In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. Israel attacked several places in Lebanon; 3 mortar shells were fired at Israel. In Syria, Israeli forces carried out airstrikes, saying they had hit targets that fired rockets toward Israel. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30) 

PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Israeli defense minister Yoav Gallant said Hamas will “die fighting” or “surrender without any conditions.” (AJ 10/30)

U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. In the West Bank, a Palestinian teenager succumbed to injuries sustained from Israeli forces last week in Anabta. Israeli settlers assaulted a Palestinian man and threatened to demolish his family’s home in the Masafer Yatta area. Israeli settlers also rammed a Palestinian vehicle in Ras Karkar, opening fire at the driver and passengers, injuring 3, including 2 with live ammunition. Elsewhere, Israeli settlers set fire to a Palestinian home in Talfit and vandalized 10 vehicles in Beit Iksa. Israeli forces shot and injured 3 Palestinians in Ras Karkar. 51 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, and Jenin, including Hamas member Adnan Hamarsheh. In East Jerusalem, Israeli authorities closed the Haram al-Sharif compound for Muslim worshippers, allowing Israeli settlers to tour the compound. Israeli forces also demolished a house in Jabel Mukaber and a commercial structure in Sur Baher. In Gaza, Israeli airstrikes killed 704 Palestinians, including 305 children. Israel said that its military has attacked 400 sites in Gaza and assassinated 3 members of Hamas. Rockets were fired at Israel, causing damage. Israel said it killed 10 militants who had tried to enter Zikim by sea. In Syria, Israeli forces fired artillery at what it said were militants near the Golan Heights. 25-year-old Palestinian Arafat Hamdan died in the Ofer Prison, a day after Omar Daraghmeh died at the Megiddo Prison. Hamdan was arrested by Israeli forces on 10/22. PA health minister Mai al-Kaila said hospitals in Gaza were no longer able to receive new patients, saying 12 hospitals were no longer operational due to Israeli airstrikes or lack of fuel and that 65 doctors and nurses have been killed by Israel since 10/7. (AJ 10/23)

Israeli attorney general Galia Baharav-Miara approved an emergency regulation to allow Israel to detain members of Hamas for 90 days without access to a lawyer. (HA 10/24)

The New York Times published an investigation into what Israel called evidence that an errant rocket caused the explosion at al-Ahli Arab Hospital in Gaza City on 10/17, finding that the Israeli-presented video did not prove that a rocket fired by Islamic Jihad caused the explosion. The Times suggested that the video footage pointed to a projectile fired from the Nahal Oz area of Israel at Gaza as the cause. (NYT 10/24)

French president Emmanuel Macron visited PA president Mahmoud Abbas in Ramallah, who called for an immediate end to the Israeli aggression. Macron had visited Israel earlier in the day, meeting with Prime Minister Benjamin Netanyahu. Macron called for the international coalition fighting ISIS to also fight Hamas and said that 30 French nationals were killed by militants during Operation Al-Aqsa Flood. Chinese foreign minister Wang Yi spoke with PA foreign minister Riyad al-Maliki and Israeli foreign minister Eli Cohen, urging steps be undertaken to prevent further escalation and establish a lasting peace. (AJ, WAFA 10/24)

U.S. president Joe Biden spoke with Prime Minister Netanyahu, urging him to not interfere with humanitarian aid for Gaza. Biden also spoke with Saudi crown prince Mohammed bin Salman. UN secretary-general Antonio Guterres said the Hamas operation did not happen in a vacuum, referring to “56 years of suffocating occupation” and that the Hamas operation did not justify Israeli “collective punishment of the Palestinian people.” Israeli UN ambassador Gilad Erdan called on Guterres to resign. At the UN Security Council, Foreign Minister al-Maliki called on the council to act to stop Israeli massacres of Palestinians, labelling them savage and systematic. Iranian UN ambassador Saeed Iravani said the U.S. was exacerbating the conflict by providing “unwavering support for the [Israeli] occupation.” Egyptian foreign minister Sameh Shoukry said the governments that remain silent on Israeli attacks on civilians are “participating in the crimes.” Saudi foreign minister Faisal bin Farhan Al Saud called for an immediate ceasefire and for Israel to lift its siege on Gaza. In the West Bank, around 100 Israeli settlers with a military escort raided Umm Safa, attacking Palestinians, including journalists from Palestine TV, setting fire to houses and vehicles, and throwing stones at vehicles, including an ambulance; 4 Israeli settlers was arrested. 1 Israeli military vehicle was set on fire during the assault on Umm Safa. 1 Israeli soldier was later arrested on suspicion of being an active participant in the settler attacks. In the West Bank, Israeli settlers set up 6 mobile homes on Palestinian-owned land in al-Lubban ash-Sharqiya, creating a new settlement outpost. It was reported Israeli forces leveled land in preparation for the settlers to create the outpost. Israeli settlers also set up caravans near Mukhmas. Elsewhere, Israeli settlers also raided ‘Urif, setting fire to homes and a mosque and vandalizing the electric panel supplying the town, cutting power for hours. Security footage also showed the settlers tearing apart a Quran outside of the mosque. Israeli settlers also threw stones at Palestinian vehicles near Nahalin, Yasuf, and Ras Karkar. Meanwhile, Israeli settlers with a military escort also attacked Palestinians in Jalud, injuring 1 Palestinian with live ammunition and others with stones. Israeli settlers also raided Sinjil and Umm Safa before being repelled by Palestinians. Separately, Israeli settlers attacked Palestinians in Khirbet Tuba in the Masafer Yatta area, causing bruises and damage to property. Israeli forces raided Nablus, punitively demolishing the family home of 1 Palestinian man who allegedly took part in the killing of an Israeli soldier in October 2022; 33 Palestinians were injured by tear gas. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. It is still undetermined if the U.S. will move ahead with its plans to build the embassy on the plot of land because it was seized by Israel from the Palestinian families after the Nakba. (HA 6/22)

U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. I have been very clear and very specific that we will not stand by, and we are pushing the Israelis to take whatever action they need to take to stop those people.” The Saudi foreign ministry also issued a statement condemning the settler attacks. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. According to the report, 42 Palestinian children were killed and 933 were injured during 2022. Human Rights Watch and the PA expressed disappointment that Israel was left off the list. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. The Supreme Court of Israel denied a petition to immediately expel Palestinians living in Khan al-Ahmar. The judges said in the ruling that they accepted the government’s argument that the Palestinians cannot be expelled “for current reasons related to the security of a country and its foreign relations.” The petition was submitted by the settler organization Regavim. The Israeli government allocated $8.8 million to develop an archaeological site in Sebastia. The government wrote in the proposal for the development of the site that it is doing so to prevent the PA from restoring the site. (TOI 5/7; PCN 5/8)

The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammad Bin Salman in Riyadh, discussing normalization with Israel and peace in Yemen. The militant group Lion’s Den announced it had executed a Palestinian resident of Nablus on 4/8 who the organization said had collaborated with the Shin Bet, leading to the Israeli assassination of 1 of their members. In the West Bank, Israeli forces shot and injured 5 Palestinians with live ammunition during a raid in Dheisheh refugee camp. Israeli forces also ordered Palestinian farmers near Jenin to stop drilling water wells for irrigation, delivered stop-work orders for 4 houses under construction in al-Karmel, and demolished 4 residential structures in al-Jiftlik. 17 Palestinians were arrested, including 16 during late-night raids in Silwad, Ras Karkar, Deir Jarir, Dheisheh refugee camp, and Hebron, and 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces demolished 1 banquet hall in Isawiya and delivered a demolition notice against 1 apartment building in the neighborhood. 3 Palestinians were arrested during late-night raids in Isawiya. An Israeli court extended the solitary confinement of Palestinian prisoner Ahmad Manasra to November. Manasra, who is now 21 years old, has been held in Israeli prison since he was 13 and suffers from mental health issues. PA president Mahmoud Abbas met with German chancellor Olaf Scholz in Berlin. During a press conference, President Abbas responded to a question of whether he would apologize for the 1972 Munich Olympics killing of Israeli hostages by remarking that “[f]rom 1947 to the present day, Israel has committed 50 massacres in Palestinian villages and cities. 50 massacres, 50 Holocausts, and until today, and every day there are casualties killed by the Israeli military.” Abbas’s Holocaust remark drew widespread condemnation, including from Chancellor Scholz, who issued a statement on the matter after the press conference. A U.S. federal appeals court upheld an Arkansas law requiring state contractors to pledge not to boycott Israel. The judge writing the opinion claimed that “[b]ecause those commercial decisions are invisible to observers unless explained, they are not inherently expressive and do not implicate the First Amendment.” The American Civil Liberties Union said it would appeal the case to the Supreme Court. Israeli forces shot and killed 1 Palestinian journalist at a checkpoint in al-Arroub refugee camp while she was on her way to work, claiming she had attempted to carry out a stabbing attack against Israeli soldiers; the woman was left without medical assistance for 20 minutes before a Palestinian ambulance arrived. Later, during her funeral, Israeli forces violently dispersed the funeral procession, critically injuring 1 with live ammunition, moderately injuring 2 with live ammunition, and injuring others with tear gas. The Knesset passed a preliminary vote 63-14, banning the flying of Palestinian flags at state-funded institutions. Members of Meretz and Joint List voted against the bill. The bill will still have to pass 3 additional votes to become law. During the debate leading to the vote, MK Eli Cohen of Likud told Sami Abu Shehadeh of Joint List that he should “go to Gaza or Jordan.” On the same day, Israeli authorities removed a large Palestinian flag placed next to an Israeli flag with the words “We are destined to live together” from an office building in Tel Aviv. Later, on 6/17, a bipartisan group of 32 U.S. senators wrote a letter to secretary of defense Lloyd Austin, urging him not to downgrade the post of security coordinator. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. The Israeli government asked the Israeli high court of justice for an additional 30 days to inform the court about the government’s stance on evacuating the Palestinian village Khan al-Ahmar in the West Bank. Haaretz reported that Israel’s defense ministry has imposed further restrictions on who can teach at Palestinian institutions of higher education in the West Bank. Among the new requirements were that the lecturer needs to be teaching in a field designated by Israel as essential, that the lecturer is accomplished and that the lecturer has a PhD. Israel’s state prosecutor dropped terror charges against 6 Israeli Jews who attacked 1 Palestinian man at a mosque in Herzliya in May 2021. The 6, who had beaten the man after confirming that he was Palestinian, were instead convicted of intentional and racially motived assault. (HA 3/8)

In the West Bank, Israeli forces shot and killed 1 Palestinian man in al-Am‘ari refugee camp, claiming he had opened fire at the Israeli soldiers from his car; Israeli forces subsequently violently dispersed Palestinians protesting the killing; the family of the Palestinian victim said he had nothing to do with the alleged shooting and was killed by the Israel forces at random. U.S. national security advisor Jake Sullivan met with PA president Mahmoud Abbas in Ramallah. The PA said that President Abbas urged the U.S. to reopen its consulate to Palestinians. PA civil affairs minister Hussein al-Sheikh later told Axios that Abbas urged the U.S. to take a more active role in reaching a 2-state solution and that the Palestinian leadership is disappointed that the Biden administration has not rolled back Trump policies. The Illinois Investment Policy Board, which oversees the state’s employee pension fund, voted to divest from Unilever, the parent company of Ben & Jerry’s. Israeli forces opened fire and chased 1 Palestinian vehicle near Beit Fajjar, causing the driver to lose control of the car, injuring him and 2 passengers. It was reported in Israeli media that Israel will grant the PA a loan of $800 million to help with its financial crisis. At the same time, Israel continues to deduct millions of dollars from the tax revenue it collects on behalf of the PA, claiming it is deducting the amount that the PA pays in stipends to Palestinian prisoners in Israeli jails and their families. Israeli prime minister Naftali Bennett met with U.S. president Joe Biden 1 day late, after their meeting was postponed due to an attack on U.S. soldiers and Afghans in Kabul on 8/26. During the meeting, President Biden said that the U.S. will ensure that “Iran never develops a nuclear weapon” and that “if diplomacy fails, we are ready to turn to other options.” Biden also said that “ways to advance peace and security and prosperity for Israelis and Palestinians” was on the agenda. Axios later reported that President Biden pressed Bennett on Biden’s campaign promise to reopen the U.S. consulates to Palestinians in Jerusalem, an issue that Bennett and much of his governing coalition is firmly against. In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. The ICC ruled that it has territorial jurisdiction to persecute alleged war crimes committed in the occupied Palestinian territories, as it found Palestine to be “a State Party to the [Rome] Statute.” The ICC defined the occupied Palestinian territories as the West Bank, including East Jerusalem, and Gaza. Israel has argued that the ICC does not have jurisdiction to prosecute matters pertaining to Israel and Palestine because Israel is not party to the Rome Statute and because Palestine is not a state. The latter 2 of the 3 ICC judges ultimately disagreed with erasing the final hurdle to start a formal investigation, 6 years after the ICC chief prosecutor Fatou Bensouda started her preliminary investigation into alleged war crimes made by Israel and Hamas. Israeli prime minister Benjamin Netanyahu called the ruling “pure anti-Semitism” and said, “[w]e will fight this perversion of justice with all our might.” The PA prime minister Mohammed Shtayyeh praised the decision. The U.S. State Department’s spokesperson said the U.S. has “serious concern about the ICC’s attempts to exercise its jurisdiction over Israeli personnel. At a virtual Arab League meeting, a majority of countries rejected a Palestinian proposal to condemn the UAE for its normalization deal with Israel. According to senior advisor to U.S. president Donald Trump, Jared Kushner, Saudi Arabia has allowed Israeli commercial air traffic to use Saudi Arabian airspace. Israeli forces did not provide any medical attention to the man for at least 30 minutes after he was shot. After Hamas refused to allow the next tranche of $15 million from Qatar into Gaza on 1/24, a senior Qatari official says that Doha plans to transfer money to families in urgent need and humanitarian and infrastructure projects in Gaza. “The main goal of the Qatari grant is to ease the suffering of the Palestinian people,” he says. “Some parties have interpreted the humanitarian aid as ‘calm in return for dollars’ and this is not true.” He also criticizes Israel: “There are other parties that are exploiting the humanitarian aid for the internal elections and to score political points.” The official says that Doha is working with the UN to distribute as much as $20 million. Amid rumors of early elections in Israel, Israeli prime minister Benjamin Netanyahu meets with Education Minister Naftali Bennett. Netanyahu reportedly rejects Bennett’s demand to be appointed defense minister. After the meeting, Bennett says that they agreed to call for early elections. Netanyahu then contradicts Bennett, warning against the idea and saying that he “trusts the ministers not to topple a right-wing government and not to repeat the historic mistake of ‘92, when they toppled a right-wing government, put the left in power and brought the Oslo disaster on the state of Israel.” Later, a source close to Netanyahu says the prime minister hopes to maintain his ruling coalition for at least another 6 weeks. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)
