Inside Israel, about 1,000 Israeli Palestinian and Jewish peace activists march to the Erez crossing in solidarity with the internationals in Egypt. Israeli police arrest a Jewish settler teenager connected to the outlawed right-wing group Kahane Chai suspected in the 12/11 arson of a mosque in Yasuf. In the West Bank, the IDF demolishes 2 animal shelters on a Palestinian farm located nr. an unauthorized Israeli settlement outpost northeast of Hebron, saying they had been erected illegally; conducts late-night arrest raids, house searches nr. Hebron. Jewish settlers fr. Shavei Shomron and Einav settlements set up an outpost on a hill nr. Nablus overlooking the spot where a settler was ambushed and killed on 12/24. Jewish settlers at another settlement outpost northwest of Hebron raze 1,500 d. of surrounding Palestinian agricultural land, saying they plan to build a park and swimming pools. Israel announces approval of 692 new settlement housing units in East Jerusalem (Har Homa, Neve Ya’acov, Pisgat Ze’ev); the EU, U.S., and PA criticize the move. IDF troops make a brief incursion into Gaza n. of Bayt Hanun to level land along the border fence to clear lines of sight. Israeli naval vessels fire on Palestinian fishing boats approaching the boundary of the permitted fishing zone, wounding 1 Palestinian. Late in the evening, IDF troops on the n. Gaza border nr. Bayt Hanun fire on a group of unarmed Palestinian laborers attempting to cross into Israel to find work, calling in a helicopter air strike 20 mins. later, killing 3 Palestinians and wounding 1. In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in and Ni‘lin (10s suffer tear gas inhalation at both sites); fires stun grenades and tear gas at Palestinian and international activists taking part in a nonviolent protest against the separation wall in al-Ma‘sara, also beating several protesters (moderately injuring 2 Palestinian children, ages 10 and 13); conducts late-night house searches in al-‘Arub r.c. (occupying 1 home as an observation post) and nr. Jenin, making no arrests. The PASF in Nablus detains and interrogates some 150 Palestinians in connection with the fatal shooting of a settler on 12/24. (PCHR 12/30; OCHA 1/6)

Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. In the West Bank, the IDF conducts rare daytime arrest raids, house searches nr. Jenin; conducts late-night arrest raids, house searches in Bethlehem, Tubas, and nr. Nablus. Late in the evening, 2 IDF soldiers enter the al-Aqsa Mosque compound, violently beating and insulting a guard who asks them to remove their shoes. In Hebron, Jewish settlers brutally beat a 13- yr.-old Palestinian boy on his way home from school; the IDF observes but does not intervene. (OCHA, PCHR 12/16)

Israeli DM Barak orders government funding to be revoked from a yeshiva in Har Brakha settlement after the yeshiva’s head rabbi encourages his students to refuse orders to evacuate unauthorized settlement outposts. Meanwhile, the Israeli cabinet approves (21–5) changes to Israel’s map of national priority areas to include several isolated West Bank settlements, including several right-wing settlements (including Kiryat Arba and Keddumim) that have led protests against Netanyahu’s settlement freeze. These newly designated areas will be entitled to millions of dollars in additional government financing. (NYT, WT 12/14)

Before dawn, unidentified Palestinians fire several mortars or antitank missiles toward IDF troops on the central Gaza border inside Israel, causing no damage or injuries; the IDF returns fire, fatally shooting 1 Palestinian civilian outside his home in al-Bureij r.c., some 700 m from the border. In the West Bank, the IDF conducts latenight arrest raids, house searches in Hebron, Nablus. (OCHA, PCHR 12/16)

The IDF conducts military exercises in the Golan Heights. Meanwhile, IDF troops on the n. Gaza border make a brief incursion to detain 2 Palestinian teenagers scavenging for scrap metal from destroyed buildings nr. the border fence n. of Bayt Hanun, holding them for 12 hrs. of interrogation before releasing them. Israel allows Gazans to export 1 truckload of carnations (30,000 flowers), marking the first exports permitted since 4/27/09. In the West Bank, the IDF raids Khirbat Tana village, located in area C northeast of Nablus and w. of Mehola settlement, early in the morning, searching several homes and confiscating 4 tractors, stating the area is a closed military zone (see Quarterly Update for details). The IDF also shuts the Shavei Shomron checkpoint on the Jenin–Nablus route for road repair work that is expected to take 9 mos.; the closure creates long delays for Palestinians traveling between Jenin and the s. West Bank. Jewish settlers fr. Revava northwest of Salfit brutally beat a 13-yr.-old Palestinian child; the IDF evacuates the child to an Israeli hospital. (NYT 12/11; OCHA, PCHR 12/16)

Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. Late in the evening, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Qalqilya; conducts late-night patrols inside Jenin town. Jewish settlers stone Palestinian vehicles traveling on the Nablus–Qalqilya road nr. Havat Gilad settlement. The UN reports that in the previous wk., 2 Palestinian militants were killed mishandling explosives, and 1 Palestinian was killed and 1 injured in a smuggling tunnel collapse on the Rafah border. In the West Bank, the IDF stages synchronized late-night raids on the homes of 5 PA intelligence officers in villages nr. Nablus and Salfit, detaining the men (including the PA’s Salfit regional intelligence cmdr. Lt. Col. Muhammad ‘Abd al-Hamid Bani Fadil), marking Israel’s first arrest of senior PA security officials in 3 yrs.; the IDF also relays to the PA a request to turn over a 6th intelligence officer, but the PA does not comply; the Israeli DMin. confirms the arrests but refuses to comment, with Palestinian security sources speculating (YA 11/20) that Israel was pressuring the PA to back off investigation of a suspected collaborator; all 5 are released on 11/20 after talks between Israel and the PA. The IDF also stages synchronized late-night house searches in 3 villages w. of Jenin, making no arrests. In the West Bank, the IDF opens the Jalama crossing connecting Israel’s Gilboa region with Jenin in the West Bank to Palestinian vehicular traffic for the first time in 8 yrs. (the crossing remains closed to Israeli Jews); Quartet envoy Tony Blair attends the opening ceremony. The IDF also conducts late-night raids, house searches nr. Nablus and Jerusalem, arresting 11 Palestinians (including 5 teenagers). Jewish settlers fr. Kiryat Arba throw stones, empty bottles at Palestinians and their homes in the Wadi al-Nasara neighborhood of Hebron; the IDF observes but does not intervene. In the West Bank, the IDF conducts late-night raids, house searches in and around Nablus and nearby ‘Askar r.c., in and around Tubas, nr. Jenin and Ramallah, arresting 8 Palestinians (including 4 teenagers). (PCHR 10/29)

In the West Bank, IDF troops stationed atop Hebron homes occupied on 10/11 fire rubber-coated steel bullets, tear gas at 10s of stone-throwing Palestinian youths who confront them, injuring 1 Palestinian teenager. The IDF also ambushes several Palestinian vehicles attempting to evade IDF checkpoints to transport workers to jobs in Israel, burning and destroying 3 of them; conducts late-night raids, house searches nr. Nablus, Hebron, Jericho, and Jenin, arresting 10 Palestinians. Jewish settlers fr. the unauthorized settlement outpost of Mitzpe Ami nr. Qalqilya set fire to a Palestinian olive tree field and block firemen fr. reaching the area, destroying as many as 250 trees; Israeli police arrest 13 settlers who refuse to leave the area. Jewish settlers fr. Kiryat Arba stone Palestinians harvesting olives nr. Hebron and steal harvested olives; the IDF observes but does not intervene. In East Jerusalem, the IDF bulldozes a Palestinian home in Bayt Hanina neighborhood, displacing 5 Palestinians. (OCHA, PCHR 10/15; PCHR 10/22).

A mysterious explosion in Tayr Filsi village in s. Lebanon injures or kills at least 1 person. Israel cites the explosion as proof that Hizballah is stockpiling weapons in violation of UN Res. 1701 that ended the 2006 Lebanon war. (NYT 10/13)

In response to escalating tensions in East Jerusalem, 1,000s of Palestinians attend a rally in Gaza organized by Hamas calling for another intifada. (WT 10/6)

In the West Bank, the IDF arrests a Palestinian by the separation wall nr. Azun Atma; conducts late-night raids, house searches in and around Nablus and nr. Jenin, arresting 2 Palestinians. (PCHR 10/8)

Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. A complaint filed by Israeli human rights organization Yesh Din results in the arrest of an IDF soldier on charges of beating the Bil‘in Coordinator of the Public Committee against the Wall and Settlement during a late-night raid on 9/15. (OCHA Humanitarian Monitor 10/09)

In the West Bank, the IDF patrols Qalandia r.c. nr. On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. Unidentified assailants fire 2 Katyusha rockets (the 1st in 6 mos.) fr. Lebanon into Israel, causing no reported damage or injuries. In retaliation, the IDF fires at least 14 missiles toward the port of Tyre and sends fighter jets across the border; no casualties are reported in either attack. (NYT, WP 9/12; JPI 9/24)

In the West Bank, IDF troops fire on Palestinian youths who allegedly threw a Molotov cocktail at their observation tower nr. Beit El settlement n. of Ramallah, killing 1 teenager with 3 gunshots to the chest and arresting 4 others; fire sound bombs and tear gas to disperse Palestinians and medical workers who approach the area, injuring a paramedic and an UNRWA worker. The IDF also conducts late-night raids, house searches nr. Ramallah, Nablus, Qalqilya, in and around Hebron, arresting 6 Palestinians (including 1 teenager). Israel announces that it has arrested (on 8/10, not previously reported) and indicted 23-yr.-old Israeli Palestinian Rawi Fuad Sultani for taking part in a Hizballah-orchestrated plot to assassinate IDF Chief of Staff Lt. Gen. Gabi Ashkenazi. Israel alleges that Sultani, who worked out at the same gym as Ashkenazi, was recruited by Hizballah to monitor Ashkenazi’s movements and routine. Israel allows 973 Palestinians to transit through the Rafah crossing (881 going into Egypt, 92 returning to Gaza). In the West Bank, IDF troops catch a Palestinian man attempting to scale the separation wall in al-Ram to gain access to Jerusalem to find work; they force the man to stand on top of the wall and jump to the ground, causing him to fracture both legs; they then order him to crawl to a military jeep where they handcuff him before giving him medical attention. The IDF also fires rubbercoated steel bullets, stun grenades, tear gas, and skunk at stone-throwing Palestinians protesting the separation wall in Bil‘in; fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian and international activists demonstrating against the separation wall in Ni‘lin, causing no serious injuries; fire stun grenades and tear gas at Palestinian, Israeli, and international activists nr. Nablus protesting the IDF’s bulldozing of large areas of Palestinian land for the expansion of Brakha settlement. (OCHA, PCHR 8/13)

Israel allows 636 Palestinians to transit through the Rafah crossing (618 going into Egypt, 18 returning to Gaza). Israeli naval vessels halt and confiscate 2 Palestinian fishing boats operating 600 m off the Rafah coast, taking the fishermen to Ashdod port and returning them to Gaza after interrogation. IDF troops make a brief incursion into Gaza nr. Qarni crossing to level at least 60 d. of crops obscuring soldiers’ lines of sight into the Strip. In the West Bank, the IDF imposes a curfew on Kafr Haris nr. Salfit, patrols streets for several hrs. before escorting 10s of Jewish settlers into the village to visit historic tombs; they all depart late in the evening. The IDF also conducts late-night arrest raids, house searches nr. Nablus. In East Jerusalem, the IDF forces a Palestinian family to demolish their home in the Wadi al-Juz neighborhood, threatening to levy a $2,500 fine if the IDF were to carry out the demolition. Israel approves the import to Gaza of cement and steel for 3 construction projects, including a flour mill. In the West Bank, the IDF patrols in Ramallah and al-Bireh at midday; conducts late-night arrest raids, house searches nr. Hebron and in Balata r.c., Nablus. In Jerusalem, the IDF escorts some 200 Jewish settlers into the al-Aqsa Mosque compound to hold prayers marking the anniversary of the destruction of the Jewish temple. The IDF Central Command issues an order establishing a separate military court for the prosecution of Palestinian children under the age of 16 living in the West Bank (excluding East Jerusalem), appointing separate juvenile court judges and requiring youths’ trials be held in separate rooms fr. The Israeli government releases its comprehensive investigative report into its conduct during OCL, concluding that “incessant” Hamas rocket fire into Israel forced Israel to act and denying any war crimes, though admitting that around a dozen criminal investigations of soldiers’ conduct are underway. The IDF sends troops back into n. Gaza to level more land along the border fence nr. Bayt Hanun (see 7/14). In the West Bank, the IDF demolishes 19 Bedouin tents and animal pens along the Ramallah–Jericho road belonging to 7 Bedouin families, displacing 50 Palestinians, including 32 children; conducts late-night house searches in Bethlehem (including the home of Abbas adviser Brig. Kifah Barakat, stating that he had “overstepped red lines” in Jerusalem, not further explained), Jenin town and r.c., and Tulkarm r.c., making no arrests; conducts late-night arrest raids, house searches in Balata r.c. and Nablus, nr. Hebron and Jenin. Israel grants Israeli Palestinians permission to travel to Nablus by car for the mo.- long Nablus shopping festival (ends 8/16); they have previously been allowed to enter Nablus on foot only, leaving their cars at IDF checkpoints at the entrance to the city. The IDF sends troops, bulldozers into n. Gaza to level land along the border nr. Bayt Hanun; troops fire toward nearby residential areas to keep Palestinians indoors, causing no injuries. The UN reports that in the previous wk., 4 Palestinians were injured in tunnel collapses on the Rafah border. The UN Development Program reports that it has begun a $12-m. project to remove the nearly 420,000 tons of rubble created by OCL. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. Palestinians report that in the previous wk., Israeli authorities removed remains fr. 300 graves at a Muslim cemetery nr. the Jaffa Gate in Jerusalem to make way for construction of Israel’s national Tolerance Museum; the remains were reburied in a mass grave elsewhere. Jewish settlers level 18 d. of Palestinian land nr. Yitzhar settlement, in what local residents fear is an attempt to expand the settlement. (OCHA, PCHR 7/16)

A mysterious explosion levels a building in Lebanon’s Khirbat Slim, 12 mi. fr. the Israeli border, causing no casualties; Lebanese and Hizballah authorities secure the site, barring access to UNIFIL soldiers. Israel claims the site housed a Hizballah arms cache, indicating that Hizballah is rearming in violation of UN Res. 1701 that ended the 2006 Lebanon war. Hizballah claims that the explosion was caused by unexploded IDF cluster munitions left over fr. the war. (NYT 7/16)

Israel says it has taken significant steps to improve West Bank movement and access, including reducing manned IDF checkpoints and improving wait times at checkpoints, especially around Nablus, also noting that Israeli tour buses are now routinely bringing Israeli Palestinians to Nablus to shop. Palestinians and the UN confirm that restrictions on movement have been eased considerably in Jericho, Nablus, Qalqilya, and Ramallah; but the UN notes that there are still 68 manned and 545 unmanned barriers to Palestinian travel across the West Bank. Today, in the West Bank, the IDF conducts separate synchronized late-night house searches in villages s. and e. of Tulkarm and w. of Jenin, making no arrests; carries out late-night arrest raids in Balata r.c. and nr. For a 3d day, Israel allows significant cross-border transit through the Rafah crossing, allowing 600 Palestinians to enter Egypt and 494 to return to Gaza. Israeli rights groups Gisha and HaMoked reveal that Israel has tightened restrictions on what qualifies as a “humanitarian reason” for a Gazan to relocate to the West Bank, threatening to reclassify 1,000s of Gazans currently residing in the West Bank as “illegal aliens” at risk of being expelled to Gaza. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, arresting 2 fishermen. In the West Bank, the IDF conducts late-night arrest raids, house searches in Nablus and nr. Hebron. The UN reports that in the past wk., 2 Palestinians were killed in tunnel-related incidents, 1 in a collapse and 1 electrocuted; 4 were injured. Al-Mezan Center for Human Rights reports that in the past wk. Hamas-affiliated police in Gaza seized 674 humanitarian aid kits that were to be distributed to Bayt Hanun residents by an international organization through a local NGO. PASF officers shoot, wound a Palestinian driver who allegedly breaches Abbas’s motorcade in Ramallah. In the West Bank, the IDF demolishes 1 Palestinian home and an addition to a 2d home in East Jerusalem, displacing 15 Palestinians (including 8 children), with 1 family fined $3,000 for unlicensed construction; conducts late-night arrest raids, house searches in Hebron, Nablus and neighboring ‘Ayn Bayt al-Ma’, and Hizma village northeast of Jerusalem (arresting 3 12-yr.-old Palestinians and a 14-yr.-old), and nr. Jenin. The UN reports that in the previous wk., the IDF vacated 3 checkpoints around Qalqilya (including completely dismantling 1: Izbat Jalud) and increased the operating hours of 4 main checkpoints around Nablus (Asira al-Shamaliyya, Bayt Iba, Hawara, Shavei Shomron) to 24 hrs./ day 7 days/wk., significantly easing Palestinian travel btwn. Qalqilya and Nablus. The UN also reports that since the 5/31 and 6/4 Fatah-Hamas clashes in Qalqilya, Hamas police have arrested 73 Fatah-affiliated Palestinians on charges of “seeking to undermine internal security in Gaza.” Meanwhile, the PASF has arrested at least 74 Palestinians in the West Bank, making this the 2d wk. that the PASF has arrested more Palestinians than the IDF. In Cairo, Obama gives a major address calling for a “new beginning” in relations btwn. the U.S. and the Muslim world, acknowledging historic missteps btwn. the two, stressing mutual interests and respect to combat stereotypes. Nablus. Right-wing Jewish settlers send a letter to an IDF general threatening him and his children, and equating soldiers who evacuate settlement outposts with Nazi collaborators.
