In the West Bank, Israeli settlers block a road leading to Nablus after Israeli forces reopened the road for the first time since 10/7/2023. Israeli settlers also bring livestock to graze on Palestinian farmland in al-Juwaya, damaging crops. Israeli forces assault 5 Palestinians during a raid in Tubas. Israeli forces also issue a military order seizing 29 dunams (7 acres) of land in Sinjil and Turmus ‘Ayya. Elsewhere, Israeli forces arrest 37 Palestinians during raids in and around Jalazone refugee camp, Bethlehem, Tubas, Jenin, Hebron, Tulkarm, and Nablus. In Gaza, Israeli forces bomb Jabalia refugee camp, Nuseirat refugee camp, Dayr al-Balah, Rafah, Gaza City, and Khan Yunis, killing at least 83 people. An Israeli soldier dies in combat. In Lebanon, Hezbollah fires a missile at a radar site in Shebaa Farms, causing damage. Israeli forces bomb Ayta ash Shab, Naqoura, and Aitaroun. In Yemen, U.S. forces attack 4 missile launch sites. More than 30,800 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 245 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. Haaretz reports that according to Israeli figures 27 Palestinians from Gaza held in Israel have died during their detention since 10/7/23, including at the Sde Teiman and Anatot detention camps and during interrogations elsewhere. (HA, WAFA 3/7)

The EU launches a probe into whether Israel is complying with human rights obligations stipulated in the EU-Israel trade agreement. EU high commissioner for foreign affairs Josep Borrell says the Israeli actions in Gaza “give the impression that its objectives go beyond destroying Hamas.” (AJ 3/7)

In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. Norwegian foreign minister Espen Barth Eide warns Norwegian companies about doing business in and with Israeli settlements, saying that they should be aware that there is a risk they contribute to violations of international humanitarian law. (HA 3/7)

Chinese foreign minister Want Yi says China fully supports full Palestinian membership of the UN and that the world can no longer ignore the “historical injustice suffered by the Palestinian people.” (HA, WAFA 3/7)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for passage in both directions. Civil employees go on a 1-day general strike in protest of the fact that they haven’t been paid a full salary since 6/2, and dozens stage a sit-in protest outside the PA unity govt.’s headquarters in Gaza City. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse a peaceful protest outside Ofer detention center nr. Ramallah, injuring 1 Palestinian with live ammunition. Israeli forces demolish 2 homes, a store, and a barn in a village s. of Hebron; deliver 34 evacuation notices to Palestinian families in 2 villages in the Jordan Valley. The IDF also conducts house searches and arrest raids in ‘Askar r.c., Balata r.c., al-‘Arub r.c., as well as nr. Ramallah and Hebron, where they arrest a journalist with al-Aqsa TV; patrols nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, Israeli forces clash with stone-throwing Palestinians in al-Tur and Issawiyya, injuring 2 with rubbercoated metal bullets. They also arrest Palestinians in al-Tur, Issawiyya, and Bab Hettah. Meanwhile, around 40 officials from Israel’s Foreign Affairs Ministry and 30 rightwing Jewish activists tour Haram al-Sharif accompanied by IDF troops. In Israel, Palestinian citizens observe a general strike protesting the killing of 2 Palestinian bedouin men in Rahat by Israeli police. Residents of Rahat continue their strike, which they began on 1/18, and around 200 Palestinians throwing stones clash with Israeli police; 4 Palestinians are arrested. In his annual State of the Union address, U.S. Pres. Obama reiterates his promise to veto any new legislation relating to the sanctions on Iran that would threaten the ongoing negotiations between Iran and the P5+1. (NYT 1/21; HA 1/23)

The IAEA publishes a report on Iran’s adherence to the Joint Plan of Action, which governs its negotiations with the P5+1. It concludes that Iran has not enriched any uranium above 5% or made any “further advances” at the Natanz or Fordow plants, or the Arak reactor. (AP 1/21)

In the Gaza Strip, Israeli forces conduct a limited incursion nr. Khan Yunis and level land. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Nablus and 1 village nr. Tulkarm at night; patrols in 1 village nr. Hebron in the afternoon. (MNA 1/28; PCHR 1/30)

PA Pres. Abbas says he is willing to accept an Israeli military presence in the West Bank for a 3-year transition period, in the context of a peace deal. He makes the remarks in an interview screened at a security conference in Tel Aviv. (HA, REU 1/28)

U.S. Pres. Obama gives his State of the Union address. In it, he pledges to veto any legislation that would threaten talks with Iran and reassures Israel that the U.S. will always be “at their side.” (See document D2 in JPS 171 for extended excerpts of Obama’s speech.) (REU 1/28)

In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. He also stresses that the U.S. will not take any options (i.e., a military strike) off the table in dealing with Iran and emphasizes “our ironclad commitment—and I mean ironclad—to Israel’s security.” (NYT, WP, WT 1/25; WJW 2/2)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border nr. the Erez crossing fire warning shots and tear gas at a group of Palestinians and international activists staging a nonviolent march to the crossing to protest Israel’s imposition of a no-go zone; no serious injuries are reported. With a sharp increase in the number of Gazans seeking to exit to Egypt through the Rafah border, the Gaza Interior Min. reimposes requirements (lifted on 12/18/11) that Gazans register with the ministry before traveling. In the West Bank, the IDF demolishes 8 Palestinian homes in Anata village nr. East Jerusalem, displacing 52 Palestinians, including 29 children; escorts 100s of Jewish settlers to pray at Joseph’s tomb in Balata village nr. Nablus; patrols in 1 village nr. After a long delay, Hamas authorities in Gaza allow the Central Elections Commission to open a voter registration office in Gaza to prepare for eventual elections in implementation of the 5/2010 national unity deal. (WP 1/25)

Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn. Hamas and Fatah (WP 1/25); and (2) the king engaging with Islamists, who have gained strength regionally during the Arab Spring, to quiet Jordan’s own Islamist opposition. (WP, WT 1/25)

The IDF sends tanks into Jenin, clashes with residents, killing 4 Palestinians, wounding 1 Palestinian journalist; 2 IDF soldiers are also wounded. The IDF demolishes 7 Palestinian homes in Rafah, 2 in Balata r.c.; bulldozes Palestinian land nr. Sharon and his Likud party win a landslide election victory largely at the Labor party’s expense. Likud gets 38 seats (up fr. 19 in the 2/01 elections; higher even that top projections, which figured Likud would take 32 seats), Labor gets 19 seats (down fr. 25), Shinui comes in 3d with 15 seats (up fr. 6), and the ultra-Orthodox Shas party gets 11 seats (down fr. 17); Meretz, 1 of Israel’s clear-cut peace parties, gets 6 seats (down fr. 10); the far-right National Union party, not represented in the last Knesset, gets 7 seats. Yisra’el Ba’Aliya party head Natan Sharansky quits the Knesset, Meretz head Yossi Sarid resign fr. as party chmn. in light of their parties’ poor showing. During the day, Israeli police detain 4 Israeli Arabs for leading a 15-car caravan around the Galilee, calling for an election boycott. Voter turnout was 68.5%-- lowest in Israel’s history. Sharon has 42 days to form a majority coalition. The new Knesset will have 40 freshmen MKs. Bush gives State of the Union address, focusing on Iraq; says Saddam Hussein has missed his “final chance” by showing “utter contempt” for the UN inspectors; claims Iraq is hiding and amassing weapons of mass destruction (WMDs; including an active nuclear weapons program), deceiving inspectors, aiding al-Qa`ida; says the U.S. seeks to work with an international coalition to remove Hussein but will go it alone if necessary, adding that “The liberty we prize is not America’s gift to the world; it is God’s gift to humanity.” Regarding the Arab-Israeli conflict, he says only that the U.S. will continue to work for a “secure Israel and a democratic Palestine.” (NYT, WP, WT 1/29; MM 1/30; MA 1/30 in WNC 1/31; MEI 2/7)

The IDF sends tanks, troops into Artas village, nr. Bethlehem, to detain a wanted Islamic Jihad mbr. Omar Ayish. In the process the IDF wound 4 Palestinians; throw a grenade into the Ayish home, causing damage but no injuries; leave a trail of cars crushed and overturned by tanks. In response to the raid, Palestinian gunmen fire on Gilo fr. Bayt Jala, lightly injuring 1 Jewish settler. IDF soldiers detain and beat a Red Crescent doctor, ambulance driver at a checkpoint in Nablus. The doctor is released after several hrs. but the driver is kept in custody. (AP 1/29; NYT, PCHR 1/30)
