In the West Bank, Israeli forces sealed the entrances to the villages Nabi Salih and Abud near Ramallah. The sealing of Nabi Salih led to clashes between residents and Israeli forces; no injuries were reported. During late-night raids in Qalandia refugee camp, Israeli forces killed a 23-year-old Palestinian man; 3 other Palestinians were injured and taken to a hospital in Ramallah. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, unidentified assailants throw stones at Israeli settler vehicles near Ramallah, causing minor damage to 1 vehicle. IDF troops violently disperse Palestinians, Israelis, and international activists at Kafr Qaddum near Qalqilya; no serious injuries are reported. They also clash with Palestinian minors in Beitunia near Ramallah; there are no serious injuries reported. Palestinian sources say that the main factions in Gaza, including Hamas, have reached agreements with the Israeli authorities ahead of the planned protests in Gaza on 3/30. In the context of the reported agreements, one source says that Israel intends to re-open the border crossings into Gaza and ease restrictions on the entry of certain goods, among other concessions. The factions, for their part, reportedly plan to limit the size of tomorrow’s protests. (HA, TOI 3/29)

One of the injured Palestinians, a paramedic, succumbs to his wounds later in the day. Elsewhere in the West Bank, IDF troops violently disperse Palestinians gathering at Birzeit University to protest the recent killing in the West Bank and the recent violence in Israeli prisons; 8 protesters are injured. Israeli forces deliver stop-work orders to 5 Palestinian water wells under construction near Salfit. Along Gaza’s border, IDF troops shoot and injure a Palestinian approaching the border fence near al-Bureij refugee camp. They also violently disperse Palestinians gathering near Khan Yunis in the evening to set tires on fire, throw stones, and otherwise continue the Great March of Return; 3 Palestinians are injured. A delegation of Egyptian officials arrives in Gaza to continue the ongoing talks with Hamas on the situation in Gaza. The Egyptians reportedly caution restraint ahead of the planned protests on 3/29 and 3/30, which will mark the 1-year anniversary of the first Great March of Return demonstration. The UN Security Council convenes to discuss the U.S. recognition of Israeli sovereignty over the Golan Heights, which President Donald Trump formally conveyed on 3/25. The other 14 members of the council all condemn the move as detrimental to the long-term chances for peace in the region. During the meeting, a senior U.S. representative says that the U.S. would like for the UN Disengagement Observer Force to stay in the Golan Heights, where it has monitored the buffer zone between Israel and Syria since 1974. The Israeli Air Force conducts air strikes on ammunition depots outside the Aleppo International Airport late at night. According to the Syrian Observatory for Human Rights, 7 Iranian troops are killed in the strike. The Syrian army reports that the strike causes only material damage. (HA, JP, REU, YA 3/28)

After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. IDF troops shoot and injure 2 Palestinians during clashes sparked by an arrest raid in Jalazun refugee camp near Ramallah; arrest 22 Palestinians and issue 4 arrest summons during further raids in and around Hebron, Jenin, Nablus, Tubas, and Ramallah; and patrol near Hebron. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. After Hamas-affiliated prisoners stab and injure 2 Israeli security guards in Ketziot Prison, Israeli guards raid 3 sections of the prison and assault hundreds of Palestinians prisoners, injuring at least 9 (2 critically). Along Gaza’s border, IDF troops violently disperse Palestinians gathering near Bayt Hanun to set tires on fire, throw stones, and otherwise continue the Great March of Return; 1 Palestinian is critically injured. In response, Israeli tanks shell Hamas observations posts near the demonstrations and the Israeli Air Force conducts air strikes on several targets east of al-Bureij refugee camp and in southern Gaza, injuring 3 Palestinians and causing extensive damage. The IDF says that the strikes were targeting Palestinians launching incendiary balloons into Israel (there are no reports of incendiary balloon landings in southern Israel throughout the day). In the West Bank, Israeli settlers assault a Palestinian woman and her son in central Hebron, causing minor injuries. IDF troops arrest 11 Palestinians during late-night raids near Bethlehem, Nablus, and Ramallah; and patrol near Hebron. In response to U.S. president Donald Trump’s pledge to recognize Israeli sovereignty over the Golan Heights on 3/21, PLO secretary-general Saeb Erakat says the move will “lead to a lack of stability and bloodshed in the region.” (EI, HA 3/22)

Along Gaza’s border, IDF troops open fire on a group of Palestinian minors congregating near al-Bureij refugee camp; 1 Palestinian is injured. The Israeli press reports that the Palestinians were launching incendiary balloons into southern Israel. Later in the day, an Israeli tank shells a Hamas post in southern Gaza, injuring 7 Palestinians. The IDF says that the strike was retaliation for the launching of incendiary balloons into Gaza earlier in the day. In the West Bank, an Israeli settler driver rams and moderately injures a Palestinian in central Hebron. The settler then flees the scene. Separately, settlers throw stones at Palestinian homes in Urif near Nablus, causing damage and sparking a minor confrontation with residents of the village. Unidentified assailants throw a firebomb at an Israeli vehicle near Nablus, lightly injuring the 2 settler occupants and damaging the vehicle. Meanwhile, IDF troops patrol near Nablus, Hebron, and Ramallah. Israeli forces shut down a number of streets in central Hebron to make room for Israeli settlers to celebrate Purim. In East Jerusalem, Israeli forces disperse an event at the French Cultural Center on the grounds that it was co-sponsored by the PA. U.S. president Donald Trump tweets, “After 52 years it is time for the United States to fully recognize Israel’s sovereignty over the Golan Heights, which is of critical strategic and security importance to the State of Israel and Regional Stability!” His tweet reverses decades of U.S. policy and runs counter to several UN Security Council resolutions and international law. It comes in response to Israeli prime minister Benjamin Netanyahu’s call for the international community to recognize Israeli control over the Golan Heights, and it is widely seen as a boon for Netanyahu’s chances the upcoming Israeli election on 4/9. Trump later says, in an interview with Fox Business Network, that his tweet was not an effort to support Netanyahu’s re-election campaign. “I hear [Netanyahu] is doing okay,” he says. “Whoever’s against him is also in favor of what I just did.” In response to Trump’s tweet, an EU spokesperson says that the EU has no plans to change its position on the Golan Heights. “The EU, in line with international law, does not recognize Israel’s sovereignty over the territories occupied by Israel since June 1967, including the Golan Heights, and does not consider them to be part of Israel’s territory.” (HA, JP, MNA, NYT, TOI, YA 3/21; HA 3/22)

Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). IDF troops shoot and kill a Palestinian suspected of shooting Israeli soldiers and settlers near Salfit on 3/17. According to Palestinian eyewitnesses, the Israeli soldiers surrounded the suspect’s home in Abwein village near Ramallah and called for him to turn himself in before opening fire at the home. The shooting sparks clashes in the village late at night; 9 Palestinians are injured. Elsewhere in the West Bank, Israeli forces deliver a stop-work order to a Palestinian equestrian facility under construction north of Jerusalem. IDF troops arrest 2 Palestinians during a raid of a Palestinian school in Hebron and 5 more during late-night raids near Hebron, Tubas, and Salfit. They also patrol near Ramallah, Hebron, and Salfit. Late at night, Israeli settlers slash the tires of 17 Palestinian vehicles and leave racist graffiti on nearby walls in Battir village near Jerusalem. The Israeli authorities announce a 4-day closure of the West Bank and Gaza, starting tonight and ending at midnight on 3/23. The closure surrounds the Jewish holiday Purim. An Israeli settler succumbs to injuries sustained in the shooting attack near Salfit on 3/17. Meanwhile, Israeli prime minister Benjamin Netanyahu visits the site of the 3/17 shooting and announces the construction of 840 new housing units in the nearby Ariel settlement. “Tomorrow, we will begin building 840 housing units in Ariel in a new neighborhood as was approved two years ago,” he says. Unidentified assailants assault and seriously injure a Fatah spokesperson in Gaza near his home in Bayt Lahiya. Later, a senior Fatah official in Gaza says that the assailants broke the man’s arms and legs and that Hamas was behind the “assassination attempt.” Hamas, for its part, denies the accusation and pledges to conduct a full investigation into the incident. The attack comes amid ongoing popular protests against Hamas and the high cost of living in Gaza and rising tensions between Hamas and Fatah. (HA, JP 3/19)

A Palestinian stabs and kills an Israeli soldier at the Ariel Junction near Salfit. He opens fire on a group of Israeli settlers, seriously injuring 1, before fleeing the scene. The IDF conducts raids and sets up roadblocks and mobile checkpoints in and around Salfit, searching for the assailant. IDF troops also conduct raids in Burqin village near Nablus, arresting 2 Palestinians and sparking clashes (2 Palestinians are injured). After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads.
