In the West Bank, an Israeli settler rammed a Palestinian car at a checkpoint near Birzeit and was subsequently shot at by Israeli forces, believing the Israeli settler was trying to attack Israeli forces manning the checkpoint; no injuries occurred from the incident as the Israeli forces held fire when the settler identified himself as Jewish. Israeli settlers also threw stones at Palestinian vehicles driving near Awarta, Bayt ‘Aynun, and Tuqu‘, damaging several. Elsewhere, it was reported that 1 Israeli settler tried to run over 3 Palestinian children near Hebron; no injuries were reported. Israeli settlers also set up a caravan on Palestinian-owned land near Jenin. Israeli forces demolished 1 garage in al-‘Izzariya and notified the family of 1 Palestinian minor who was killed in East Jerusalem on 12/21 that their house would be punitively demolished. 1 Palestinian was arrested during a late-night raid in Dhariyya. In East Jerusalem, Israeli forces demolished 1 car repair shop in Jabal Mukabir. In Gaza, Israeli forces opened fire at agricultural lands east of Jabaliya refugee camp; no injuries were reported. The Israeli military said that it would increase its presence in the West Bank because it believes that tensions will rise as 1 Israeli settler was found dead, believed to have been killed over the weekend. Israeli officials said they had recorded 13 attacks on Palestinians and Palestinian property since the settler was found dead on 12/20. (HA 12/22)

Special advisor to U.S. president Donald Trump Jared Kushner led a delegation of U.S. and Israeli officials to Morocco to discuss the details in the Moroccan-Israeli normalization deal. The U.S.-Israeli delegation met with Moroccan king Mohammed VI in Rabat. Haaretz reported that Morocco does not want a signing ceremony like Bahrain and the UAE have had with Israel, as it considers the normalization deal a resumption of past diplomatic relations. In the West Bank, Israeli forces seized 1 tractor and 1 other vehicle in al-Maleh in the Jordan Valley and delivered stop-work orders for 14 structures south of Hebron. 7 Palestinians were arrested during late-night raids in and around Nablus, al-‘Arub refugee camp, Tulkarm, and Hebron. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli settlers set fire to olive fields, burning more than 100 olive trees near Yatta. Israeli settlers also attacked Palestinian shepherds near Susiya. Israeli forces shot and injured 2 Palestinian minors, using live ammunition, during a raid in Tulkarm. Israeli forces also seized a Palestinian-owned bulldozer near Yatta. Elsewhere, Israeli forces delivered stop-work orders for 3 houses in Qaryut. 5 Palestinians were arrested, including 3 during raids in Tulkarm, al-‘Izzariya, and Abu Dis; 2 were arrested at checkpoints in Bethlehem and Nablus. Haaretz reported that Israeli police requires internet and phone providers to give them access to all user data, essentially allowing the police to monitor all activity by users of Israeli internet and phone providers. (HA 12/13)

In the West Bank, Israeli settlers clashed with Palestinians while touring an evacuated settlement outpost south of Jenin. Israeli forces raided the headquarters of the Union of Palestinian Women’s Committees, an office of the PFLP, and the Abu Judeh Print Shop. Israeli forces also seized 1 coffee shop cart in Huwwara. 26 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bayt Umar, Tubas, Kaubar, Abu Dis, and Jericho. In East Jerusalem, 1 Israeli settler attacked a 6-year-old boy in Silwan. 1 Palestinian began demolishing his grocery store in Jabal Mukabir and 1 Palestinian family received a demolition order for their house in Silwan. 2 Palestinians were arrested in Issawiyya. U.S. president Donald Trump announced that Morocco had decided to normalize relations with Israel in a deal where the U.S. reverses decades of policy to recognize Moroccan sovereignty over the Western Sahara. As part of the deal, Morocco will open a diplomatic office in Tel Aviv and Israel in Rabat, which eventually will be turned into embassies; both will also grant overflight rights to each other. The UN recognizes the legitimate rights of the Sahrawi people to self-determination as it does the Palestinian people. U.S. officials later told Reuters that the U.S. is negotiating with Morocco to sell 4 sophisticated drones to the country. According to the prime minister of Morocco Saad-Eddine El Othmani, the king of Morocco Mohammed VI and PA president Mahmoud Abbas spoke on the phone after the announcement of the normalization deal. Prime Minister El Othmani also said Morocco still rejects the U.S. peace plan and remains “supportive of the Palestinian cause.” Hamas called the normalization deal a betrayal while the PA has been silent. Moroccans protested the normalization in several cities after the announcement. It was reported by the New York Times that the U.S. also promised Morocco to facilitate an investment of $3 billion over 3 years as part of the deal. In the West Bank, Israeli forces raided Sabastiyya to clear the area in preparation for a settler tour; tear-gas related injuries were reported. Israeli forces also raided Jaba‘, leading to confrontations with Palestinians; 6 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries. 18 Palestinians were arrested during raids in and around Tulkarm, Jalazun refugee camp, Ramallah, Tuqu‘, Bethlehem, Nablus, and Salfit. After being exposed in a leak on 12/7, PLO executive committee member Hanan Ashrawi released a statement confirming that she had submitted a letter of resignation to PA president Mahmoud Abbas. Ashrawi met with President Abbas on 11/24 and subsequently handed her resignation on 11/26. In a statement Ashrawi said that her resignation was leaked by “senior sources,” despite her agreement with Abbas that her resignation would not be publicized until the end of the year. Ashrawi said she had resigned because she “believe[s] that it is time to carry out the required reform and to activate the PLO in a manner that restores its standing and role . . . [and because] the Palestinian political system needs renewal and reinvigoration with the inclusion of youth, women, and additional qualified professional. It is incumbent upon us all to assume our individual responsibilities and to carry out our duties with honesty and integrity, including by facilitating this needed change.” Later in the day, President Abbas accepted Ashrawi’s resignation. An Israeli military court allowed a plea bargain for an Israeli soldier who shot and killed a 23-year-old Palestinian man in March 2019. The Israeli soldier shot the Palestinian man while he was assisting another man who had been shot by Israeli forces while tending to his car that had broken down. According to the plea deal, he will serve 3 months community service and receive a 3-month suspended sentence for 2 years in exchange for confessing to negligent manslaughter. The lawyer representing the Palestinian family said that “[t]he army is sending a clear message that soldiers who kill or injure Palestinians will not be punished.” (HA 12/9; AJ, IN, WP 12/10)

In the West Bank, Israeli forces shot and killed a 14-year-old Palestinian using live ammunition during a protest against a settlement outpost in al-Mughayyir; 4 were shot by rubber-coated bullets and others suffered tear-gas related injuries. Israeli forces also violently dispersed a seed planting event in Bayt Dajan, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed the weekly anti-settlement protests in Kafr Qaddum and a similar protest in Salfit; tear-gas related injuries were reported. Israeli forces also clashed with Palestinians in Hebron, leading to tear-gas related injuries. 3 Palestinians were arrested, including 2 at a checkpoint in the Jordan Valley near Jenin and 1 during a late-night raid in Nablus. In East Jerusalem, 1 Israeli settler tried to set fire to the Church of All Nations, but only managed to cause moderate damage before being stopped by church guards; the settler was arrested by Israeli forces shortly after. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said at a virtual meeting that Saudi Arabia’s demand before normalization with Israel is a “peace deal that delivers a Palestinian state with dignity and with a workable sovereignty that Palestinians can accept.” (AJ 12/4)

The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The announcement came as the PA also said it received more than $1 billion from Israel, which had been withheld by Israel since February. (AJ, REU, WAFA, WAFA 12/2; ALM 12/3)

The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. The PA summoned the Czech Republic’s representative to Palestine to protest the decision, demanding it be reversed. (HA, REU 12/2; WAFA 12/3)

In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. In the West Bank, Israeli forces shot and injured 3 Palestinians, including 1 minor by live ammunition as they were protesting the Psagot settlement east of al-Bireh; others suffered tear-gas related injuries. In East Jerusalem, the Israeli municipality demolished a staircase leading to the Lion’s Gate at the Haram al-Sharif compound. Israeli forces arrested 5 Palestinians as they were headed to the funeral of 1 Palestinian killed by Israeli forces on 11/25 at a checkpoint in the West Bank, near East Jerusalem. An Israeli court rejected a petition filed by Palestinians to reclaim their land that had been seized by Israel and used by settlers to build settlement outposts south of Jerusalem in the West Bank. The ruling paves the way for Israel to legalize the settlement outposts. (HA 11/30)

PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. President Abbas later traveled to Egypt, meeting with secretary-general of the Arab League Ahmed Aboul Gheit and the Egyptian foreign minister Sameh Shoukry. Abbas is scheduled to meet with his Egyptian counterpart Abdel Fattah al-Sisi on 11/30. This marked the 1st time Abbas left the West Bank in 2020. The Israeli security cabinet approved the transfer of $756 million to the PA in tax funds but continues to withhold $181.5 million that the PA pays to Palestinian prisoners in Israeli prisons and their families. (HA 11/29)

According to Iraqi officials, 1 Iranian senior commander of the Revolutionary Guard, Muslim Shahdan, had been killed in an air strike along with 3 others as they entered Syria from Iraq in a car. There were no reports of who carried out the air strike, but Israel has frequently been carrying out air strikes in Syria and Iraq and is believed to have assassinated an Iranian nuclear scientist on 11/27. UN secretary-general António Guterres said in a statement commemorating the International Day of Solidarity with the Palestinian People that “the question of Palestine remains distressingly unresolved,” and criticized Israel for continuing to make a 2-state solution less viable. (WAFA 11/29)

In the West Bank, Israeli settlers attacked 1 Palestinian minor and his father in Hebron. Israeli settlers also set up tents in Battir near Bethlehem. Israeli forces delivered demolition orders for 1 residential structure and 1 garden in Sabastiyya, 1 pool used for irrigation in Bayt Dajan, and a number of structures east of Yatta. Israeli forces also demolished 1 residential structure near Tubas and dismantled and seized 1 wooden shed in Umm al-Jamal. Israeli forces also shot and injured 6 Palestinians using rubber-coated bullets during raids in Qalandia refugee camp; 1 Israeli soldier was also injured during the clashes, which lasted some 2 hours; 9 Palestinian-owned vehicles were damaged. 12 Palestinians were arrested during raids in and around Nablus, Birzeit, Bayt Umar, Qalandia, Hebron, and Jenin. 7 Palestinians were arrested in the Old City and Issawiyya. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. Israeli said it defused explosive devices in the Israeli-occupied Golan Heights near the de facto border of Syria. Israel later attacked Syria, striking 8 targets. According to the Syrian state media SANA, 3 were killed, 1 wounded, and Syria intercepted Israeli missiles over Damascus. The London-based Syrian Observatory for Human Rights said 10 people were killed in the strikes. Israel acknowledged to have attacked Syria, saying it was responding to the explosive devices and claiming that it had hit Iranian and Syrian forces in Syria. The secretary-general of the PLO Saeb Erakat succumbed to the COVID-19 virus after battling the infection since 10/8. In a statement, Ambassador Friedman said that the agreement “remove[s] geographic restrictions . . . These geographic restrictions are no longer consistent with U.S. policy.” According to Haaretz, the American casino magnate Sheldon Adelson, who is a major donor for U.S. president Donald Trump and the Ariel University in the Ariel settlement, where the signing ceremony was held, has been pressuring the U.S. administration to fast-track the agreement. Member of the executive committee of the PLO Hanan Ashrawi said that President Trump is seeking to bolster his position in the presidential race by making “a clear recognition of Israel’s annexation of Palestinian territory,” calling the U.S. an active participant in war crimes. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. At a signing ceremony in Washington D.C., Bahrain and the UAE formalized their deals to normalize relations with Israel, breaking with the stipulations of the Arab Peace Initiative. The text of the UAE-Israel agreement mentioned the Israeli-Palestinian conflict in 1 paragraph: “Recalling the reception held on January 28, 2020, at which President Trump presented his Vision for Peace, and committing to continuing their efforts to achieve a just, comprehensive, realistic and enduring solution to the Israeli-Palestinian conflict.” The text did not mention halting Israeli annexation of parts of the West Bank nor halting settlement expansion, which has also been linked to the agreement between the UAE and Israel. PA president Mahmoud Abbas called for a Day of Rage and the establishment of a Palestinian state within the 1967 borders. At a virtual Arab League meeting, a majority of countries rejected a Palestinian proposal to condemn the UAE for its normalization deal with Israel. U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. Israeli defense minister Benny Gantz ordered the entire Gaza fishing zone closed as collective punishment for incendiary balloons and rockets sent toward Israel. 1 Palestinian man was also seriously injured after coming in contact with an Israeli unexploded ordnance near al-Zaytun. Palestinian officials said that Gaza’s only power plant would stop producing power from 8/18 due to Israel’s embargo on fuel going to Gaza. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, 1 Palestinian was injured by Israeli forces ramming him with a vehicle during a raid in Tubas. Israeli forces uprooted and seized some 100 palm trees in Jiftlik. In Lebanon, the Lebanese government declared a 2-week state of emergency in Beirut in the wake of the deadly blast on 8/4, which killed more than 135 people and wounded more than 5,000. The president of Lebanon Michel Aoun said the government would initiate a transparent investigation into what could have happened. In Lebanon, a massive explosion causing widespread destruction in Beirut killed at least 135 people, wounded more than 5,000, and left more than 200,000 people homeless. The explosion happened at the Beirut port and it is unclear what caused the explosion, but most sources attribute it to a fire at a fireworks warehouse which spread to an adjacent warehouse storing a large amount of ammonium nitrate fertilizer confiscated several years ago. An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Syrian state media reported that Israel fired missiles from Israel-occupied Golan Heights toward Damascus, but that the missiles were intercepted. Israeli media later reported that some missiles had not been intercepted and 5 people had been killed and 11 injured in the attacks.
