Palestinian chief negotiator Saeb Erakat responds to Israel PM Netanyahu’s 4/11/12 call for an immediate resumption of talks without preconditions by stating that talks would be meaningless unless Israel halted settlement construction, which creates facts on the ground that could supersede a negotiated settlement. He calls on the Quartet to find “a mechanism to compel Israel to stop settlement and to act on the twostate solution.” (AFP 4/12; WT 4/13)

The IDF conducts morning patrols in 3 villages nr. Jericho (synchronized), 3 villages nr. Ramallah (2 synchronized), and 1 nr. Qalqilya; conducts afternoon patrols in 1 village nr.
