In the West Bank, Israeli forces seized 1 tractor and 1 other vehicle in al-Maleh in the Jordan Valley and delivered stop-work orders for 14 structures south of Hebron. 7 Palestinians were arrested during late-night raids in and around Nablus, al-‘Arub refugee camp, Tulkarm, and Hebron. In East Jerusalem, the Israeli municipality demolished a wall next to the staircase leading to the Haram al-Sharif compound that was demolished on 11/29. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces opened fire on Palestinian shepherds east of Bayt Hanun; no injuries were reported. Hamas denied Israeli reports that Israel and Hamas are progressing in talks of a prisoner swap. 1 Hamas spokesperson said that the reports were a ploy by Israeli prime minister Benjamin Netanyahu to bolster his position as new Israeli elections loom. (HA 12/14; JP, TOI 12/15)

For the 1st time, Iranian president Hassan Rouhani directly accused Israel of assassinating the Iranian nuclear scientist Mohsen Fakrizadeh on 11/27. Other Iranian officials have accused Israel of carrying out the assassination and it is the general perception among major news outlets that Israel was behind it. (HA 12/14)

Moroccan police prevented pro-Palestinian activists from protesting the country’s normalization deal with Israel. Riot police with water cannons blocked the entrances to the square that the activists were trying to reach in Rabat. (HA 12/14; MEE 12/15)

The U.S. formally removed Sudan from its list of state sponsors of terror after a 45-day congressional reviewing period that started after U.S. president Donald Trump announced the country would be removed from the list as part of its normalization deal with Israel. (AJ, HA, REU 12/14)

In the West Bank, Israeli settlers threw stones at 2 Palestinian farmers tending their land in Shushahla near Bethlehem. Israeli settlers also attacked Palestinians who were trying to force settlers to leave their land near Susiya. Israeli forces raided a high school east of Qalqilya. Israeli forces also delivered a stop-work order for a water well and seized a drill in al-Khadir. Elsewhere, Israeli forces raided 1 high school in Qalqilya; no arrests were made. 5 Palestinians were arrested during late-night raids in and around Hebron. A member of Gaza’s pandemic task force warned that Gaza was inching toward inability to cope with the COVID-19 pandemic as 79 of 100 ventilators in Gaza are in use. (REU 11/22)

Axios reported that Israeli officials said Israeli prime minister Benjamin Netanyahu traveled to the Saudi Arabian city Neom to meet with Saudi crown prince Mohammed bin Salman and U.S. secretary of state Mike Pompeo for a secret meeting. Neither side confirmed the meeting, but a public flight radar showed a private plane flying from Tel Aviv to Neom. It was also reported that the director of the Mossad Yossi Cohen took part in the meeting. Earlier in the day, Prime Minister Netanyahu said at a memorial for David Ben-Gurion that U.S. president-elect Joe Biden should not rejoin the Joint Comprehensive Plan of Action. In the West Bank, Israeli settlers set up a caravan on Palestinian-owned land in Bil‘in. Israeli forces forced the village of Sabastiyya to remove a newly installed flagpole carrying a Palestinian flag; the flagpole was installed at a site frequently toured by Israeli settlers. 10 Palestinians were arrested during raids in and around Tulkarm, Bethlehem, Ramallah, and al-‘Arub refugee camp. In East Jerusalem, 6 Palestinians were arrested, including 1 during a raid in the Old City, and 5 at 1 of the gates to the Haram al-Sharif compound. In Gaza, Israeli forces fired missiles at southern Gaza, causing damage in Khan Yunis and east of Rafah; incendiary balloons were sent toward Israel, causing fires; 1 Palestinian-owned house in Abasan sustained severe damage. Israeli forces also opened fire on agricultural lands; no injuries were reported. 4 people from the same family also tested positive for the COVID-19 virus in the 1st instance of community spread of the virus in Gaza; prior positive tests have only occurred in quarantine facilities. 4 Palestinians died in an explosion in a house east of Gaza City; the reason for the explosion remained unclear. U.S. secretary of state Mike Pompeo landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, Defense Minister Benny Gantz, and Foreign Minister Gabi Ashkenazi. Secretary Pompeo is expected to travel to Sudan, Bahrain, and the UAE to talk with senior officials about, among other subjects, normalizing ties with Israel. (REU 8/22; AJ, HA 8/24)

In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli forces arrested 9 Palestinians during late-night raids in and around Ya‘bad, Kaubar, and Hebron. In East Jerusalem, Israeli forces arrested 8 Palestinians including a Waqf guard at the Haram al-Sharif compound, 1 other in the Old City, 5 during late-night raids in the Old City, and delivered 2 summonses for interrogations. The Islamic Waqf announced that the Haram al-Sharif compound and al-Aqsa Mosque would reopen after the end of Ramadan. (WAFA 5/19)

PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel. A plane from the UAE with COVID-19-related aid materials for Palestinians in the West Bank and Gaza landed in Israel. The aid package included 14 tons of medical supplies, including 10 ventilators. The direct flight from the UAE to Israel is the 1st of its kind. (AJ, HA, REU 5/19)

The EU Police Coordinating Office for Palestinian Police Support donated $65,500 worth of protective equipment and hand sanitizer to the Palestinian Civil Police. (WAFA 5/19)

In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. In the West Bank, Israeli forces raided a school near Ramallah, claiming that students had thrown stones at Israeli settlers driving on a nearby road. Israeli settlers also clashed with Palestinians after a funeral procession in Bayt Umar, leading to tear-gas related injuries. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Qalqilya, Ramallah, and Hebron. In East Jerusalem, Israeli forces raided the home of the former mufti of Jerusalem and handed him a summons for questioning. The former mufti and current head of the Higher Islamic Council were later barred from the Haram al-Sharif compound for 1 week after meeting with Israeli police. The Israeli municipality issued eviction orders for 7 families living in the Old City; the evictions cite cracks in the buildings, which the residents claim are due to Israeli excavations under the Old City. In a ruling that could affect some 700 Palestinians living in East Jerusalem, a Jerusalem court ruled in favor of a Jewish settler organization evicting a Palestinian family on property that was owned by Jews prior to 1938. 700 Palestinians live in Batn al-Hawa, which was owned by a Jewish property trust before 1938 when British Mandate authorities evicted the Jewish residents. Israeli law allows Jews to “reclaim” property in East Jerusalem but does not allow Palestinians to do so in Israel. (HA, WAFA 1/20; JPOST 1/21)

In the West Bank, Israeli forces seized a forklift during a raid in ‘Ayn al-Bayda in the Jordan Valley. In Bayt Umar, Israeli forces and Palestinians clashed after Israeli forces raided the town, leading to tear-gas related injuries. Separately, 2 Palestinians were arrested during a late-night raid in Bayt Umar. In East Jerusalem, 7 Palestinians were arrested, including 1 in Bab al-Rahma at the Haram al-Sharif compound; 1 in his car east of the Old City; and 5 during a raids in Issawiyya and Ras al-Amud. Approximately 80 Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of al-Bureij; no injuries were reported. In the West Bank, Israeli settlers razed land and set up a caravan on Palestinian-owned land near Bayt Jala. Israeli forces demolished a mosque, a water well, and a house under construction south of Hebron. Israeli forces also handed a stop-work order and confiscated 5 tents in Nahalin. 10 Palestinians were arrested, including 9 during late-night raids in and around Hebron, Bethlehem, and Ramallah, and 1 at a flying checkpoint in near Hebron. In East Jerusalem, Israeli state prosecution officials, including the state prosecutor, toured Haram al-Sharif with military escort; it was reported that the tour was done in coordination with the Islamic Waqf officials. Israeli forces arrested 10 Palestinians in Issawiyya and the Old City. In Israel, Israeli forces demolished the Bedouin village al-Araqib for the 157th time since 2010. In the West Bank, Israeli forces sealed off ‘Azun east of Qalqilya. Israeli forces also demolished and confiscated a barrack and confiscated a welding machine and other tools in Dura near Hebron. Israeli forces arrested 21 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem. Israeli settlers with military escort performed religious rituals and prayers at Joseph’s Tomb near Nablus, leading to confrontations with local residents suffering tear gas inhalation. In East Jerusalem, Israeli forces handed demolition orders for several structures to Palestinians in Issawiyya. An Israeli official said that Israel had been in contact with countries in the Middle East to facilitate Palestinians in Gaza emigrating. The official also said that Israel would pay for the flights of Palestinians wanting to leave Gaza; however according to the official, no country had been willing to allow Palestinians from Gaza to immigrate to their country via the Israeli proposal. At a press conference with Israeli prime minister Benjamin Netanyahu, Ukraine’s newly inaugurated president Volodymyr Zelensky announced that his administration would open an investment center in Jerusalem. According to Haaretz, Israeli had hoped that Ukraine would have moved its embassy to Jerusalem. (HA 8/19)

In the West Bank, Israeli forces demolished a water tank for irrigation near Bardala in the Jordan Valley. 4 Palestinians were arrested by Israeli forces, 3 during late-night raids in and around Hebron, Bethlehem, and Jericho. 1 was arrested at a flying checkpoint by Ni‘lin. In East Jerusalem, Israeli forces raided a stadium in the Old City where a soccer tournament was about to start. During the raid, several Palestinians sustained injuries. Israel’s Public Security Minister Gilad Erdan had signed the order to stop the tournament, stating “The event will be held on behalf of and/or is sponsored by the Palestinian Authority.” Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from the coast. Jordan’s Foreign Ministry summoned the Israeli ambassador in Amman for a reprimand over the violence at the Haram al-Sharif compound on 8/11 and warned against any attempts to change the status quo. (HA, WAFA 8/18)

In the West Bank, Israeli settlers set fire to Palestinian-owned agricultural lands in Burqa, they subsequently opened fire at Palestinians seeking to put the fire out; no injuries were reported. In a separate but similar incident, Israeli settlers attacked Palestinians in ‘Urif after trying to ignite agricultural lands. Israeli settlers also sprayed racist graffiti on Palestinian-owned buildings and vehicles in al-Zawiya. 3 Palestinians were arrested by Israeli forces in Qalqilya and Aida refugee camp. In East Jerusalem, 1 Palestinian was killed and another wounded after stabbing 1 Israeli policeman near the Haram al-Sharif compound. After the stabbing, Israeli police closed Haram al-Sharif for 2 hours after which only persons older than 50 were allowed on the compound. Also in the Old City, Israel’s Minister of Agriculture Uri Ariel toured the Haram al-Sharif compound along with Israeli settlers. Israel’s Interior Ministry announced the U.S. congresswomen Ilhan Omar (D-MN) and Rashida Tlaib (D-MI) would not be allowed to enter Israel and the West Bank for their planned visit. The ministry stated that the 2 congresswomen were denied entry on the basis of their involvement in the BDS movement. U.S. president Donald Trump had hours earlier tweeted that “[i]t would show great weakness if Israel allowed Rep. Omar and Rep. Tlaib to visit. They hate Israel & all Jewish people.” The decision sparked criticism from members of Congress from both parties and from pro-Israel organizations such as AIPAC. (HA, Twitter, WAPO, WAFA 8/15)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement demonstrations in Kufr Qaddum and Qalqilya; no injuries were reported. In Halhul north of Hebron, clashes erupted between Israeli forces and Palestinian residents during a raid; 3 Palestinians were injured by rubber-coated bullets. At the Allenby Bridge, 1 Palestinian returning from Jordan was arrested. Israeli forces also arrested 1 Palestinian during a daytime raid in Bayt Fajjar. Israeli settlers attacked Palestinians and Palestinian-owned property around Hebron. East of Yatta, settlers sprayed racist graffiti and set fire to hay bales. Settlers also threw stones and glass bottles at Palestinian-owned vehicles on a road east of Hebron. They also threw stones at 2 Palestinian-owned homes in Tuqu‘ and Nahalin near Bethlehem; in the incident in Tuqu‘, 1 vehicle also sustained damage. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. Hamas prisoners in Israeli prisons threatened a hunger strike because the Israeli Prison Service breached an agreement made with prisoners in April. The prisoners claim that the prison service reinstalled cellphone-jamming devices in a wing of Ramon Prison. (HA 6/13)

At an Israeli Jerusalem municipality event attended by the Israeli mayor of Jerusalem and Prime Minister Benjamin Netanyahu, a large screen displayed the Jerusalem skyline but with the Dome of the Rock removed from the Haram al-Sharif compound. (HA 6/14)

A federal judge in Texas temporarily blocked the enforcement of a Texas state law that prohibits boycotting Israel as a condition of public employment. The judge cited the 1st Amendment as a reason for his decision. The ruling comes after 2 federal judges in Kansas and Arizona blocked similar state laws last year. (WP 4/26)  

The Special Coordinator for the Middle East Peace Process Nickolay Mladenov warned in a report that the financial crisis due to Israel withholding 6 percent of the PA tax revenue, and the PA refusing to accept any of the revenue as long as it is not 100 percent, “threatens the stability of the West Bank and the very survival of the Palestinian state-building effort.” (MNA, UNSCO, WAFA 4/25)

Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

Along Gaza’s border, IDF troops violently disperse Great March of Return protesters gathering near Jabaliya refugee camp and Gaza City; 7 Palestinians are injured. Israeli forces conduct 3 limited incursions to level land near Gaza City, Khan Yunis, and Jabaliya refugee camp. During the late-night incursion near Khan Yunis, they also open fire on Palestinians in the area; 3 Palestinians are injured. Meanwhile, the IAF drops leaflets across Gaza warning protesters not to approach the border fence during the planned demonstrations on 5/ 14. In East Jerusalem, approximately 1,000 right-wing Jewish activists visit Haram alSharif in the morning, commemorating the Israeli conquest of Jerusalem and sparking minor confrontations between the Israeli police and Islamic Waqf guards; there are no serious injuries. Outside the sanctuary, Israeli police arrest 6 Palestinians gathering at an Islamic cemetery in the Old City to protest ongoing Israeli excavations at the site. In the afternoon, tens of thousands of right-wing Jewish activists march through the Old City in the annual Flags March, commemorating the Israeli conquest of Jerusalem in 1967; a number of Palestinians are arrested when they throw stones at the demonstrators at the Damascus Gate.
