They also arrest 2 of the fishermen and confiscate their boat. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids nr. Bethlehem, Hebron, and Jenin, and patrol during the day nr. Salfit, Hebron, and Qalqilya. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. The PA has been requesting approval for such transfers for at least 4 years. (MNA, TOI 12/7)

After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. Netanyahu and Kahlon agree to reverse their positions and support the bill as long as Clause 7, the provision that specifically addresses Amona, is removed. (HA, JP, TOI, YA 12/4; HA, JP, YA 12/5)

In the West Bank, IDF troops mistakenly enter Tulkarm and are escorted out by PASF. Some Palestinian youths throw stones at them as they are leaving, causing 1 minor injury. Meanwhile, unidentified assailants open fire on an IDF position nr. Ramallah. The IDF returns fire, but the assailants escape; there are no serious injuries. IDF troops arrest 13 Palestinians during late-night raids and house searches nr. Hebron, Salfit, Nablus, Hebron, and Ramallah; and patrol during the day nr. Salfit and Hebron. Israeli forces deliver stop-work orders to 6 Palestinian homes under construction s. of Bethlehem. In East Jerusalem, Israeli forces arrest 4 Palestinians during late-night raids in Issawiyya. PA foreign minister (FM) Riyad al-Maliki states that Palestinians continue to work on a draft UN Security Council (UNSC) res. condemning Israeli settlements that they intend to submit within days. Israeli prime minister (PM) Benjamin Netanyahu says he expects U.S. pres. Barack Obama to oppose any new Palestinian effort at the UNSC. (JP, WAFA 11/28)

In the West Bank, international solidarity activists establish a protest village in the n. Jordan Valley, called “al-Yasser,” in response to Israel’s demolition of Palestinian properties in the area. The IDF dismantles the village hours later, dispersing the activists. IDF troops arrest 2 Palestinians and issue 2 arrest summons during late-night raids nr. Nablus and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces raid a coal manufacturing facility nr. Jenin, seizing trucks and equipment. Palestinian youths open fire on Palestinian Authority security forces (PASF) troops nr. the al-Fara‘a r.c. during a protest against the PA’s recent detention of residents of the camp; there are no serious injuries. Along Gaza’s border, IDF troops arrest 2 armed Palestinians who snuck through the border fence into Israel (HA, WAFA 11/17; MNA 11/18; PCHR 11/24)

Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Meanwhile, the Israeli authorities temporarily limit the number of trucks permitted to pass through the Kerem Shalom crossing bearing goods for Gaza. Around 70 trucks are denied access. In the West Bank, IDF troops conduct raids in al-Khadir nr. Bethlehem and Jayyus nr. Qalqilya, sparking minor clashes with stonethrowing Palestinians in both. IDF troops also arrest 3 Palestinians during raids in Tubas and nr. Tulkarm and Nablus; and patrol during the day nr. Hebron. Israeli forces bulldoze an agricultural road nr. Nablus, then block the road with a sand barrier. Unidentified vandals scrawl swastikas and the words “Death to Jews” on an IDF outpost nr. Hebron late at night. In response, the IDF suspends the Palestinian olive harvest in the area indefinitely. In East Jerusalem, Israeli forces conduct raids in Shu‘fat r.c., sparking clashes with stonethrowing residents; at least 12 Palestinians are injured. PA pres. Abbas meets with Hamas leader Khalid Mishal and his dep. Ismail Haniyeh in Doha. They discuss steps they could take toward Palestinian national reconciliation. Senior Palestinian officials say the meeting is the start of a new reconciliation process, but they add that Abbas and Mishal did not agree on the aims of the new process. An Israeli settler driver crashes his vehicle into a Palestinian couple and their horse-drawn cart nr. Qalqilya, moderately injuring both of them (the man will succumb to his injuries on 10/26). It’s unclear if the crash was an intentional ramming attack or not. Elsewhere in the West Bank, the IDF shuts down the entrances to Husan village nr. Bethlehem after unidentified assailants open fire on Israeli settlers’ vehicles in the area. IDF troops arrest 7 Palestinians during patrols nr. Tulkarm, Nablus, and Bethlehem, as well as in and around Ramallah and Hebron; and patrol nr. Salfit and Hebron during the day. The raids in Ramallah spark clashes with stone-throwing Palestinian youths, but there are no serious injuries. In the evening, PASF troops violently suppress a demonstration in al-Am‘ari r.c. nr. Ramallah in protest of PA pres. Abbas’s recent decision to expel a Fatah official from the party. Further PASF clashes break out in Balata r.c. nr. Nablus and in Jenin; 2 Palestinians are injured. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Shu‘fat r.c. and the Old City. Along Israel’s border with Egypt, an Israeli youth is wounded by gunfire from Egypt while performing maintenance work on the border fence. The Israeli authorities return the body of a Palestinian killed in a confrontation with Israeli troops on 9/5. His family buries him in the Anata village cemetery nr. Bethlehem. Elsewhere in the West Bank, IDF troops assault a Palestinian at a mobile checkpoint nr. Jenin, and arrest 2 Palestinians during late-night raids nr. Hebron. (MNA 9/13; WAFA 9/14; PCHR 9/22)

For the 4th time in 2 weeks, errant mortar fire from Syria lands in the Israeli-occupied Golan Heights, causing no damage. The Israeli Air Force (IAF) launches retaliatory air strikes on Syrian govt. sites nr. the border, causing an unknown amount of damage. During the Israeli sortie, the Syrian army fires 2 surface-to-air missiles at the IAF aircraft. The Syrian army claims that it downs a jet and a drone; the IDF denies that any of its aircraft were shot down. Later in the day, another round of 3 mortar shells from Syria falls in the Israeli-occupied Golan Heights, and again, the IDF responds, launching air strikes on Syrian govt. sites nr. the border. The PA and Israel reach an agreement on repayment of the Palestinians’ outstanding debts to the Israel Electric Corporation (IEC), which reportedly total almost NIS 2 b. (approx. $350 m.). The IEC reduced the flow of power to several West Bank cities, starting in 5/2016, as punishment for the unpaid debts. (TOI 9/13; JP, WAFA, YA 9/14)

The Israeli authorities return the body of a Palestinian to his family in East Jerusalem, having punitively withheld it since he was killed on 12/14 after carrying out a car ramming attack in Jerusalem. His family is forced to pay a security deposit, bury the body at al-Mujahidin Cemetery in c. Jerusalem (rather than nr. their home in Hebron), and limit the attendance at his funeral at 25 people. In the West Bank, IDF troops open fire on a group of Palestinian students walking home from school in Jalazun r.c. nr. Ramallah, injuring 1 and sparking clashes with stone-throwing youths in the area (there are no serious injuries). They also patrol nr. Hebron and Jenin. An Israeli settler driver rams his vehicle into an elderly Palestinian nr. Bethlehem, causing moderate injuries. Along Gaza’s border, IDF troops open fire on Palestinian bird-hunters and farmers nr. A Russian Foreign Ministry spokesperson confirms that PA pres. Abbas and Israeli PM Netanyahu “agreed in principle”to meet in Moscow, but they have not yet set a date. She says that Russian officials are still working to find an appropriate date. (HA, JP, REU, RFM, TOI 9/8)

In response to growing Hamas-Fatah tensions, the Palestinian High Court of Justice puts a freeze on the municipal elections scheduled for 10/8. The freeze is set to expire on 12/21. The court will deliberate again on 9/21. (HA, JP, MNA, TOI, WAFA 9/8; MNA, NYT 9/9)

Along Gaza’s border, unidentified Palestinian fighters open fire on IDF troops stationed nr. Bayt Lahiya, causing no injuries or damage. In response, the IDF launches air strikes on at least 2 Hamas military sites in n. Gaza, injuring 3 Hamas fighters. IDF troops also open fire on Palestinian homes nr. al-Maghazi r.c., causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and then nr. Rafah, causing no injuries. In the West Bank, IDF troops attempt to remove a Palestinian flag from a public space in a village nr. Nablus, sparking clashes with stonethrowing residents throughout the day; 2 Palestinians are injured. They also arrest 2 Palestinian youths allegedly planning to carry out stabbing attacks in c. Hebron. Both boys were found to be carrying knives. Israeli forces destroy personal property and threaten to arrest a Palestinian infant during a raid on the Hebron-area home of a Palestinian who was killed on 11/1/2015 after attempting to stab an Israeli soldier. They also impose strict closures on 3 villages nr. Nablus after reports of stone-throwing in the area (the closures will be enforced through 9/10). The IDF arrests 3 Palestinians during raids and house searches nr. Salfit, Nablus, Ramallah, and Bethlehem, sparking clashes in Balata r.c. (1 Palestinian is injured); and patrols nr. Nablus, Hebron, Tulkarm, Salfit, and Qalqilya during the day. Meanwhile, unknown assailants throw Molotov cocktails at the Nablus-area home of a Palestinian woman running for office in the 10/8 municipal elections, causing minor damage. She is affiliated with Fatah. In East Jerusalem, around 60 right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 2 Palestinians during raids in Shu‘fat. In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. A Palestinian demolishes his own home in Ras al-Amud to avoid paying NIS 60,000 (approx. $16,000) for an Israeli demolition crew. (MNA, WAFA 8/8; PCHR 8/11; +972 8/13)

Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

In response to reported stone-throwing incidents in the area, the IDF reopens a checkpoint nr. Nablus that they had closed on 7/9. Elsewhere in the West Bank, IDF troops shoot and injure 3 Palestinians and arrest 4 others during clashes sparked by a raid in Dahaysha r.c. nr. Bethlehem. They conduct further raids and house searches nr. Nablus, arresting 2 Palestinians, and patrol nr. Hebron throughout the day. In Israel, the Israeli police announce that they have arrested 10 Palestinians working in Israel without proper permits and demolished their camp nr. Tamra. It is unclear when the raid took place. The PA Foreign Ministry releases a statement, in Arabic only, “relieving” the international community from “issuing useless condemnations against Israeli settlement” activities. The statement follows a week of Israeli settlement growth announcements and rote condemnations from the U.S., EU, and UN. (MO, PAMFA 7/29)

Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. Tensions in the Hebron district remain high as the IDF maintains restrictions on Palestinian movement in Hebron and the surrounding district and conducts patrols in the region throughout the day. IDF troops conduct raids in Yatta overnight, sparking clashes with stoneand bottle-throwing residents (2 Palestinians are injured). Movement in Yatta has been restricted since 6/8. The IDF conducts further raids and house searches in and around Hebron, as well as nr. Qalqilya and Bethlehem, issuing arrest summons to 4 Palestinians and arresting 2. Unidentified Palestinians open fire on an Israeli settler driving nr. Bethlehem, causing damage and no injuries. A Palestinian suffers minor burns when a flare left by Israeli forces ignites in Jenin. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. PA pres. Abbas meets with French pres. Hollande in Paris to discuss the French peace initiative in light of recent events. Hollande says that France is determined to build on the 6/3 summit. Meanwhile, in an interview with the Times of Israel, the dir. gen. of Israel’s Foreign Ministry, Dore Gold, says that Israel will probably not attend a follow-up summit in Paris, if invited, because it would “undermine the whole peace process,” reiterating Israel’s opposition to the French efforts. The IDF continues its closure of Hebron and the surrounding district, patrolling the area throughout the day. Elsewhere in the West Bank, IDF troops arrest 15 of the 100 international and Palestinian activists cleaning an abandoned Palestinian factory in Hebron to prepare it for use as a cinema. The IDF then declares the area a closed military zone. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Aida r.c. nr. Bethlehem, Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Gaza City; 5 Palestinians are injured. IDF troops arrest 6 Palestinians and issue 3 arrest summons during raids and house searches nr. Bethlehem, Hebron, and Tulkarm. Israeli settlers throw rocks at Palestinian cars nr. Hamas announces that it intends to participate in the planned municipal elections that the PA has set for 10/8. It is still unclear if the PA will organize ballots in Gaza as well as the West Bank. Hamas’s announcement is considered a surprise (the party did not participate in the 2012 elections). (MNA 7/16; JP 7/17; HA 8/7)

The IDF maintains restrictions on Palestinian movement in Hebron and the surrounding district that it put in place on 7/1. They also maintain the closure of Sa‘ir village nr. Hebron, nr. the site of the settler shooting on 7/9; conduct raids and bulldoze land in and around the village; and temporarily close nearby al-‘Arub r.c. IDF troops conduct further late-night raids and house searches in and around Hebron, Bethlehem, and Tulkarm, arresting 11 Palestinians, issuing arrest summons to 2, and confiscating 1 vehicle. In East Jerusalem, Israeli forces arrest 3 Palestinians in Issawiyya for alleged stone-throwing, and confiscate a large number of antiquities from a shop in the Old City. In n. The Israeli cabinet approves an immediate transfer of NIS 6 m. (approx. $1.6 m.) for education and infrastructure in Kiryat Arba, the settlement where a Palestinian stabbed a settler youth to death on 6/30. (JP, TOI 7/10; MNA 7/11)

Egyptian FM Sameh Shoukry visits Israel to meet with PM Netanyahu and discuss the state of the peace process. Shoukry calls for Israeli-Palestinian confidence-building measures, pushes for the 2002 Arab Peace Initiative, and seeks backing for Egyptian pres. al-Sisi’s recent peace-building efforts. Netanyahu expresses his willingness to participate in a 3-way summit with PA pres. Abbas in Cairo. (HA, MNA, NYT, REU, TOI, YA 7/10; HA, TOI 7/11)

IDF troops shoot and kill a Palestinian nr. Ramallah after he and other youths throw stones and Molotov cocktails at Israeli settlers in the area, lightly injuring 3 settlers (4 of the other Palestinian youths are injured). Some witnesses say there was no stone throwing and that the youths were just walking home. The PA describes the killing as “extrajudicial.” Elsewhere in the West Bank, Israeli forces carry out the punitive demolition of the Qalqilya-area home of a Palestinian who was killed on 3/8 after he attacked a group of Israelis and U.S. tourists (see JPS 45 [4]). They also deliver stop-work orders to several Palestinian homes under construction nr. Bethlehem. IDF troops arrest 16 Palestinians and destroy part of a home during late-night raids and house searches in and around Hebron, Ramallah, Qalqilya, Nablus, Bethlehem, Tubas, and Tulkarm. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis, causing no damage or injuries. The PA cabinet decides to hold municipal elections on 10/8, though it is unclear whether this round of elections will include both Gaza and the West Bank. Hamas boycotted the last round of municipal elections in 2012, so no ballots were cast in Gaza (see JPS 42 [2]). (MNA 6/21)

Israeli settlers set fire to and destroy 15 olive trees nr. Nablus, and throw stones at Palestinian vehicles nr. Salfit, damaging 1. In East Jerusalem, Israeli forces arrest 2 Palestinians and issue arrest summons to 5 during raids in Kafr ‘Aqab, the Old City, and Silwan. Abbas meets with Egyptian pres. al-Sisi in Cairo to discuss the Egyptian effort to restart direct Israeli-Palestinian peace talks alongside the French effort to host a multilateral peace conference in Paris, scheduled for 6/3. After a significant lull in major violence, Israeli forces shoot and kill a Palestinian at the Ras Biddu checkpoint n. of Jerusalem after she allegedly attempts to stab an Israeli border guard. In East Jerusalem, the Israeli authorities return the bodies of 3 Palestinians killed in confrontations with Israeli forces on 3/8/2016, 10/12/2015, and 10/13/2015. Israeli forces arrest 2 Palestinians on a raid in Silwan, sparking clashes with stone-throwing Palestinian youths (1 Palestinian is injured). They also demolish an Islamic structure in al-Masara. In the West Bank, IDF troops conduct raids in Aida r.c. nr. Bethlehem and Jalazun r.c. nr. Ramallah, arresting 7 Palestinians; and patrol nr. Bethlehem, Hebron, and Tulkarm. Israel’s Knesset passes a 1st reading of 2 bills that would create economic incentives for settlement growth. The 1st would reduce bureaucratic restrictions on home purchases in settlements, preventing settlers from paying taxes to both the govt. and the Civil Admin. A violent outburst in Hebron punctuates a period of relative calm in the West Bank. IDF troops shoot and kill 2 Palestinians in Hebron’s Old City after they allegedly stab and moderately injure an Israeli soldier. A video of the incident later shows that an IDF soldier killed 1 of the alleged assailants after he had been detained and disarmed. Meanwhile, the Israeli authorities keep the Erez border crossing closed for the 2d of 3 planned days, and maintain the closure of the West Bank, as decided on 3/22. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Late at night, unidentified assailants set fire and cause damage to a Palestinian home in Duma village nr. Nablus, where Israeli settlers killed 3 Palestinians in a similar attack on 7/30/2015. Uncoordinated stabbing and alleged stabbing attacks continue in the West Bank and Jerusalem, resulting in the deaths of 3 Palestinians. Israeli police then chase the shooters into the Old City, where they shoot and kill the 2 men after they allegedly attempt to ram their car into a Jewish Israeli pedestrian, causing no serious injuries. A 3d Palestinian is critically injured in the crossfire. The IDF maintains, for a 2d day, the closure of 1 village each nr. Qalqilya and Salfit. On the outskirts of the village nr. Salfit, Israeli soldiers open fire on 2 Palestinian youths as they approach an IDF checkpoint, killing 1 and critically injuring the other. In response to the string of attacks on 3/8 and after conferring with senior security officials, Israeli PM Netanyahu announces that Israel will complete the construction of the separation wall in the s. Hebron Hills. He also states that his govt. proposes new legislation to deter and punish Palestinians who enter Israel illegally, close Palestinian media outlets responsible for alleged incitement, and deny work permits to the families of Palestinians who commit serious crimes against Israelis. In Cairo, French FM Jean-Marc Ayrault says that France will not recognize the State of Palestine if the planned French peace initiative fails, effectively retracting his predecessor’s 1/29 pledge. “There is never anything automatic,” he says, adding that “France will present its initiative to its partners. In Gaza, a 10-year-old Palestinian girl dies of kidney failure. Her father says she was on the list of infirm Palestinians waiting to travel to Egypt or Israel for treatment, and that a Palestinian in Jenin offered to donate a kidney to her, but the Palestinian Authority (PA) delayed and blocked the transfer. He specifically blames the minister of health, saying he “killed her when he refused their request to transfer the girl to a hospital in Israel to get a transplant.” Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. overnight. IDF troops conduct late-night raids and house searches in Tulkarm and 1 nearby village, 2 villages nr. Hebron, and 1 each nr.
