In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Jenin on 11/9. Israeli settlers shot and injured a Palestinian with live ammunition in Khirbet Tana. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. Israeli forces also arrested journalist Marwat al-Azza, claiming her social media posts encourage terrorism. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. Israeli airstrikes killed at least 40 people in Jabalia refugee camp, Khan Yunis, and Nuseirat refugee camp. Israeli airstrikes also killed several at al-Wafa Hospital, including its director. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Elsewhere, Israeli forces attacked bakeries and wheat mills in the south, leaving only 1 company able to produce flour in Gaza. Al-Shifa Hospital remained under Israeli siege; the number of premature babies that had died at the hospital rose to 4 with a total 40 patients having died at the hospital since 11/16. Rockets were fired at Israel; no injuries were reported. In Lebanon, Israeli attacked several places and shot down a missile that targeted an Israeli drone. 2 anti-tank missiles were fired at Kibbutz Manara, injuring 4. In Syria, Israeli forces conducted airstrikes near Damascus, causing damage. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 198 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 53 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have injured since 10/7. 56 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 73 injured Palestinians and their family members were evacuated to Egypt for treatment. Around 700 foreign nationals were also evacuated. Aid deliveries to Gaza were suspended due to the blackout of communications. Al-Amal Hospital and the headquarters of the Palestinian Red Crescent said the 2 facilities had not had water or electricity for the past 5 days. Hamas said that some of the captives it’s holding had been taken to hospitals in Gaza for treatment of “serious health conditions,” but denied that it was holding any captives in hospitals. (AJ 11/17)

The BBC said 1 of its reporters was allowed to tour parts al-Shifa Hospital with the Israeli military, filming some of the same areas that the Israeli military had published footage of previously. The BBC said that it was evident from comparing the 2 sets of footage that by the time their journalist arrived alleged Hamas weaponry had been moved around. For example, an area behind an MRI machine had a bag with 2 rifles in the BBC footage but only 1 in the Israeli military footage. The BBC also pointed out that the Israeli claim that its video was unedited was false and that the purported evidence presented by Israel did not validate the Israeli claim that al-Shifa was a Hamas command center. PA president Mahmoud Abbas, Foreign Minister Riyad al-Maliki, and Prime Minister Mohammad Shtayyeh met with EU high commissioner for foreign affairs Josep Borrell in Ramallah. Borell called for an immediate ceasefire and for Israel to abide by international law. (AJ, WAFA, WAFA 11/17; AJ 11/18)

The Israeli war cabinet approved a U.S. request to allow 2 tanker trucks to enter Gaza each day with fuel, amounting to about 13,000 gallons. UNRWA said that covers about 37% of its daily needs. National Security Adviser Tzachi Hanegbi said the fuel allowed to enter constituted “roughly 2-4% of the normal quantities of fuel that enter Gaza.” Finance Minister Bezalel Smotrich called the decision illegal because it had not been approved by the security cabinet and demanded that Prime Minister Benjamin Netanyahu change the war cabinet. The war cabinet reportedly rejected the latest proposal for a prisoner exchange. In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Israeli forces conducted airstrikes and fired artillery shells at Gaza, killing 1 Palestinian man, injuring 5 in Beit Hanun, and causing damage in Gaza City, Khan Yunis, and Jabalia refugee camp. A ceasefire, brokered by the UN, Egypt, and Qatar took effect on 5/3 at 4 a.m. In the West Bank, PA forces violently dispersed a march in support of Adnan in Jenin using tear gas and stun grenades, arresting 3, including activist Ghassan al-Saadi. 1 Israeli settler was injured when unidentified assailants opened fire at vehicles near the Avnei Hefetz settlement north of Shufa. Israeli settlers threw stones at a Palestinian home in Kisan. Israeli forces violently dispersed Palestinians protesting the death of Adnan in Beit Umar, al-Khader, Ramallah, Hebron, al-Ram, Nabi Salih, Kafr al-Labad, and Qalqilya, leading to tear-gas related injuries. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. PA prime minister Mohammad Shtayyeh called Adnan’s death a “premeditated assassination” and the PA called for an international investigation. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. The 2 parties agreed to hold an Israel-EU association meeting by the end of 2023. Cohen said the meeting could take place in Jerusalem. (HA 5/1; ALM 5/2)

In the West Bank, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp, critically injuring 2, and fired anti-tank missiles at homes, causing damage. 3 were arrested during the raid. In East Jerusalem, Israeli forces injured 2 Palestinians with stun grenade shrapnel and arrested 2 others during a late-night raid in the Old City. Palestinian schools in East Jerusalem observed a general strike in protest over Israeli attempts to censor Palestinian textbooks and introduce Israeli curriculum in the schools. According to the head of the parents committee union, between 90% and 95% of the some 280 Palestinian schools in East Jerusalem observed the strike. It was revealed that Israel had installed a remote-controlled gun at a checkpoint on Shuhada Street in Hebron, capable of shooting baton rounds, stun grenades, and tear gas. Israeli historians Benny Morris and Benjamin Z. Keder published an article “’Cast Thy Bread’: Israeli biological warfare during the 1948 War” in Middle Eastern Studies, saying that declassified materials in the Israeli archives have revealed that Israel used biological weapons against Palestinians and Arab armies during the Nakba. The codename used for the biological weapons campaign used by the Zionist leaders, including David Ben-Gurion was “Cast Thy Bread.” Zionist militias were given typhoid bacteria which they were to put in water wells. In the West Bank, Israeli settlers raided Khalayel al-Looz near Bethlehem, causing injuries and damage to property. Israeli forces shot and killed 1 Palestinian man and injured 16 others during a late-night raid in Jenin to punitively demolish the home of a Palestinian accused of killing 3 Israelis in Tel Aviv in April. The Palestinian man killed was reportedly filming the Israeli raid with his mobile phone when he was shot in the chest. The punitive demolition was carried out with explosives and Israeli forces cleared out 29 nearby buildings before blowing up the apartment. 1 other Palestinian later succumbed to his injuries on 9/11. Israeli forces also raided Jalazun refugee camp, injuring 4 with live ammunition; 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 minor with a stun grenade to his head. In Syria, for the 2d time in a week, Israeli forces attacked Aleppo Airport, killing 3 people, wounding 5, and damaging the airstrip. The Syrian transportation ministry said the damage put the airport out of commission and that flights would be diverted to Damascus Airport. The Aleppo Airport was operating again on 9/9. Haaretz reported that the U.S. state department has ordered the U.S. embassy in Israel to investigate reports of abuse of Palestinians by the Israeli ultra-Orthodox Netzah Yehuda battalion, including circumstances of the death of Palestinian American Omar Asad, who died in the battalion’s custody in January. The ice cream company Ben & Jerry’s said it would submit an amended lawsuit against its parent company Unilever after its 1st lawsuit had been rejected by a U.S. federal court. Ben & Jerry’s is suing Unilever for selling the rights to manufacture Ben & Jerry’s ice cream to an Israeli company after Ben & Jerry’s announced it would end sales of its ice cream in West Bank settlements and stop its licensing agreement with the Israeli company to produce its ice cream in Israel. Israeli settlers also opened fire at Palestinians in Shufa, forcing them to leave their land; no injuries were reported. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Khader; the minor suffered 3 shots to his neck and back while hiding in a garage. An Israeli court ruled that 7 Palestinians had to be released after being arrested as a “preventive measure” ahead of the Israeli settler flag march in East Jerusalem on 5/29. (HA 5/27)

The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. The Ofer military court convicted the director of the Union of Palestinian Women’s Committees, Khitam Saafin, of being a member of the PFLP in a plea deal, but dropped all other charges, including the accusation that she had helped funnel donor money to the PFLP through the organization. The later charge was part of the “evidence” leveled by Israel against 6 Palestinian rights organization that were placed on Israel’s list of terror organizations in October 2021. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. Haaretz reported that Israeli prime minister Benjamin Netanyahu is ignoring a request made by Jordan to have Israel supply water, as Jordan is experiencing a water shortage. Israel provides Jordan with water as agreed in the 2 countries’ peace agreement and Israel sometimes provides Jordan with extra water when Jordan is experiencing droughts. Prime Minister Netanyahu’s decision to ignore Jordan’s request is reportedly in retaliation for Jordan’s decision to close its airspace to him for a planned trip to the UAE after Israel complicated a planned visit by Jordan’s crown prince to the Haram al-Sharif compound on 3/10, which the crown prince ultimately canceled. Israel stopped a shipment of 2,000 vaccine doses sent from the PA in the West Bank to Gaza. The PA health minister Mai al-Kaila called the Israeli move arbitrary and contravening international law. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public. U.S. president Donald Trump said at a press briefing after meeting a Kuwaiti official that he thinks Kuwait will soon follow the UAE and Bahrain in normalizing ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protests in Bil‘in and Kafr Qaddum using stun grenades and tear gas, causing injuries to several Palestinians. The EU missions in Jerusalem and Ramallah issued a statement expressing concern over demolitions of Palestinian property in East Jerusalem. In the West Bank, Israeli forces demolished the home in al-Zawiya of a Palestinian accused of killing an Israeli settler and Israeli soldier in March. The Palestinian man was killed by Israeli forces 2 days after the episode. The demolition leaves 6 of the Palestinian’s family members homeless. A confrontation between Palestinian residents and Israeli forces broke out during the demolition and Israeli forces fired tear gas and sound bombs at the Palestinians; no injuries were reported. Israeli settlers with military escort raided the Palestinian town al-Samou near Hebron. Meanwhile, Israeli forces set up checkpoints in al-Thahriya, Yatta, Taffuh, and Hebron. PLO secretary-general Saeb Erakat says that U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt have been pushing to “liquidate” the Palestinian refugee issue during their trip to the Middle East this week. “They want to terminate the role of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) by proposing direct aid to the countries hosting the Palestinian refugees and sideline the UN agency,” he says. “On top of this, they are planning financial aid to the Gaza Strip worth $1 billion for projects, also separate from UNRWA and under the title of solving a humanitarian crisis.” (HA, TOI, WAFA, YA 6/23)

After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. The White House officially confirms that Pres. Trump plans to visit Israel and the oPt on 5/22–23 in the context of his efforts to restart Palestinian-Israeli peace negotiations. The Saudi newspaper al-Hayat will report on 5/5 that the White House refused an Israeli request to delay the visit until 6/2017, which would coincide with the 50th anniversary of the 1967 war.
