Bayt Lahiya, Israeli naval forces open fire on and detain a number of Palestinian fishing boats, arresting 4 Palestinians and confiscating 2 boats. In East Jerusalem, Israeli police arrest a Palestinian youth in the Old City after she is found to be carrying a knife; arrest and bar from Jerusalem for 5 mos. a Palestinian, on a raid in the Old City. Protests continue across the oPt as IDF troops violently clash with Palestinians protesting and throwing stones along Gaza’s border e. of al-Bureij r.c. and at Palestine Technical University in Tulkarm; 11 Palestinians are injured. IDF troops shoot and injure a Palestinian in Hebron after she allegedly attempts to stab them. The IDF conducts raids and house searches in 1 village each nr. Jenin, Ramallah, and Qalqilya, 3 areas nr. Hebron, as well as Tulkarm and 1 nearby village, arresting 9 Palestinians, issuing an arrest summons to 1, and confiscating personal property; patrol in 1 village each nr. Ramallah and Qalqilya, and 6 villages nr. Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. In East Jerusalem, Israeli forces begin installing steel columns and other security infrastructure at the city’s bus stations, implementing Israeli PM Netanyahu’s 12/14 order; arrest 4 Palestinians on late-night raids in Jabal Mukabir. In Syria, senior Hezbollah officer Samir Kuntar and several Syrian civilians are killed in an air strike outside Damascus. Hezbollah and both Lebanese and Syrian media say that Israel is responsible. The Israeli govt. does not confirm its involvement. Later, unknown persons fire 3 rockets from s. Lebanon into open areas in the Galilee, causing no injuries or damage. In the Ramallah area, 2 Palestinians are killed in separate incidents. First, IDF troops shoot and kill a Palestinian driver n. of Ramallah after he rams his car into a group of Israeli soldiers, injuring 2. Meanwhile, IDF troops set up a mobile checkpoint in a village nr. Ramallah, sparking minor clashes with stone-throwers, and 1 Palestinian is killed after he allegedly stabs and moderately injures an Israeli soldier during the clashes. (MNA, TOI 12/4; PCHR 12/10)

Elsewhere in the oPt, IDF troops violently clash with Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Budrus, Jalazun r.c., and outside Ofer Prison), 2 areas nr. Qalqilya, 1 village nr. Hebron, 4 neighborhoods in East Jerusalem, and 4 areas along Gaza’s border; 36 Palestinians are injured (1 will succumb to his injures on 12/31). The IDF also conducts late-night raids and house searches in 1 village nr. Hebron and Tulkarm r.c., arresting 2 Palestinians; patrols in Tulkarm and 4 villages nr. Hebron. Along Gaza’s border, IDF troops fire artillery shells at a Palestinian bird hunter and 2 other Palestinians approaching the border fence e. of Khan Yunis, causing moderate injuries to each and damaging 2 homes in the area. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. The Egyptian authorities close the Rafah border crossing in the evening, having kept it open for 2 days. A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The IDF then raids a village nearby, arresting the Palestinian attacker’s 4 brothers and sparking clashes with stone-throwers; there are no serious injuries. (HA, JP, MNA, WAFA 11/22; PCHR 11/26)

Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Hebron, confiscating personal property, arresting 11 Palestinians, and issuing arrest summons to 2; patrols in 5 villages and al-Fawar r.c. nr. Hebron and nr. Ramallah and Jericho. Israeli settlers throw stones at Palestinian property in 2 areas nr. Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school. In East Jerusalem, Israeli forces conduct late-night raids in Ras al-Amud and Shu‘fat, arresting 6 Palestinians. In 2 separate incidents off Gaza’s coast nr. Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Elsewhere, a number of Palestinian municipalities in Israel, including Nazareth, Rahat, and Sakhnin, go on strike in protest of the 11/16 outlawing of the Northern Branch of the Islamic Movement. In the West Bank, IDF troops and stone-throwers clash during raids in Dahaysha r.c. and patrols nr. Jenin, injuring 4 Palestinians and arresting 1, respectively. Israeli forces continue their string of late-night house searches and raids in the Hebron, Ramallah, Jalazun r.c., and Dahaysha r.c. areas, arresting 12 Palestinians and issuing arrest summons to 4; patrol during the day nr. Jenin, Tulkarm, Salfit, Hebron, and Qalqilya. Israeli settlers leave racist graffiti and throw stones at Palestinian homes in a village nr. Ramallah late at night, causing minor damage. Israeli forces begin demolishing a synagogue in the Givat Ze’ev settlement nr. Jerusalem, pursuant to the Israeli govt.’s 11/16 compromise with settler leaders (the demolition will be completed by 12/10). In East Jerusalem, Israeli forces clash with and violently disperse Palestinians at a checkpoint in Abu Dis, seriously injuring 1 Palestinian; arrest 4 Palestinians on raids in Issawiyya and Jabal Mukabir; assault a Palestinian youth in Ras al-Amud. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. The new services are expected to be in place by mid-2016. (AP, HA 11/19)

Amid the ongoing wave of violence, the Israeli authorities proceed with demolition-related activities today. Israeli forces enter Qalandia r.c. and punitively demolish the residence of the Palestinian accused of shooting and killing an Israeli settler on 6/19, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are killed and 3 are injured. Elsewhere in the oPt, an IDF vehicle runs over a Palestinian child in a village nr. Jerusalem, causing moderate injuries. The IDF clashes with and violently disperses Palestinians protesting outside a settlement nr. Ramallah and w. of Qalqilya (3 Palestinians are injured). IDF troops force a Palestinian family off their agricultural land nr. Hebron for the 2d time in 2 days; patrol in Salfit and 2 areas nr. Hebron; conduct late-night house searches and raids in Hebron and 3 nearby villages, ‘Askar r.c. nr. Nablus, Jenin and 1 village nearby, confiscating files and materials from an orphanage nr. Elsewhere in the West Bank, the IDF cracks down on the Hebron region amid searches for the Palestinians responsible for the killing of 2 Israeli settlers on 11/13. Israeli soldiers force a Palestinian family off their agricultural land; shut down entrances to several nearby villages; raid a Palestinian court and prosecutor’s office; conduct late-night raids, house searches, and patrols across the region. The wave of small-scale violence and stabbing attacks continues in the West Bank and East Jerusalem. An Israeli security guard shoots and kills a Palestinian after he allegedly attempts to stab him nr. the Old City. A 2d Palestinian is lightly injured by errant fire. Israeli forces then raid the Palestinian’s home in Issawiyya, arresting his father and 3 brothers. Around the same time, Israeli forces shoot and injure a Palestinian youth after he and a 2d Palestinian youth stab and injure an Israeli security guard on the Jerusalem Light Rail nr. Shu‘fat r.c.; both youths are arrested. Nr. Bethlehem, Israeli soldiers shoot and kill 2 Palestinians at a checkpoint and 2 others in an Israeli settlement nr. Meanwhile in the oPt, Israeli forces assault and arrest 4 Palestinian youths in Issawiyya. IDF troops patrol in c. Hebron, fire tear gas onto the grounds, and open fire on a number of Palestinian youths (2 are injured). IDF troops clash with and disperse Palestinians protesting in c. PA pres. Abbas instructs the PA’s Foreign Ministry to prepare a file of evidence on Israel’s 10/12 arrest and subsequent treatment of a Palestinian youth for submission to the ICC. Stabbing and other small-scale incidents continue, keeping tensions high in the oPt. IDF troops shoot and kill a Palestinian driver at a junction nr. Nablus after he rams a group of Israelis with his vehicle, injuring 4 (a 5th Israeli is injured by errant fire during the incident). Israeli settlers block a nearby road to protest the attack. An Israeli security guard shoots and seriously injures a Palestinian woman at the entrance to a settlement nr. Bethlehem after she stabs and lightly injures him. The IDF then raids several homes in Dahaysha r.c. nr. Bethlehem, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. Later, a Palestinian stabs and moderately injures an Israeli settler in a village nr. Qalqilya. Stabbing and other small-scale violent incidents continue to characterize the ongoing wave of violence. A Palestinian stabs and seriously injures an Israeli settler outside a grocery store in a settlement nr. Ramallah (he will take credit for the attack in a video uploaded to Facebook hours later and turn himself into the Palestinian authorities). The Hebron area, in particular, sees much of the day’s violence. Israeli soldiers shoot and kill an elderly Palestinian woman as she drives her vehicle toward them in an alleged ramming attack; 2 Palestinian bystanders are injured when Israeli gunfire shatters the vehicle’s windows. IDF troops surround a mosque in c. Hebron, sparking clashes with Palestinians after they finish praying inside; 8 Palestinians are injured. Also in the city, a Palestinian shoots and injures an Israeli settler n. of Hebron, and another Palestinian shoots and injures 2 Israelis nr. al-Ibrahimi Mosque. The IDF also violently disperses Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation and recent violence in the oPt in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, and Silwad) and 2 nr. Qalqilya (Kafr Qaddum and Jayyus); 3 Palestinians are injured. The IDF patrols in 1 village nr. Hebron and 2 nr. IDF troops clash with and violently disperse Palestinians protesting and throwing stones along Gaza’s border nr. al-Bureij r.c., w. of Tulkarm, in Bethlehem, in 3 villages nr. Hebron, ‘Askar r.c. nr. Nablus, and outside a settlement nr. Ramallah; 10 Palestinians are injured and 2 are arrested. The IDF also conducts late-night raids and house searches in al-Fawar r.c. and 3 villages nr. Hebron, ‘Askar r.c. nr. Nablus, and 2 villages each nr. Ramallah and Nablus, arresting 12 Palestinians and issuing an arrest summons to 1. Israeli forces arrest a Palestinian man armed with a knife and a pipe bomb at a gas station across the street from a checkpoint nr. Jenin. They indefinitely close the checkpoint after the arrest (they will reopen it on 11/5). IDF troops fire tear gas canisters into Palestinian homes in Aida r.c. nr. Bethlehem, causing damage and a number of minor injuries. In East Jerusalem, Israeli forces close a checkpoint between Silwan and the Old City; raid a medical center in Issawiyya, issuing 1 Palestinian an interrogation summons and searching a number of files. The Israeli Civil Admin.’s Higher Planning Council gives preliminary approval of a 2014 master plan for a settlement bloc nr. Ramallah, which would include the construction of 2,200 new residences and the retroactive authorization of 2 settlement outposts. A public hearing was held on the plan on 10/21 (the Civil Admin. will publish the approval on 11/5). (AP, HA 11/9)

After a mass joint funeral in Hebron for the Palestinians whose bodies the IDF returned on 10/30, dozens of stone-throwers briefly clash with IDF troops in c. Hebron; 4 Palestinians are injured. In the latest small-scale violence, IDF troops shoot and kill a Palestinian at a checkpoint nr. Jenin after he allegedly attacks an Israeli soldier. The Israeli authorities then close a nearby checkpoint, blocking Palestinians from traveling between Israel and the West Bank (they will reopen it on 11/1). The Israeli crackdown on the violence continues throughout the oPt as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Ramallah and Jenin, and along Gaza’s border nr. al-Bureij r.c. (7 Palestinians are injured). They also patrol nr. Ramallah, Salfit, and Nablus; conduct late-night raids and house searches across Hebron, Nablus, and Bethlehem, arresting 11 Palestinians and issuing an arrest summons to 1. Israeli soldiers assault and seriously injure a Palestinian at a checkpoint nr. Jerusalem. Israeli settlers block Palestinian farmers from working in their olive fields nr. Stabbing and other small-scale violent incidents continue amid the ongoing wave of violence. IDF troops open fire on 2 Palestinians, killing 1 and injuring the other, after they allegedly attempt to stab an Israeli border policeman at a checkpoint nr. Nablus. In East Jerusalem, Israeli forces shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli at a light rail station nr. Shaykh Jarrah (the Palestinian succumbs to his injuries later in the day). An Israeli bystander is accidentally shot and injured during the incident. The Israeli crackdown across the oPt continues as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Hebron, Bethlehem, Ramallah, and in 4 locations along Gaza’s border; an 8-mo.-old Palestinian baby dies from tear gas inhalation nr. Bethlehem, 1 Palestinian is rammed with an IDF vehicle, and 63 are injured overall. Israeli forces also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation and recent violence in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. The IDF conducts a late-night raid nr. Ramallah, arresting 1 Palestinian; patrols in the Ramallah, Hebron, and Qalqilya areas, sparking clashes with stone-throwers in each (5 Palestinians are injured and 2 are arrested). PA pres. Abbas submits files to the International Criminal Court (ICC) documenting recent Israeli violations of international law in the oPt, including the recent “extrajudicial killings” and home demolitions. In the West Bank, IDF troops shoot and kill a Palestinian nr. al-Ibrahimi Mosque in c. Hebron after he allegedly stabs a soldier nearby. IDF troops then shoot and kill a 2d Palestinian nr. an Israeli settlement in c. Hebron after he allegedly attempts to stab an Israeli soldier. After both incidents, stone-throwing Palestinians clash with Israeli forces in c. Hebron; 3 Palestinians are seriously injured. Israeli settlers throw stones at Palestinian homes nearby. Meanwhile, IDF troops clash with and violently disperse Palestinian protesters in and around Ramallah and Bethlehem, injuring at least 16 Palestinians. They also conduct raids and house searches in Tulkarm, Jenin, Nablus, and nr. Qalqilya, arresting 4 Palestinians. In East Jerusalem, Israeli forces raid a hospital in al-Tur for the 3d day in a row and violently disperse Palestinians conducting a sit-in protest against the recent raids; several Palestinians are injured. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. In an interview published today, U.S. Pres. PA officials and Israel’s COGAT Mordechai reach an agreement for Israel to transfer the full amount of tax revenues collected on behalf of the PA from 12/2014 through 3/2015— approximately NIS 1.85 b., or $472 m.—by 4/20. Palestinian men over the age of 55 and women over 50 will be allowed to cross into Israel for daily visits without permits. Also, married Palestinian men over the age of 22 will be able to apply for permits to work in Israel, lowering the minimum age from 24.
