The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. The IDF sends tanks into Jenin, clashes with residents, killing 4 Palestinians, wounding 1 Palestinian journalist; 2 IDF soldiers are also wounded. The IDF demolishes 7 Palestinian homes in Rafah, 2 in Balata r.c.; bulldozes Palestinian land nr. Sharon and his Likud party win a landslide election victory largely at the Labor party’s expense. Likud gets 38 seats (up fr. 19 in the 2/01 elections; higher even that top projections, which figured Likud would take 32 seats), Labor gets 19 seats (down fr. 25), Shinui comes in 3d with 15 seats (up fr. 6), and the ultra-Orthodox Shas party gets 11 seats (down fr. 17); Meretz, 1 of Israel’s clear-cut peace parties, gets 6 seats (down fr. 10); the far-right National Union party, not represented in the last Knesset, gets 7 seats. Yisra’el Ba’Aliya party head Natan Sharansky quits the Knesset, Meretz head Yossi Sarid resign fr. as party chmn. in light of their parties’ poor showing. During the day, Israeli police detain 4 Israeli Arabs for leading a 15-car caravan around the Galilee, calling for an election boycott. Voter turnout was 68.5%-- lowest in Israel’s history. Sharon has 42 days to form a majority coalition. The new Knesset will have 40 freshmen MKs. Bush gives State of the Union address, focusing on Iraq; says Saddam Hussein has missed his “final chance” by showing “utter contempt” for the UN inspectors; claims Iraq is hiding and amassing weapons of mass destruction (WMDs; including an active nuclear weapons program), deceiving inspectors, aiding al-Qa`ida; says the U.S. seeks to work with an international coalition to remove Hussein but will go it alone if necessary, adding that “The liberty we prize is not America’s gift to the world; it is God’s gift to humanity.” Regarding the Arab-Israeli conflict, he says only that the U.S. will continue to work for a “secure Israel and a democratic Palestine.” (NYT, WP, WT 1/29; MM 1/30; MA 1/30 in WNC 1/31; MEI 2/7)

In New York, U.S. Secy. of State Albright meets with Israel's Ben-Ami, Sher. After this mtg. and a mtg. with Egyptian FM Musa, she phones Arafat to request he send negotiators to the U.S. to meet with the Israelis. Barak briefs Labor/One Israel mbrs. on his plans to try to stave off early elections by forming a coalition government with the Am Ehad, Center, Democratic Choice, Meretz, One Israel, Shinui parties, plus Arab MKs. Israeli police announce they have recently arrested 41 Israeli Arabs fr. Umm al-Fahm, 4 West Bank Palestinians on suspicion of forming an illegal organization, arms trafficking, plotting attacks on police and soldiers. (MM, WT 9/13; MA [Internet], MM 9/14)

Israelis elect One Israel's Ehud Barak as PM with 56.1% of the vote, meaning no 6/1 runoff is needed. In the Knesset, 6 of the 15 parties to win seats are new, including the anti-Orthodox Shinui, formed 2 mos. ago, which won 6 seats. Control of right-wing parties shrinks, as Russians, other centrists gain, changing the balance of power. The ultra-Orthodox Shas, however, gains 7 new seats for total of 17 seats, security its place as the 3d largest party after Labor/One Israel (27, down fr. 34 seats), Likud (19 seats, down fr. 32 seats). The 1st Israeli Arab woman, Husniyya Jabara of Meretz, is also elected to parliament. Israel seals the West Bank, Gaza for the elections. Arab, Asian, European states, the U.S, and Russia welcome Barak's victory, hope it means the peace process will resume soon. On the 3d day of his Washington visit, King Abdallah of Jordan meets with U.S. Secy. of State Madeleine Albright, calls for lifting sanctions on Iraq. U.S. urges France, Germany, other creditors to cancel Jordan's debt; encourages Jordan to seek additional U.S. economic assistance. In the afternoon, the king discusses trade issue with U.S. Commerce Secy. William Daley, receives reps. of various American Jewish groups at Blair House. Palestine National Council meeting begins in Algiers. Chmn. Arafat, calling meeting a "decisive point in the history of the Palestinian cause,' asserts PLO willingness to cooperate with moves to hold peace conference, but without submitting to Israeli "blackmail." Following recent failures to agree on proposed new formulas for PNC composition, either Hamas nor constituent groups of the PNSF are in attendance. PNSF Chmri. Khalid al-Fahum denounces "authoritarian, irresponsible manner" in which composition of PNC was decided, states present composition does not represent all factions. Nayif Hawatma attends the meeting despite 9/21 statement. PNC reelects Shaykh 'Abd al-Hamid al-Sa'ih chairman of PNC after his nomination by Chmn. Arafat, despite al-Sa'ih's earlier statements that he would not seek reelection. PNC also approves expansion of PLO executive committee from 15 to 18 members. Occupied Palestine/Israel: Communications Minister Amnon Rubinstein, head of Labor-aligned Shinui party, says his party is pulling out of national unity government in effort to force new elections [LAT, NYT 5/18]. Israeli cabinet votes to implement 2-tiered tuition scale charging army veterans lower tuition rate than non-veterans [FJ 5/24]. Israeli troops seal off rooms in Qalqiliyyah houses belonging to families of 3 men accused of throwing firebombs at military vehicles [FJ 5/24]. Ahmad Nasr, resident of Khan Yunis refugee camp, is arrested, served expulsion order on charges of leading Fateh youth movement in Gaza [FJ 5/24]. Town arrest orders are issued against 4 residents of W. Bank and Gaza Strip, bringing total number currently under town arrest in occupied territories to74 [FJ 5/24]. Israel/ Occupied Territories: Hand grenade thrown at bus in Tel Aviv injures 12, police arrest 86 Arabs in the area; Shinui Knesset group urges Begin to freeze settlements and invite Hussein to Jerusalem for negotiations; military authorities set up roadblock at Najah University to prevent delegation from Tel Aviv University from entering campus, but delegation takes back roads to reach campus; at 1 AM Israeli armored vehicles enter Jalazon camp to break up pre-election meeting of camp club, and by sunrise, checkpoints erected at all exits where residents must register ID as they leave for work; Nablus youth stone border patrol, burn tires, soldiers fire tear gas to disperse protest.

US and Other Countries: University professors in Boston are told by Israeli President Navon that if they are going to criticize Israel's security policy, they should go live in Israel, are reminded that the Labor government initiated settlements in the West Bank.

Military Action:

Two car bombs explode near Beirut airport, shattering shops near Lebanese police station in Israeli-occupied Shuweifat, and destroying a Shiite muslim sewing workshop near mosque in Burj al-Barajneh; US Marines stationed one mile away unharmed.

Casualties:

Israeli military command puts Tyre casualties at 75 IDF soliders/security personnel/ Shin Bet agents and 14 Arab detainees killed, 28 IDF soldiers and 28 Arabs wounded, 21 people found unharmed in building; 8 Arabs killed, 16 wounded in two car bomb blasts.

Israel/ Occupied Territories: Begin cancels several meetings in wake of Tyre disaster, decides not to return to Israel, but declares Monday a national day of mourning; Shinui Party demands independent inquiry into Tyre disaster, criticizes Sharon; West Bank General Workers Union issues memo asking international and Arab trade unions to express solidarity with Palestinian people.

Military Action:
