In the West Bank, 4 Palestinians were arrested at the Allenby border crossing for attempting to smuggle some 100 goldfinch birds to Hebron. Another 3 Palestinians were arrested during late-night raids in and around Jenin. 1 Palestinian was arrested in al-‘Arub refugee camp. In East Jerusalem, 1 Palestinian was arrested in the Old City. In the West Bank, 7 Palestinians were arrested during late-night raids in and around Qalqilya, Nablus, Salfit, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces struck several targets, causing damage; no injuries were reported. An IDF spokesperson said that the attack was in response to a rocket fired at Israel on 12/25. The organizing committee of the Great March of Return announced the suspension of the weekly Great March of Return protest to the end of March 2020. The announcement also declared that from April 2020, the protest would be monthly instead of weekly. (AJ, HA 12/26)

Israeli prime minister Benjamin Netanyahu won the Likud leadership primary over his rival Gideon Sa’ar with 72.5 percent of the vote. Netanyahu said in his victory speech that he would work toward U.S. recognition of Israeli sovereignty over the Jordan Valley, the Dead Sea, and all Israeli settlements in the West Bank. In the West Bank, 1 Palestinian farmer was injured after being attacked on his land by Israeli settlers from the Gush Etzion settlement south of Hebron. 2 Palestinians were arrested in Kober village north of Ramallah during a late-night raid. During the raid, clashes erupted between Israeli forces and local residents, leading to tear gas-related injuries. In East Jerusalem, Israeli forces raided a community club in the Old City 2 times to prevent it from hosting a soccer tournament for Palestinian families. During the 1st raid, 2 Palestinians were arrested at the club. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen in 2 separate instances near Bayt Lahiya. In the West Bank 1 Palestinian teen was killed by Israeli forces at a checkpoint east of Bethlehem. Another Palestinian was wounded in the incident. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; other Palestinians suffered from tear gas inhalation. In East Jerusalem, 1 Palestinian man was killed by Israeli forces after an alleged stabbing attack in the Old City. 2 Israelis were reported to be wounded by the Palestinian. Thousands of Muslim worshippers prayed at the Haram al-Sharif compound for the last Friday of Ramadan. Males between 13 and 40 were prohibited from entering East Jerusalem from the West Bank. In Gaza, at least 7 Palestinians were injured by live ammunition and rubber-coated bullets fired by Israeli forces at protesters during the weekly Great March of Return demonstrations. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 1 Palestinian was hospitalized after being shot in his mouth by a rubber-coated bullet. Israeli forces also violently dispersed Palestinians protesting in Ni‘lin village. Elsewhere in the West Bank, Israeli settlers threw stones at Palestinians driving on Route 60 near Burqa; no injuries were reported. Parts of Route 60 south of Bethlehem were closed for a marathon arranged by Israeli settlers. An Israeli settler critically injured a 15-year-old Palestinian by ramming into him with his car by Tuwanah near Hebron. Palestinians were detained at a flying checkpoint east of Jenin. In East Jerusalem, 3 Palestinians were arrested: 1 during a late-night raid in the Old City of Jerusalem and 2 at Haram al-Sharif. In Gaza, 1 Palestinian was critically wounded by an Israeli sniper using live ammunition during the weekly Great March of Return protest. A new settler bypass road in the Nablus district of the West Bank was approved for construction by the Israeli Ministry of Defense. The road will bypass the Palestinian town Huwwara and parts of the road will be built on Palestinian-owned land previously seized by Israel. (MNA 4/5)

Palestinian president Mahmoud Abbas departed for Jordan for a 3-day trip to partake in the World Economic Forum on the Middle East and North Africa by the Dead Sea. (WAFA 4/5)

The South African foreign minister Lindiwe Sisulu announced that South Africa would not reinstate its ambassador to Israel who was recalled in 2018 due to Israel’s lethal response to the Great March of Return. (HA 4/6)

In the West Bank, Israeli forces sealed the entrances to the villages Nabi Salih and Abud near Ramallah. The sealing of Nabi Salih led to clashes between residents and Israeli forces; no injuries were reported. During late-night raids in Qalandia refugee camp, Israeli forces killed a 23-year-old Palestinian man; 3 other Palestinians were injured and taken to a hospital in Ramallah. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. Texas comptroller of public accounts Glenn Hegar places the U.S.-based home-sharing company Airbnb on Texas’s “List of Companies that Boycott Israel,” triggering a suspension of all state dealings with the company. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces uproot a number of olive trees from Palestinian land near Tulkarm. IDF troops patrol near Jenin, Tulkarm, Qalqilya, and Hebron. Israeli settlers dump sewage on the grounds of a Palestinian school in ‘Azun ‘Atma village near Qalqilya. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Hizma, Silwan, and the Old City. They also arrest the PA’s governor of Jerusalem, Adnan Ghaith, during a raid in Silwan. The allegations against him are reportedly varied, revolving around land sales in East Jerusalem and PA operations in the city. After meeting with Egyptian intelligence officials in Gaza, the various political factions in Gaza agree to stop launching incendiary kites and balloons into Israel and to stop protesters from setting fire to tires, according to a senior Hamas official. “Friday’s events will be quiet,” adds a member of the Great March of Return organizing committee. The protests on 11/2 are set to proceed no less than 500 meters away from the border fence. Today’s agreement comes amid ongoing Egypt-mediated talks on a possible long-term cease-fire between Hamas and Israel. It also comes one day after Israeli defense minister Lieberman ordered an expansion of the fishing zone off Gaza’s coast. (HA, JP, TOI, YA 11/1)

Unidentified Palestinians launch 2 rockets toward southern Israel from Gaza; 1 hits an Israeli home in Beersheba, causing major damage, and the other lands in the Mediterranean Sea. Israeli aircraft then conduct approximately 20 air strikes on sites across Gaza, killing 1 Palestinian, injuring at least 7, and causing extensive damage. Hours after the exchange, there are reports “intensive” Egyptian mediation efforts and a temporary cease-fire agreement. In a joint statement, Hamas and Islamic Jihad in Palestine appear to disavow the rocket fire: “We welcome the Egyptian effort to fulfill the Palestinian people's demand to remove the [Israeli] siege, and reject any irresponsible attempts meant to incite and sabotage the effort.” The Israeli authorities reject their statement, arguing that only Hamas has access to rockets with sufficient range to strike Beersheba. Hours after the exchange of rocket fire and air strikes in Gaza overnight, Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings into Gaza closed indefinitely and the fishing zone off Gaza’s coast reduced to 3 nautical miles. In the evening, Israel’s security cabinet convenes for 5 hours to discuss the situation in Gaza. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. The new policy is reportedly based on a zero-tolerance approach. There are no further details as the cabinet agrees not to discuss the policy with the media. In the West Bank, Israeli forces demolish 2 makeshift Palestinian residential structures, a Palestinian home, and an agricultural structure in various locations near Hebron. They also continue levelling land around Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. The Israeli forces sporadically clash with Palestinian and international solidarity activists in the village; 4 protesters are injured and 1 is arrested. Meanwhile, IDF troops arrest 5 Palestinians during late-night raids near Hebron, Nablus, and Tulkarm; and patrol near Salfit and Hebron. Israeli settlers assault 2 Palestinians harvesting olives near Nablus, causing moderate injuries to both. They also throw rocks at Palestinian vehicles and homes in the area, causing moderate damage. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. Leadership of the group grants the State of Palestine many of the same privileges allotted to full UN member states. (JP, MNA, YA 10/17)

Palestinian citizens of Israel and Palestinians across Gaza, East Jerusalem, and the West Bank observe a general strike in protest of the so-called Nation-State Law, which codified Israel’s status as the nation-state of the Jewish people when it passed in the Knesset on 7/19/18. Israeli forces violently disperse demonstrations against the law on the outskirts of Ramallah, and in Nablus, Qalandia refugee camp, and Qalqilya, as well as 2 neighborhoods in East Jerusalem, (al-‘Izzariya and Abu Dis); 14 Palestinians are injured. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination.
