In the West Bank, Israeli settlers attacked Palestinian herders in al-Thaala in the Masafer Yatta area, forcing them to leave their pastures. Israeli forces shot and killed 1 Palestinian and wounded 2 others with live ammunition and 170 with tear gas during a punitive demolition raid in Nablus. The Israeli forces demolished the family home of 1 Palestinian accused of having killed an Israeli soldier in October 2022. Israeli forces also raided Ya’bad, razing a road, damaging 2 vehicles, and raiding the Electricity Authority building. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Bayt Jala. Israeli forces also demolished 8 residential structures east of Tubas, displacing 16. In East Jerusalem, an Israeli settler threw stones at the Cenacle Christian site, damaging windows. PA president Mahmoud Abbas met with Chinese prime minister Li Qiang in Beijing. At the end of Abbas’ 4-day trip, the PA and China issued a joint statement where the PA supported China’s treatment of its Muslim minority in Xinjiang, which has been severely condemned by human rights organizations. The UNRWA staff union in the West Bank ended its 4-month long strike and resumed services in the refugee camps. (WAFA 6/15; REU, WAFA 6/16)

The Islamic Supreme Fatwa Council in Palestine issued a fatwa against participation in the upcoming Israeli municipal elections in Jerusalem. (QDS, WAFA 6/15)

A conference on spitting attacks by Jewish people on Christians in the Old City organized by the Center for the Study of Relations Between Jews, Christians, and Muslims at the Open University of Israel was forced to change its venue from the Tower of David Museum in the Old City of Jerusalem after pressure from the Israeli-run municipality, including from the mayor’s office. Jerusalem deputy mayor Arieh King called the conference “anti-Semitic.” Officials from the Israeli Foreign Ministry and Jerusalem municipality were invited to attend the conference but refused. A CNN investigation confirmed Palestinian eyewitness accounts that Israeli forces did not intervene to protect Palestinians from the Israeli settler pogrom in Huwwara on 2/26. An Israeli soldier told CNN that he and the other soldiers knew of the threat posed by the Israeli settlers but chose not to intervene and instead allowed the settlers to enter Huwwara. The CNN investigation also said that Israeli soldiers only intervened to prevent Palestinian residents from trying to repel the settler attack. (CNN, HA 6/15)

In the West Bank, Israeli settlers vandalized 15 Palestinian-owned vehicles and sprayed racist graffiti on houses in Qaryut. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 3 with rubber-coated bullets, including 1 minor. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 5 with tear gas. Israel placed 1 Israeli settler on administrative detention. The Israeli settler is accused of “acts of terror, arson, vandalism and assault” on Israeli left-wing activists in the West Bank and Israel. The settler is the only Jewish person held by Israel on administrative detention and the 1st since the beginning of 2020. Later, on 3/23, an Israeli court reduced the settler’s detention by 2 weeks. In the West Bank, Israeli settlers vandalized Palestinian-owned vehicles and defaced buildings with racist graffiti in Yatma. Israeli forces also fired sound bombs and tear gas during a raid on a wedding ceremony east of Hebron. 3 Palestinians were arrested, including 1 during a late-night raid in Tulkarm, and 2 were arrested during clashes in Hebron. Israeli forces also assaulted 1 Palestinian photojournalist covering a raid in Hebron. In East Jerusalem, Israeli forces arrested a Palestinian minor at a mosque in Issawiyya. In Gaza, Israeli forces opened fire on a Palestinian sanitation truck, causing damage. In Gaza, 95 Palestinians were injured during the 80th weekly Great March of Return protest, including 36 by live ammunition; others were injured by rubber-coated bullets and tear gas. Malaysia announced that the country would open an embassy to Palestine in Jordan. Malaysian prime minister Mahathir Mohamad said, “[w]e know that Israel will not allow Malaysia to open an embassy in the Occupied Territory. As such, we will open the embassy in Jordan.” (WAFA 10/25)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Meanwhile, the Israeli authorities temporarily limit the number of trucks permitted to pass through the Kerem Shalom crossing bearing goods for Gaza. Around 70 trucks are denied access. In the West Bank, IDF troops conduct raids in al-Khadir nr. Bethlehem and Jayyus nr. Qalqilya, sparking minor clashes with stonethrowing Palestinians in both. IDF troops also arrest 3 Palestinians during raids in Tubas and nr. Tulkarm and Nablus; and patrol during the day nr. Hebron. Israeli forces bulldoze an agricultural road nr. Nablus, then block the road with a sand barrier. Unidentified vandals scrawl swastikas and the words “Death to Jews” on an IDF outpost nr. Hebron late at night. In response, the IDF suspends the Palestinian olive harvest in the area indefinitely. In East Jerusalem, Israeli forces conduct raids in Shu‘fat r.c., sparking clashes with stonethrowing residents; at least 12 Palestinians are injured. PA pres. Abbas meets with Hamas leader Khalid Mishal and his dep. Ismail Haniyeh in Doha. They discuss steps they could take toward Palestinian national reconciliation. Senior Palestinian officials say the meeting is the start of a new reconciliation process, but they add that Abbas and Mishal did not agree on the aims of the new process. Secy. of State Clinton races to broker a deal with Israeli officials to extend the settlement freeze 1 day before it is scheduled to expire, while Mitchell meets with Abbas in New York to urge him not to walk away from peace talks immediately if Netanyahu allows the freeze to expire. On the ground Jewish settlers begin positioning construction equipment in some settlements. In addition, Jewish settlers in Revava settlement nr. Salfit seize 30 d. of Palestinian agricultural land, raze crops, and install 2 mobile homes as a “new quarter” of the settlement. Jewish settlers fr. Nokdim settlement nr. Bethlehem place 3 mobile homes on nearby Palestinian land. Jewish settlers fr. Barqan settlement nr. Salfit raze adjacent Palestinian land to expand the settlement’s industrial zone. Jewish settlers fr. Givat Ze’ev settlement enter Beitunia town nr. Ramallah and make preparations to celebrate the Sukkoth holiday; the IDF removes them. (NYT, WP 9/26)

Meanwhile, Israeli-Palestinian clashes in Issawiyya, which began on 9/22, taper off by the end of the day, leaving a total of 99 Palestinians (including 17 children) and 9 Israelis injured (7 lightly, 2 moderately), and 70 Palestinians under arrest; during the rioting, Palestinians set fire to or damage 8 Israeli cars and vandalize an Israeli tourist information center. In the West Bank, the IDF patrols in Iraq Burin village nr. Nablus in the afternoon, firing tear gas and stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries; fires rubber-coated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation and 2 Palestinians and 3 Americans are injured. An Egyptian hospital reports that an armed Palestinian transported to Egypt for treatment has died of injures sustained in the 9/14 IDF shelling nr. Gaza Valley village. In the West Bank, the IDF conducts synchronized late-night house searches in 4 villages south and west of Jenin, arresting only 1 Palestinian; conducts other late-night arrest raids, house searches nr. Bethlehem, Qalqilya. Palestinians in Yasuf receive Israel’s chief rabbi Yona Metzger, who requested permission to make an official visit to condemn the 12/11 arson and vandalism attack on the village mosque by Jewish settlers. In Gaza, 10,000s of Palestinians rally to mark Hamas’s 22d anniversary. In the West Bank, the PA security forces (PASF) begin rounding up Hamas mbrs. to prevent anniversary rallies there. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Abu Dis nr. Jerusalem, ‘Ayn Bayt al-Ma’a (moving from house to house by breaking through walls, as it did during Operation Defensive Shield in 2002; firing on stone-throwing Palestinians who confront them, wounding 1), Jalazun r.c. nr. Ramallah. Expecting the IDF to forcibly evict 2 Jewish settler families squatting in vacant Palestinian stores in Hebron’s wholesale market (in 4/07, the Israeli High Court ordered them to vacate the site by 7/27), 100s of Jewish settlers begin arriving at the site to block the eviction, harassing local Palestinians; among the incidents: a Jewish settler fr. Beit Hadasah injures a Palestinian man in a deliberate hit and run; Jewish settlers fr. Kiryat Arba attack, vandalize Palestinian homes, cars; Jewish settlers set fire to the Hebron Rehabilitation Comm. offices (previously declared a closed military zone by the IDF). After a yr. of gunfire, stone-throwing, physical assaults, vandalism by local Jewish settlers, 150 Palestinian residents of Yanun in the West Bank evacuate their village, move to neighboring Aqraba, marking the 1st time that harassment by settlers has forced out an entire village; Yanun's mayor says he has protested settler violence to the Israeli authorities for 4 yrs. without results. The IDF withdraws to the outskirts of Jenin; sends tanks, bulldozers into Gaza City to demolish the Gaza harbor offices, a road linking Gaza City to the central Gaza Strip; fires on residential areas of Khan Yunis; bulldozes 10 dunams of Palestinian land nr Aley Sinai settlement, 2.5 dunams in Dayr al-Balah. A Hamas mbr. detonates a roadside bomb, throws grenades at an IDF post nr. Dugit settlement in Gaza, injuring 2 IDF soldiers before being shot dead. Some 200 Jewish settlers return to Havat Gilad, which the IDF has begun dismantling; troops to do not attempt to disperse them. Jewish settlers uproot 92 olive trees in al-Khadir.
