Arafat endorses agmt. reached by Israeli Police M Shahal, PA Economics M Qurai` 8/30 on maintaining the status quo in Jerusalem. PA promises not to do anything to alter the status quo, particularly in its use of Orient House. Both sides agree to improve the economic lot of Arabs in the city, ease entry requirements for residents of the o.t. into the town to pray at holy sites.
