In the Gaza Strip, Israeli forces shoot and kill 1 Palestinian and wound another nr. al-Zaytun e. of Gaza City, close to the border fence. Relatives say that the deceased was collecting gravel to sell, while the IDF says that those targeted were tampering with the fence. Separately, Israeli forces shoot and wound 1 Palestinian who was grazing a camel nr. Rafah, close to the border fence. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and al-Bireh at night; patrols in 3 villages nr. Hebron at night. UN-Arab League joint special envoy Brahimi meets with U.S. Under Secy. of State Wendy Sherman and Russia’s Dep. FM Gennady Gatilov in Geneva to discuss the status of the Syrian peace talks. The Egyptian military demolishes 7 smuggling tunnels under the Gaza Strip border, and also, in a separate development, authorities close the Rafah crossing after keeping it open for 3 days. During this time, 1,922 people left Gaza for Egypt, with 1,120 crossing in the other direction. Also, the Egyptian military kills 16 suspected militants in air strikes in the Sinai Peninsula. The IAEA and Iranian officials hold a meeting to continue talks that build on the deal agreed in 11/2013. Iranian Atomic Energy Organization spokesperson Behrouz Kamalvandi says the talks went well and the discussions have been extended an additional day. (AFP 2/8)

Israel’s Justice Minister Livni and Special Envoy Yitzhak Molcho depart for Washington to meet with U.S. Secy. of State John Kerry, to discuss details of his draft framework for a peace agreement. Other attendees of their meeting include Israeli amb. to the U.S. Ron Dermer and U.S. mediator Martin Indyk. Meanwhile, Israeli radio reports that Netanyahu has told Kerry that he intends to annex a 4th bloc of settlements, adding Beit El-Ofra-Psagot to the Etzion, Ma’ale Adumim and Ariel blocs. UN Secy.-Gen. Ban Ki-moon says that he invited Iran to the Syria peace talks in Switzerland and held discussions with Iranian FM Zarif about the constructive role the country could play. In response, the U.S. says the invitation should be withdrawn unless Tehran states its support for the 2012 agreement establishing a Syrian transition govt. (i.e., the 6/30/12 Geneva Communiqué).
