In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." In Washington, King Abdallah holds talks with Bush on the peace process, dangers of striking Iraq. Abdallah urges Bush to outline specific steps, time line for moving the peace process forward. Bush says that he's still committed to the creation of a Palestinian state in 3 yrs. but he does not think any new steps by Israel are necessary at the moment. Following a funeral for settlers killed on 7/26, some 100 Jewish settlers rampage through Palestinian neighborhoods of Hebron, attacking Palestinian homes and cars, firing on homes, killing a 14-yr.-old Palestinian girl, injuring 15; 1 group of settlers breaks into a Palestinian home, destroys furniture, stabs and seriously injures an 8-yr.-old Palestinian boy; some settlers beat, destroy the cameras of 2 photographers (an American free-lancer and a Yedi'ot Aharonot rep.), a journalist (Yedi'ot Aharonot). MK Benny Elon (Moledet), on a lobbying trip to the U.S., says he has received "quiet support" fr. several mbrs. of Congress for his 7-part "Elon peace initiative," based on the idea of the "voluntary transfer" of Palestinians to Jordan, which would become a "Jordanian-Palestinian state." Palestinian refugees would be resettled in their host countries. West Bank and Gaza Palestinians would be given Jordanian-Palestinian citizenship and could remain in their homes, but those who "violate the terms of the plan" would be expelled to Jordan. The IDF says that in the past 24 hrs., it has killed 6 Palestinians attempting attacks on Israeli targets, including 2 Palestinians swimming toward the Gaza settlement of Dugit, carrying grenades and guns. In addition, 3 Palestinians are killed in a mysterious explosion nr. Rafah; 2 Democratic Front for the Liberation of Palestine (DFLP) mbrs. are fatally shot by the IDF when they open fire on an army base at Yitzhar settlement, injuring 4 IDF soldiers. They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. In Washington, Sharon, Bush hold talks on PA reform, barely touch on the idea of a peace conference. They agree that the priority should be halting Palestinian violence, restructuring the PA, unifying the PA security services. Sharon also says that it is "premature" to discuss a Palestinian state, Israel will never agree to withdraw to 1967 lines; suggests Israel will not resume political talks until Arafat has been removed fr. power. Before dawn, the IDF sends tanks into the Jerusalem suburbs of Abu Dis, Azariyya, and Sawahira al-Sharqiyya, declaring a curfew. In Azariyya, troops conduct building-to-building searches, sometimes forcing families to evacuate, blowing doors of homes, vandalizing cars and other property.
