In the West Bank, Israeli settlers assaulted 1 Palestinian farmer tending his land near Artas. Israeli settlers also threw stones at a school in ‘Urif, damaging solar panels. Elsewhere, Israeli settlers threw stones at Palestinian homes near Huwwara, causing damage. Israeli forces demolished 1 house under construction and 1 water well in Farsh al-Hawa. Israeli forces also issued stop-work orders for 6 homes under construction in Kafr ad-Dik. Elsewhere, Israeli forces sealed 1 water pipeline serving al-‘Awja. 24 Palestinians were arrested during late-night raids in Beit Umar, Hebron, Beitunia, Askar refugee camp, al-Mudawwar, Ya‘bad, and Huwwara. Members of Nizar Banat’s family called on the ICC to investigate the killing of Banat by PA security forces in June 2021. Banat was killed while being arrested by PA security officers. 14 security officers were later arrested but none of them have been convicted in relation to the killing. In an interview with NPR, Israeli prime-minister elect Benjamin Netanyahu said that he will not agree to a Palestinian state with full sovereignty. “[M]y formula is very simple . . . . The only peace that will hold is one that we can defend. And the one that we can defend is one in which the Palestinians have all the powers to govern themselves, but none of the powers to threaten our life, which means that security, in whatever political arrangements we'll have realistically will have to remain in Israel's hands.” The PA called Netanyahu’s remarks unacceptable. Unilever said the legal dispute between it and its subsidiary Ben & Jerry’s over the sale of the license to manufacture and sell the ice cream company’s products in Israel had been resolved but did not offer any details. Ben & Jerry’s recently updated its website, removing Israel as one of the countries where consumers can buy its ice cream. (GDN 12/15; EI, MEE, MEMO 12/16)

The UN General Assembly passed the resolution, “The right of the Palestinian people to self-determination,” with 167 votes in favor, 6 against, and 9 abstentions. (UN 12/15; WAFA 12/16)

In the West Bank, Israeli settlers shot and injured 2 Palestinians and injured 5 others with stones near Khalat al-Daba; 3 cars were also damaged. 13 Palestinians were arrested during late-night raids in Beit Ur al-Tahta, al-Bireh, Jenin, Bethlehem, Husan, Dura, and Fawwar refugee camp. In East Jerusalem, Israeli forces raided the home of 1 Palestinian prisoner in Wadi al-Juz and ordered its occupants to demolish it; municipality workers demolished parts of the inside of the home before leaving. PA prime minister Mohammed Shtayyeh told reporters during a press conference in Ramallah that if Israel does not embrace a 2-state solution, it will result in a 1-state reality of “apartheid.” Prime Minister Shtayyeh reiterated his charge against Israeli prime minister Naftali Bennett, accusing him of a 3-no mantra: no to meeting PA president Abbas, no to peace negotiations, and no to a Palestinian state. Palestinian politician, nephew of Yasir Arafat, and former chairman of the Arafat Foundation Nasser al-Kidwa charged PA president Mahmoud Abbas with destroying the Arafat Foundation in an advance statement for the anniversary of Arafat’s death. Al-Kidwa said that President Abbas is destroying the foundation by dismissing its board and canceling its independence from the PA. (MEMO 11/11)

Israel claimed to have new evidence against the 6 Palestinian rights organizations recently deemed terrorist organizations by the state, based on a plea deal from a Spanish citizen who worked for Health Work Committee, which is not 1 of the 6 rights organizations in question. According to the indictment, some money raised by the woman was transferred to the PFLP without her knowledge. The woman, however, only said that she had suspected the organization acted on behalf of the PFLP. (AP, HA, JP, TOI 11/10; +972, MEE 11/11)

Israel, the U.S., Bahrain, and the UAE participated in a joint military drill in the Red Sea. The naval drill is scheduled to last for 5 days. (AJ, AP, HA, MEMO 11/11)

6 progressive-leaning members of U.S. congress, including Jamaal Bowman (D-NY), Mondaire Jones (D-NY), Rosa DeLauro (D-CT), Barbara Lee (D-CT), Melanie Stansbury (D-NM), and Mark Pocan (D-MN) met with Israel’s prime minister Naftali Bennett during a J Street-sponsored trip to Israel and Palestine. Representatives Bowman and Pocan also visited Hebron and Susiya with Palestinian activist Nasser Nawajah and the executive director of Breaking the Silence Avner Gvaryahu. A bipartisan group of House representatives and senators led by Chris Coons (D-DE) also met with Prime Minister Bennett and PA prime minister Shtayyeh. Senator Coons said the group had asked Israel to provide more evidence against the 6 Palestinian rights organizations (see above). Members of the Democratic Socialists of America, of which Bowman is a member, debated whether to expel Bowman due to his participation in the meeting with Naftali Bennett and his association with J Street. In the end, the Democratic Socialists of America did not expel Bowman but said that it expected to see significant movement from him on Palestine if it was to endorse him for the 2022 elections. The U.S. Biden administration reverted to the voting pattern of the Obama administration on UNGA resolutions pertaining to UNRWA. The U.S., Cameroon, Canada, the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, and Uruguay abstained on 1 resolution in support of Palestinian refugees’ right of return, while Israel was the only country that voted against. The U.S. and Israel were the only 2 countries to vote against a resolution calling for Israel to end its occupation of the Golan Heights. The U.S., Canada, Hungary, the Marshall Islands, Micronesia, Nauru, and Israel also voted against a resolution condemning Israeli settlement activity and evictions in East Jerusalem. In the West Bank, Israeli forces blocked a road between Hebron and Qalqas. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 7 people. In Gaza, Israeli forces attacked 2 targets near Jabalia refugee camp, claiming it was responding to incendiary balloons sent from Gaza to Israel. Israeli forces also later violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition; 17 others were also injured by rubber-coated bullets and tear gas. PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz in Ramallah. According to the Israeli defense ministry, the 2 talked about security policy, civilian and economic issues, and measures Israel will take to strengthen the PA economy. According to Gantz’s office, among the agreements made were granting residency rights to Palestinians living in the West Bank without legal status and Israel’s providing the PA with an advance of its tax income of $155 million. Gantz also said after the meeting, “the stronger the Palestinian Authority is, the weaker Hamas will be.” Sources close to Israeli prime minister Naftali Bennett said that there was no diplomatic process between Israel and the PA and that there would not be 1 during his time as prime minister. A Palestinian official said that Abbas asked Israel to stop conducting operations in Area A and allow family reunifications as part of efforts to improve the PA-Israel relations. Later at a PLO executive committee meeting, President Abbas said that he had told Defense Minister Gantz that the PA position on peace is based on the Arab peace initiative, and that PA wants Israel to release long-term Palestinian prisoners, return the bodies of Palestinians killed by Israel, end settlement construction, and curb settler attacks. Hamas spokesperson Sami Abu Zuhri called the meeting dangerous and disrespectful. Islamic Jihad also condemned the meeting. The meeting was the 1st between President Abbas and an Israeli government official since 2010. In the West Bank, Israeli settlers uprooted and stole 190 olive saplings in Qusra belonging to 4 Palestinian families. Israeli settlers also threw stones at Palestinian-owned vehicles near Nablus, damaging 1. Israeli forces confiscated 1 Palestinian-owned cargo truck in Atuf. Israeli forces also delivered a demolition order for a house under construction in Khirbet Ras al-Ahmar. 5 Palestinians were arrested during raids in Hebron, Yatta, Jenin, and Atuf. In East Jerusalem, 6 Palestinians were arrested, including 5 protesting the razing of land in Silwan and 1 in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of Abasan, Dayr al-Balah, al-Bureij refugee camp, Khuza‘a, and north of al-Sifa; no injuries were reported. The PA said it will receive its 1st doses of COVID-19 vaccines in March from the company Astro-Zeneca. The PA foreign ministry also said in a statement that Israel is “ignoring its duties as an occupation power and committing racial discrimination against the Palestinian people, depriving them of their right to health care . . . The search by the Palestinian leadership to secure the vaccines from various sources doesn't exempt Israel from its responsibilities towards the Palestinian people in providing the vaccines.” Many human rights organizations, Amnesty International amongst them, have maintained that it is Israel’s responsibility to provide vaccines to the Palestinian people it occupies, a responsibility Israel denies, citing the Oslo Accords. Israel has been vaccinating Palestinian citizens of Israel and Palestinian residents of East Jerusalem along with Israeli settlers in the West Bank. In Lebanon, residents of Beirut complained about low-flying Israeli jets, which is said to become more frequent. On 1/8, an Israeli fighter jet flew over Lebanese air space for 6 hours. UNIFIL has said the Israeli violation of Lebanese air space is a near daily occurrence. (AA, BB, HA 1/10)

After reports of incendiary kites and balloons being flown from Gaza into southern Israel in the morning, an Israeli drone bombs an alleged staging area for such attacks near Rafah in the afternoon, killing 1 Hamas fighter and injuring 3 other Palestinians. Unidentified Palestinians in Gaza then launch 2 mortar shells across the border fence into Israel; they land in an open area, causing no damage. Israeli tanks then shell a Hamas post in southern Gaza, causing moderate damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. In East Jerusalem, Israeli forces demolish 4 Palestinian homes in Bayt Hanina. Four Palestinian families demolish their own homes in Bayt Hanina to avoid paying Israeli demolition fees. Rabbinical Conference of the Religious Zionist Rabbis Association issues halachic ruling saying Israeli govt. Occupied Palestine/Israel: Citizens' Rights Movement holds press conference, claims it has evidence that dozens of signatures of West Bank landowners have been forged on land sale documents. A letter from the CRM and the contents of their file on the topic have been handed over to Attorney General Yitzhak Zamir. An unpublished section of the State Comptroller's 1983 annual report said as much as 12,500 acres in the West Bank may have been acquired illegally [PI 8/23]. Israeli Cabinet decides to proceed with development and production of the Lavi jet fighter [JP 8/23]. Defense Minister Yitzhak Rabin states Israel is actively looking for American partner to help produce the plane UP 8/22]. The Bank of Israel announces Irael's foreign debt decreased by $690 million between September 1984 and March 1985 UP 8/22].

Arab World: Egypt vows to "spare no effort" in its search for the assassins who killed an Israeli diplomat yesterday [CT 8/22]. Several suspects are arrested. Security at the Israeli embassy istightened [JP 8/22].

Other Countries: Spain announces it will establish formal diplomatic relations with Israel before autumn 1986 [JTA 8/23]. The Daily World reports on the New Jewish Agenda conference held in Ann Arbor, Michigan at the end of July, states it took a strong stand on "mutual recognition by Israel and the Palestinian people of the rights of each to national self-determination" [DW 8/21].

Arab World: Shelling in Beirut continues; Syria indicates readiness to take provisional steps toward achieving a cease-fire. At least 42 are reported killed; Beirut airport is closed because of shelling [WP, NYT 8/22].
