The Palestine Chronology

In the West Bank, Israeli forces demolished the home in al-Zawiya of a Palestinian accused of killing an Israeli settler and Israeli soldier in March. The Palestinian man was killed by Israeli forces 2 days after the episode. The demolition leaves 6 of the Palestinian’s family members homeless. A confrontation between Palestinian residents and Israeli forces broke out during the demolition and Israeli forces fired tear gas and sound bombs at the Palestinians; no injuries were reported. Israeli settlers with military escort raided the Palestinian town al-Samou near Hebron. Meanwhile, Israeli forces set up checkpoints in al-Thahriya, Yatta, Taffuh, and Hebron. Elsewhere, clashes between Israeli forces and residents ensued in al-‘Arub refugee camp north of Hebron. Israeli forces fired live ammunition and stun grenades; no injuries were reported. In Nablus, 27 Palestinians were injured by Israeli forces escorting some 1,500 Israeli settlers to Joseph’s Tomb; 3 of the injured Palestinians were taken to a hospital. 3 Palestinians were arrested during late-night raids in and around Hebron, Bayt Iksa, and Ramallah. In East Jerusalem, some 500 Israeli settlers and military escort stormed Haram al-Sharif to perform prayers. Israeli authorities also banned 2 Palestinians from Haram al-Sharif for 4 and 6 months. In a meeting with U.S. senators Mitt Romney (R-UT) and Chris Murphy (D-CT) in Ramallah, Palestinian prime minister Mohammed Shtayyeh stressed the importance of U.S. support of a 2-state solution and asked for the U.S. to recognize the State of Palestine and lift the ban on the PLO. (MNA 4/25)

IDF troops on the n. Gaza border nr. Bayt Hanun fire warning shots at Palestinians scavenging for recyclable goods in the former settlement sites, wounding 1 Palestinian. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. OCHA reports that over the past 3 days, Israel has allowed Gaza authorities to import 20,000 tons of construction aggregates that have been stored at the Sufa crossing since it was closed in 10/2007. In the West Bank, the IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; in 2 villages nr. Jenin and Jericho in the afternoon; and in Jericho, 1 nearby village, and 2 villages nr. Ramallah late at night. Jewish settlers fr. Taffuh settlement nr. Nablus cut down at least 120 olive trees in the nearby Palestinian village of Yatma. Ha’Aretz journalist Uri Blau, who used leaked classified government documents for several reports he published, confesses to reduced charges of possessing classified information without authorization but ‘‘with no intention to harm national security’’ in exchange for 4 mos. community service. The IDF patrols in 4 villages nr. Ramallah, 3 nr. Jenin, and 1 nr. Qalqilya in the morning; in 2 villages nr. Jericho in the afternoon; and in 3 villages nr. Tulkarm, 2 nr. Salfit (synchronized), and 1 each nr. Jenin and Jericho late at night. Jewish settlers fr. Keddumim settlement nr. Qalqilya escorted by IDF troops plant trees on 15 d. of nearby Palestinian land. Jewish settlers fr. Kfar Taffuh settlement nr. Salfit start to fence off 10s of dunams of adjacent Palestinian agricultural land to expand the settlement eastward and southward. Jewish settlers fr. Brakha settlement nr. Nablus enter Burin village and stone 4 houses; the IDF enters the village to extract the settlers, firing tear gas and stun grenades at Palestinians gathering to defend the houses. Islamic Jihad spokesman Khader Adnan, held in administrative detention by Israel since 12/17/11, enters his 55th day of a hunger strike intended to draw attention to Israel’s discriminatory criminal justice system, making his hunger strike the longest by a Palestinian prisoner ever recorded. The 33-yr.- old Adnan has lost 60 lbs. and Israeli authorities have hospitalized him, saying his condition is rapidly deteriorating. (WT 2/10)

Israeli pres. Shimon Peres arrives in Washington for a 3-day visit. He meets today with Secy. of State Clinton; no details are released. (WJW 4/7)

Israel’s Jerusalem planning comm. gives preliminary approval for 942 new settlement housing units in Gilo and the Israeli DMin. announces that it has finished new zoning plans for several West Bank Jewish settlements, retroactively legalizing construction already underway. The State Dept. expresses “deep concern,” stating that the “Israeli settlements [are] illegitimate” and “Israel’s actions run counter to efforts to resume direct negotiations.” Israel charges Gazan engineer Abu Sisi (see 3/10) with developing rockets for Hamas and establishing a “military academy” in Gaza to train Hamas commanders. Hamas and Abu Sisi deny the charges. In Jenin r.c., unidentified assailants fatally shoot Israeli actor Juliano Mer-Khamis (half Jewish and half Palestinian) who runs a theater troop for Palestinian children in the camp (see Quarterly Update for details). Meanwhile, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho in the morning and in 4 villages nr. Jenin and Qalqilya in the afternoon; conducts late-night arrest raids, house searches in Awarta (possibly in connection with the 3/11 Itamar murders). Jewish settlers fr. Taffuh settlement attempt to fence off a nearby plot of Palestinian land; the PA district liaison intervenes with the IDF, which removes the settlers but leaves the fencing marking off the land in place. Palestinians in Gaza fire an antitank missile at an IDF patrol inside Israel, causing no damage or injuries. During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians, including 2 children. A Jewish settler deliberately attempts to run down a Palestinian nr. the Hawara checkpoint nr. Nablus, moderately injuring him; the IDF does not intervene. Jewish settlers fr. Taffuh settlement attempt to seize a plot of nearby Palestinian agricultural land but are sent away by the IDF. Jewish settlers close Jit intersection nr. Qalqilya with burning tires, blocking the main Qalqilya-Nablus road. In separate incidents, Jewish settlers fr. Keddumim and Karnei Shomron settlements stone Palestinian vehicles nr. Qalqilya. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Israel responds with at least 3 air strikes on Hamas training sites in Dayr al-Balah, Gaza City, and Khan Yunis, causing collateral damage to 6 homes but no reported injuries. In the West Bank, the IDF conducts patrols in Jericho and 3 villages nr. Qalqilya and Tulkarm; conducts late-night arrest raids, house searches in Nabi Salih, arresting an organizer of the weekly demonstrations against the separation wall. Palestinians and international activists demonstrate against construction of settlements and the separation wall at the Qalandia crossing and in Bayt Umar. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians (including 2 journalists) and 1 international activist. Jewish settlers fr. Taffuh settlement s. of Nablus attempt to seize Palestinian agricultural lands e. of Salfit but are removed by the IDF. Jewish settlers fr. Karnei Shomron settlement nr. Unidentified Palestinians fire 5 mortars fr. Gaza toward Israel, 2 landing in Israel and 3 inside Gaza, causing no damage or injuries. In the West Bank, the IDF patrols without incident in 2 villages nr. Tulkarm in the morning; conducts latenight arrest raids, searches nr. Hebron, Salfit. Jewish settlers fr. Taffuh nr. Salfit attempt to steal a horse fr. a Palestinian harvesting olives but leave when other Palestinians arrive. The PA says that foreign journalists who visit the West Bank through Israeli media facilitators are “unwelcome”—a move seen as an attempt by the PA to control its media image abroad. Israel releases Reform and Change PC mbr.Mansur (detained without charge in Nablus on 7/20). The IDF repatriates to Gaza another 26 of the 188 Fatah mbrs. who fled on 8/2; the PA allows 88 to take asylum in Jericho; 16 who were wounded during their flight remain in Israeli hospitals; the other 24 remain in IDF custody, where they are questioned regarding possible ties to attacks on Israeli targets. In the West Bank, the IDF conducts early-morning house searches in Yatta nr. Hebron, including searching the home of PC mbr. Khalil al-Rab‘i, holding him for questioning; conducts late-night arrest raids, house searches in Nablus and nr. Tubas, Tulkarm. Jewish settlers fr. Taffuh settlement nr. Salfit, beat a Palestinian shepherd and steal 23 sheep, open fire on residential areas nearby. Jewish settlers fr. Kiryat Arba beat an elderly Palestinian couple outside their home nr. the unauthorized settlement outpost in Wadi al-Nassara (see 8/1). At the Rafah and Erez crossings, 1,000s of Palestinians take part in nonviolent rallies calling on Israel to lift the siege. Late at night, the IDF makes an incursion into Bayt Hanun, surrounding and then making an air strike on the home of a wanted Hamas mbr., causing a fire and then shooting at occupants as they flee, seriously wounding a mother and teenage daughter, barring ambulances fr. reaching the area for 4 hrs. (during which time the girl dies); the IDF trades fire with Palestinian resistance mbrs. during the incursion, wounding 2 gunmen, 3 bystanders; the wanted Palestinian is not captured. In the West Bank, a Palestinian sniper fatally shoots 2 Israeli security guards at a factory in the Nitzani Shalom industrial zone nr. the separation wall, escapes; several groups including Hamas claim responsibility. The IDF conducts late-night arrest raids, house searches in Bethlehem, al-Bireh; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation) and beat demonstrators at a similar protest al-Masa’ra (lightly injuring 3). In Gaza, the IDF makes 2 air strikes on Khuza, killing 2 armed Palestinians. An Islamic Jihad mbr. is injured when explosives he is handling detonate prematurely. In the West Bank, the IDF seals a sewing factory in Hebron associated with the ICA (see 2/26); conducts late-night arrest raids, house searches in Jenin town and r.c., and nr. In Gaza, the IDF sends troops into alQarara, where they exchange fire with local gunmen, killing 1 armed Palestinian, wounding 2. In the West Bank, the IDF sends an undercover unit into Tulkarm r.c., to raid a caf´e in search of a wanted Palestinian but withdraws without finding him; conducts late-night arrest raids, house searches in and around Nablus, in Azariyya e. of Jerusalem. A Jewish settler woman fr. Taffuh settlement nr. Qalqilya beats a Palestinian woman waiting at a bus stop nr. the settlement. Jewish settlers fr. Havat Ma’on nr. Hebron fire on a Palestinian shepherd and sheep nearby, injuring 2 sheep. In Hebron, Palestinian Polytechnic University suspends classes after a dispute on the student council sparks unarmed clashes btwn. Fatah and PFLP student groups. (OCHA 4/2; PCHR 4/3)

Military Action:

350 additional troops to be sent to reinforce 1600-man French contingent in Beirut; bomb explodes near car of Druze leader Faisal Arslan but he is not injured; heavy shelling between Druze and Christian villages in Chouf; several Katyusha rockets land north of Israeli border near Metulla.

Casualties:

5 killed, 45 wounded by artillery shells falling in East Beirut residential areas; PLO prepared to release 8 Israeli soldiers in return for release of more than 5000 Palestinian and Lebanese detainees held by Israel, as well as 1000 prisoners arrested by Israel since 1967.

Israel/ Occupied Territories: Israel, a major producer of goose liver, signs cartel agreement with Hungary for marketing in France; 21 Druze from Golan Heights receive Israeli citizenship, 99%o of Druze over 16 are reported to have accepted identity cards; 35,000 dunums of West Bank land seized by Israel in previous week, including 23,000 dunums at Yatta, 4,000 dunums at Taffuh, 3,000 dunums at Shayoukh, 5,000 dunums at Mukhmas; other land seizures reported at Battir and Dura.

Arab Governments: Syrian officials concerned that fresh outbreak of fighting with Israeli forces in Lebanon will take place in spring.
