In Washington, Arafat, Clinton hold 3 hrs. of talks on final status issues. Arafat tells Clinton he would resign before compromising on East Jerusalem, that he would not attend a summit until the 3d FRD is implemented. Afterward, the U.S. says that Israel, the PA are still too far apart for a 3-way summit; Arafat's instance on the 3d FRD could jeopardize a final settlement.
