In the West Bank, Israeli settlers attacked 1 Palestinian man working his land in Huwwara; he was treated at a hospital for his injuries. Israeli settlers also threw stones at vehicles travelling near Nablus, causing damage to 1 car. Israeli forces shot and injured 1 Palestinian worker seeking to enter Israel via the separation wall near Far‘un. Israeli forces also seized 2 residential tents near Yatta, displacing 10 people. Elsewhere, in Susiya, Israeli forces seized 3 tents, a generator, and a concreate mixer, and demolished 1 tin structure. Israeli forces also razed 2 dunams (0.5 acres) of Palestinian-owned agricultural land and uprooted some 100 olive trees in near Bethlehem. 6 Palestinians were arrested, including 5 during late-night raids in and around Qalqilya and Yatta, and 1 at a checkpoint west of Nablus. In East Jerusalem, Israeli forces demolished 3 apartments in Silwan, displacing 25 people. 2 Palestinian families also demolished their own homes to avoid exorbitant Israeli demolition fees in Shaykh Jarrah. In Gaza, Israel closed the Kerem Shalom crossing, mainly used for commercial goods, citing fires from incendiary balloons as the reason. Egypt opened the Rafah crossing for 3 days on humanitarian grounds. Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. In the West Bank, 5 Palestinians, including 1 former lawmaker, were arrested during a late-night raid in Ramallah, Bethlehem, ‘Azun, and Nablus. Israeli settlers from the Gush Etzion settlement flooded Palestinian farmland near Bayt Umar with wastewater. 3 Palestinian minors tending to sheep were injured when a device left by Israeli forces near Hebron exploded. In East Jerusalem, 2 Palestinian minors were arrested in Silwan. Separately, Israeli forces fired tear gas at Palestinians in Silwan, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on agricultural lands east of al-Qarara and Khuza‘a, no injuries were reported. In the West Bank, Israeli settlers destroyed 3 Palestinian-owned vehicles in Asira. Israeli authorities issued 2 military orders to seize 100 dunams (24.7 acres) of land in Qaryut and Jalud south of Nablus. Israeli forces also raided Bayt Umar, leading to clashes with Palestinians; several suffered tear gas inhalation and 1 vehicle was seized. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested on separate occasions, including 1 after he and his mother were pepper-sprayed by Israeli police near Shu‘fat refugee camp; and 1 at his workplace in Issawiyya. According to the Israeli military, 1 missile was fired from Gaza toward Israel but landed inside of Gaza. A delegation of Egyptian security officials also met with Hamas and Islamic Jihad in Palestine members after days of rocket fire between Gaza and Israel. (HA 9/8)

Hezbollah forces downed an Israeli drone in the Lebanese town of Ramyah. It was also reported that missiles were fired from Syria toward Israel, but they failed to penetrate Israeli territory. (AJ, HA, HA 9/9)

In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Nablus, Hebron, and Tulkarm. In East Jerusalem, Israeli forces arrested 8 Palestinians during late-night raids. In Gaza, Israel shelled several locations for the 2d day in a row, leading to the death of 10 Palestinians and an unborn child. 22 Palestinians were reported wounded and several buildings were completely destroyed and others damaged, including the office of the Turkish news agency Anadolu. Israeli forces said it had attacked 30 targets in Gaza. They also said that 250 rockets had been launched from Gaza into Israel. 1 Israeli man was killed in Ashqelon by a rocket from Gaza; 3 other Israelis were wounded. In the West Bank, Israeli forces fired tear gas near a Hebron elementary school, causing tear gas inhalation injuries among students and teachers. Israeli forces raided Sabastiyya near Nablus and set up roadblocks on 3 entrances to the village. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Shu‘fat, Ramallah, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 4 Palestinians were released after 2 weeks of detention but were banned from returning to their homes in Silwan for 7 days. Hundreds of Christians from Gaza were denied permits by Israel to visit Christian holy sites in East Jerusalem and Bethlehem for Easter holidays. In Israel, 1 Palestinian construction worker from the West Bank died while being arrested by Israeli police for working illegally in Israel. In Egypt at an Arab League meeting, PA president Mahmoud Abbas called on Arab League members to reject the Trump administration’s “peace plan.” The Arab League pledged $100 million a month to help the PA economy as Israel continued to withhold PA tax revenue. After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. IDF troops shoot and injure 2 Palestinians during clashes sparked by an arrest raid in Jalazun refugee camp near Ramallah; arrest 22 Palestinians and issue 4 arrest summons during further raids in and around Hebron, Jenin, Nablus, Tubas, and Ramallah; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya and the Old City. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. For a 3d day in a row, hundreds of Palestinians gather in Gaza City to protest the high cost of living and restrictions on imports to Gaza. Hamas security forces violently disperse the protesters, causing several minor injuries. A senior PLO official says that the PLO has called on Egypt to help pressure Hamas into ending its violent suppression of these protests, which started earlier this week. In the West Bank, IDF troops arrest 5 Palestinians during late-night raids near Bethlehem; and patrol near Nablus, Hebron, Salfit, Qalqilya, and Ramallah. Along Gaza’s border, IDF troops open fire on Palestinian farmers working near Dayr al-Balah, causing no damage or injuries. Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. PA president Mahmoud Abbas announces that the Palestinian Constitutional Court has issued an order to dissolve the Hamas-controlled Palestinian Legislative Council (PLC) and hold new elections within 6 months. He also says he is committed to implementing the court’s decision, clarifying a plan he first alluded to on 12/8. In response, Hamas releases a statement calling the move an “invalid political decision.” Hamas also calls on Egypt to “block Abbas’s measures that are a fatal blow to the Egyptian endeavors aimed to achieve the Palestinian reconciliation.” The PLC is the PA’s legislative body, but it has not met regularly since Hamas won a majority of the body’s seats in the last election, which was in 2006. Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse them near Gaza City, Rafah, Jabaliya refugee camp, and Khan Yunis; 2 Palestinians are killed and 152 are injured. This brings the death toll stemming from the Great March of Return to 189. In the evening, IDF troops arrest a Palestinian who crossed the border fence into Israel near Jabaliya refugee camp and allegedly set fire to an Israeli greenhouse. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in 2 villages near Ramallah (Jabal al-Risan and Ras Karkar) and Kafr Qaddum near Qalqilya; 5 Palestinians are injured and 6 are arrested. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

Israeli drones bomb a group of Palestinians allegedly launching incendiary kites and balloons into southern Israel near al-Bureij refugee camp; there are no reported injuries. On the other side of the border fence, Israeli firefighters put out 2 fires allegedly sparked by such attacks. This marks the first instance of Palestinians launching such incendiary devices into Israel since 10/25. Also along Gaza’s border, IDF troops open fire on Palestinian minors approaching the border fence near Dayr al-Balah; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces deliver a stop-work order to a Palestinian home and 3 makeshift residential structures under construction near Salfit. They also demolish 2 Palestinian residential structures in Yatta near Hebron and confiscate 2 tractors from Palestinian agricultural land near Tubas. IDF troops arrest 12 Palestinians during raids in and around Ramallah, Jenin, Hebron, and Bethlehem; and patrol near Jenin, Nablus, and Hebron. Israeli settlers assault and injure 2 Palestinians and smash the windows of a Palestinian store in central Hebron. The Palestinian and Israeli press reports that Israel has agreed to allow Qatar to transfer money to Hamas to pay the salaries of the civil servants working for its government, in Gaza. It’s unclear if Israel has agreed in principle or if an agreement has been signed. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. Israeli defense minister Avigdor Lieberman announces that he has ordered Gaza’s fishing zone expanded to 6 nautical miles off the northern coast and 9 nautical miles off the southern coast. Lieberman reduced the fishing zone to 3 nautical miles on 10/17 after rocket fire from Gaza. Sources in the defense minister’s office say that the move comes in the context of the Israeli government’s efforts to maintain calm along Gaza’s border fence. (AS, YA 10/31)

In the West Bank, Israeli forces seal off the main entrance to Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. They prevent activists from entering and exiting the village and violently disperse the activists already inside when they start to protest after Friday prayers; several protesters are lightly injured. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. Approximately 50 Israeli settlers throw stones at a Palestinian school in Urif village near Nablus, sparking clashes between their IDF escort and Palestinian students and residents of the area; 1 Palestinian is injured. The IDF reinforces its troops stationed along Gaza’s border with additional tanks, artillery and engineering forces ahead of the planned protests on the other side of the border fence on 10/19. Al-Hayat reports that Hamas and the other factions in Gaza recently agreed to scale back the Great March of Return protests along Gaza’s border fence to help facilitate the Egyptian effort to mediate a long-term Hamas-Israel cease-fire. The deal was reportedly reached on 10/15, before rocket fire and air strikes heightened tensions on 10/17. Meanwhile, a delegation of senior Egyptian officials shuttle between Gaza and Israel throughout the day, negotiating with both Hamas and Israeli officials on a long-term cease-fire and the stalled Palestinian reconciliation process. U.S. secretary of state Mike Pompeo announces that the U.S. consulate general in Jerusalem, which serves Palestinians, is to be merged with the new U.S. embassy in Jerusalem. “This decision is driven by our global efforts to improve the efficiency and effectiveness of our operations,” he says. “We will continue to conduct a full range of reporting, outreach, and programming in the West Bank and Gaza as well as with Palestinians in Jerusalem through a new Palestinian Affairs Unit inside the U.S. Embassy Jerusalem.” (JP, MNA, MNA, REU, TOI, WAFA, YA 10/19)

Israel’s High Court of Justice rules in favor of Lara Alqasem, the U.S. student who the Israeli authorities denied entry into Israel on 10/2 and have detained ever since over her support for BDS. “Since the appellant’s actions do not raise satisfactory cause to bar her to entry to Israel, the inevitable impression is that invalidating the visa given to her was due to the political opinions she holds,” the court’s ruling reads. “If this is truly the case, then we are talking about an extreme and dangerous step, which could lead to the crumbling of the pillars upon which democracy in Israel stands.” (EI, HA, MNA, TOI 10/19)

A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza.
