Israeli forces also delivered 1 demolition order for a house under construction in al-Khadir. 9 Palestinians were arrested, including 8 during late-night raids in and around Nahalin, Ya‘bad, Far‘un, and Hebron; 1 was shot and injured before being arrested near Taqqua after allegedly throwing stones at settler vehicles. During a separate raid in Kobar, 1 Palestinian was injured by live ammunition. In East Jerusalem, 1 Palestinian woman from Silwan died of the COVID-19 virus; she is the 2d Palestinian to succumb to the virus in East Jerusalem. Israel ordered PA police not to enter Kafr ‘Aqab, which is located within East Jerusalem but on the West Bank side of the separation wall, after local activists requested the PA police to help enforce a lockdown. Israel has not been helping local authorities impose the lockdown. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet to his head and damaging 1 boat. In Gaza, Israeli forces opened fire on Palestinian farmers near Khuza‘a and made incursions to level land east of Jabalia. In the West Bank, Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. Israeli forces and Palestinians clashed at the entrance to al-Bireh, where Palestinians threw stones and burned tires; Israeli forces injured 3 Palestinians with rubber-coated bullets while others suffered tear-gas related injuries. 2 Palestinians were arrested at different flying checkpoints near Qalqilya and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya. In Gaza, Israel hit several targets in Gaza on 2 separate occasions causing damage; no injuries were reported. A rocket was also fired from Gaza toward Israel, causing no damage or injuries. Israel also announced collective punishment measures against Palestinians in Gaza, including banning imports of cement and suspending 500 merchant entry permits. PA president Mahmoud Abbas said during an emergency meeting at the Arab League in Cairo that he had informed Israel that the PA had cut all ties, including security coordination, with Israel and the U.S., in response to the U.S. administration’s peace plan. At the meeting, the members of the Arab League issued a statement rejecting the U.S. peace plan as “it does not meet the minimum rights and aspirations of Palestinian people.” (AJ, HA, REU 2/1)

In the West Bank, 4 Palestinians were arrested during late-night raids in and around Bethlehem, Ramallah, and Qalqilya; during the raids in Ramallah and Bethlehem, 3 Palestinians were injured. Israeli forces prevented Palestinian farmers east of Tubas from plowing their land. In East Jerusalem, 9 Palestinians were arrested during late-night raids in Issawiyya and Silwan. A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. In the West Bank, Israeli forces shot and injured a Palestinian man using rubber-coated bullets as he was trying to enter Israel at a checkpoint southwest of Jenin. Elsewhere in Hebron, a video showed Israeli soldiers assaulting 1 Palestinian man and his 5-year-old boy. Israeli forces also delivered a stop-work notice for a house near Ya‘bad. Israeli settlers stole olive harvests from Palestinian farmers in Luban al-Sharqiyya. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, and Silwad. In East Jerusalem, Israeli forces demolished a Palestinian-owned home in Silwan. 2 Palestinians were arrested during late-night raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles off the shore from Jabalia; no injuries were reported. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. The European Union donated $17.84 million to the PA to help make payments for PA civil servants and pensioners as the PA faces economic hardship due to Israel withholding part of its tax revenue. (WAFA 11/5)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. This brings the death toll stemming from the Great March of Return to 207. Late at night, after a projectile is fired from Gaza into southern Israel, causing no damage or injuries, the Israeli Air Force conducts air strikes on several Hamas sites across Gaza, causing extensive damage. A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

One Palestinian is shot and killed and at least 9 others are injured during clashes with Israeli settlers and IDF troops in al-Mughayyir village near Ramallah (1 settler is lightly injured as well). The clashes reportedly stemmed from a dispute at a Palestinian olive grove outside the village. The nature of the dispute is unclear. Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Elsewhere in the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Ramallah and Bethlehem; and patrol near Jenin and Nablus. An Israeli settler attacks 2 Palestinians with an axe near Salfit, causing them both light injuries. Settlers chase Palestinian children from an olive grove near Hebron. In East Jerusalem, Israeli forces shoot and kill a West Bank Palestinian during a high-speed chase outside the Old City. The Israeli police later say that the man was suspected of driving a stolen vehicle. Separately, a Palestinian demolishes 2 rooms of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops fire tear gas at a group of Palestinian minors setting tires on fire and rolling them toward the border fence near al-Bureij refugee camp; 1 Palestinian is injured. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

Violent protests break out among the Palestinian populations of 3 Israeli prisons—Ofer, Nafha, and Gilboa—leading to the injury of at least 17 Palestinian prisoners and 3 Israeli guards, according to the Israeli Prison Service (IPS). Prisoner support groups report that as many as 140 Palestinians are at least lightly injured. A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. The Israeli and Palestinian press reports that the Israeli authorities are planning to shut down all UNRWA-run schools in East Jerusalem before the 2019–20 school year. The Israeli government reportedly decided to revoke UNRWA’s permits to operate the schools back in 12/2018. Later, an UNRWA spokesperson says that the agency has received no official notice from the Israeli authorities about a planned shutdown. “UNRWA’s existence in Jerusalem is not a gift from Israel,” he says. “There are bilateral agreements binding on Israel to respect the agency’s installations, jurisdiction and immunity in Jerusalem. Outgoing IDF chief of staff Gadi Eisenkot tells Israel’s Army Radio that he “can say with confidence that we found all Hezbollah tunnels infiltrating into Israel.” Eisenkot’s comments come one day after the IDF announced the end of Operation Northern Shield and 2 days after the discovery of a 6th Hezbollah tunnel in the context of that operation. PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. Israeli defense minister Avigdor Lieberman says that he will not allow any more Qatari-funded fuel transfers to Gaza until all violence along Gaza’s border is “entirely” over. “As long as the violent protests continue on the Gaza border, including the launching of incendiary balloons and kites and the burning of tires near Israeli towns, the fuel and gas for the Gaza Strip will not be renewed.” Lieberman ordered the transfers to stop on 10/12. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. The incident comes as Egyptian and UN officials are in the midst of efforts to broker a long-term cease-fire agreement between Israel and Hamas. Amid talks between Hamas, UN, Egyptian, and Qatari officials on a possible long-term cease-fire arrangement for Gaza in Cairo, Hamas leader Haniyeh says that “a series of decisions has been made.” He does not offer any details beyond the fact that the collected parties discussed the stalled Palestinian reconciliation process and a variety of proposals to advance it and the effort to achieve a cease-fire in Gaza. Israeli naval forces intercept the second ship of a planned flotilla sailing toward Gaza in a symbolic effort to break the Israeli blockade. As they did with the flotilla’s lead ship on 7/29, Israeli naval forces commandeer the ship, escort it to the port at Ashdod, and detain all 12 activists on board. “The forces made it clear to the sailors that they were violating the blockade and that any humanitarian supplies can be delivered to Gaza through the port of Ashdod,” the IDF states. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. Their deaths bring the Great March of Return death toll to 137. In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested.
