In East Jerusalem, Israeli forces raided the Haram al-Sharif compound to clear it of Palestinian worshippers for Israeli settler tours. Hundreds of Israeli settlers toured the compound, while Palestinians under the age of 50 were denied access. Israeli forces also assaulted 3 Palestinians at Bab as-Silsila protesting the incursion by the Israeli settlers and forces. The PA, Hamas, Jordan, and Saudi Arabia condemned the Israeli settler tours. In Gaza, Israeli forces violently dispersed Palestinians protesting settler tours of the Haram al-Sharif compound near the Gaza fence east of Jabaliyya and east of Gaza City, injuring 6, including 2 journalists, with tear-gas canisters. Off the coast of Gaza, Israeli naval forces shot and injured 1 Palestinian fisherman with 4 baton rounds northwest of Rafah. The Gaza Health Ministry said it had nearly run out of supplies for the treatment of 1,100 kidney patients in Gaza, endangering their lives. (MEMO 9/18)

Fatah Central Committee member Azzam al-Ahmad said the Islamist groups that Fatah have been fighting with since the end of July in Ain al-Hilweh refugee camp have until the end of the month to hand over the accused killers of Fatah general Mohammad al-Armoushi. Al-Ahmad also said that Fatah is not opposed to the Lebanese army entering the camp and accused Hamas of fighting Fatah “in some areas of fighting.” Hamas denied that it was involved. 18 people have been killed and 140 injured in the camp since 9/7. The UN World Heritage Committee under the UNESCO voted to list Tell es-Sultan near Jericho as a World Heritage Site in Palestine during a session in Saudi Arabia. Israel criticized the decision. Last week MKs Yuli Edelstein, Limor Son Har-Melech, and Simcha Rothman wrote letters to members of the World Heritage Convention urging them not to list Jericho as a World Heritage Site in Palestine, saying Jericho is mentioned 53 times in the Bible giving Israel primacy in the city. In the West Bank, Israeli forces fired tear gas near a school in ‘Anata, injuring students and staff. In East Jerusalem, Israeli settlers led by former MK Yehuda Glick toured the Haram al-Sharif compound. Israeli forces assaulted 1 Palestinian at the Damascus Gate Plaza, injuring and arresting him. Israeli authorities demolished 1 commercial structure in Jabel Mukaber. In Gaza, 5 Palestinians were killed and 25 others injured in an explosion during a protest near the Gaza fence. Palestinian officials said the 5 were killed when an explosive device accidentally exploded. 1 other Palestinian succumbed to wounds from the explosion on 9/17. Israeli forces also violently dispersed protesters east of Gaza City, injuring 9, including 3 minors. Palestinians marked the anniversary of the 2005 Israeli withdrawal from Gaza. 6 Palestinians were killed, including 3 members of Fatah, and 15 were wounded during fighting in Ain al-Hilweh refugee camp. The fighting reignited despite a ceasefire agreement from 9/11. 16 people have been killed since 9/7 when fighting broke out again after a month of relative quiet. Hamas and Islamic Jihad called for an immediate ceasefire after a meeting between Hamas Political Bureau deputy chairperson Moussa Abu Marzouk and Islamic Jihad secretary general Ziyad al-Nakhalah in Beirut. In Syria, Israeli forces conducted air strikes in Tartus on 2 separate occasions, killing 2 Syrian soldiers and wounding 6 others. Israeli forces also attacked the Shuairat military airport in the Homs province and several places in the Hama province, causing damage. Israeli defense minister Yoav Gallant appeared to brag about the attacks on 9/14 at an event with Prime Minister Benjamin Netanyahu when he said, “[e]ven last night, we saw proof that in the State of Israel the thunder of planes is louder than all the background noise.” (AJ, AP, HA 9/13; ALM, HA 9/14)

In an interview with the podcast Pod Save the World, U.S. secretary of state Antony Blinken said that “what we hear from the Saudis that if this process [normalization between Israel and Saudi Arabia] is to move forward, the Palestinian piece is going to be very important,” further stating that “in our judgement, of course, that must – needs to involve a 2-state solution.” (HA 9/13)

The U.S. signed a security agreement called the “Comprehensive Security Integration and Prosperity Agreement” with Bahrain, pledging to defend the country from attacks. (NYT 9/13)

UK foreign secretary James Cleverly said the UK will support UNRWA with $12.5 million during a visit to Jalazun refugee camp where he met with UNRWA commissioner-general Philippe Lazzarini. (QDS, WAFA 9/13)

In the West Bank, 2 Israeli settlers were injured by broken glass after their vehicle was shot at near Huwwara. Israeli settlers assaulted 1 Palestinian man with stones near Burqa. Israeli forces issued demolition orders for 3 homes and stop-work orders for 14 homes in Ein ad-Duyuk at-Tahta; 1 Palestinian was shot and injured before being arrested during the raid. 24 Palestinians were arrested during late-night raids in Bethlehem, Nablus, Khirbat Karme, Tulkarm, Rumana, and Jenin. In East Jerusalem, Israeli settlers with police protection stormed and tried to seize 1 Palestinian-owned home in the Old City, the settlers were later removed from the home. Israeli settlers also toured the Haram al-Sharif compound. In Gaza, 12 Palestinian militant factions, including Hamas and Islamic Jihad, held military drills dubbed Hard Corner 4. PA prime minister Mohammad Shtayyeh met with UK foreign secretary James Cleverly in Ramallah, calling on the UK to recognize the State of Palestine. In the West Bank, Israeli forces violently dispersed the funeral procession for a Palestinian minor who was killed by Israeli forces on 9/9 in al-Arroub refugee camp, 5 Palestinians were injured with live ammunition and others suffered tear-gas related injuries. Israeli forces also seized a sewage truck in Burqa and 2 bulldozers in Huwwara. 3 Palestinians were arrested during late-night raids in Beit Furik. 5 Lebanese soldiers were injured when shells from Ain al-Hilweh refugee camp hit an army position outside of the camp. Later in the day, the Islamist factions that have been fighting Fatah in the camp said they would abide by a ceasefire. 5 people have been killed and 52 injured in clashes in the camp since 9/8. Israel reopened the Karim Abu Salem (Kerem Shalom) crossing to Gaza after shutting it on 9/4, claiming explosives were found in a shipment of clothes. (AN, TOI 9/10)

Israeli prime minister Benjamin Netanyahu said he had temporarily blocked National Security Minister Itamar Ben-Gvir’s plan to reduce family visits for Palestinian prisoners until after a number of Jewish holidays next month. (HA 9/10)

A delegation of Israeli officials landed in Saudi Arabia to attend the 45th session of the UNESCO World Heritage Committee, marking the first time Israeli officials have publicly entered Saudi Arabia. In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

In the West Bank, Israeli settlers brought their livestock to graze on Palestinian-owned wheat and barley crops in al-Twana, causing damage. Israeli settlers also stole fencing in Farkha. Elsewhere, Israeli settlers with a military escort toured an archeological site in Jericho. Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. Hungarian prime minister Viktor Orbán said Israel and Germany had signed an agreement to jointly manufacture combat drones with Hungary. (HA 8/18)

It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. The decision has already been approved by the Justice Ministry and will be finalized at the cabinet level in the coming weeks. (HA 8/18)

In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers attacked 7 Palestinians in Hebron. Israeli forces arrested the last 2 of the 6 Palestinians who escaped Gilboa prison on 9/6. Munadal Nufeiat and Ayham Kamamji were arrested during a late-night raid in Jenin. 2 others were arrested for allegedly having helped the 2 by providing them shelter. Clashes erupted during the raid and 4 Palestinians were injured by live ammunition. Israeli forces also violently dispersed Palestinian protesters in Qarawat Bani Hassan, injuring 1 with a rubber-coated bullet. In East Jerusalem, 5 Palestinians were arrested during house raids in al-Tur and Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. UNRWA commissioner-general Philippe Lazzarini said that fighting between Fatah and Jund al-Sham supporters had erupted in the Ain al-Hilweh refugee camp in Lebanon, injuring 7 people. In the West Bank, Israeli settlers set fire to Palestinian-owned olive trees, damaging more than 50 in Bayt Fajjar. Israeli settlers also let their sheep graze on Palestinian-owned land and tried to attack the landowners when they went to confront the settlers. 1 Palestinian was arrested at a flying checkpoint near al-Fawar refugee camp. In East Jerusalem, for the 5th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; 9 were reported injured by Israeli forces and 1 arrested. Israeli forces also arrested 4 Palestinian candidates for the Palestinian legislative elections as they were on their way to hold a press conference in the Old City; 2 of the candidates were from Fatah and 1 from Fida (Palestinian Democratic Union). Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles, on 2 different occasions, west of Bayt Lahiya; no injuries were reported. Breaking the hours-old cease-fire in Gaza, the IAF conducts air strikes on a number of sites across Gaza reportedly used as staging areas for incendiary kite and balloon attacks; 6 Palestinians are injured. The IDF says that it detected mortar fire from Gaza overnight, and that the renewed air strikes were a response to Palestinians breaking the cease-fire. Israeli drones strike 3 more sites in near Bayt Hanun and Rafah later in the day, injuring 3 Palestinians. Throughout the day, unidentified Palestinians fly incendiary kites and balloons across the border fence into Israel, sparking at least 17 fires. Meanwhile, an explosion in Gaza City kills 2 Palestinians and injures 3 others. One of the deceased was the commander of a rocket unit in al-Aqsa Martyrs Brigade, an armed group affiliated with Fatah, sparking rumors that Israel was responsible for the explosion. The Palestinian press reports the explosion as a “work accident.” Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces place two new iron gates at the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem slated for evacuation and demolition. They also demolish 2 rooms in Palestinian-owned buildings near Nablus. IDF troops arrest 7 Palestinians during morning raids in Jalazun refugee camp near Ramallah, sparking clashes with stone-throwing Palestinians (4 Palestinians are injured). They also arrest 6 Palestinians during late-night raids near Bethlehem, Jenin, and Salfit; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma and clash with stone-throwing Palestinian minors during a raid in al-Ram. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. Elsewhere in the West Bank, Israeli forces confiscate machinery from a Palestinian farm near Tubas. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. IDF troops arrest 11 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, and Ramallah, and patrol near Hebron. In East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking minor clashes with Palestinian youths; there are no serious injuries. They also arrest 5 Palestinians during raids in Silwan. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Qalqilya, and in 3 villages, as well as al-‘Arub refugee camp (r.c.) nr. Hebron, 1 village each nr. Bethlehem and Jenin, and Qalqilya at night; patrols in 2 villages nr. Nablus and 1 village nr. Jenin at night. The PLO Executive Cmte. meets in Ramallah, speaking out against recent Israeli settlement construction announcements and threatening to go to international bodies in search of redress. The cmte. also says it holds the U.S. administration responsible for failing to stop Israel’s settlement activity during the renewed peace talks. Meanwhile, Palestinian Authority (PA) PM Rami Hamdallah signs an agreement with U.S. Consul General in Jerusalem Michael Ratney in which the U.S. will pay $148 million to support the PA’s budget. A meeting takes place in the Gaza Strip between Hamas and Fatah leaders to discuss the possibility of holding presidential and legislative elections. However, on the same day, Fatah accuses Hamas authorities in Gaza of targeting its mbrs. for detention and harassment. Meanwhile, PA forces arrest 6 Hamas mbrs. in the West Bank. (MNA 8/18)

The U.S. State Dept. puts financing for economic programs directly involving the Egyptian govt. on hold, in the 1st real indication that the Obama administration will cut or curtail aid to the country in response to the military coup. Meanwhile, clashes continue in Egypt, with security forces killing at least 36 prisoners through suffocation after firing tear gas into a prison truck. The estimated death toll for 4 days of unrest in the country stands at around 900, with an estimated 70 police officers also killed. (AP, NYT 8/18)
