Israeli forces also delivered a stop-work notice for 1 house in al-Khadir and delivered a demolition notice against 1 greenhouse near Jenin. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The U.S. will continue to lease the property until the spring of 2021. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. In the West Bank, Israeli forces demolished 2 car repair shops in Luban al-Sharqiyya and handed 1 demolition order for a rural school in the Jordan Valley east of Tubas. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, al-Khadir, Qarawat Bani Hassan, Dayr Istya, Kafr Haris, Jaba‘, and Qalqilya; clashes erupted during the raid in Jaba‘, leading to tear-gas related injuries. In Gaza, Israeli authorities said that 1 rocket was launched from Gaza toward Israel, but fell on the Gaza side of the fence. Israeli forces opened fire at farmlands east of Gaza City; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Sudaniyya and Bayt Lahiya; no injuries were reported. In the West Bank, Israeli forces injured 2 Palestinians using rubber-coated bullets during a raid at a hospital in Ramallah, including 1 pregnant woman and 1 doctor; others suffered tear-gas related injuries. Israeli forces also delivered demolition notices for 4 houses and 1 greenhouse in Ti’inik near Jenin. 9 Palestinians were arrested during raids in and around Hebron, Jalazun refugee camp, Qaddura, Dayr al-Ghusun, and Nur Shams refugee camp. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Khuza‘a, Dayr al-Balah, and al-Qarara; no injuries were reported. Israel entered its 3d COVID-19-related lockdown, limiting movement to 3,300 feet from homes and prohibiting people in Israel from visiting each other. The lockdown is scheduled to be in effect for 2 weeks. (HA 12/27)

In the West Bank, Israeli settlers attacked Palestinian vehicles traveling near Sinjil. Israeli forces violently dispersed a protest in Kafr Qaddum, causing tear-gas related injuries. Israeli forces also clashed with Palestinians in Jaba‘, causing tear-gas related injuries. PA forces arrested a number of attendants at a party held in the Nabi Musa mosque near Jericho; it was later revealed that the PA had approved the party as part of a promotional video intended to increase tourism. However, several attendees, including famous Palestinian DJ Sama Abdulhadi, were still detained days later. 1 Palestinian was arrested at a checkpoint near Tubas. In East Jerusalem, Israeli settlers clashed with Israeli police and attacked Palestinian passersby during a demonstration against the police because of the death of an Israeli settler during a police pursuit on 12/21; chants of “Death to Arabs” were filmed during the protest. In Gaza, 3 Palestinians, including a minor, were wounded by Israeli forces during air attacks in Gaza City and substantial damage was reported in al-Bureij refugee camp and Dayr al-Balah, including to a mosque, a children’s hospital, a sports club, and a warehouse; Israel said it had intercepted 1 missile from Gaza prior to its attack. Israeli forces also opened fire at agricultural lands east of Dayr al-Balah and al-Bureij refugee camp; no injuries were reported. In Israel, 2 Christmas trees belonging to Catholic and Orthodox churches in Sakhnin were set on fire. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 27th Saturday in a row in Jerusalem and Tel Aviv. The protesters are demanding that Prime Minister Netanyahu resign due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 12/26; WAFA 12/27)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 2 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Jarir, injuring the village’s major and 1 other with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also raided Qabatiya, leading to clashes with Palestinians; 1 Palestinian was hit with a rubber-coated bullet, others suffered tear-gas related injuries. Meanwhile, Israeli forces took measurements of the house of a Palestinian accused of killing an Israeli settler on 12/21 for a punitive demolition. 4 Palestinians were arrested during raids in Qalqilya and Dayr al-Ghusun. Israeli prime minister Benjamin Netanyahu and Moroccan king Mohammed VI spoke via phone for the 1st time since the 2 countries’ normalization deal was announced on 12/10. Israeli forces attacked the Syrian city of Masyaf near Lebanon, killing 6 people and causing damage. According to the Syrian military, it had intercepted a “barrage of Israeli missiles.” Low-flying Israeli fighters were filmed over Beirut shortly before the attack. (AJ, DT, HA, TOI 12/25)

Turkey’s president Recep Tayyip Erdoğan told reporters in Istanbul that he wants relations with Israel to be better but that “[t]he Palestine policy is our red line. It is impossible for us to accept Israel’s Palestine policies. Their merciless acts that are unacceptable.” (AJ, HA, MEE, REU 12/25)

In the West Bank, an Israeli settler rammed a Palestinian car at a checkpoint near Birzeit and was subsequently shot at by Israeli forces, believing the Israeli settler was trying to attack Israeli forces manning the checkpoint; no injuries occurred from the incident as the Israeli forces held fire when the settler identified himself as Jewish. Israeli settlers also threw stones at Palestinian vehicles driving near Awarta, Bayt ‘Aynun, and Tuqu‘, damaging several. Elsewhere, it was reported that 1 Israeli settler tried to run over 3 Palestinian children near Hebron; no injuries were reported. Israeli settlers also set up a caravan on Palestinian-owned land near Jenin. Israeli forces demolished 1 garage in al-‘Izzariya and notified the family of 1 Palestinian minor who was killed in East Jerusalem on 12/21 that their house would be punitively demolished. 1 Palestinian was arrested during a late-night raid in Dhariyya. In East Jerusalem, Israeli forces demolished 1 car repair shop in Jabal Mukabir. In Gaza, Israeli forces opened fire at agricultural lands east of Jabaliya refugee camp; no injuries were reported. The Israeli military said that it would increase its presence in the West Bank because it believes that tensions will rise as 1 Israeli settler was found dead, believed to have been killed over the weekend. Special advisor to U.S. president Donald Trump Jared Kushner led a delegation of U.S. and Israeli officials to Morocco to discuss the details in the Moroccan-Israeli normalization deal. The U.S.-Israeli delegation met with Moroccan king Mohammed VI in Rabat. Haaretz reported that Morocco does not want a signing ceremony like Bahrain and the UAE have had with Israel, as it considers the normalization deal a resumption of past diplomatic relations. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. In Israel, Israeli prime minister Benjamin Netanyahu was the 1st to receive the Pfizer-BioNTech vaccine for the COVID-19 virus. Israel does not plan to offer vaccinations to Palestinians in the West Bank. The PA says it has secured the Russian-made vaccine Sputnik V, which will arrive in 2021. 20 percent of the Palestinian vaccinations are expected to be delivered for free from the World Health Organization as part of a scheme to deliver vaccinations to poorer countries. In Gaza, Israeli forces opened fire at agricultural lands in the direction of a group of officials from the Ministry of Agriculture and journalists east of al-Fukhari; no injuries were reported. The PA announced new restrictions to curb the spread of the COVID-19 virus as daily cases continued to rise. Among the new restrictions were closures of all schools and universities, a ban of movement between governorates, full closure of high-rate areas, temporarily banning Palestinian citizens of Israel from entering the West Bank, a ban on Palestinian workers traveling between Israel and the West Bank and must find accommodation at their workplace or stay home, and a ban of movement of individuals on Fridays and Saturdays. The restrictions are in effect until 1/2/2021. The announcement came as the West Bank and Gaza recorded 30 new deaths and 2,149 new cases in the last 24 hours. 132 Palestinians were in intensive care, including 36 on ventilators. The PA did not provide data from East Jerusalem. According to the World Health Organization, the West Bank, East Jerusalem, and Gaza have a total of 133,185 confirmed cases of COVID-19, of which 25,160 are active. 1,186 deaths related to COVID-19 have so far been recorded. In the 1st of 3 votes, the Knesset approved a bill that would provide funding for Israeli settlement outposts in the West Bank and would retroactively give government approval for the settlements. The UN Security Council approved appointing UN Middle East envoy Nickolay Mladenov to be its new envoy to Libya and approved Norwegian national Tor Wennesland as the UN envoy to the Middle East. In the West Bank, Israeli forces seized 1 tractor and 1 other vehicle in al-Maleh in the Jordan Valley and delivered stop-work orders for 14 structures south of Hebron. 7 Palestinians were arrested during late-night raids in and around Nablus, al-‘Arub refugee camp, Tulkarm, and Hebron. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

1 Palestinian man died of wounds sustained after being shot by Israeli forces at the Qalandia checkpoint on 8/16. The man, who had a hearing disability, was shot after he did not stop when told by Israeli forces. (WAFA 12/11; PCHR 12/17)

A member of Hezbollah was sentenced to 5 consecutive life sentences for killing former Lebanese prime minister Rafik Hariri and 21 others in 2005. The man, Salim Jamil Ayyash, was sentenced in absentia by the UN-backed Lebanon Tribunal. (AJ, HA, REU 12/11)

A group of 22 Republican members of the U.S. House sent a letter to U.S. president Donald Trump urging the president to declassify a State Department report mandated by Congress in 2012 that distinguishes between Palestinian refugees born in Palestine before 1948 and those born outside of Palestine. The 22 Republicans said in the letter that they do not believe that descendants of Palestinian refugees born in Palestine before 1948 can be considered refugees and called the Right of Return a “fiction” that should “end.” (Rep. In the West Bank, Israeli settlers clashed with Palestinians while touring an evacuated settlement outpost south of Jenin. Israeli forces raided the headquarters of the Union of Palestinian Women’s Committees, an office of the PFLP, and the Abu Judeh Print Shop. U.S. president Donald Trump announced that Morocco had decided to normalize relations with Israel in a deal where the U.S. reverses decades of policy to recognize Moroccan sovereignty over the Western Sahara. As part of the deal, Morocco will open a diplomatic office in Tel Aviv and Israel in Rabat, which eventually will be turned into embassies; both will also grant overflight rights to each other. The UN recognizes the legitimate rights of the Sahrawi people to self-determination as it does the Palestinian people. U.S. officials later told Reuters that the U.S. is negotiating with Morocco to sell 4 sophisticated drones to the country. According to the prime minister of Morocco Saad-Eddine El Othmani, the king of Morocco Mohammed VI and PA president Mahmoud Abbas spoke on the phone after the announcement of the normalization deal. Prime Minister El Othmani also said Morocco still rejects the U.S. peace plan and remains “supportive of the Palestinian cause.” Hamas called the normalization deal a betrayal while the PA has been silent. Moroccans protested the normalization in several cities after the announcement. It was reported by the New York Times that the U.S. also promised Morocco to facilitate an investment of $3 billion over 3 years as part of the deal. After being exposed in a leak on 12/7, PLO executive committee member Hanan Ashrawi released a statement confirming that she had submitted a letter of resignation to PA president Mahmoud Abbas. Ashrawi met with President Abbas on 11/24 and subsequently handed her resignation on 11/26. In a statement Ashrawi said that her resignation was leaked by “senior sources,” despite her agreement with Abbas that her resignation would not be publicized until the end of the year. Ashrawi said she had resigned because she “believe[s] that it is time to carry out the required reform and to activate the PLO in a manner that restores its standing and role . . . [and because] the Palestinian political system needs renewal and reinvigoration with the inclusion of youth, women, and additional qualified professional. It is incumbent upon us all to assume our individual responsibilities and to carry out our duties with honesty and integrity, including by facilitating this needed change.” Later in the day, President Abbas accepted Ashrawi’s resignation. An Israeli military court allowed a plea bargain for an Israeli soldier who shot and killed a 23-year-old Palestinian man in March 2019. The Israeli soldier shot the Palestinian man while he was assisting another man who had been shot by Israeli forces while tending to his car that had broken down. According to the plea deal, he will serve 3 months community service and receive a 3-month suspended sentence for 2 years in exchange for confessing to negligent manslaughter. The PA health minister Mai al-Kaila said that the PA had signed an agreement with the World Health Organization for the UN organ to provide 20 percent of the West Bank and Gaza’s needed COVID-19 vaccines. On 12/7, Britain started vaccinating its population with a Pfizer-made vaccine and Israel is scheduled to receive the 1st shipment of the Pzifer-made vaccine on 12/9. Saudi prince and former ambassador to the U.S. and the UK Turki al-Faisal al-Saud criticized Israel harshly during his remarks at the Manama Dialogue security conference in Bahrain. He called Israel a “Western colonizing” power and said Palestinians were “incarcerated in concentration camps under the flimsiest of security accusations.” Prince Turki al-Faisal’s remarks came right before the Israeli foreign minister Gabi Ashkenazi, who joined the conference via video link. Foreign Minister Ashkenazi expressed regret toward Prince Turki al-Faisal’s remarks and said that he did not “believe that they reflect the spirit and change taking place in the Middle East.” While Prince Turki al-Faisal does not hold an official position in Saudi Arabia, his comments were perceived as surprisingly harsh given Israel’s normalization deals with Bahrain and the UAE, which is suspected of having the tacit approval of Saudi Arabia and given the all-but-confirmed rumors about Israeli prime minister Benjamin Netanyahu flying to Saudi Arabia to meet with Saudi crown prince Muhammed bin Salman on 11/23. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. Neither side confirmed the meeting, but a public flight radar showed a private plane flying from Tel Aviv to Neom. The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state.
