In the West Bank, Israeli settlers threw stones at Palestinians and their property in Hebron and Nablus, injuring 2 in Nablus. Israeli settlers also assaulted 1 Palestinian farmer working his land in ‘Urif. Israeli forces shot and killed 7 Palestinians, including the alleged perpetrator of the killing of 2 Israeli settlers on 2/26 and 1 minor, and injured 25 others during a raid in Jenin. 2 Israeli soldiers were injured. The PA called the raid a “heinous crime,” while the U.S. said Israel had a right to defend itself. Israeli forces also raided ‘Askar refugee camp, arresting 2 sons of 1 of the Palestinians killed during the raid in Jenin. Israel Hayom reported that Israeli foreign minister Eli Cohen was working on normalization deals with Mauritania, Somalia, Niger, and Indonesia. Talks about normalization with those countries were reportedly brought up in conversations that included U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan. Israel Hayom said Israeli talks with Mauritania were the most advanced of the 4 and that Israel had asked Germany to assist in its efforts. (ALM 3/7)

In Syria, Israeli forces conducted airstrikes in Aleppo, damaging the runway at Aleppo International Airport. The Syrian transport ministry said it had to reroute earthquake aid to other airports due to the strike. The Parliament of South Africa voted to downgrade the country’s diplomatic ties with Israel, making the Israeli embassy a liaison office, citing Israeli abuses of Palestinians. The South African government has to adopt the motion for the vote to take effect. (MEE 3/7; ALM, MEMO, WAFA 3/8)

In the West Bank, Israeli settlers uprooted 80 olive tree saplings in Yasuf. Israeli settlers also raided Huwwara, throwing stones at Palestinians and their property, injuring 4 and causing damage. During the raid, Israeli settlers and soldiers were filmed dancing together on the street. Israeli forces shot and injured 4 Palestinians with live ammunition during a raid in Aqabat Jaber refugee camp. Israeli forces also demolished 4 residential structures in Shaab al-Butum, displacing 40 Palestinians and issued stop-work orders for 3 homes and 11 agricultural structures in al-Zawyeh. Haaretz reported that since 2016 planes from Azerbaijan’s Silk Way Airlines have landed at the Israeli Ovda airbase 92 times. It was reported that Israel has been selling arms to Azerbaijan in exchange for the Mossad being allowed to set up a base in the country and Israel receiving oil. (HA 3/6; ALM 3/7)

Israel deported 1 Palestinian released from the Naqab Prison to Hebron when he was released after serving 20 years. The man who was a resident of Haifa before he was arrested had his Israeli residency status revoked in 2019. (WAFA 3/5)

The Knesset extended the Citizenship Law, banning Palestinians from the West Bank who marry Israeli citizens from being granted residency status. The Citizenship Law has been extended yearly since 2002. (HA, TOI 3/6)

In the West Bank, large groups of Israeli settlers chanted racist slogans at Palestinians in Hebron and Israeli forces closed off large portions of the city for its Palestinian residents. Israeli forces assaulted and arrested 1 Palestinian minor in Jayyous. In East Jerusalem, Israeli settlers attacked 1 Palestinian minor with stones in the French Hill neighborhood, causing severe injuries to his face. Some 230 Israeli settlers also stormed the Haram al-Sharif compound; the PA and Jordan condemned Israel for allowing the settlers access. Israeli forces raided Silwan leading to clashes with Palestinians; tear-gas related injuries were reported. 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. In Israel, Israelis attacked a transport van and its Palestinian driver in West Jerusalem after yelling that the driver was “Arab,” when the Palestinian driver tried to escape the mob he inadvertently killed 1 Israeli man with his vehicle; Israeli police initially arrested the Palestinian man but released him 36 hours and started rounding up 12 Israelis who had attacked the Palestinian man; the Palestinian man’s lawyer said in court that the attack was “a lynching.” (WAFA, WAFA, WAFA 2/28; JP 3/1; HA, PCHR 3/4)

The Israeli cabinet approved starting to vaccinate Palestinians from the West Bank holding Israeli work permits and Palestinians working in Israeli settlements. Vaccination centers will be set up at West Bank crossings. The decision came days after the PA said that Israel and the PA had agreed that Israel would vaccinate Palestinian workers. 8 of 9 judges on the Israeli supreme court voted to overturn the Israeli central elections committee’s decision to disqualify the Palestinian-Israeli Labor party candidate Ibtisam Mara’ana from running in the Israeli elections. The Israeli central elections committee disqualified Mara’ana from running upon request by the racist far-right Otzma Yehudit (Jewish Power) party on 2/17. (HA 2/28)

Israel designated the Samidoun Palestinian Prisoner Solidarity organization a terrorist organization for its ties to the Palestinian Front for the Liberation of Palestine. (JP 2/28)

Iran rejected an invitation to discuss reviving the Joint Comprehensive Plan of Action (JCPOA) at an informal meeting with the U.S. and European stakeholders, saying that European and American parties have made actions and statements in the recent past that do not make the timing right for Iran. Iran later said that the U.S. should lift the sanctions imposed by the Trump administration before the parties can begin to engage on reviving the JCPOA. (AJ 2/28; REU 3/1)

Some 450 lawmakers in European countries and in the EU parliament signed a letter to EU High Representative Josep Borrell and European foreign ministers urging them to pressure Israel to stop the “de facto annexation” of the West Bank. (HA 2/28; WAFA 3/1)

In the West Bank, Israeli forces seized 2 Palestinian-owned tractors in Bidya. 2 Palestinians were arrested at the Qalandia and Huwwara checkpoints In Gaza, 2 Palestinian minors were hospitalized after Israeli naval forces opened fire at them while on a beach near Rafah. Israeli naval forces also opened fire at Palestinian fishermen some 6 nautical miles northwest of Rafah and 3 nautical miles west of Bayt Lahiya; no injuries were reported. The PA announced new COVID-19 restriction measures, including nighttime curfews starting at 7 p.m. and the closure of kindergartens and schools. PA prime minister Mohammed Shtayyeh also complained that restrictions on movement between districts were not being followed. The new restrictions were imposed as the PA health ministry has found that the British and South African COVID-19 mutations were more prevalent in the West Bank than previously thought. Both mutations spread the virus faster and cause more severe illness, including in children. As the new restrictions were announced, the PA health ministry said that the intensive care units in the West Bank were at 95 percent occupancy. A total of 2,236 Palestinians have died of the COVID-19 virus in the West Bank, including East Jerusalem, and Gaza since the beginning of the outbreak. (AJ, HA, WAFA, WAFA 2/27)

In Israel, Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 36th Saturday in a row. The protesters are demanding Prime Minister Netanyahu’s resignation for the government’s handling of the Israeli economy, his corruption cases, and the COVID-19 crisis. (HA 2/27)

In the West Bank, Israeli settlers stormed Kafr Haris, closing the area to Palestinians. Israeli settlers also uprooted 20 olive saplings in Kisan. Elsewhere, Israeli settlers and Israeli forces forced 4 families of Palestinian-Israelis picnicking near Jibiya to leave the area saying they were not allowed to be in the area; 1 of the settlers Zvi Bar Yosef has been filmed harassing Palestinians in the area before. Israeli settlers also hid metal rods in a road in Kafr Malik puncturing the wheels of a tractor. Israeli forces shot and injured 1 Palestinian minor with live ammunition near Ramallah. Israeli forces also violently dispersed protesters in Kafr Qaddum, Hebron, Bayt Dajan, and Dayr Jarir, leading to tear-gas related injuries; 1 Palestinian minor was taken to a hospital after being hit with a rubber-coated bullet during the protest in Kafr Qaddum. 2 Palestinians were arrested while riding a motorcycle in Ya‘bad. In East Jerusalem, Israeli forces seized tents sheltering a family who’s house was demolished on 2/21 in Issawiyya. 3 Palestinians were arrested in Silwan and al-Tur. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. In Israel, Israeli police violently dispersed a protest in Umm al-Fahm against gun violence in the Palestinian-Israeli community; several people were reported injured, including the mayor of Umm al-Fahm, MK Yousef Jabareen, and 1 Israeli police officer. The U.S. released a declassified report that concluded that Saudi crown prince Mohammed bin Salman is responsible for the murder of U.S. resident and journalist Jamal Khashoggi on 10/2/2018. Despite publishing that the administration had reaching that conclusion the Biden administration said it would not move to punish Mohammed bin Salman. President Joe Biden said during his presidential campaign that he would hold Saudi Arabia accountable for its actions after the Saudi royal family had been shielded by the Trump administration. European members of the UN security council, Estonia, France, Ireland, Norway, and the UK, issued a joint statement expressing deep concern “at the recent repeated demolitions and confiscation of items, including of EU- and donor-funded structures carried out by Israeli authorities at Humsa Al-Baqaia in the Jordan Valley.” (AJ 2/27; WAFA 2/28)

In the West Bank, Israeli authorities announced that it would seize 193 dunams (47.7 acres) of Palestinian-owned land near Dayr Dibwan for settlement expansion. 17 Palestinians were arrested during raids in and around Hebron, Tulkarm, Rujeib, Qalqilya, Ramallah, Rummana, Sawahara al-Sharqiyya, Aida refugee camp, Nablus, and Qusra. Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. Israeli defense officials claimed that the missiles were fired by the Iranian Revolutionary Guard Corps. No injuries were reported, and the ship was able to continue to the UAE to repair the damage. Haaretz reported that 2 U.S. senators, Ben Cardin (D-MD) and Rob Portman (R-OH) were circulating a letter to U.S. secretary of state Antony Blinken calling on him to take a more forceful stance on the ICC’s investigation of Israel and Hamas, in order to shield Israel. The pro-Israel group J Street said it was circulating their own letter, calling Cardin and Portman’s letter an “unnecessary act of political posturing,” saying the U.S. state department already rejected the ICC’s decision. J Street also criticized the Cardin and Portman letter for using “distributed territories” instead of “occupied territories” to describe the West Bank. (HA 2/25)

The U.S. attacked what the Pentagon said were Iranian-backed militia groups in eastern Syria, killing 17 people. The Pentagon said the strikes were in retaliation for 1 missile fired at a U.S. facility in Irbil, Iraq, which killed 1 U.S. national and injured 6 others on 2/15. Japan donated $39.7 million to UNRWA, $30.2 million for UNRWA core programming, and $9.5 million for expanding school services in Gaza. (WAFA 2/25)

Along Gaza’s border, IDF troops open fire on a group of Palestinian minors congregating near al-Bureij refugee camp; 1 Palestinian is injured. The Israeli press reports that the Palestinians were launching incendiary balloons into southern Israel. Later in the day, an Israeli tank shells a Hamas post in southern Gaza, injuring 7 Palestinians. The IDF says that the strike was retaliation for the launching of incendiary balloons into Gaza earlier in the day. In the West Bank, an Israeli settler driver rams and moderately injures a Palestinian in central Hebron. The settler then flees the scene. Separately, settlers throw stones at Palestinian homes in Urif near Nablus, causing damage and sparking a minor confrontation with residents of the village. Unidentified assailants throw a firebomb at an Israeli vehicle near Nablus, lightly injuring the 2 settler occupants and damaging the vehicle. Meanwhile, IDF troops patrol near Nablus, Hebron, and Ramallah. Israeli forces shut down a number of streets in central Hebron to make room for Israeli settlers to celebrate Purim. In East Jerusalem, Israeli forces disperse an event at the French Cultural Center on the grounds that it was co-sponsored by the PA. U.S. president Donald Trump tweets, “After 52 years it is time for the United States to fully recognize Israel’s sovereignty over the Golan Heights, which is of critical strategic and security importance to the State of Israel and Regional Stability!” His tweet reverses decades of U.S. policy and runs counter to several UN Security Council resolutions and international law. It comes in response to Israeli prime minister Benjamin Netanyahu’s call for the international community to recognize Israeli control over the Golan Heights, and it is widely seen as a boon for Netanyahu’s chances the upcoming Israeli election on 4/9. Trump later says, in an interview with Fox Business Network, that his tweet was not an effort to support Netanyahu’s re-election campaign. “I hear [Netanyahu] is doing okay,” he says. “Whoever’s against him is also in favor of what I just did.” In response to Trump’s tweet, an EU spokesperson says that the EU has no plans to change its position on the Golan Heights. “The EU, in line with international law, does not recognize Israel’s sovereignty over the territories occupied by Israel since June 1967, including the Golan Heights, and does not consider them to be part of Israel’s territory.” (HA, JP, MNA, NYT, TOI, YA 3/21; HA 3/22)

IDF troops shoot and kill a Palestinian suspected of shooting Israeli soldiers and settlers near Salfit on 3/17. According to Palestinian eyewitnesses, the Israeli soldiers surrounded the suspect’s home in Abwein village near Ramallah and called for him to turn himself in before opening fire at the home. The shooting sparks clashes in the village late at night; 9 Palestinians are injured. Elsewhere in the West Bank, Israeli forces deliver a stop-work order to a Palestinian equestrian facility under construction north of Jerusalem. IDF troops arrest 2 Palestinians during a raid of a Palestinian school in Hebron and 5 more during late-night raids near Hebron, Tubas, and Salfit. They also patrol near Ramallah, Hebron, and Salfit. Late at night, Israeli settlers slash the tires of 17 Palestinian vehicles and leave racist graffiti on nearby walls in Battir village near Jerusalem. In East Jerusalem, Israeli forces demolish a Palestinian school building under construction in Shu‘fat refugee camp. They also deliver a stop-work order to a Palestinian building under construction in Qalandia. Along Gaza’s northern border, hundreds of Palestinians gather to continue the Great March of Return and to cheer on a number of Palestinian fishing boats sailing in a symbolic challenge to the Israeli blockade. The Israeli authorities announce a 4-day closure of the West Bank and Gaza, starting tonight and ending at midnight on 3/23. The closure surrounds the Jewish holiday Purim. In the West Bank, IDF troops arrest a Palestinian minor allegedly after she attempts to stab 1 of them at a checkpoint near Bethlehem. They also arrest 4 Palestinians during late-night raids near Qalqilya and Nablus, and patrol near Hebron and Tulkarm. The IDF cordons off a section of central Hebron, making space for hundreds of Israeli settlers to celebrate Purim. Along Gaza’s southern border, an errant Egyptian mortar hits an abandoned Palestinian home in Rafah, injuring 1 passerby. Israeli forces conduct a limited incursion into Gaza to level land near Khan Yunis. The IDF announces that Israeli soldiers recently defused an IED placed along the border intended to attack Israeli border patrols. The IED is reportedly similar to the one that detonated and injured several soldiers on 2/17. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Khan Yunis. They also open fire on Palestinian shepherds near Dayr al-Balah, causing no damage or injuries. In the West Bank, IDF troops shoot, injure, and then arrest a Palestinian driver near Ramallah, allegedly when he ignores their commands to stop. With the Church of the Holy Sepulchre in the Old City of Jerusalem closed in protest for a 3d day, Israeli PM Netanyahu’s office releases a statement announcing the freeze of a recent Jerusalem Municipality program to collect taxes on church-owned property not directly used for worship as well as a new bill percolating in the Knesset that church leaders say would allow the government to take over church properties leased to private companies. Netanyahu says that he plans to appoint a “professional team” to find a resolution to the taxation issue. After the announcement, church officials say they will reopen on 2/28. In the West Bank, IDF troops conduct raids in Birzeit nr. Ramallah, sparking clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest a Palestinian in c. Hebron when he is found to be carrying a knife. The IDF arrests 3 Palestinians during late-night raids in and around Nablus and Ramallah; and patrols during the day nr. Qalqilya, Hebron, and Ramallah. In East Jerusalem, Israeli forces conduct raids in Bayt Hanina, arresting a Palestinian novelist whose new book they allege to have incited violence. They release her later in the day after she pays NIS 10,000 (approx. $2,700) in bail. A Palestinian family demolishes its own home outside the Old City to avoid paying Israeli demolition fees. In Israel, around 3,000 Palestinian citizens march through Kabul village in the Galilee to protest the so-called muezzin bill, which passed a preliminary reading in the Knesset on 3/8. Fighters launch 2 rockets from Gaza toward Israel, which fall short of the border, causing no damage or injuries. Israeli settlers assault a Palestinian man nr. Nablus with sticks and stones, inflicting moderate injuries. In East Jerusalem, Israeli forces demolish a store in Jabal Mukabir and a small mobile home in Bayt Hanina, and arrest 17 Palestinians during raids in the Old City. Also, a Palestinian shopkeeper demolishes his own store in Jabal Mukabir after Israeli forces surround it (he says he carried out the demolition himself because he did not want them to damage the adjacent store). The PA cabinet decides to ban the products of 5 Israeli food companies—Tnuva, Strauss, Tara, Soglowek, and Tapuzina—from entering the West Bank in response to Israel’s 3/9 order to ban 5 Palestinian food companies from distributing their products in East Jerusalem. Early in the morning, the British and U.S. monitors guarding 6 political prisoners in the PA’s Jericho jail pull out of the city, citing security concerns. Within 20 minutes, the IDF encircles and imposes a curfew on Jericho, sends 80 tanks and armored vehicles, backed by helicopters, into the city, launching Operation Bring the Goods Home to take custody of the 6 prisoners (including PFLP head Ahmad Saadat). IDF troops surround the jail, order the 280 prisoners and PA guards to surrender, begin demolishing the jail and attached PA barracks, clashing with some prisoners, guards, and local Palestinians.
