Israel closes the Rafah border to prevent Haniyeh fr. returning to Gaza, alleging that Haniyeh’s delegation intended to bring in some $30 m. in cash donations collected during his 16-day regional tour. In response, 10s of Hamas mbrs. raid the Rafah crossing, exchanging fire with expelling Presidential Guard mbrs. guarding the post, occupying the transit hall on the Palestinian side of the border, later trading fire with Egyptian border police, leaving 15 Palestinians (mostly Hamas mbrs.) injured. Late in the evening, Israel allows Haniyeh to cross Rafah without the money, which is escorted to the Arab League by 2 Hamas officials under an arrangement brokered by Egyptian intelligence chief Omar Sulayman. Suspected Fatah mbrs. fire on Haniyeh’s convoy as it crosses into Gaza in an apparent assassination attempt, killing Haniyeh’s bodyguard, wounding his son and a political adviser, more than 10 other Palestinians; Hamas accuses fmr. PA security chief and powerful Fatah PC mbr. Muhammad Dahlan of orchestrating the attack; Dahlan denies responsibility. Separately in Gaza, PA security forces arrest PRC mbr. Hisham Mukhaymar for participation in the 12/11 shooting death of intelligence official Balusha’s children, sparking an exchange of gunfire btwn. PRC mbrs. and PA security forces. In the West Bank, a Palestinian stabs, wounds a private Israeli security contractor at Qalandia checkpoint outside Jerusalem. The IDF conducts arrest raids, house searches in ‘Askar r.c., Balata r.c., Tulkarm r.c. and nr. Bethlehem, Hebron, Jenin, Nablus, Qalqilya; begins work on a new segment of the separation wall s. of Tulkarm that will isolate 2,000 d. of Palestinian land btwn. the wall and the Green Line. The Israeli High Court rules that a section of the separation wall northeast of Jerusalem btwn. Dahiyat al-Barid and alRama may stand. In Gaza, the IDF sends tanks, troops into Jabaliya r.c., clashing with Palestinian gunmen, killing 1 Hamas mbr., 1 Palestinian civilian; expands operations on the Rafah border, taking up positions nr. Rafah crossing, exchanging fire with Palestinian gunmen (killing 2 Palestinian militants), ordering male residents in some neighborhoods to surrender for interrogation (handcuffing and blindfolding them), reportedly finding a smugglers tunnel (the 13th it says it has found in the past 3 mos.); simultaneously sends troops into al-Shuka, conducting arrest raids, house searches. Jabaliya after warning occupants to leave; fatally shoots a Palestinian who sneaks across the Gaza border into Israel, claims he was wearing an explosive belt. In the West Bank, the IDF makes a predawn raid on Nablus, fatally shooting wanted Palestinian Abdallah Mansur in what may be an assassination; sends undercover units into Jenin r.c., in a car with Palestinian license plates, surrounding a home, interrogating the residents, firing live ammunition at stone-throwing youths who confront them (wounding 2), making no arrests; conducts arrest raids, house searches nr. Bethlehem, Hebron, Qalqilya. Also in Nablus, a previously unknown group calling itself Ansar al-Sunna (the same name as a group that operates in Iraq, though there is no known connection) kidnaps, holds for several hrs. an American English teacher working for a pro-Palestinian charity, demanding the immediate release of Palestinian women and children held in Israeli prisons, saying it aims to confront the U.S. war on Islam; releases him unharmed and unconditionally after local officials intervene. In Gaza, the IDF withdraws troops fr. Bayt Lahiya after 3 days of operations; fires missiles fr. a drone at a car moving btwn. Gaza City and Bayt Hanun, wounding 3 AMB mbrs. (Ahmad Abu al-Kas, Ayman al-Dar‘awi, Haytham Abu Hassanain), 7 bystanders in a failed assassination attempt; makes an air strike destroying the home of a Hamas mbr. in Abasan (warning residents in advance to leave), damaging 6 nearby homes and a kindergarten. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Qalqilya, nr. Jenin (firing on residential areas). Jewish settlers in Hebron throw stones at Palestinians. The AMB threatens to kill 3 senior Hamas leaders (including Damascus-based leader Khalid Mishal, Interior M Siyam) whom they accuse of sedition, “so these filthy people can be made an example.” Scattered Fatah-Hamas violence is reported during the day, with at least 1 Palestinian wounded in Rafah. Jenin, firing on stone-throwing youths who confront them, wounding 4; conducts arrest raids, house searches in and around Nablus, nr. Bethlehem; issues military orders for the construction of a new 4,500-m section of the separation wall s. of Qalqilya that will isolate 2,000 d. of Palestinian agricultural land btwn. the wall and the Green Line. An Israeli military court extends the remand of 21 Hamas-affiliated PA legislators detained on 6/28–29. In Gaza City, striking PA civil servants mob the PC building, prevent Haniyeh fr. attending a cabinet mtg. there, prompting his bodyguards to fire in the air to ensure his safety; Haniyeh cancels the PC session, set to talk about economic problems, after Fatah PC mbrs. leave the building to join the strikers. Gaza border fence nr. al-Qarara; makes an air strike destroying a Palestinian home in Jabaliya r.c. after warning residents to leave, also destroying 2 nearby homes, wounding 1 Palestinian bystander; shells areas of Bayt Lahiya, wounding 3 Palestinians; bulldozes 50 d. of citrus groves in Jabaliya r.c. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, al-Fawar r.c. nr Hebron, Jenin town and r.c., Tulkarm. Settler or IDF arsonists set fire to 467 Palestinian citrus trees on land nr. Qalqilya isolated behind the separation wall. The Fatah-aligned PA Government Employees Union (comprising some 80,000 mbrs., around half of public workers, including 25,000 health workers, 37,000 teachers) begins an openended strike to protest the PA’s failure to pay salaries. The IDF continues operations in Gaza City, shelling, firing on, and using drones to fire missiles at any group of Palestinians in the eastern part of the city, killing at least 4 Palestinian civilians, wounding at least 12. Also in Gaza, the IDF fatally shoots a Palestinian who approaches the n. Gaza border fence. In the West Bank, the IDF raids Balata r.c. nr. Nablus, fatally shoots 2 AMB mbrs. in what may be an assassination; conducts arrest raids, house searches in and around Nablus, and nr. Bethlehem, Jenin, Qalqilya. Of note: The Israeli prison authority transfers jailed Fatah tanzim leader and elected PC mbr. Marwan Barghouti fr. Haradim penitentiary nr. Tel Aviv to Nafha prison in the Negev; Palestinians alleged he was moved to isolate him fr. other Palestinian prisoners. The Israeli human rights group B’Tselem reports a “substantial increase” in the past 2 mos. of IDF soldiers beating, mistreating, humiliating Palestinians during encounters in the West Bank. Some 300 unemployed Palestinians demonstrate, scuffle with police in Gaza City, demanding welfare payments fr. the PA (see 8/28). (NYT, WP, WT 8/30; PCHR 8/31)

As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered. The IDF reopens Sufa and Qarni crossings; patrols in Qarawat Bani Hassan nr. Nablus and Bidiyya nr. Nablus, conducting random ID checks; conducts arrest raids, house searches in Jenin town and r.c. and nr. Bidiyya, Hebron, Ramallah; issues military orders confiscating 895 d. of land nr. Qalqilya for “security purposes.” Late in the evening, Jewish settlers fr. Kiryat Arba, accompanied by 10 IDF soldiers, raid 2 Palestinian homes in Hebron, beating the residents, setting fire to at least 30 olive trees, preventing firemen fr. reaching the area. The High Court of Israel approves the route of a wall segment around Shavei Shomron settlement northwest of Nablus that will require confiscating 53 d. of Palestinian land, uprooting 350 olive trees. In Nablus, AMB gunmen kill 2 Palestinians suspected of collaborating with Israel in the assassination of 2 AMB mbrs. in 3/06. The IDF sends undercover units into Ramallah’s central shopping district, where they arrest Islamic Jihad’s Qalqilya military leader Muhammad Shubaki; when the unit is confronted by armed militants and stone-throwing protesters, the IDF sends in uniformed reinforcements that clash with the Palestinians, leaving 1 PA General Intelligence officer, 3 bystanders dead, at least 35 Palestinians and 1 IDF soldier wounded. The IDF also sends bulldozers, tanks, jeeps 200 m inside the Gaza border nr. Bureij r.c. to level land for ongoing construction of a cement wall along the n. Gaza border; raids the municipal offices in Maithalun nr. Jenin, removes the Palestinian flag fr. the building, fires tear gas; patrols in Farkha nr. Nablus (firing on residential areas), Kafr Dan; conducts arrest raids, house searches in and around Nablus, in Bethlehem, and nr. Hebron, Jenin. In central Gaza, PSF chief for central Gaza Nabil Hudud dies when a bomb rigged to his car explodes; no group claims responsibility; Fatah and Hamas gunmen, however, exchange fire outside Gaza’s Shifa Hospital after Hudud’s body is brought in. In Khan Yunis, unidentified gunmen kidnap, shoot 3 Hamas mbrs., killing 1; no group claims responsibility; Hamas accuses the PA security forces. Hebron, Qalqilya. Islamic Jihad claims to fire a 2d Grad rocket fr. Gaza towards Ashkelon (see 3/28), but the IDF reports no rocket fire. A Palestinian stabs, lightly wounds an Israeli border policeman at alRam checkpoint into Jerusalem, is arrested. Some 15 Jewish settlers fr. Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF). In Damascus, Hamas head Khalid Mishal accuses Abbas and Fatah of seeking to form a parallel government, conspiring against Haniyeh’s new government, committing treason, surrendering to Israel.
