Under pressure fr. the U.S. to end its op-erations in the city quickly, the IDF pulls out of main areas of Bethlehem before dawn. The IDF launches Operation Vanguard in response to the 10/21 Hadera bombing, sending 100s of troops (including 90 snipers), heavy vehicles into Jenin town and r.c., where the bombers lived. Troops occupy 50 buildings; conduct house-to-house searches, arrest raids; meet some resistance in the r.c., exchanging gunfire with residents, leaving 6 Fatah mbrs. seriously wounded. The IDF says the incursion is expected to last several days, troops are prepared to stay indefinitely. The IDF also shells residential areas nr. Outside Hadera, 2 Islamic Jihad suicide bombers detonate a car bomb next to a bus, killing 14 Israelis, wounding 40. The IDF fatally shoots 2 Palestinians nr. Aley Sinai settlement; conducts arrest raids in Bethlehem, Qalqilya; bars an ambulance fr. crossing an IDF checkpoint, allowing an ailing Palestinian to die. The IDF fatally shoots 2 Islamic Jihad mbrs., Wassim Saba'na and Muhammad Musa, in Nablus in what is likely an assassination; shoots at a "suspicious figure" nr. a Jewish settlement nr. Nablus, wounding 1 Palestinian; demolishes 1 Palestinian home in Jenin; fires on a Birzeit University dormitory; shells residential areas of Bayt Hanun, Khan Yunis; conducts arrest raids in Jenin, Rantis; lifts curfews on Nablus, Tulkarm, Ramallah for several hrs. Late in the evening, the IDF raids Dayr al-Balah, bulldozes 2.5 dunams of agricultural land. Palestinians detonate a roadside bomb nr. an IDF APC in Nablus, another device nr. Qalqilya, neither causing damage. In Hebron, Jewish settlers assault Israeli police investigating complaints of settler violence on 10/12. Before dawn, the IDF sends 40 tanks and helicopters into Khan Yunis, occupying and blowing up buildings, firing on residential areas, killing a total of 14 Palestinians; in one incident a missile fired by an IDF helicopter at a Palestinian crowd kills 10 Palestinians, wounds more than 100; in a 2d incident, troops fire on a hospital where 100s of Palestinians are gathered to check on the status of relatives, leaving a hospital worker clinically dead, seriously injuring 3 (including a child shot in the neck), and firing grenades at the admin. office, equipment and supplies dept., training dept., and other facilities. In Ramallah, the IDF continues demolition work at the PA compound, setting fire to storehouses, bulldozing the Ramallah governate building; says it now seeks the extradition of 50 Palestinians inside Arafat's offices; warns those inside the remaining building to evacuate or risk being harmed when the IDF blows it up, prompting 1,000s of Palestinians to take to the street in protest, despite the curfew. The IDF fires stun grenades, live ammunition at the crowds, killing 2 Palestinians (including a journalist with Voice of Palestine). (After al-Jazeera TV broadcasts news of the spontaneous Ramallah demonstrations, 1,000s of Palestinians violate the curfews Jenin, Nablus, Tulkarm and rally in Gaza to protest; the IDF kills 1 Palestinian protester in Nablus, a 2d Palestinian in Tulkarm and demolishes 2 Palestinian homes in Qabatya, Qalqilya.) A Hamas suicide bomber detonates a device on a bus in Tel Aviv, killing 5 Israelis, injuring more than 50. Sharon convenes his cabinet, which unanimously decides to launch Operation Matter of Time to "isolate” Arafat, calls for the immediate extradition of around 20 wanted Palestinians (including Force 17 head Mahmud Damara, PA General Intelligence chief Tawfiq Tirawi) allegedly among the 200 Palestinians hiding in Arafat's offices (8 surrender in the evening). Israeli police detain senior Greek Orthodox Church official Atallah Hanna at his East Jerusalem home on charges of "expressing support for terrorist organizations," "illegally entering an enemy country" (Lebanon and Syria); release him after 5 hrs. of questioning. Israeli PM Ariel Sharon cancels plans to make a trip to the U.S. to attend a rally in support of Israel in Tallahassee with Florida gov. Jeb Bush, brother of U.S. Pres. George W. Bush, on 9/9, a day before the Florida Democratic primary; go to LA to attend another rally hosted by a Republican candidate in tight midterm elections there. Democrats had denounced the visit, which was arranged with Pres. Bush's sway, but Sharon says he decided he would have to stay in Israel to prepare for a budget battle which will take place in 10/02. Residents of Nablus continue to defy the IDF curfew. The IDF temporarily lifts the curfew in Bethlehem, Hebron, Ramallah, Tulkarm; directs heavy machine gun fire at residential areas of Khan Yunis, Nablus; blows up the home of relatives of a suicide bomber in Bayt Jala; bulldozes a Palestinian home in Jenin, arrests the owner; partially demolishes 6 Palestinian homes in Rafah; conducts arrest raids in Qalqilya, Tulkarm. Israel's inner cabinet orders the expulsion to Gaza of a relative of Palestinian involved in the 7/16 Emmanuel bus ambush, giving him 12 hrs. to appeal. Regarding whether the man was directly involved in supporting the attack (per Atty. Gen. Rubinstein's conditions; see 7/21), Internal Security M Uzi Landau says, "it's enough for a relative of a relative of a suicide bomber to set up a mourning tent or visit a mourning tent" to qualify for expulsion. A Palestinian suicide bomber detonates a device in a Jerusalem restaurant, lightly wounding 5 Israelis. AMB gunmen lure 2 Jewish settlers (diesel fuel salesmen) to Jamayn village, fatally shoot them; 1 of the assailants is later arrested. 1,000s of Nablus residents defy the 24-hr. curfew for a 3d day. The IDF removes the curfew on Qalqilya; bulldozes 3 Palestinian apartment buildings in Jenin allegedly housing bomb-making labs; directs heavy machine gun fire at residential areas of Khan Yunis, injuring 2 women, 2 children sleeping in their homes. In the Israeli town of Ashkelon, an Israeli Jew (recently emigrated from Morocco) walking the beach nr. the home of a senior Israeli security official is stopped, searched, shot, seriously wounded by guards who thought he was a Palestinian attacker. An Israeli prosecutor charges 2 Palestinian detainees with masterminding attacks that killed 17 Israelis, marking the 1st indictments handed down in an civilian court against Palestinians detained during the al-Aqsa intifada. Palestinian gunmen open fire on a Jewish settler vehicle near Aley Zahav near Qalqilya, killing 1 Jewish settler rabbi, wounding 1; then open fire on ambulance workers who arrive on the scene, causing no additional injuries; AMB, Popular Army Front and Return Battalions take responsibility, with the latter reportedly issuing a "hit list" of Israeli officials, including Sharon. A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. They arrive as part of a new Jewish Agency program to encourage entire established Jewish communities in N. America to immigrate to Israel with their rabbis. American Evangelical Christians representing the International Fellowship of Christians and Jews (IFCJ) donated $5,000 to each of the 400 to help finance the move. MK Benny Elon (Moledet), on a lobbying trip to the U.S., says he has received "quiet support" fr. several mbrs. of Congress for his 7-part "Elon peace initiative," based on the idea of the "voluntary transfer" of Palestinians to Jordan, which would become a "Jordanian-Palestinian state." Palestinian refugees would be resettled in their host countries. West Bank and Gaza Palestinians would be given Jordanian-Palestinian citizenship and could remain in their homes, but those who "violate the terms of the plan" would be expelled to Jordan.
