syria to Lebanon since the civil unrest in Syria began. (DS 5/11)

Unidentified Israeli officials tell the Jerusalem Post that unofficial, informal talks under EU auspices are taking place between Israeli and Palestinian academics and former political and military leaders. These discrete dialogues are looking at final-status issues like Jerusalem in order to come up with recommendations for steps that could be taken by both sides. (JP, REU 1/8)

Israel’s education min. Gideon Sa’ar convenes an unscheduled meeting of the Council for Higher Education in order to officially endorse the university status of Ariel settlement’s college. Speaking at Ariel University on the same day, PM Netanyahu says the settlement will ‘‘always remain under Israeli sovereignty.’’ (HA, JP 1/8)

Palestinian PM Salam Fayyad says that the PA is on the verge of bankruptcy, but that he is not afraid of popular protests against the PA similar to those that took place in 9/2012 (see Quarterly Update in JPS 166). Pro-Asad Palestinian factions in Damascus call for a cease-fire after a month of fighting in Yarmuk r.c. A statement signed by the PFLP–GC, the Democratic Front for the Liberation of Palestine, and the Nidal Front says that Palestinians in Syria must remain ‘‘neutral.’’ (AJE, Guardian 1/8)

Israel approves 1,500 new housing units in the Ramat Shlomo settlement in East Jerusalem. The government is expected to approve a total of 6,500 settlement housing units over the next week, including almost 4,000 in Givat Hamatos–a new settlement nr. Bayt Safafa–and 1,000 units in Gilo South. Palestinian envoy to the UN Riyad Mansour urges permanent members of the UNSC to take action to stop Israel’s settlement plans in East Jerusalem. Teachers in the West Bank go on strike to protest the delay in the payment of their salaries. The PA has not set a target date for paying back salaries. Meanwhile, the PA civil servants union accuses Israel of collective punishment for withholding Palestinian tax revenues and calls a strike from 12/18 to the end of the week. (MNA 12/17)

Hamas’s Interior Ministry in Gaza says that Fatah will be allowed to celebrate its 48th anniversary in Gaza, in order ‘‘to promote the atmosphere of unity.’’ (MNA 12/17)

Syrian rebels take control of Yarmuk r.c. nr. Damascus after a fierce battle pitting rebels and anti-Asad Palestinians against the pro-Asad PFLP–GC. PLO official in Syria Anwar Abdul-Hadi says that over half the Palestinian population of Yarmuk r.c. has fled; Palestinian amb. to Syria puts the figure at 95%. (MNA, REU 12/17)

Palestine’s Central Elections Commission announces that the 2d stage of local elections in the West Bank will take place on 12/22/12, after 78 districts failed to register any candidate in the 1st round (10/20/12, see QU in JPS 166). (MNA 12/16)

In Syria, the head of the pro-Asad PFLP–GC, Ahmed Jibril, leaves the Yarmuk r.c. after 12 days of clashes with Syrian rebel forces supported by Palestinian fighters known as Liwa al-Asifah (Storm Brigade), who have gained ground in the camp. (MNA 12/15)

PLO Executive Comm. mbr. Hanan Ashrawi urges the EU to go beyond verbal condemnation of Israeli violations and to take action—such as a full ban on the import of settlement products and reconsidering the EU-Israel Association Agreement—in light of Israel’s persistent human rights abuses. Canadian FM John Baird says that PM Stephen Harper has relayed to Israeli PM Netanyahu Canada’s opposition to the recent settlement expansion plans. Speaking after a visit to Damascus, Filippo Grandi, head of the UN Relief and Works Agency (UNRWA), says that parties in Syria’s civil war must respect the neutrality of Palestinian refugees. He expresses particular concern over the role of the Popular Front for the Liberation of Palestine–General Command (PFLP–GC), a pro-Asad faction that is strong in the Yarmuk r.c. nr. Damascus. In a television interview in Beirut, Popular Front for the Liberation of Palestine–General Command (PFLPGC) leader Ahmad Jibril states that his faction, along with Hizballah and Iran, would fight to defend Syrian pres. Bashar al-Asad if foreign forces intervene in Syria. Jibril claims to have discussed the matter with Hizballah leader Hasan Nasrallah, but Hizballah does not comment. (WT 7/4)

Al-Jazeera satellite TV airs a special investigative report in which it claims to have uncovered new evidence that Palestinian leader Yasir Arafat did not die of natural causes in 11/2004 but was assassinated. The station funded scientific tests of Arafat’s clothing (kept by his widow, Suha Arafat) by a Swiss forensic institute that found unusually high traces of the radioactive substance polonium21. Suha Arafat immediately calls for Arafat’s body to be exhumed and tested. The PA says only that it would not ‘‘stand in the way of an exhumation.’’ (JAZ 7/3; NYT, WP 7/5)

Iran and the P5þ1 end 2 days of talks in Istanbul. Though the sides do not comment on progress, they say that deputies to Ashton and Jalili will soon meet to discuss how to reduce gaps in their positions and move negotiations forward. The meeting is later set for 7/24 in Turkey. (NYT 7/5, 7/10)

In Gaza, 1 Palestinian is killed when a smuggling tunnel on the Rafah border collapses. The IDF raids ‘Ayn Bayt al-Ma’ r.c. nr. Nablus to arrest Hamas-affiliated PC mbr. Ahmad al-Haj Ali; raids and searches the Hamas-affiliated Change and Reform party offices in Nablus, confiscating a computer and files; raids Anabta’s municipal electricity dept., arresting 1 employee; patrols during the day in 3 villages nr. Qalqilya and 1 nr. Jenin; conducts late-night arrest raids, house searches in Jenin and nr. Tulkarm. Jewish settlers fr. Karme Tzur nr. In Syria’s Yarmuk r.c. near Damascus, 10,000s of angry Palestinian mourners at the funerals for some of those killed in the Naksa Day clashes on 6/5 attack the Popular Front for the Liberation of Palestine—General Command (PFLP-GC) headquarters and drive away Hamas leader Khalid Mishal and the PFLP-GC head Ahmad Jibril, who had come to express condolences, denouncing camp leaders for inciting the camp youths and putting them in harm’s way to be used as “cannon fodder” against Israel. Palestinian refugees in Lebanon’s ‘Ayn al-Hilwa r.c. also demonstrate (6/6) against the killing of Naksa Day protesters on the Syrian border on 6/5, but it is unclear to what degree the protests are against Israel, Syria, or the Palestinian leadership. (WP 6/7)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

Overnight, the IDF sends troops back into central Gaza, engaging in heavy clashes with armed Palestinians in al-Maghazi r.c. that last throughout the day, occupying houses as sniper posts, cutting electricity to central Gaza, conducting air and artillery strikes, leaving 5 Hamas mbrs., 4 Palestinian bystanders dead and 5 IDF soldiers, 93 Palestinians wounded (mostly militants, most with shrapnel fr. tank fire; also including 20 children).
