Ward Boston, a fmr. Navy lawyer who helped lead the military investigation into Israel’s 1967 attack on the USS Liberty that killed 34 U.S. soldiers, files a signed affidavit that Pres. Lyndon B. Johnson and Defense Secy. Robert McNamara ordered those heading the naval inquiry to “conclude that the attack was a case of ‘mistaken identity’ despite overwhelming evidence to the contrary.” (AP 10/22; NYT 10/23)

The IDF drops a half-ton bomb on the Gaza City home of Hamas spokesman Mahmud Zahar in an attempt to assassinate him; Zahar is wounded, his son,a body guard, a 3d Palestinian are killed, 26 Palestinians (including Zahar’s wife, daughter) are injured, his house and an adjacent building are destroyed. Hebron detonates a device on a bus in West Jerusalem, killing 15 Israelis, 5 Americans, wounding more than 100 (13 seriously, 13 moderately), and violating a unilateral 3-mo. U.S. dir. of the reconstruction of Iraq U.S. Lt. Gen. Jay Garner (ret.) arrives in Baghdad to begin work. Garner visited Israel in 1998 at the expense of the pro-Israel lobbying group the Jewish Institute for National Security Affairs (JINSA), has signed a statement blaming the Palestinians for Israeli-Palestinian violence, has said that the U.S. needs Israel to project U.S. force in the Middle East. U.S. Special Forces in Baghdad capture Palestine Liberation Front leader Muhammad Abbas (Abu Abbas). Abbas reportedly had tried to flee to Syria twice but was denied entry; Syria reportedly passed information to the U.S. about his whereabouts. Abbas was convicted in absentia in 1986 by an Italian court for masterminding the 10/85 Achille Lauro hijacking, in which an American was killed.
