Egyptian security officials acknowledge that they are building an underground steel barrier along the Rafah border to prevent smuggling. In the West Bank, the IDF ceases permanent staffing of the major Bayt Ibia checkpoint at the w. entrance to Nablus (established in 2001), easing Palestinian access to the city; conducts latenight house searches nr. Hebron, making no arrests; makes late-night arrest raids in Qalqilya. Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. In the West Bank, the IDF conducts latenight arrest raids, house searches in and around Nablus and neighboring ‘Ayn Bayt al-Ma’ r.c. The PA declares a boycott against Israeli goods made in Jewish settlements, with National Economy M Hassan AbuLibdeh saying the government has already confiscated $1 m. worth of settlement-made products. The UN reports that since 11/25, 1 Palestinian has been killed in a smuggling tunnel collapse on the Rafah border and 1 Palestinian has been killed and 4 injured (including a 14-yr.-old boy) mishandling explosives. Late in the evening, the IDF carries out air strikes on smuggling tunnels on the Rafah border in retaliation, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Qalqilya; conducts late-night patrols inside Jenin town. Jewish settlers stone Palestinian vehicles traveling on the Nablus–Qalqilya road nr. Havat Gilad settlement. The UN reports that in the previous wk., 2 Palestinian militants were killed mishandling explosives, and 1 Palestinian was killed and 1 injured in a smuggling tunnel collapse on the Rafah border. In Gaza, the bodies of 2 Palestinians, an IQB mbr. and a mbr. of the Popular Front for the Liberation of Palestine’s (PFLP) armed wing, are found nr. the Gaza border nr. Jabaliya, possibly the victims of an IDF flechette shell; the IDF does not comment. The IDF carries out air strikes on smuggling tunnels on the Rafah border, causing no reported injuries. In the West Bank, a fire in a field nr. the unauthorized settlement outpost of Gil’ad Farm nr. Nablus destroys Palestinian olive trees, 2 settler homes, utility lines and injures 6 settlers. Palestinians claim the fire was started by settlers, while settlers accuse the Palestinians; the IDF arrests 4 Palestinian farmers. IDF troops violently beat a Palestinian at Jibara checkpoint nr. Tulkarm; carry out late-night raids, house searches nr. Bethlehem and Ramallah, arresting 4 Palestinians and summoning 3 more for interrogation; patrol and open fire in Jenin town and r.c., causing no injuries and making no arrests. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. The UN reports that 1 Palestinian was killed in a tunnel collapse on the Rafah border during the preceding wk. In the West Bank, the IDF makes a late-night incursion into Bayt Dajan nr. Nablus, occupying a home as an observation post; conducts late-night arrest raids, house searches in villages w. of Jenin. In Jerusalem, Israeli police escort Jewish settlers into the al-Aqsa Mosque compound to pray. (PCHR 8/13)

Israel allows 636 Palestinians to transit through the Rafah crossing (618 going into Egypt, 18 returning to Gaza). Israeli naval vessels halt and confiscate 2 Palestinian fishing boats operating 600 m off the Rafah coast, taking the fishermen to Ashdod port and returning them to Gaza after interrogation. IDF troops make a brief incursion into Gaza nr. Qarni crossing to level at least 60 d. of crops obscuring soldiers’ lines of sight into the Strip. In the West Bank, the IDF imposes a curfew on Kafr Haris nr. Salfit, patrols streets for several hrs. before escorting 10s of Jewish settlers into the village to visit historic tombs; they all depart late in the evening. The IDF also conducts late-night arrest raids, house searches nr. Nablus. In East Jerusalem, the IDF forces a Palestinian family to demolish their home in the Wadi al-Juz neighborhood, threatening to levy a $2,500 fine if the IDF were to carry out the demolition. In the West Bank, IDF undercover units enter Yatta village in a vehicle with Palestinian license plates, raid an auto mechanics shop, arresting 1 Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus and neighboring ‘Askar r.c., and nr. Hebron, Jenin. Jewish settlers fr. Yitzhar cut down 24 Palestinian olive trees in nearby Burin village. Jewish settlers fr. Gilad settlement stone Palestinian cars on the Qalqilya–Nablus road. In Khan Yunis, a bomb explodes at the wedding of a fmr. Fatah-affiliated PA security officer, injuring 42 Palestinians; no group claims responsibility. (OCHA, PCHR 7/23)

The IDF sends troops, bulldozers into n. Gaza to level land along the border nr. Bayt Hanun; troops fire toward nearby residential areas to keep Palestinians indoors, causing no injuries. The UN reports that in the previous wk., 4 Palestinians were injured in tunnel collapses on the Rafah border. The UN Development Program reports that it has begun a $12-m. project to remove the nearly 420,000 tons of rubble created by OCL. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. Palestinians report that in the previous wk., Israeli authorities removed remains fr. 300 graves at a Muslim cemetery nr. the Jaffa Gate in Jerusalem to make way for construction of Israel’s national Tolerance Museum; the remains were reburied in a mass grave elsewhere. Jewish settlers level 18 d. of Palestinian land nr. Yitzhar settlement, in what local residents fear is an attempt to expand the settlement. (OCHA, PCHR 7/16)

A mysterious explosion levels a building in Lebanon’s Khirbat Slim, 12 mi. fr. the Israeli border, causing no casualties; Lebanese and Hizballah authorities secure the site, barring access to UNIFIL soldiers. Israel claims the site housed a Hizballah arms cache, indicating that Hizballah is rearming in violation of UN Res. 1701 that ended the 2006 Lebanon war. Hizballah claims that the explosion was caused by unexploded IDF cluster munitions left over fr. the war. (NYT 7/16)

For a 2d day, Israel allows a significantly higher number of Palestinians to transit through the Rafah border, most of them medical cases: 568 entering Egypt and 896 entering Gaza. In the West Bank, the IDF enters Hebron in the evening and erects a checkpoint nr. Hebron University, checking Palestinians’ IDs but making no arrests; conducts late-night arrest raids, house searches in and around Balata r.c. and Nablus, in Bil‘in, and nr. Hebron and Jenin. Israeli naval vessels approach within 500 m of Rafah beach, arrest 2 fishermen on 1 of 12 small boats in the area. The UN reports that in the previous wk. an 8-yr.- old Palestinian boy in Gaza was injured by unexploded IDF ordnance (UXO); 7 Palestinians were killed in tunnel-related incidents (6 in collapses, 1 electrocuted); and unidentified Palestinians fired “several” rockets and mortars into Israel causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in 4 villages nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c., Balata r.c., in Nablus, and nr. Bethlehem and Hebron. A Jewish settler violently beats a Palestinian woman waiting for a taxi nr. Palestinians report that over the previous wk., the IDF has bulldozed Palestinian land in Abu Dis, Azariyya, and al-Sawahara to expand the Container checkpoint southeast of Jerusalem, which obstructs travel btwn. the n. and s. The UN reports several previously unreported Gaza incidents that took place between 5/7 and 5/12 (no exact dates given): the IDF killed 1 armed Palestinian and wounded 1 armed Palestinian and 7 civilians (no details); Palestinians fired “several” rockets and mortars into Israel, causing no injuries but damaging 1 house; the IDF made several air strikes on Rafah border tunnels in response; there were 6 incidents of IDF gunfire and shelling across the border at Palestinian farmers, in 1 case setting 15 d. of wheat ablaze nr. al-Qarara. In the West Bank, the IDF makes a morning incursion into Qalqilya to raid and search the home of a wanted Palestinian (not at home), arresting his mother. Jewish settlers perform religious ceremonies at the vacated Homesh settlement site northwest of Nablus. Jewish settlers in Hebron stage a provocative march through the town (fr. Kiryat Arba through Wadi al-Husayn, Wadi al-Nasara, Jabir, al-Salayma, the Ibrahimi Mosque/Tomb of the Patriarchs, al-Sahla, and al-Shuhada to Ramat Yishai settlement) in a show of force, vandalizing Palestinian homes and threatening Palestinians along the way; the IDF observes but does not intervene. Jewish settlers fr. Gilad settlement nr. Qalqilya, escorted by IDF troops, attack Palestinian farmers working their land in nearby Jit village, slashing tires of a tractor and ordering the farmers off the land, saying it belonged to them; the IDF troops confiscate the agricultural tools of the Palestinians and order them to leave the area, giving the tools to the settlers. Israeli naval vessels fire on an unmanned Palestinian boat off the Bayt Lahiya coast, causing it to explode, resulting in no injuries; Israel claims the boat was full of explosives and Palestinians floated it out to sea in an attempt to attack its ships; there is no independent confirmation, and no group takes responsibility for staging an attack. Egyptian border police demolish 6 smuggling tunnels on the Rafah border. In the West Bank, the IDF stages a late-night raid into Tuqu‘ village nr. Bethlehem, searching several homes and ordering a number of Palestinians to surrender for questioning, but making no arrests; conducts late-night arrest raids, house searches nr. Jenin, Nablus. In Jerusalem, around 80 Jewish settlers break into the al-Aqsa Mosque compound to celebrate the Passover festival there, chanting slogans to destroy the mosque and build the Third Temple; mosque guards block the settlers fr. entering the mosque itself; the IDF intervenes to arrest a Palestinian journalist covering the incident, charging him with “posing a danger to the Jewish public.” (NYT 4/14; OCHA 4/15; PCHR 4/16)

Inside Israel, some 100 supporters of Kahane Chai, an extreme right-wing Israeli group that has called for removing Arabs fr. Israel by force if necessary, march in the outskirts of the major Israeli Palestinian town of Umm al-Fahm under heavy police escort for 30 mins., waving Israeli flags and praising Israel as a Jewish state. Umm al-Fahm residents hold a counterdemonstration, raising Palestinian flags and throwing stones at the marchers; Israeli police use tear gas, water cannons, percussion grenades to disperse the Palestinians, resulting in fights that leave 16 police officers and 15 demonstrators injured. In Gaza, a 2d Palestinian dies of apparent torture in Hamas police custody (see 3/16). Israel allows the first shipments of soap and shampoo into Gaza since 10/08. The UN reports that in the previous wk., 2 Palestinians were killed and 2 injured in 3 smuggling tunnel collapses on the Rafah border. The IDF sends troops into s. Gaza around midday to patrol inside al-Shuka village nr. Rafah, firing on residential areas, wounding a 13-yr.-old boy. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, and international activists taking part in a nonviolent protest against the separation wall in Ni‘lin, hitting American protester Tristan Anderson in the head with a tear gas canister, critically injuring him; he is left on a ventilator in an Israeli hospital in “life-threatening” condition; 8 Palestinians are also injured. The IDF also fires live ammunition, rubber-coated steel bullets, tear gas, and percussion grenades at Palestinian, Israeli, and international activists taking part in nonviolent protests against the separation wall in Bil‘in, Burin nr. Nablus, and al-Ma‘sara nr. Bethlehem; makes a rare daytime raid into Nazlat Issa nr. Tulkarm, raiding and searching homes, arresting 3 Palestinians; conducts late-night arrest raids, house searches in and around ‘Askar r.c. and Balata r.c. nr. Nablus, and nr. Jenin and Salfit. Bethlehem (also beating 2 women), and Ni‘lin (injuring 12); makes late-night incursions into Tubas and neighboring al-Fara‘a r.c., patrolling streets and firing on residential areas, wounding 2 Palestinians. Late in the evening, an IDF drone carries out an air strike on a car in Gaza’s Jabaliya r.c., assassinating Islamic Jihad senior cmdr. Khalid Shalan, injuring 1 other Islamic Jihad mbr. riding with him and 2 bystanders. The IDF also carries out 2 midday air strikes on the Rafah border, causing no injuries. In the West Bank, the IDF conducts daytime arrest raids, house searches nr. Hebron, Jenin; sends troops into Bayt Umar in the evening, occupying the top floor and roof of a Palestinian home as an observation post, firing on Palestinian stone-throwing youths who confront them, seriously injuring 1 Palestinian teenager with a gunshot to the head, arresting 2; conducts synchronized late-night arrest raids in villages around Hebron and Jenin, and additional late-night arrest raids nr. The IDF responds with 10 air strikes on tunnels on the Rafah border, also destroying an evacuated house and a farm, killing many animals. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, wounding 1 Palestinian. UNRWA halts aid transfers to Gaza, accusing Hamas of confiscating UN stocks for a 2d time, commandeering 10 truckloads of rice, flour. UN Secy. Gen. Ban Ki-moon warns Hamas that the suspension will remain in place until the stolen goods are returned and UNRWA is given credible assurances that thefts would not be repeated. Some Fatah-affiliated charities in Gaza also accuse Hamas of confiscating their supplies. Israel allows 82 truckloads of humanitarian aid and commercial goods into Gaza today. Palestinians fire at least 4 rockets and several mortars fr. Gaza into Israel, lightly injuring 2 IDF soldiers and 1 Israeli civilian nr. Nahal Oz. For a 3d day, the IDF relays automated phone messages to Rafah residents ordering them to evacuate houses nr. the border. The Israeli cabinet discusses the recent rocket fire at its regular weekly session, stating afterward that while Israel believes small Palestinian factions (including the AMB) are responsible for the fire, Israel would hold Hamas responsible and would respond “disproportionately” to each attack. After the cabinet session, Israeli warplanes fly over Gaza, setting off sonic bombs as a warning. Soon after, the IDF makes massive air strikes (apparently using GBU-39 bunker-busting munitions) on 6 smuggling tunnels on the Rafah border, and a smaller air strike on a Hamas-affiliated police station in c. Gaza (targeted previously); no injuries were reported. During the day, Israel allows 193 truckloads of goods (much of it seed and fodder) and 45 tons of medicine and medical equipment into Gaza during the day. Gaza remains relatively quiet. IDF troops on the s. Gaza border fire on Palestinians inspecting damaged homes in Khuza, wounding 1 Palestinian. Palestinian smugglers work to clear and repair tunnels on the Rafah border, estimating their operations will be “back to normal” within a month. Israel allows 204 truckloads of humanitarian aid and commercial goods into Gaza and lifts the ban on foreign journalists entering Gaza, though they must sign a document saying they will not sue Israel should they be injured. The UN estimates 15,000 Gazans are still seeking refuge in UN shelters. In the West Bank, the IDF conducts late-night arrest raids, house searches in Issawiyya (arresting 16 teenagers and a 20-yr.-old) and nr. Jenin, Nablus. (PCHR 1/29)

With the 1/16 MOU in hand, along with a letter from European heads of state pledging to support the U.S.-led efforts outlined therein and a private message from Mubarak to the Israeli security cabinet received today, Olmert formally declares a unilateral cease-fire in Gaza effective 2:00 A.M. local time on 1/18 (7:00 P.M. 1/17 EST). Stressing that Hamas was not party to any of the pledges secured by Israel, Olmert states: “If [the Palestinians] stop firing, we will consider leaving Gaza at a time that is suitable to us,” but if they continue rocket fire (NYT 1/17), “the Israeli army will regard itself as free to respond with force.” Hamas denounces Israel for ignoring Egyptian efforts to broker an agreed upon truce.

Combat notes: Olmert’s announcement comes at the end of a day of “sporadic and intensive” fighting in Gaza. The IDF reports hitting more than 120 targets, mostly comprising a final massive bombardment of more than 100 tunnels along the Rafah border that lasts 10 hrs., but also including strikes on at least 10 rocket-launching sites, 5 groups of armed Palestinians, 3 Hamas outposts. In addition to Rafah, air strike target areas include Bayt Hanun, Gaza City (city center), Jabaliya, Khan Yunis. Heavy artillery and tank fire are reported in: Bayt Lahiya, Jabaliya, al-Nasser (n. of Rafah). In Bayt Lahiya, IDF shells (possibly including white phosphorous) hit an UNRWA school sheltering 1,600 Gazans, killing 2 Palestinian brothers (ages 4, 5) and wounding 36 Palestinians (including the boys’ mother, who loses both legs. Naval bombardments center on Khan Yunis. Ground engagements are reported in al-Bureij r.c., al-Mughraqa, Nussayrat r.c., al-Zahra’. Late in the evening, IDF troops pull out of al-Shuka (where troops seized positions on 1/14), with residents reporting many houses demolished and damaged, wide areas of agricultural land razed, and significant damage to the village infrastructure (water systems, etc.).

Palestinians fire 19 rockets and 5 mortars into Israel, lightly injuring 5 Israelis (possibly all shock). The IDF reports 4 IDF soldiers seriously wounded in a friendly fire incident involving Israeli mortar fire, plus another 13 soldiers injured (3 seriously, 3 moderately, 7 lightly) in clashes with Palestinian gunmen over the previous 24 hrs., including 5 soldiers wounded by a Palestinian antitank round today.

With the truce ordered, the IDF put Israel’s comprehensive casualty toll for OCL at 3 (perhaps 4; see casualties chart in special document section for details) civilians and 10 soldiers dead, more than 100 soldiers and an unstated number of civilians injured. (This marks the 1st time the IDF has given estimates for comprehensive IDF casualties inside Gaza.) Gazan health officials estimate the Palestinian toll to be at least 1,200 killed and more than 5,000 wounded, though numbers are expected to change as rescue workers gain access to damaged areas.

Humanitarian notes: The IDF allows 62 truckloads of humanitarian aid into Gaza. Israel gives no indication whether or how quickly it will ease restrictions on imports once the cease-fire goes into effect. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The IDF conducts late-night arrest raids, house searches nr. Jenin, Nablus; fires rubber-coated steel bullets at Palestinians who attend nonviolent demonstrations against OCL following Friday prayers in Hebron (injuring 4) and neighboring Bayt Umar (injuring 3), Issawiyya (injuring 4); fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians, 4 with live ammunition); fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Ni‘lin (injuring 12 Palestinians, including 7 children). The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. The IDF also takes up new positions in Bayt Hanun’s alFarta and al-Nazzaza quarters under cover of heavy shelling and gunfire, ordering residents of the 2 areas (some 20 families) to evacuate.

The IDF reports carrying out more than 80 air strikes today, hitting at least 23 rocket and mortar launching sites, 19 groups of armed Palestinians, 6 suspected weapons depots (including 2 mosques in Gaza City, 1 in Rafah), 4 tunnels, 1 radio station in Gaza City. Air strike target areas include al-Atatra, Bayt Hanun, Bayt Lahiya, Dayr al-Balah, Gaza City (al-Rimal, al-Sabra, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat r.c., Rafah, Yibna r.c. Heavy tank and artillery fire are reported in Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Sabra, Tal al-Hawa, al-Tuffah), Jabaliya, Khuza, al-Mughraqa, al-Nasser (n. of Rafah), Nussayrat r.c., al-Qarara, Rafah. UNRWA reports 100s of Palestinians fleeing areas of northeastern Rafah to escape heavy bombardments. Reports of Israel using white phosphorous munitions spike sharply, with confirmed use in 3 areas (Abasan, Khuza, al-Qarara) and suspected use in 5 areas (Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Khan Yunis, Nussayrat r.c.). Israeli naval bombardment concentrates on Khan Yunis and the neighboring al-Mahatin area. Closecombat fighting is reported around Jabaliya r.c.

In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Palestinians fire 15 rockets and 8 mortars into Israel, seriously injuring a 7-yr.-old Israeli boy in Beersheba and causing significant damage in 2 instances (both by Qassams in Sederot); at least 3 of the rockets are Grads (2 in and nr. Beersheba, 1 in Gadera).

The Palestinian toll is estimated to be at least 1,090 dead, more than 5,000 wounded.

Humanitarian notes: With diplomacy toward a cease-fire showing progress, Israel extends the daily humanitarian lull to 4 hrs./day, allowing in up to 170 truckloads of humanitarian aid; permits the Qarni crossing conveyor belt to resume operation for the 1st time since 12/27 for the import of grain. Israel also allows the ICRC and Palestinian Energy Authority to begin repairs to part of Gaza’s electricity network.
