IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. Israeli soldiers later detain a Palestinian at a mobile checkpoint nr. Jenin. Separately, Israeli forces deliver stopwork orders to 4 homes under construction nr. Bethlehem and patrol nr. Tulkarm. In East Jerusalem, Israeli forces arrest 6 Palestinians in Silwan during raids and house searches, as well as 2 Palestinian youths on their way home from school. After the 12/15 killing of a Palestinian in Qalandia, right-wing Jewish activists enter Haram al-Sharif early in the morning. A day ahead of the Palestinians’ promised submission of their draft res. to the UNSC, various Palestinian, U.S., EU, Arab, and Israeli officials meet to discuss their options. PA FM al-Maliki meets with French FM Fabius, and he offers to back the French draft UNSC res. if a couple of critical amendments are made. Separately, U.S. Secy. of State Kerry flies to London to hold talks with senior PLO official Saeb Erakat and PA intelligence chief Majid Faraj, and later with an Arab League delegation. Kerry asks the Palestinians to delay submitting their draft so he can conduct further meetings with PA Pres. Abbas. Russian Dep. In the Gaza Strip, 1,000s of Palestinians attend a Hamas military parade through Gaza City to mark its 27th anniversary. During the festivities, Hamas demonstrates a drone aircraft’s capabilities, prompting the Israeli Air Force (IAF) to fly 2 jets over Gaza. Meanwhile, the pharmacists’ union threatens to stop paying to import medicine after the PA Ministry of Finance decides to collect 2.5% of the total costs as a payment toward the Value Added Tax, which was recently raised from 14.5% to 16%. In the West Bank, Israeli authorities declare 100s of acres of land nr. Salfit as a nature reserve. The IDF delivers demolition notices to 6 Palestinians in a village s. of Hebron; conducts house searches and arrest raids nr. Jenin, Tulkarm, and Salfit. Separately, Israeli troops arrest a Palestinian woman at Kisaout prison where she was visiting her incarcerated husband. In East Jerusalem, Israeli police and municipal officials deliver demolition notices to residences in Silwan and the Old City. Separately, Israeli security forces detain 2 Palestinians on raids in Shu‘fat r.c. and the Old City, as well as 3 Palestinian children for throwing stones at a bus. Senior PLO and Fatah leaders meet in Ramallah to discuss possible responses to the death of a senior PA official on 12/10, including ending security coordination with Israel. After the meeting, Pres. In the Gaza Strip, IDF troopsstationed along the n. border open fire on a group of stonethrowing Palestinians, injuring 4. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Hebron and Ramallah, and in Jenin r.c. at night; patrols in 1 village each nr. Hebron and Salfit. The IDF demolishes 3 homes in Aqraba village nr. Nablus. In East Jerusalem, Israeli authorities continue restrictions on access to al-Aqsa mosque compound, denying entry to Palestinian men under 40. An Israeli govt. comm. advances plans for 500 residences in the East Jerusalem settlement Ramat Shlomo. PM Netanyahu approved the move on 10/27. The U.S. State Dept. criticizes the move, as it did on 10/28. In Washington along with PA intelligence chief Majid Faraj, PLO chief negotiator Erakat meets with U.S. Secy. of State Kerry and urges the U.S. to support the PA’s plan to seek a UNSC res. that will set a timetable for the end of the Israeli occupation. In the West Bank, the IDF closes the entrance to Burin village nr. Nablus after Palestinians throw Molotov cocktails at Israeli settlers’ cars nearby. The IDF conducts house searches and arrest raids in Jenin, 2 nearby villages, and Hebron; patrols in 2 villages each nr. Jenin and Ramallah, and in 1 village nr. Jericho. PLO chief negotiator Erakat says that if the U.S. vetoes the Palestinians’ draft UNSC res. for a timetable to end Israeli occupation, then the Palestinian leadership will seek membership in hundreds of international organizations, in addition to the ICC. (MNA 10/21)

The Fatah Central Comm. issues a statement supporting PA Pres. Abbas’s plans to go the UNSC for a res. establishing a time line to end occupation. During the meeting, Abbas thanks Jordan, Saudi Arabia, Qatar, the UAE, Kuwait, and Egypt for supporting his plan. Meanwhile, PLO chief negotiator Erakat says that “it is really difficult to convince at least 9 mbrs. in the UNSC to vote in favor.” Unnamed Palestinians officials say that 7 mbrs. of the council have already agreed to support such a res. Off the coast of the Gaza Strip nr. alSudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, but arresting 2 fishermen. In the West Bank, IDF troops shoot and wound a wanted Fatah activist during a raid in Nablus, then arrest him. The IDF patrols in Tulkarm and the nearby Nur Shams r.c., as well as 1 village nr. U.S. Secy. of State Kerry meets with PLO chief negotiator Erakat and senior PA official Faraj for 2 hours in Washington to discuss the Israeli expropriation of 988 acres of West Bank land, the planned negotiations in Cairo, and other issues. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. Between the 2 sets of rocket attacks, 8 Israelis are lightly injured. (DS, JP, REU 8/23; AFP, HA, YA 8/24)

In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. The pair also reportedly discuss the possibility of Palestine becoming a mbr. of the International Criminal Court (ICC). (AFP, HA, MNA, REU 8/16)

In Tel Aviv, thousands of demonstrators gather in Rabin Square to protest the ongoing assault on Gaza with the slogan “Changing direction: toward peace, away from war.” Counterprotesters also congregate in Rabin Square, but Israeli police keep the groups separate. (HA, JP 8/16)

Meanwhile, the Qatari govt. announces that it will donate $1,000 to each Palestinian family whose home has been destroyed during the Israeli assault, of which there are reportedly 797. The funds will be disbursed through the Qatari Comm. for Rebuilding the Gaza Strip. (JP 8/17)

The IDF continues its assault on the Gaza Strip, conducting air strikes and advancing its ground offensive. Israeli attacks kill 144 Palestinians. In air strikes on 3 homes in Khan Yunis, 13 Palestinians from the same family are killed. Israeli tank fire hits Gaza’s only power plant, partially destroying it and further cutting electricity to Gaza City and other parts of the territory. The plant’s director says that it is “finished.” Meanwhile, the IDF gives evacuation orders to more than 400,000 residents of n. Gaza. Armed Palestinian groups fire rockets into Israel, with air raid sirens in Ashqelon and nr. Jerusalem, among other places. Iron Dome batteries intercept 1 rocket above the Gush Etzion settlement bloc nr. Bethlehem, a projectile claimed by al-Quds Brigades. In the West Bank, a Palestinian dies in Hebron, succumbing to injuries he received in clashes with IDF troops on 7/20. The IDF conducts house searches and arrest raids into 1 village nr. PLO official Yasir ‘Abid Rabbuh announces that the various factions agreed to a 24-hour truce, but his claim is subsequently denied by Hamas. Al-Qassam Brigades head Mohammed Deif says in an audio address that there will be no long-term cease-fire without “the stop of the aggression and the end of the siege.” (AFP, AP, Guardian, HA, JP, MNA, REU, YA 7/29)

IDF strikes in the Gaza Strip continue, except in the hours following the govt.’s acceptance of the Egyptian cease-fire, killing 13 Palestinians. The IDF warns 100,000 residents of the al-Zaytun and al-Shuja‘iya neighborhoods to evacuate before morning on 7/16. Palestinians fire more than 120 rockets into Israel, including dozens directed at Tel Aviv, in a barrage claimed jointly by al-Qassam Brigades and al-Quds Brigades. Nr. the Erez crossing, 1 Israeli civilian is killed by a mortar shell while distributing food supplies to IDF soldiers. Nine rockets are intercepted by Iron Dome, and the rest caused no damage or injuries. (AFP, AP, HA, MNA, REU, WAFA 7/15)

Israel’s security cabinet votes 6–2 in favor of accepting the Egyptian cease-fire proposal from the previous day, and the IDF stops all strikes for several hours. PM Netanyahu says that if Hamas rejects the initiative, Israel will have “legitimacy” to take further action “to restore quiet.” PA Pres. Abbas, in Cairo for talks with Egyptian pres. al-Sisi, calls for the acceptance of the proposal. However, Hamas rejects the text, describing it as “an initiative of kneeling and submission,” and both the armed Palestinian groups and the IDF continue hostilities. Hamas spokesperson Abu Zuhri says that the group was ignored by Egyptian mediators, with Islamic Jihad official Khalid al-Batsh commenting that “initiatives shouldn’t be proposed through media outlets, but rather through the obvious channels, which are resistance factions and their leaders.” An unnamed senior PLO official says that “the Egyptians coordinated the initiative with Abbas and ignored Gaza,” and thus “Hamas leaders felt humiliated by the fact that the proposal was released without them being consulted about its contents ahead of time.” (AFP, AP, HA, MNA, REU, WAFA 7/15; PCHR 7/16)

After Hamas rejects the deal, Netanyahu vows to “significantly expand our offensive,” saying that the group “will pay for its decision.” Meanwhile, Dep. DM Danny Danon describes the Israeli govt.’s response to the Gaza crisis as a “failure” and Netanyahu fires him. (AFP, AP, HA, REU 7/15)

In Vienna, reps. of Iran and the P5+1 powers continue their negotiations leading up to the 7/20 deadline for a comprehensive agreement on Iran’s disputed nuclear program. U.S. Secy. of State Kerry says they “have made progress . . . but there’s still more work to do.” Iranian FM Zarif says that Iran wants to “arrive at a solution everyone can be happy about.” The key issues remaining are Iran’s centrifuges and its uranium enrichment capacity over the next 10 years. In the Gaza Strip, Palestinians fire 4 rockets toward Ashqelon: 2 are intercepted by Iron Dome missile defense batteries and 2 hit open areas causing no damage or injuries. In response, the IDF launches air strikes on 5 military targets in the n. and s. Gaza Strip, wounding 3. The IDF says Islamic Jihad is responsible for the rocket fire. In the West Bank, gunmen open fire on an Israeli military post nr. Bethlehem, causing no damage or injuries. Israeli PM Netanyahu unfreezes plans for 1,800 settlement housing units and Housing Minister Uri Ariel publishes tenders for a separate 1,500 housing units in East Jerusalem and the West Bank. Ariel describes the move as an “appropriate Zionist response to the Palestinian terror govt.” Palestinian chief negotiator Saeb Erekat warns of Israeli efforts to annex areas of the West Bank and calls on the international community to boycott settlement products and hold Israel accountable. In response, U.S. State Dept. dep. spokesperson Harf says that the unity govt. is not “backed by Hamas” and contains “no mbrs. of Hamas.” Further endorsement of the new PA govt. comes from Russia, China, India, Turkey, France, and the UK. EU foreign affairs chief Ashton calls the formation of the unity govt. “an important step.” UN Secy.-Gen. Ban Ki-moon also welcomes the move. Meanwhile, PLO executive comm. mbr. Hanna Amira says that Israel has notified the PA that it is imposing sanctions in response to the unity govt.’s formation. China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes.
