In the West Bank, Israeli settlers assault 4 Palestinians during a raid in Arab ar-Rashaiyda. Israeli settlers also assault a Palestinian man near Dura, threatening to kill him if he continues to herd his sheep in the area. Elsewhere, Israeli settlers steal a tractor in Battir. Israeli settlers also throw stones at Palestinian vehicles traveling between Huwwara and Qalqilya. Israeli forces raid Balata refugee camp, demolishing homes and razing a main street. Israeli forces also arrest 10 Palestinians during late-night raids in and around Nablus, Balata refugee camp, Qalqilya, Bethlehem, Hebron, and Jenin. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Tur and Shu’fat refugee camp. In Gaza, Israeli forces bomb Maghazi, Dayr al-Balah, Khan Yunis, and Gaza City, killing at least 77 people, including 4 at a tent for journalists outside of al-Aqsa Hospital in Dayr al-Balah where a WHO team is visiting to the assess needs of the hospital. Israeli forces also continue to raid and besiege al-Shifa Hospital. 4 Palestinians die of starvation at the Kamal Adwan Hospital, bringing the number of hunger-related deaths to at least 34. An Israeli soldier is killed in combat and another soldier succumbs to wounds sustained on 3/29. In Ashdod, Israeli forces shoot and kill a Palestinian man who allegedly stabbed and injured 3 Israelis in a shopping mall. In Beersheba, Israeli forces shoot and kill a Palestinian citizen of Israel who allegedly stabbed and injured an Israeli soldier at a bus station. In Jerusalem, tens of thousands of Israelis rally, calling for new elections. In Lebanon, Israeli forces bomb Kounine, killing Hezbollah commander Ismail al-Zin. Israeli forces also bomb Meiss Ej-Jabal, Blida, Markaba, and Kafr Kila. Hezbollah forces attack Israeli military sites in Metulla and al-Manara. More than 32,782 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 226 trucks carrying aid enter Gaza. Israeli military officials and soldiers tell Haaretz that Israel has designated “kill zones” in Gaza where all Palestinians entering the invisible zone are classified as terrorists and soldiers are ordered to kill all unarmed adult men. (HA 3/31)

A Hamas official tells Al-Aqsa TV that the PA has sent undercover security forces to Gaza using an Egyptian aid convoy and that 6 members of the security forces have been arrested. The PA denies the claim. (AJ, REU 3/31; HA 4/1)

Israeli prime minister Benjamin Netanyahu says in a speech that “the whole world is ganging up on us,” calling on Israelis to unite in defending Israel physically and morally. Netanyahu also says the invasion of Rafah is not delayed due to U.S. pressure and rejects calls for early elections. After the speech Netanyahu undergoes surgery for a hernia, leaving Justice Minister Yariv Levin as acting prime minister. Netanyahu will be released from the hospital on 4/2. Israeli attorney general Gali Baharav-Miara sends letters to the ministers of defense and education, telling them that ultra-Orthodox yeshiva students must be drafted into the military starting on 4/1. (AJ, HA 3/31)

The Wall Street Journal reports that the U.S. is concerned that intelligence sharing with Israel is leading to civilian deaths. The Journal also says that the Biden administration wrote a memo after 10/7/2023 expanding the scope of intelligence sharing with Israel. (AJ, HA, WSJ 3/31)

UN sources tell the Guardian that Israeli military chief of staff Herzi Halavi presented to UN officials last week a plan to dismantle UNRWA, which would include the transfer of some UNRWA staff to a replacement agency that would focus on the delivery of aid in Gaza or expanding the World Food Programme’s operations in Gaza. In the West Bank, Israeli settlers razed Palestinian-owned land near the villages of Jalud and Qaryut. Israeli forces closed an agricultural road, forced Palestinian farmers to leave their land, and demolished a house under construction south of Tulkarm. Israeli forces also delivered a stop-work notice for a barn south of Hebron. Elsewhere, Israeli forces raided several areas of Ramallah, arresting 4 Palestinians and seizing a car. During 1 of the raids, Israeli forces clashed with Palestinians, leading to tear-gas related injuries In East Jerusalem. PA security forces entered Kafr ‘Aqab within the Israeli municipal boundaries of Jerusalem, but on the West Bank side of the separation barrier to address friction over a roadblock between residents and members of Fatah to prevent the spread of the COVID-19 virus. 1 Palestinian was hit by a bullet from an unknown perpetrator. The PA said it had informed Israeli authorities about the intervention. Elsewhere, Israeli forces raided Issawiyya; it was reported that several Palestinians were beaten and 1 Palestinian was arrested. Later, 6 other Palestinians were arrested in Issawiyya. Syrian media reported that Israeli jets fired missiles at targets in western Syria from Lebanese air space, but that the missiles were intercepted. (AJ, HA 3/31)

In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Israeli forces also sealed the entrance to al-‘Arub refugee camp north of Hebron and al-Fawar refugee camp south of Hebron. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. It was announced that the Saudi Arabian government, through the Saudi Fund for Development, donated $23 million to UNRWA projects across Syria, Jordan, Gaza, Lebanon, and the West Bank, including East Jerusalem, to maintain school and health centers. (WAFA, UNRWA 4/11)

U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018. The bill was co-sponsored by Chris Coons (D-DE), Patrick Leahy (D-VT), Chris Van Hollen (D-MD), Catherine Cortez Masto (D-NV), and Dianne Feinstein (D-CA). (Congress 4/11; HA, WAFA 4/18)

In East Jerusalem, Israeli security forces shoot and kill a Palestinian youth late at night after he allegedly attempts to stab several officers at a checkpoint. Later, they raid the youth’s home in al-Tur, assaulting residents with pepper spray. On the Gaza border, IDF troops stationed e. of Khan Yunis open fire on agricultural lands and farmers nr. the border fence, critically injuring 1 Palestinian youth in the area. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 11 Palestinians are injured, including 2 seriously and 2 journalists. Israeli soldiers arrest a Palestinian farmer nr. Jenin; detain and assault several Palestinian farmers nr. Nablus, injuring 1 seriously. The IDF patrols in 3 villages nr. Hebron and 1 nr. Jenin. In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. Later in the day, however, senior Hamas official Musa Abu Marzuq says that there has been no progress in talks. (HA, JP, MNA, ToI, Yahoo! 8/25)

In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. In the Gaza Strip, IDF troops open fire on Palestinian fishermen nr. Bayt Lahiya, causing no damage or injuries. Also, IDF troops conduct a limited incursion nr. Gaza City to level land close to the border fence. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Tubas in the morning, and in 2 villages nr. Salfit, and 1 village each nr. Jenin and Ramallah at night; patrols in 1 village nr. Ramallah in the morning, in 1 village each nr. Hebron, Jenin and Salfit in the afternoon, and in 1 village each nr. Hebron, Jenin and Ramallah, and in Qalqilya at night. U.S. Secy. of State Kerry says that IsraeliPalestinian talks are intensifying with “core issues . . . on the table.” He makes the remarks in a joint press conference with Qatari FM Khaled al-Attiyah after meeting with Arab League officialsin Paris. It is also announced that Qatar has agreed to provide $150 million in debt relief to the PA. Kerry praises what he calls the Arab League’s “remarkable commitment” to advancing the peace process. Syrian pres. al-Asad says that “the factors are not yet in place” for an international peace conference known as “Geneva 2” intended to secure a political transition and settlement to the civil war. Asad, talking to Lebanese television, questions what groups will be present and their claims to be legitimate reps. of the Syrian people. Meanwhile, chief of the OPCW Sigrid Kaag says in Damascus that the Syrian govt. has thus far “fully cooperated” in the destruction of its chemical weapons arsenal. (AFP 10/21–22)

Two small rockets and later a mortar land in the Israeli-occupied Golan Heights, causing no damage or injuries. While the IDF says the fire is ‘‘accidental spillover’’ from the Syrian civil war, rather than intentional, the Popular Front for the Liberation of Palestine-General Command says that Syrian government has given the Damascusbased group permission to attack Israeli targets in the Golan Heights. Syrian pres. Bashar al-Asad says that Syria is capable of facing Israel, but does not suggest Damascus will retaliate for the recent Israeli air strikes (e.g., 5/5). Hizballah’s deputy head Naim Qassem says that the Israeli attacks aim to boost the opposition fighters and does not comment on claims that missiles bound for the Lebanese group were the target. Meanwhile, Syrian rebel faction the Yarmouk Martyrs Brigade says that it is holding 4 Filipino UN peacekeepers it detained on the Syrian side of the ceasefire line between Syria and the occupied Golan Heights, claiming that fighting had endangered the observers. Bayt Hanun and on Palestinians collecting gravel close to the border fence nr. Jabaliya, causing no injuries in either incident. In the West Bank, the IDF patrols in 1 village each nr. Bulgarian interior min. Tsvetan Tsvetanov accuses Hizballah of being behind a bomb attack on a bus of Israeli tourists in Burgas on 7/18/12. Israel boycotts a periodic review at the UN Human Rights Council (UNHRC), becoming the 1st country to do so. Israel cut its ties with the UNHRC in 3/2012 after the council approved a fact-finding mission to investigate Israeli settlements in the West Bank. (JP, REU 1/29)

Palestinian representative to the Arab League Muhammad Sbeih says that an Arab League delegation will soon visit the U.S. to submit a proposal for new ideas to move the Israeli-Palestinian peace process forward. (MNA 1/29)

A Palestinian man stabs and wounds an Israeli teenager at Tapuach Junction in the West Bank, and is subsequently arrested by Israeli security forces. Also in the West Bank, the IDF patrols in 1 village nr. Hebron in the afternoon, firing tear gas and stun grenades at stonethrowing Palestinians; conducts house searches and arrest raids in Bethlehem, Jenin, and 1 village each nr. Bethlehem and Jenin at night. In the case of alMughayyir village nr. Jenin, around 400 IDF soldiers participate in the raid, conducting house searches in 50 residences, and asking people to stand outside their homes to be photographed holding their ID numbers. In East Jerusalem, IDF soldiers deliver demolition notices to Palestinian families in a neighborhood of Anata village, affecting around 200 people; Israel plans to remove the neighborhood because of its proximity to Anatot military base. In the Gaza Strip, the IDF shoots and wounds a Palestinian collecting scrap metal close to the border fence nr. Bayt Hanun. The IDF also opens fire on Palestinians in another incident nr. In the West Bank, IDF troops raid a café in Tubas and question a number of the customers; conduct late-night raids, house searches in and around Jenin and in Qalandia r.c. s. of Ramallah, arresting 2 Palestinians. Israeli security forces arrest Jewish settler Yosef Spinoza of Shvut Rachel settlement on charges of collaborating with Yaakov Teitel (arrested on 10/7). (PCHR 11/5; JPI 11/12)

Late at night, the Israeli navy intercepts a ship nr. Cyprus carrying 600 tons of weapons allegedly en route fr. Iran to Hizballah. Israel claims the containers of rockets, guns, and other ammunition, bearing Iranian insignia and carrying Iranian export documentation, were loaded in Egypt and headed to Syria for land transport to Lebanon, but says that neither the ship’s crew nor the Egyptians who loaded the cargo knew that the containers held arms. Iran and Syria officially deny the claims. (NYT, WP, WT 11/5; JPI, WJW 11/12)

In the West Bank, the IDF conducts late-night raids, house searches in Nablus, nearby ‘Ayn Bayt al-Ma’ r.c., and Tulkarm, arresting 12 Palestinians (including 2 teenagers). Jewish settlers fr. Shvut Rachel nr. Nablus stone and violently beat Palestinians harvesting olives nearby, injuring 5 of them; IDF troops escorting the settlers arrest 1 Palestinian for refusing orders to leave the area. In East Jerusalem, Israeli security forces evict families fr. 3 Palestinian homes, demolishing 1 of the homes completely, destroying part of the 2d (ordering the family to complete the demolition within 2 days), and completing the destruction (begun earlier) of a 3d. (Reports differ as to the exact locations of the properties: Palestinian sources place 2 homes in Jabal Mukabir and 1 in Shu‘fat, UN reports indicate 1 each in ‘Anata, Jabal Mukabir, and Sur Bahir). Unidentified assailants fire a Katyusha rocket fr. Hula village in s. Lebanon into n. Israel nr. Kiryat Shimona. The IDF responds by firing several artillery rounds into Lebanon. No casualties are reported in either incident. (NYT, WT 10/28; JPI 11/5; JR 11/23)

Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Egypt deploys 100s of additional police and border patrol officers along the Rafah border, fearing another breach, as occurred in 1/08 (see Quarterly Update in JPS 147). On the Rafah border, 5 Palestinians are killed, 3 are injured when a smuggling tunnel collapses. In the West Bank, the IDF raids and occupies a Palestinian home nr. Bethlehem as an observation post; conducts late-night arrest raids, house searches nr. Jenin, Tulkarm. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. New York City police seize 5 pipe bombs, arrest 1 Egyptian, 2 Jordanians in a raid on a Brooklyn apartment. Police were tipped to the bombs by a Pakistani, Muhammad Shindli, who believed that his friends, Ghazi Ibrahim Abu Mayzar and Lafi Khalil (who both identify themselves as Palestinian), were planning to bomb the New York subway. Abu Mayzar had stated in his application for asylum in the U.S. that he had been arrested in Israel on charges of "being a mbr. of a terrorist organization."
