In the West Bank, 4 settlers—2 women and 2 children—were apprehended by members of Lion’s Den organization after entering Nablus; the 4 were then transferred to PA security forces who escorted them to the Israeli military. Lion’s Den released a statement saying, “[o]ur message to the occupation forces is that we don’t kill women and children, but we are warning the settlers that attack Palestinians that they will be treated accordingly.” 1 Israeli soldier was shot and injured near the Ofra settlement; it was unclear who shot the soldier as the incident happened as Israeli forces tried to stop a Palestinian car allegedly evading an order to stop. Israeli settlers blocked an entrance to Nablus, calling on the Israeli government to take harsher measures against Palestinians. Israeli settlers also blocked an entrance to Nablus on 10/2. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Ramallah. Israeli settlers also attacked a secondary school in Huwwara, assaulting staff and students and damaging vehicles and school property. In East Jerusalem, nearly 500 settlers toured the Haram al-Sharif compound. In Israel, a group of Israelis overturned a Palestinian-owned vehicle in Bat Yam after the vehicle was stopped and the driver was asked to adhere to the Jewish customs of Yom Kippur. Israelis also attacked 3 Palestinians in separate incidents in Tel Aviv, including 1 who was stabbed. Secretary of the PLO executive committee Hussein al-Sheikh met with senior U.S. officials Jake Sullivan, Wendy Sherman, Barbara Leaf, Yael Lambert, and Hady Amr during meetings in Washington D.C. (HA 9/29; MEMO 10/5)

The Balad party appealed the Israeli central elections committee’s decision to disqualify the party from running in the upcoming election to the Israeli supreme court. The supreme court will meet to hear the appeal on 10/6. The committee banned Balad, saying that the party “rejects Israel’s existence as a Jewish and democratic state.” (HA, MEMO 10/5)

Israeli defense minister Benny Gantz said that Israeli military chief of staff Aviv Kochavi does not have the authority to approve assassinations or new measures. Chief of Staff Kochavi told reporters on 9/28 that he had approved using drones to carry out assassinations in the West Bank. (HA 10/4)

Lebanese officials said that the Lebanese government had submitted a list of changes to the U.S. proposal to demarcate the maritime border between Israel and Lebanon. Lebanese media reported that among the issues that Lebanon was seeking to amend was the inclusion of a security zone. (HA, HA, REU 10/4)

The IDF conducts arrest raids, house searches in and around Tulkarm, nr. Bethlehem, Hebron, Nablus, Ramallah and in al-Arub r.c., al-Fawwar r.c., Jenin r.c. and town. Some 6,000 Israeli troops and riot police evacuate the unauthorized Amona outpost and demolish 9 settler homes there (leaving 12 mobile homes intact), scuffling with 100s of Jewish settlers who come to defend the site; settlers pelt police with rocks, sand, paint and police respond with batons, water cannons, leaving a total of 219 injured, including at least 80 officers, some 140 settlers, 2 right-wing MKs. Hamas mbrs. fire a rocket at the home of PA security forces cmdr. Sulayman Abu Mutlik and towards the PA security forces cmdr. in Dayr al-Balah; no injuries are reported. Armed AMB mbrs. raid the offices of Palestinian Satellite Channel in Ramallah to protest the PA’s failure to pay the salaries of some 65 employees of PA controlled media outlets. The IDF fatally shoots 2 alleged AMB mbrs., both unarmed, who enter a closed military zone in Gaza; sets up 4 new checkpoints on the main road to Qalqilya; fires on residential areas of Rafah; conducts arrest raids in ‘Azun, Khan Yunis. In Hebron, Jewish settlers, Palestinians clash, leaving 3 settlers, 2 Palestinians wounded. Palestinians fire 2 antitank missiles at an IDF patrol nr. Rafah, causing no damage or injuries. After 3 yrs. of negotiations via a German mediator, Israel, Hizballah conclude a prisoner swap deal under which Israel will release 401 Palestinian security prisoners, 29 Arab prisoners (including Lebanon’s Shaykh ‘Abd al-Karim Obeid and Mustafa Dirani), the bodies of 59 Lebanese fighters in exchange for captured IDF Col. Elhanan Tennenbaum (res.), the bodies of 3 IDF soldiers. After this 1st phase is completed, Israel, Hizballah will reopen negotiations toward Israel releasing Lebanese prisoner Samir Kantar in exchange for information on downed Israeli pilot Ron Arad. Retaliating for the assassination of Islamic Jihad’s Abu Rub on 12/26, 2 Islamic Jihad gunmen infiltrate Otniel settlement nr. Hebron, fatally shooting 2 Jewish settlers, 2 IDF soldiers, wounding 9 (mostly soldiers), before being shot dead by the IDF; the IDF imposes a curfew on Hebron, surrounding area; angry Jewish settlers rampage through Palestinian areas of Hebron, attacking cars, houses. The IDF arrests an Israeli Jewish truck driver at Qarni checkpoint, attempting to smuggle weapons, ammunition into Gaza; fires on residential areas of Khan Yunis, setting fire to a farm, killing several sheep, chickens; conducts arrest raids in Askar r.c., Tubas. An IDF gunboat opens fire on Palestinian fishing vessels off the Gaza coast, severely damaging 3 boats. CIA Dir. Tenet holds another round of talks with PA, Israeli, Egyptian security officials. The sides reportedly agree to an 8-point proposal, drafted by Tenet, for reducing tensions.
