Elsewhere, Israeli forces assault 3 Palestinian children during a raid in Beit Umar. Israeli forces also arrest 40 Palestinians during raids in and around Ramallah, Hebron, Bethlehem, Jenin, Qalqilya, Tubas, Nablus, and Jerusalem. In East Jerusalem, 16 Palestinians are arrested at the Haram al-Sharif compound. In Gaza, Israeli forces bomb Beit Hanun, Gaza City, Dayr al-Balah, Nuseirat refugee camp, Rafah, and Maghazi, killing at least 62 people, including 3 medics in Beit Hanun. 3 rockets are fired at Israel, causing damage to a road in Sderot. In Tel Aviv, an Israeli man succumbs to injuries sustained in an attack in Gan Yavne on 3/31. In Lebanon, Israeli forces bomb Khaim and Kafr Kila. Hezbollah forces fire rockets at Israeli forces in Bayd Blida and Shlomi. In Jordan, protesters march towards the Israeli embassy in Amman for the 12th day in a row. More than 33,037 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,668 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 447 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 255 Israeli soldiers have been killed and 1,549 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 176 trucks carrying aid enter Gaza, including 10 trucks delivering food aid to northern Gaza. 1,850 gallons of fuel is delivered to northern Gaza to operate 13 water wells in Jabalia and Gaza City. U.S. forces airdrop 50,000 meals over northern Gaza. The Palestinian Red Crescent says 31 children have died of starvation in Gaza and that 1,000 children have lost 1 or both of their legs in Gaza. Haaretz reports that an Israeli doctor working at the Sde Teiman detention center wrote letters to Israeli ministers and the attorney general last week describing inhumane conditions at the center. The doctor says 2 Palestinians had their legs amputated due to handcuff injuries in the past 2 weeks and that detainees are blindfolded, fed through straws, forced to defecate in diapers, and constantly held in restraints. Israel releases 101 Palestinians who have been held in Israeli detention centers back to Gaza. The Shin Bet says it arrested 11 Palestinians, including 7 Palestinian citizens of Israel, who were allegedly planning to assassinate Israeli national security minister Itamar Ben-Gvir. The NGO Open Arms says it has suspended efforts to bring aid to Gaza by sea from Cyprus, citing the killing of 7 aid workers on 4/1. Open Arms director Oscar Camps says Gaza is a “dystopian laboratory where people’s blood flows while war technologies are tested and perfected.” Doctors Without Borders rejects Israel’s explanation that the attack on the aid workers was an accident, citing previous attacks on aid workers. U.S. president Joe Biden speaks with Israeli prime minister Benjamin Netanyahu in a phone call, calling for an immediate ceasefire. Biden reportedly urges Netanyahu to take action to stop civilian suffering in Gaza, including by increasing aid access and expanding the powers of the Israeli negotiations team that is working on a ceasefire. Biden is also said to have informed Netanyahu that he would temporarily suspend further deliberations on arms transfers to Israel and requested that Israel send the U.S. a detailed report on the killings of the 7 aid workers who died in 3 airstrikes on 4/1. A White House readout of the conversation says, “US policy with respect to Gaza will be determined by our assessment of Israel’s immediate action” on steps to “address civilian harm, humanitarian suffering, and the safety of aid workers.” National Security Council spokesperson John Kirby says the U.S. expects “a drastic increase in the humanitarian assistance getting in, additional crossings opened up, and a reduction in the violence against civilians and certainly aid workers.” After the meeting, the Israeli war cabinet approves the opening of the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Secretary of Defense Lloyd Austin speaks to Israeli defense minister Yoav Gallant, expressing his “outrage” over the killing of the 7 aid workers. In the West Bank, Israeli settlers throw stones at homes in Burin. Israeli settlers also raid Duma, threatening Palestinians with evictions. Israeli forces shoot and kill a Palestinian man in Hebron, claiming he had opened fire at Israeli settlers; no Israelis are injured. Israeli forces also arrest 20 Palestinians during raids in and around Tulkarm, Hebron, Tubas, Bethlehem, Nablus, and Jenin. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, and Nuseirat refugee camp, killing at least 63 people. In Tel Aviv, Israeli police disperse protesters calling for early elections with water cannons. In Lebanon, Israeli forces bomb Marwahin, Markaba, Wazzani, Tayr Harfa, and Meiss Ej Jabal. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 200 tonnes of food aid, equivalent to 10 truckloads, arrive at the coast of Gaza. The aid is delivered in coordination between the charities Open Arms and World Central Kitchen and the UAE. 36 trucks carrying aid enter Gaza. France, the U.S., Germany, and Jordan airdrop aid over northern Gaza. The Wall Street Journal reports that the Israeli efforts to expand the buffer zone along the Gaza fence have caused widespread destruction of buildings and that Israel intends it to be more than half a mile wide. The reporting also says that Israeli forces have demolished some 150 homes in order to create a road that cuts Gaza in half. (HA, WSJ 3/16)

In the West Bank, Israeli settlers razed 15 dunams of land, uprooting grape vines and almond trees near al-Khader. Israeli forces shot and injured 2 Palestinians during raids in Qiffin and Tell. Israeli forces also shot and injured 2 people with live ammunition and 3 with baton rounds during a raid in Ramallah. Elsewhere, Israeli forces demolished 14 residential and agricultural sheds and tents in Aqraba. 25 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Tulkarm, Nablus, and Tubas. In East Jerusalem, Israeli forces raided Shu’fat refugee camp, firing tear gas at Palestinians, causing tear-gas related injuries. In Gaza, telecommunications were partially restored in central and southern Gaza at the end of the day. Israeli forces bombed Rafah, Nuseirat refugee camp, Khan Yunis, Jabalia refugee camp, and Gaza City, killing dozens of people. Israel’s bombardment targeted Gaza Ministry of Health director-general Munis al-Bursh, killing several members of his family in an airstrike on a residential building in Jabalia refugee camp. Israeli forces also raided a Palestinian Red Crescent Society ambulance center in Jabalia refugee camp, arresting and humiliating Palestinians. Elsewhere, Israeli forces shot and killed a medical worker in al-Awda Hospital and killed Karem Abu Salem crossing director Bassam Ghaben in an airstrike. Israel also bombed and completely destroyed a large part of the Rimal neighborhood in Gaza City. 2 Israeli soldiers were killed in combat. Several rockets were launched at Tel Aviv. Haaretz reported that 19 Israeli prison guards were under investigation in relation to the killing of a Palestinian prisoner, Tair Abu Asab, who died on 11/17 in the Ketziot Prison. Abu Asab’s body showed signs of beatings, but the official autopsy did not determine a cause of death. (AP, HA, WAFA 12/21)

The Israeli military claimed it has killed 2,000 members of Hamas since the beginning of the ground invasion of Gaza and 8,000 since 10/7. War cabinet member Benny Gantz said he expected reduced military activity in Gaza, but that Israel had no intention of stopping its assault. Hamas said 3 Israeli captives had been killed in Israeli bombings in Gaza, releasing a picture of the men holding papers showing their names and ID numbers. (AJ, HA 12/21)

Canada announced that it will provide temporary visas to Palestinians with relatives in Canada starting from 1/9. If granted, the visas will be valid for 3 years. Separately, Prime Minister Justin Trudeau told Canadian TV that he and other Israeli allies are worried that “the short-term actions being taken by Israel are actually putting at risk the long-term safety [of] and even support for a Jewish state into the future.” (AJ, HA 12/21)

Iraq sent 2.6 million gallons of fuel to Egypt intended for dispersal as aid in Gaza. (AJ 12/21)

The New York Times reported that Israel had used 2,000-pound bombs in Gaza 208 times and that the bombs had been dropped on areas Israel had declared safe zones. (NYT, NYT 12/21; AJ, HA, HA 12/22)

A Washington Post analysis of Israeli claims that al-Shifa Hospital was a Hamas base before Israel attacked and besieged it said the Israeli claims were unsubstantiated. The Post said it had found that the rooms connected to the tunnel network Israel had shown in video material did not show “immediate evidence of military use by Hamas,” that the 5 buildings Israel said were involved with Hamas did not appear to be connected to the tunnel network, and that there was no evidence that the tunnels could be accessed directly from the hospital. In the West Bank, a Palestinian man succumbed to injuries sustained during the airstrikes on Tulkarm refugee camp on 11/17. Israeli settlers attacked and wounded several Palestinian farmers in Ramin and vandalized their cars. Israeli forces shot and killed a Palestinian during a raid in Aqrabat Jaber refugee camp. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. Meanwhile, Israeli forces shot and injured 5 Palestinian during raids in Nablus, Deir al-Ghusun, and Tuqu’. Israeli forces also punitively demolished the family home in Rumana of a Palestinian who was shot dead by Israeli police in Tel Aviv earlier this year after he allegedly shot and killed several Israelis. Elsewhere, Israeli forces assaulted 5 Palestinians, arresting them and seizing their vehicles at a flying checkpoint near Aqraba. Israeli forces also assaulted 2 Palestinians during a raid in Taqqou. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound from Wadi al-Juz, causing injuries from beatings and tear gas. Israeli forces also raided the homes of 3 Palestinian prisoners in Jabel Mukaber and Bayt Hanina, warning their families not to celebrate their release. In Gaza, before the ceasefire took effect (see below), Israeli forces raided the Indonesian Hospital, killing a wounded woman and injuring 3 others after shelling and destroying the first floor of the hospital. Israeli forces also bombed Nuseirat refugee camp, killing at least 27 people. After the ceasefire took effect, Israeli forces shot and killed 2 Palestinians and wounded 15 others who were trying to return to northern Gaza from the south. Israel said it would not allow Palestinians to return to the north. Israel also said it had completed its operation at al-Shifa Hospital, claiming it had destroyed tunnels. It was also reported that Israeli forces destroyed oxygen pipes and generators at the hospital. Rockets were fired at Israel prior to the ceasefire; no injuries were reported. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 2 ambulances, 4 trucks carrying diesel, 4 trucks carrying cooking oil, and 137 trucks carrying aid entered Gaza via the Rafah crossing. The UN delivered flour to 2 UNRWA facilities in the north of Gaza, the first delivery of aid the north in more than 1 month. 40 people were evacuated from al-Ahli Baptist Hospital in Gaza City to a hospital in Khan Yunis. Al-Ahli started to admit new patients despite a lack of electricity and essential hospital supplies. Fewer than 400 people fled the northern part of Gaza to the south. 44 wounded Palestinians and their companions were evacuated to Egypt. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. Head of the Palestinian Prisoners’ Club Qadura Fares said Israel had violated the prisoner exchange terms by releasing 7 people who were arrested within the past year instead of prisoners who had been in prison for longer. The Prisoner’s Club also said Israel had imposed a ban on celebrating the release of Palestinian prisoners, imposing fines of $18,700 for public celebrations. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. At the press conference, Belgian prime minister Alexander de Croo said “[w]ay too many people have died. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. U.S. president Joe Biden welcomed the release of the 24 captives from Gaza, saying that there was a chance that the temporary ceasefire could facilitate a longer ceasefire. (NYT 11/24)

European Commission president Ursula von der Leyen said at a press conference with Canadian prime minister Justin Trudeau that there should be no forced displacement from occupied Palestine and that a reformed PA should govern Gaza and the West Bank. Von der Leyen also said settler violence had to stop. (HA 11/24)

An Israeli-owned cargo ship was attacked by a drone in the northern part of the Indian Ocean before the ceasefire agreement was implemented. The attack, which caused minor damage, was attributed to Iran by several media outlets. (AJ, AJ, HA, HA, REU 11/25)

Israel also damaged water, electricity, and sewage lines, uprooted streets, and bulldozed a monument to Yasir Arafat. Israeli forces also shot and killed a Palestinian who allegedly tried to stab a soldier near Beit Einun. Elsewhere, Israeli forces punitively demolished the family home in ‘Urif of a Palestinian killed by Israeli forces after he allegedly killed 4 settlers near the Eli settlement on 6/20. 28 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Jenin, Nablus, and Bethlehem. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. The Gaza Ministry of Health was not able to fully update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. However, it did say that at least 11,451 Palestinians have been killed, including 4,630 children and 3,130 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 187 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,700 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since 10/7. 51 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. The Gaza Ministry of Health said 40 patients at al-Shifa Hospital have died in recent days. Hospital director Mohammad Abu Salmiya said 179 people had been buried in mass graves in the hospital compound, including 7 babies and 29 intensive care patients. The WHO said 22 out of 36 hospitals in Gaza were no longer operational. 15 medical workers and 91 truckloads of aid entered Gaza. Israeli military spokesperson Daniel Hagari said, “because of Hamas’s use of hospitals for military purposes, [the hospitals] will lose special protection in the international court.” Israel has presented animations, pictures of purported tunnels, and a video from al-Rantisi Children’s Hospital that it said was proof of Hamas’s presence at hospitals, all of which did not show any evidence to back Israel’s claim. In the video from al-Rantisi Children’s Hospital, Israel showed a piece of paper hanging on the wall that it claimed was a list of Hamas militants’ names. However, the list was merely a calendar with the names of the days of the week written in Arabic. The U.S. said it had intelligence that suggested a Hamas and Islamic Jihad presence at hospitals in Gaza, including al-Shifa. A U.S. national security council spokesperson said “[w]e do not support striking a hospital from the air and we don’t want to see a firefight in a hospital where innocent people, helpless people, sick people trying to get medical care they deserve are caught in crossfire.” Hamas called for the UN to inspect all hospitals in Gaza to debunk the Israeli and U.S. claims. Doctors at al-Shifa also rejected the claim that Palestinian militants were operating in the hospital. The Jerusalem District Planning Committee approved proposed plans to build a new American embassy on a plot of land known as the Allenby complex, which is privately owned by several Palestinian families. U.S. ambassador to Israel Tom Nides said at a Geneva Initiative event in Tel Aviv that the U.S. does “not stand and watch settler violence. The annual UN report on the treatment of children in conflict zones left out Israel on the list of shame for the killing and mistreatment of Palestinian children. The chair and deputy chair of the Elders, Mary Robinson and Ban Ki-moon, issued a statement after visiting Israel and Palestine, warning that the “one-state reality is now rapidly extinguishing the prospect of a two-state solution.” The statement said that Robinson and Ban did not hear a “detailed rebuttal of the evidence of apartheid. The Knesset passed a preliminary vote 63-14, banning the flying of Palestinian flags at state-funded institutions. Members of Meretz and Joint List voted against the bill. During the debate leading to the vote, MK Eli Cohen of Likud told Sami Abu Shehadeh of Joint List that he should “go to Gaza or Jordan.” On the same day, Israeli authorities removed a large Palestinian flag placed next to an Israeli flag with the words “We are destined to live together” from an office building in Tel Aviv. In the West Bank, Israeli settlers assaulted 1 Palestinian shepherd near Kafr al-Labad, causing fractures and an injury to his eye. The Israeli forces were raiding the home of 1 Palestinian man killed on 4/7 after allegedly killing 3 Israelis and wounding 10 others in Tel Aviv, when they allegedly were fired at by Palestinians in the house. Islamic Jihad said that the man killed was a member of their organization. 1 Palestinian high school student who was passing by the area on her way home from school and was injured by Israeli live fire succumbed to her injuries on 4/18. Palestinians vandalized Joseph’s Tomb near Nablus, a site frequently visited by Israeli settlers, causing damage to the site. The Israeli coordinator of government activities in the territories (COGAT) announced restrictions on the West Bank city of Jenin, including barring Palestinian citizens of Israel from entering the city, barring Jenin residents from visiting relatives in Israel, barring merchants from Jenin from entering Israel, and banning paving materials from entering checkpoints around the city. The COGAT restrictions were said to be in response to the attack in Tel Aviv on 4/7 where 3 Israelis were killed, allegedly by a man from the Jenin area. The Jenin chamber of commerce said that 70% of the city’s buying power comes from Palestinian citizens of Israel and that the Israeli collective punishment of the city will have a severe effect on local businesses. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near al-Bireh. 13 Palestinians were arrested during late-night raids in Bayt Rima, Jalazun refugee camp, Kafr Ni‘ma, al-Ama‘ari refugee camp, al-Bireh, Nablus, Jaba‘, and Surif. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, arresting 3. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 8 nautical miles northwest of Rafah, injuring 4 Palestinians before arresting them. The 4 were released on 4/8, but their 2 boats were confiscated. In Israel, 1 person shot and killed 2 people and injured 10 others at a bar in Tel Aviv. A Palestinian man from Jenin, suspected of having carried out the attack, was killed 9 hours after the incident in Jaffa. In the West Bank, Israeli settlers with military escort raided Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; no injuries were reported. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a letter from Israeli foreign minister Yair Lapid to Israeli prime minister Naftali Bennett, Lapid warned that if the Israeli government legalized the Evyatar settlement outpost, it “could have serious diplomatic consequences and damage foreign relations, first and foremost from the United States,” saying that the U.S. has already made this clear to him. Defense Minister Benny Gantz said, at a conference in Tel Aviv, that the Israeli military on 4 occasions had offered assistance to Lebanon. According to Gantz, the offers were made to strengthen the Lebanese army in facing “the strengthening of Hezbollah under Iran’s support.” Israeli military sources later denied that Israel had made such offers and that Israel had only offered humanitarian aid following the explosion in the Beirut port. Israel, Oman, and Saudi Arabia all took part in the International Maritime Exercise 2022, led by the U.S. and with the participation of nearly 60 countries. Israeli forces also demolished 25 produce stands near al-Jalama checkpoint north of Jenin. 32 Palestinians were arrested during late-night raids, including 21 in al-Am‘ari refugee camp, 1 Palestinian was also was bitten by a police dog. PA forces opened fire at a sit-in protest in front of the education directorate headquarters in Tubas, injuring 2 with live ammunition bullet shrapnel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. The Tubas governor said that an investigation into the incident was underway and that it was the action of 1 individual. 11 others were arrested during late-night raids in Qalqilya, Qatanna, Tuqu‘, and Sa‘ir. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The statement mourned the loss of civilian lives, called for humanitarian aid to Palestinians, and reiterated its support for a 2-state solution. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout.
