The Egyptian authorities refuse senior Palestinian Authority (PA) official Jibril Rajoub entry into Egypt for an Arab League meeting on terrorism and extremism. Rajoub does not respond publicly; the Palestinian delegation withdraws from the meeting in protest. Egyptian officials will later say that Rajoub’s name was on a no-entry list, but will not give any further explanation. (HA, REU 2/28; ALM 3/10)

IDF troops raid a secondary school in Tuqu‘ village nr. Bethlehem. They remove allegedly inciting posters and shoot pepper spray at some of the teachers, lightly injuring 3. In a press conference following his meeting with Israeli PM Netanyahu, U.S. pres. Trump says “I like the 2-state solution,” marking the first time he has explicitly supported the traditional U.S. approach to resolving the Palestinian-Israeli conflict. “But I am satisfied with whatever both parties agree with,” he adds. The Tel Aviv military court sentences Elor Azariya, the IDF soldier who killed an injured Palestinian execution-style on 3/24/2016 in c. Hebron, to 18 mos. in prison, the minimum sentence allowed under his 1/4/2017 conviction on charges of manslaughter, and also demotes him to the rank of private. (HA, JP, MNA, NYT, TOI 2/21)

Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance. Later, 2 Palestinians are killed and at least 5 are injured in an air strike targeting the smuggling tunnel they are working in nr. Rafah. The IDF denies carrying out the strike. The Israeli Knesset passes, 60–52, the so-called regulations bill into law, retroactively authorizing settlements built “in good faith or at the state’s instruction” on privately owned Palestinian land. The demolition was set to go forward by 2/8, but the court relented, arguing that a demolition this mo. would put undue burden on the residents, and promising to evacuate them peacefully in exchange for the delay. A Hamas fighter suffers fatal injuries in an “accidental explosion” in n. Gaza, according to Gaza’s Ministry of Health. After he dies on 2/5, Hamas will say he was injured during unspecified “preparations.” Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, Rafah, and twice nr. Jabaliya r.c. No injuries are reported in any of these incidents. In the West Bank, IDF troops arrest 5 Palestinians during raids in Qalqilya, Hebron, and nr. Nablus, and patrol nr. Jenin, Nablus, Ramallah, Salfit, and Hebron. In its first official statement in response to Israeli settlement announcements, Donald Trump’s White House says that “while we don’t believe the existence of settlements is an impediment to peace, the construction of new settlements or the expansion of existing settlements beyond their current borders may not be helpful in achieving that goal”.
