The Palestine Chronology

In the West Bank, Palestinians protested in Hebron and Bethlehem against high consumer prices. Israeli forces started razing 30 dunams (7.5 acres) of Palestinian land in Kisan to expand a nearby settlement. 3 Palestinians, including 2 minors, were arrested during late-night raids in Beit Fajjar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during late-night raids in Sheikh Jarrah. The PLO Central Council convened for its 31st session in Ramallah. PA president Mahmoud Abbas said he seeks to hold presidential and legislative elections as soon as they can hold them in all the Palestinian territories, including East Jerusalem. The session was titled “Developing and activating the Palestine Liberation Organization, protecting the national project, and popular resistance.” It was the 1st PLO Central Council meeting in 4 years. The Israeli cabinet approved legislation to bar Palestinians married to Israeli citizens from obtaining permits to live with their family in Israel. Meretz and the United Arab List (UAL) opposed the bill, while centrist parties in the government coalition such as the Blue and White party and Labor supported it. Lawmakers from both UAL and Meretz called the bill racist. The bill will be voted on in the Knesset next week. (HA, WAFA 2/6; MEMO 2/7)

The African Union (AU) suspended debating the issue of Israel’s status as an observer state to the AU until the next AU summit in 2023. The new AU Chairperson Macky Sall of Senegal told reporters that a committee had been set up to discuss the issue to avoid a conflict about Israel’s membership amongst the AU nations. Officials said that 6 countries will be represented in the committee, including South Africa, Algeria, Rwanda, the Democratic Republic of the Congo (DRC), Cameroon, and Nigeria. South Africa and Algeria have both been vocal opponents of granting Israel observer status, while Rwanda and the DRC have been proponents. In the West Bank, Israeli forces confiscated a residential tent in Susiya near Hebron. Israeli settlers painted racist graffiti on several Palestinian-owned vehicles near Salfit. In East Jerusalem, Israeli forces sealed off the main entrance to Issawiya. Israeli forces also assaulted 2 Palestinians, resulting in hospitalization for medical treatment. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen. Israeli authorities also reduced the fishing zone from 12 nautical miles to 5 nautical miles. Facebook announced that it had closed 65 Facebook accounts, 161 Pages, 23 Groups, 12 events, and 4 Instagram accounts originating from “Israel and focused on Nigeria, Senegal, Togo, Angola, Niger and Tunisia,” along with some countries in Latin America and Southeast Asia. The social media activity sought to influence politics in these countries. Facebook said that $812,000 had been spent on ads promoting related material. (Facebook 5/16)

For a 2d day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in al-Bireh, Hebron, Qalqilya, Bethlehem, Ramallah and nearby Nabi Salih, Nablus, Tulkarm, across East Jerusalem (Issawiyya, al-Tur, and the Old City), and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, Rafah, and Gaza City; 2 Palestinians are killed, approximately 100 are injured (including 4 journalists), and at least 20 are arrested. Meanwhile, IDF troops shoot, injure, and arrest a Palestinian at the entrance to al-Bireh near Ramallah. Israeli soldiers also arrest 1 Palestinian, assault a 2d, and issue an arrest summons to a 3d during a late-night raid near Hebron; and patrol near Hebron throughout the day. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injuries. Unidentified parties fire 3 rockets from Gaza toward Israel: 1 falls short of the border fence; 1 is intercepted by the Iron Dome missile defense system; and 1 lands in Sderot, damaging a number of cars. The IAF launches air strikes on 4 Hamas and PIJ sites in Khan Yunis, southern Gaza City, and Jabaliya refugee camp, killing 2 Hamas fighters and injuring at least 20 Palestinians, including a 6-month-old child. PLO secy.-gen. Saeb Erakat says that the Palestinians have decided not to engage in any talks with the U.S. until Pres. Trump reverses his 12/6 recognition of Jerusalem as Israel’s capital. He also says that they are still evaluating what other steps to take in response. (AJ, TOI 12/8)

The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. Abbas welcomes “the international consensus condemning Trump’s announcement, as was apparent at the [UNSC] session this evening.” (HA, WAFA 12/8)

The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

Israeli forces punitively demolish a Palestinian home in Kafr ‘Aqab, n. of Jerusalem, sparking clashes with stone-throwing residents of the area; 1 Palestinian is killed and several are injured. The owner of the home was killed on 10/9 after participating in the drive-by shooting of a crowd of Israelis. Elsewhere in the West Bank, IDF troops conduct arrest raids in Balata r.c. nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Israeli soldier and 1 Palestinian are injured. They also arrest 2 Palestinians during raids nr. Nablus and Salfit, assault and seriously injure a Palestinian at a checkpoint nr. Nablus, and patrol during the day nr. Hebron and Salfit. An Israeli settler driver attempts to ram 2 Palestinian youths nr. Hebron, causing no injuries. Following high-level contacts between the Israeli and Egyptian govts. and massive Israeli pressure against the draft UNSC res. Egypt circulated on 12/21, 2 Western diplomats say that the vote set for today has been postponed indefinitely. Later, 4 mbrs. of the UNSC—New Zealand, Venezuela, Malaysia, and Senegal—give Egypt an ultimatum. France’s FM Jean-Marc Ayrault announces that the peace conference initially set for 12/21 is now scheduled for 1/15/2017, adding that the summit will present conclusions to Israeli PM Netanyahu and PA pres. After the residents of the illegal Amona settlement outpost formally pledge to evacuate their homes peacefully, Israel’s High Court of Justice agrees to the govt.’s request for a 45-day postponement of its order for the outpost to be evacuated and demolished by 12/25. At Arab FMs meeting in Cairo, Syrian FM Faruq al-Shara' says the bilateral talks are in the Arabs' interest and should not be stopped, while "Israel wants many things" in the multilateral talks, so it is those that should be suspended. Saudi press downplays diplomatic importance of PLO official Mahmud Abbas' visit, saying he has "no other objectives" than to attend a Fateh anniversary celebration in Riyadh (see 1/9). In evening speech, Abbas regrets Palestinian Gulf crisis stand, hopes that "this event . . . will not remain a barrier" between Palestinians and the Gulf states. At Islamic Conference Organization (ICO) meeting in Dakar, Senegal, Saudi Crown Prince 'Abdallah bin 'Abd al-'Aziz underscores continued Saudi anger at PLO and Jordan by shaking hands but refusing to embrace Chmn. Israel decides to establish direct dialing telephone service to 11 Arab countries (Jordan, Saudi Arabia, Morocco, Algeria, Tunisia, Lebanon, Kuwait, Yemen, Bahrain, Qatar, United Arab Emirates) [see 12/5]. Calls will be completed by satellite connection which routes them through U.S. (MM 12/11)

Military Action:

Druze-Phalange militia gunbattles in Maarufiye-Bsada region, near Baabda; Lebanese internal security forces deployed in areas of Tripoli to monitor cease-fire.

Casualties:

Government offices, banks, shops and many schools reopen in Tripoli.
