A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Israeli forces shot and injured 3 Palestinians in Ras Karkar. 51 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, and Jenin, including Hamas member Adnan Hamarsheh. In East Jerusalem, Israeli authorities closed the Haram al-Sharif compound for Muslim worshippers, allowing Israeli settlers to tour the compound. Israeli forces also demolished a house in Jabel Mukaber and a commercial structure in Sur Baher. In Gaza, Israeli airstrikes killed 704 Palestinians, including 305 children. 25-year-old Palestinian Arafat Hamdan died in the Ofer Prison, a day after Omar Daraghmeh died at the Megiddo Prison. Hamdan was arrested by Israeli forces on 10/22. French president Emmanuel Macron visited PA president Mahmoud Abbas in Ramallah, who called for an immediate end to the Israeli aggression. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. I have been very clear and very specific that we will not stand by, and we are pushing the Israelis to take whatever action they need to take to stop those people.” The Saudi foreign ministry also issued a statement condemning the settler attacks. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. An Israeli court extended the solitary confinement of Palestinian prisoner Ahmad Manasra to November. Manasra, who is now 21 years old, has been held in Israeli prison since he was 13 and suffers from mental health issues. PA president Mahmoud Abbas met with German chancellor Olaf Scholz in Berlin. During a press conference, President Abbas responded to a question of whether he would apologize for the 1972 Munich Olympics killing of Israeli hostages by remarking that “[f]rom 1947 to the present day, Israel has committed 50 massacres in Palestinian villages and cities. 50 massacres, 50 Holocausts, and until today, and every day there are casualties killed by the Israeli military.” Abbas’s Holocaust remark drew widespread condemnation, including from Chancellor Scholz, who issued a statement on the matter after the press conference. The Knesset passed a preliminary vote 63-14, banning the flying of Palestinian flags at state-funded institutions. Members of Meretz and Joint List voted against the bill. During the debate leading to the vote, MK Eli Cohen of Likud told Sami Abu Shehadeh of Joint List that he should “go to Gaza or Jordan.” On the same day, Israeli authorities removed a large Palestinian flag placed next to an Israeli flag with the words “We are destined to live together” from an office building in Tel Aviv. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. The Israeli government asked the Israeli high court of justice for an additional 30 days to inform the court about the government’s stance on evacuating the Palestinian village Khan al-Ahmar in the West Bank. Haaretz reported that Israel’s defense ministry has imposed further restrictions on who can teach at Palestinian institutions of higher education in the West Bank. Among the new requirements were that the lecturer needs to be teaching in a field designated by Israel as essential, that the lecturer is accomplished and that the lecturer has a PhD. Israel’s state prosecutor dropped terror charges against 6 Israeli Jews who attacked 1 Palestinian man at a mosque in Herzliya in May 2021. The 6, who had beaten the man after confirming that he was Palestinian, were instead convicted of intentional and racially motived assault. (HA 3/8)

U.S. national security advisor Jake Sullivan met with PA president Mahmoud Abbas in Ramallah. The PA said that President Abbas urged the U.S. to reopen its consulate to Palestinians. It was reported in Israeli media that Israel will grant the PA a loan of $800 million to help with its financial crisis. At the same time, Israel continues to deduct millions of dollars from the tax revenue it collects on behalf of the PA, claiming it is deducting the amount that the PA pays in stipends to Palestinian prisoners in Israeli jails and their families. Israeli prime minister Naftali Bennett met with U.S. president Joe Biden 1 day late, after their meeting was postponed due to an attack on U.S. soldiers and Afghans in Kabul on 8/26. During the meeting, President Biden said that the U.S. will ensure that “Iran never develops a nuclear weapon” and that “if diplomacy fails, we are ready to turn to other options.” Biden also said that “ways to advance peace and security and prosperity for Israelis and Palestinians” was on the agenda. Axios later reported that President Biden pressed Bennett on Biden’s campaign promise to reopen the U.S. consulates to Palestinians in Jerusalem, an issue that Bennett and much of his governing coalition is firmly against. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. The ICC ruled that it has territorial jurisdiction to persecute alleged war crimes committed in the occupied Palestinian territories, as it found Palestine to be “a State Party to the [Rome] Statute.” The ICC defined the occupied Palestinian territories as the West Bank, including East Jerusalem, and Gaza. Israel has argued that the ICC does not have jurisdiction to prosecute matters pertaining to Israel and Palestine because Israel is not party to the Rome Statute and because Palestine is not a state. The latter 2 of the 3 ICC judges ultimately disagreed with erasing the final hurdle to start a formal investigation, 6 years after the ICC chief prosecutor Fatou Bensouda started her preliminary investigation into alleged war crimes made by Israel and Hamas. Israeli prime minister Benjamin Netanyahu called the ruling “pure anti-Semitism” and said, “[w]e will fight this perversion of justice with all our might.” The PA prime minister Mohammed Shtayyeh praised the decision. The U.S. State Department’s spokesperson said the U.S. has “serious concern about the ICC’s attempts to exercise its jurisdiction over Israeli personnel. We have always taken the position that the court’s jurisdiction should be reserved for countries that consent to it or that are referred by the UN Security Council.” Haaretz reported that Israel has started briefing military personnel on potential implications for them if the proceedings move to a trial. At a virtual Arab League meeting, a majority of countries rejected a Palestinian proposal to condemn the UAE for its normalization deal with Israel. PA foreign minister Riyad al-Maliki accused the U.S. of blackmailing Palestinians and some Arab countries. The secretary-general of the Arab League Ahmad Aboul Gheit reiterated that the Arab Peace Initiative remains the Arab League’s stance on the Palestinian-Israeli conflict. According to senior advisor to U.S. president Donald Trump, Jared Kushner, Saudi Arabia has allowed Israeli commercial air traffic to use Saudi Arabian airspace. Kushner also said that the U.S. peace plan presented in January was aimed at “trying to save the two-state solution, because . . . if we kept going with the status quo . . . ultimately, Israel would have eaten up all the land in the West Bank.” The U.S. peace plan allows Israel to annex 30 percent of the West Bank. In the West Bank, Israeli forces shot and killed 1 Palestinian at the Container checkpoint near Bethlehem. Israeli forces claimed that he had attempted to ram Israeli soldiers with his car, a claim his family dismissed as he was on his way to pick up his sister for her wedding. Later, Israeli forces violently dispersed protests in the deceased man’s hometown of Abu Dis, leading to tear-gas and rubber-coated bullet related injuries. Israeli forces did not provide any medical attention to the man for at least 30 minutes after he was shot. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. After Hamas refused to allow the next tranche of $15 million from Qatar into Gaza on 1/24, a senior Qatari official says that Doha plans to transfer money to families in urgent need and humanitarian and infrastructure projects in Gaza. “The main goal of the Qatari grant is to ease the suffering of the Palestinian people,” he says. “Some parties have interpreted the humanitarian aid as ‘calm in return for dollars’ and this is not true.” He also criticizes Israel: “There are other parties that are exploiting the humanitarian aid for the internal elections and to score political points.” The official says that Doha is working with the UN to distribute as much as $20 million. The original $15 million was planned to help pay the salaries of the civil servants of the Hamas-run government and to support families in urgent need in Gaza. The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. Amid rumors of early elections in Israel, Israeli prime minister Benjamin Netanyahu meets with Education Minister Naftali Bennett. After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza.
