Meanwhile, Israeli forces conduct a limited incursion to level land along the border fence near Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli forces demolish a kindergarten and women’s center in the Jabal al-Baba Bedouin community near Jerusalem. They also destroy a water pipeline leading into Ras al-Ahmar village near Nablus. IDF troops arrest 4 Palestinians during late-night raids near Bethlehem, Tulkarm, Hebron, and Qalqilya; and patrol in and around Hebron. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Rafah, and Khan Yunis; more than 120 Palestinians are injured. Amid the protests, Hamas snipers shoot and kill an Israeli soldier on the other side of the border fence. After the killing, Israeli forces carry out extensive air strikes and artillery shelling across Gaza; 3 Hamas fighters are killed in strikes near Khan Yunis and 1 more Palestinian is killed in Rafah. An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return for the 5th consecutive Friday. This week’s protests, dubbed the “Friday of Rebellious Youth,” are dedicated to the 37 Palestinians killed since the March began on 3/30. IDF troops violently disperse the demonstrations in multiple locations; 3 Palestinians are killed and at least 150 are injured. After hours of Israeli sniper fire, the IDF considerably escalates its crackdown on the protests with artillery shelling and air strikes on 6 Hamas sites across Gaza, causing damage and injuring 4 Palestinians. An IDF spokesperson later says the strikes were a response to the “terrorist actions and extensive attempts to breach Israeli territory earlier today.” In the West Bank, IDF troops violently disperse Friday protests against Israel’s occupation, settlements, and separation wall in Hebron, Kafr Qaddum near Qalqilya, and Ramallah; 2 Palestinians are injured. They also arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Qalqilya. Israeli settlers slash the tires of a number of Palestinian vehicles near Nablus overnight, and chop down 12 olive trees in a Palestinian grove outside ‘Urif near Nablus. In East Jerusalem, Israeli forces clash with stonethrowing Palestinians in al-‘Izzariya; 1 Palestinian is arrested and 1 is wounded. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near al-Bureij refugee camp. IDF troops then arrest 4 Palestinian minors attempting to cross into Israel near the site of the incursion, and violently disperse Palestinian protesters throwing stones at the border fence near the main Great March of Return tent camp outside Khan Yunis (1 Palestinian is injured). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin home of a Palestinian imprisoned in connection with the 1/9/18 killing of an Israeli settler. Meanwhile, Israeli settlers damage 20 Palestinian vehicles and spray-paint “Death to Arabs” on a nearby wall in Bayt Iksa. Some of the same settlers vandalize more Palestinian property in Rammun village near Ramallah later in the day. IDF troops arrest 1 Palestinian during a raid in Bethlehem, and patrol near Nablus, Hebron, and Qalqilya. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. His death brings the death toll stemming from the Great March of Return to 36. (HA, MNA, WAFA 4/23; EI 4/24; PCHR 4/26; HQ 5/5)

A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. In the West Bank, IDF troops arrest a Palestinian minor allegedly after she attempts to stab 1 of them at a checkpoint near Bethlehem. They also arrest 4 Palestinians during late-night raids near Qalqilya and Nablus, and patrol near Hebron and Tulkarm. The IDF cordons off a section of central Hebron, making space for hundreds of Israeli settlers to celebrate Purim. Along Gaza’s southern border, an errant Egyptian mortar hits an abandoned Palestinian home in Rafah, injuring 1 passerby. Israeli forces conduct a limited incursion into Gaza to level land near Khan Yunis. The IDF announces that Israeli soldiers recently defused an IED placed along the border intended to attack Israeli border patrols. The IED is reportedly similar to the one that detonated and injured several soldiers on 2/17. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and later near Jabaliya refugee camp, causing no damage or injuries. Unidentified persons in Gaza fire several mortar shells at IDF troops patrolling along Gaza’s northern border, causing no injuries. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; at least 1 Palestinian is injured. Elsewhere in the West Bank, an armed Palestinian opens fire on IDF troops conducting a late-night operation in Jenin, causing no injuries. (The Israeli soldiers were removing a memorial for Khaled Nazzal, a Democratic Front for the Liberation of Palestine [DFLP] leader assassinated by Israeli Mossad agents in 1986.) Meanwhile, IDF troops arrest 4 Palestinians and issue 2 arrest summons during late-night raids in and around Jenin and Bethlehem; and patrol nr. Nablus and Hebron during the day. Along Gaza’s border, a former resident of Gaza who moved to Israel 5 years ago under family unification law crosses back into Gaza. Hamas security forces take him into custody. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops arrest a Palestinian attempting to cross into Israel nr. Bayt Lahiya. They do not inform his family, who will spend the next 2 days searching for him. (The Israeli govt. will release a statement on 12/28 announcing that the man is a Hamas military operative. His family will deny the report, asserting that he has no affiliation with Hamas and that he is mentally unstable.) In the West Bank, IDF troops arrest 7 Palestinians during late-night raids in and around Hebron, Bethlehem, and Ramallah; and patrol nr. Qalqilya and Hebron. Israeli settlers assault a Palestinian returning from work s. of Jerusalem. He suffers serious injuries, and the settlers flee the scene. Islamic State of Iraq and al-Sham (ISIS) fighters in Syria launch mortars at IDF troops patrolling along the border in the Israeli controlled Golan Heights, causing no injuries. The IDF returns fire, bombing a car armed with a heavy machine gun. 4 ISIS fighters are reportedly killed. Late at night, Israeli fighter jets launch air strikes on an abandoned facility in the Syrian Golan Heights causing damage. (HA, JP, YA 11/27; JP, TOI, YA 11/28)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Gaza City; at least 5 Palestinians are injured. Elsewhere in the West Bank, the IDF patrols nr. Nablus and Hebron during the day. Palestinian youths throw Molotov cocktails into the Beit El settlement nr. Ramallah overnight, causing 1 home to burn down completely. Dozens of Orthodox Jews attempt to visit Rachel’s Tomb nr. Bethlehem, sparking clashes with IDF troops; there are no serious injuries. Along Gaza’s border, the IDF fires several mortar shells at “suspicious” targets nr. Khan Yunis, according to an army spokesperson. There are no reports of injuries or serious damage. A 6-year-old Palestinian is killed when an Israeli settler rams her with his vehicle outside Bethlehem. Early reports on the incident say it was an accident, but the driver’s intentions are unclear. IDF troops arrest 2 Palestinians and issue 2 arrest summons on late-night raids nr. Jenin and Bethlehem; and patrol nr. Hebron during the day. Israeli settlers set fire to Palestinian farm lands nr. Qalqilya, destroying 13 olive trees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City. Off the coast nr. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. Mortar rounds fired from inside Syria hit a UN Disengagement Observer Force base in the Israeli-occupied Golan Heights, injuring 2 international peacekeepers. The IDF says that the fire was not deliberately aimed across the Israeli border. (AFP, REU, TOI 5/4)

Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Meanwhile, Yisrael Beiteinu leader Avigdor Lieberman says that domestic issues will be the priority of the next government. (HA, YA, JP 1/24)

Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Nominated U.S. secy. of state John Kerry tells his Senate confirmation hearing that he intends to invest effort in the Israeli-Palestinian peace process and hopes that the Israeli election can help restart talks. (JP 1/24)

Jordan Valley; conducts house searches and arrest raids in 1 village nr. Salfit at night. The IDF also patrols in 3 villages nr. Jenin, 2 each nr. Jericho and Ramallah, and 1 nr. Tulkarm in the morning; in Tulkarm and 1 village nr. Qalqilya in the afternoon; and in ‘Ayn al-Sultan r.c. nr. Jericho, 2 villages each nr. Jenin and Qalqilya, and 1 village each nr. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. UN special rapporteur on human rights and counterterrorism Ben Emmerson announces that the UN is launching an inquiry into the impact on civilians of drone strikes that will focus on 5 locations, including the Palestinian territories. The other 4 are Afghanistan, Pakistan, Somalia, and Yemen. (BBC 1/24)

The PA denies reports that Pres. Abbas is considering postponing the UN bid and confirmed that he will submit the resolution for a vote later in 11/2012. Israeli fin. min. In the Gaza Strip, armed Palestinians fire an anti-tank missile at an IDF jeep on the border, injuring 4 soldiers. The IDF shells a residential area nr. Gaza City in response, killing 4 Palestinian civilians, including 2 teenagers, and wounding 38 Palestinians (1 of whom subsequently dies of their wounds). The IDF also fires 2 shells at a village nr. Khan Yunis, injuring 11 civilians; makes an air strike on a group of Islamic Jihad mbrs., killing 1. Unidentified Palestinians then fire around 30 rockets and mortars into Israel, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Hebron, firing tear gas at stonethrowing Palestinians; conducts house search and arrest raids in 1 village nr. Qalqilya in the afternoon and in 1 village nr. Jenin at night. By late afternoon, cross-border incidents in Gaza resume, with Palestinians firing some 26 rockets and mortars and Israeli warplanes and drones carrying out at least 5 air strikes. One Palestinian rocket hits a factory in Sderot, injuring 1 Israeli civilian; the Israeli strikes kill at least 2 Palestinians (both armed) and injure at least 23 (2 militants, 6 PASF officers, and 15 civilians, including 1 woman and 1 child). Israel’s targets included a rocket-launching team nr. al-Bureij r.c. (1 killed); a group of armed Palestinians nr. Jabaliya (1 killed, 2 wounded); 2 IQB training camps in n. and c. Gaza (11 bystanders injured); and a PASF compound in the center of Gaza City (6 PASF officers and 4 bystanders injured). Israel now estimates that Palestinians have fired more than 130 rockets and mortars into Israel since 6/18. In the West Bank, the IDF patrols in al-Nabi Salih in the morning; in 2 villages nr. Jericho and 1 each nr. Jenin and Ramallah in the afternoon; and in Jericho, neighboring ‘Ayn al-Sultan r.c., 1 nearby village, and 1 village each nr. Qalqilya and Ramallah late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 1 Palestinian is hit by a tear gas canister in Bayt Umar and moderately injured. In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. With daily antigovernment protests continuing, the head of Bahrain’s banned al-Haq party, seen as the hard-line leader of Bahrain’s oppressed Shi‘i majority, returns fr. exile and is greeted by throngs of supporters, in what is seen as an escalation against the regime. (WP 2/28)

After receiving a warning fr. Egypt that Israel is serious about preventing further rocket and mortar fire fr. Gaza, Hamas authorities hold a 2d mtg. (see 1/11) with smaller factions to urge them to adhere to a cease-fire, then deploys IQB mbrs. along the border and at makeshift checkpoints on roads leading toward the border to deter groups fr. firing into Israel. In the West Bank, the IDF steps up patrols dramatically, operating in 8 villages nr. Qalqilya, 3 nr. Jenin, 1 nr. Ramallah, and 1 nr. Tulkarm between late morning and late afternoon, arresting 1 stone-throwing teenager nr. Tulkarm and summoning several residents of Bayt Qad nr. In Tunisia, opposition forces call for massive antigovernment demonstrations after Friday prayers on 1/14 to demand Pres. Ben Ali’s immediate resignation. In the days since 12/29/2010, protests have increasingly come to reflect deep-seated frustration with overall government corruption and lack of political freedom, rather than just economic angst. The major riots that first roiled the countryside have become increasingly violent and spread nationwide, reaching the capital on 1/12 and the key resort city of Hammamet (where Ben Ali and his extended family have residences) on 1/13, leaving at least 30 dead. In effort to quell protests, Ben Ali has simultaneously moved to appease and clamp down on critics, pledging to investigate government corruption and recent “excesses” by the security forces and firing his interior minister (directly responsible for orchestrating the crackdown on demonstrators), but also deploying army units and riot police around Tunis and imposing a nighttime curfew, blaming “foreign terrorists and Islamic radicals capitalizing on the frustrations of the unemployed.” Rumors suggest that close relatives of Ben Ali, including billionaire businessman Muhammad Sakher El Materi (his son-in-law and heir apparent), have already fled the country. Today, Ben Ali gives a hastily prepared television address. Appearing unsettled, he orders security forces to hold their fire and release jailed protesters, agrees to make other minor reforms, and pledges to give up the presidency when he turns 75 (in 2014) in keeping with the constitution, but rejects demands to step down immediately and end his 23-yr. authoritarian rule. In a threatening move, however, he withdraws the army fr. Tunis, replacing them with special police and other security forces more loyal to his ruling party.
