As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Target areas include Abasan, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Rimal, al-Sabra, Shaykh Ajlin, Tal al-Hawa), Jabaliya town and r.c., Khan Yunis, Nussayrat r.c., al-Qarara, Rafah, Shati’ r.c., Tal al-Za‘atar. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured. Reports circulate (e.g., NYT 12/30) of Hamas gunmen executing at least 5 accused collaborators with Israel inside hospitals; the 5 had been jailed for collaboration and transferred to hospitals after being wounded in IDF air strikes on jails.

Humanitarian notes: Israel allows 40 truckloads of humanitarian aid into Gaza; Egypt allows 23 truckloads of emergency goods in, some wounded out through Rafah. International aid groups (including Amnesty International, the UN) say aid transfers are insufficient, warn that the death toll is rising in part because of lack of medicines and medical supplies, food, and fuel.

Of note: One Israeli air strike heavily damages the UN Special Coordinator’s Office (UNSCO) headquarters in Gaza City, prompting the UN to issue a formal complaint. Egyptian TV reports that captured IDF Cpl. Gilad Shalit has been wounded in an Israeli air strike in recent days; Hamas does not comment. Islamic Jihad mbrs. fire 19 rockets, 3 mortars fr. Gaza into Israel, damaging a home, lightly injuring 1 Israeli in 2 separate instances. The IDF makes 2 air strikes on rocket-launching sites in Gaza City, wounding a 2-yr.-old girl. In the West Bank, IDF troops for no apparent reason fire on a group of Palestinian laborers on their way to work nr. Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israeli FM Tzipi Livni plans a series of teleconferences with UN Secy.-Gen. Ban Ki-moon, U.S. Secy. of State Condoleezza Rice, and the FMs of Britain, France, Germany, and Russia. Shin Bet head Yuval Diskin reports that Hamas has rockets that would strike as far n. as Kiryat Gat, Ashdod, Beersheba. The IDF raids, searches a Palestinian home in East Jerusalem’s Ras al-Amud neighborhood, confiscating a computer and arresting a 21-yr.-old woman. Major Jewish settler violence in Palestinian areas of Hebron takes place for a 10th day, with settlers setting fire to 1 Palestinian home, vandalizing a number of homes and water tanks, attacking Palestinians. At the weekly cabinet session, acting Israeli PM Ehud Olmert calls the settler attacks a “pogrom” against Palestinians, orders Israeli police to end their “intolerable leniency” toward violent settlers. In Gaza, OCHA reports that since 11/27, Israel has increased from 5 to 11 the number of truckloads of humanitarian aid allowed entry to Gaza per day. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. The IDF also demolishes an addition to a Palestinian home in East Jerusalem. For a 7th day, 100s of Jewish settlers riot in Hebron, setting fire to Palestinian stores, beating Palestinians, vandalizing homes; the IDF bars journalists, human rights activists fr. entering the area. In the West Bank, the IDF fires rubbercoated steel bullets, tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 5); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Jayyus nr. Qalqilya (10s suffer tear gas inhalation; a Palestinian Council mbr. and PLO Exec. Comm. mbr. are detained for questioning), and Ni‘lin (injuring 1). In East Jerusalem, Israeli police raid and halt a cultural event at a theater in the city organized by the Jerusalemite Youth Parliament and several local NGOs and schools, stating that it was a political event connected to the Palestinian Authority (PA), which the organizers deny. In Sharm al-Shaykh, Egypt, Rice attends a high-level Quartet mtg. to discuss ways of keeping the process alive during the Israeli and U.S. government transitions. Abbas, Livni brief the Quartet on their talks since the 11/07 Annapolis summit, pledge to continue negotiations despite the political uncertainty in Israel, and reaffirm that “nothing would be considered agreed until everything is agreed.” The Quartet reiterates its support for continued negotations, praises the PA’s security reforms, and urges the international community to fulfill aid pledges to the PA to ease the economic crisis in the territories. In the West Bank, the IDF makes an evening incursion into Anabta nr. Tulkarm, firing on residential areas and then on stone-throwing youths who confront them, wounding 1 teenager; conducts late-night arrest raids, house searches in and around Hebron, in Jenin town and r.c., and nr. Bethlehem. Israeli police evict a Palestinian family (14 mbrs., including 7 children) fr. their home in Shaykh Jarrah, East Jerusalem, turning the property over to Jewish settlers who claim to have purchased the land fr. relatives of the Ottoman-era owners even though an Israeli court ruled in 2006 that their claim was based on forged documents. Overnight, the IDF demolishes the Palestinian home nr. Dayr al-Balah that it says was hiding a tunnel, arresting 4 female residents, bulldozing an additional 2.5 d. of land. Retaliating for IDF attacks on 11/4–5, Hamas and Islamic Jihad mbrs. fire about 35 rockets fr. Gaza into Israel, causing no damage or injuries; the IDF strikes 1 rocketlaunching site in Jabaliya r.c. in n. Gaza, killing 1 Islamic Jihad mbr. and wounding 2 others (including senior cmdr. Issam Ba‘lusha) and 2 bystanders. Hamas officials state that they are in contact with Egypt to restore calm and would observe the ceasefire if Israel halted attacks; Israel says it intends to uphold the truce, but cuts off fuel shipments to Gaza and seals all crossings into the Strip indefinitely as punishment for the rocket fire. In the West Bank, the IDF makes a daytime arrest raid, searches a shop in al-Khadir nr. Bethlehem; conducts late-night arrest raids, house searches in Hebron and nr. Bethlehem, Ramallah. The IDF also demolishes 2 Palestinian homes in Silwan in East Jerusalem (displacing 9 Palestinians)— the 1st of 88 Palestinian homes slated for demolition to make way for a “national archeological park”—sparking clashes with local residents that leave 8 injured, 20 under arrest; also demolishes 1 Palestinian home in Shu’fat (displacing 11 Palestinians), a wedding hall in Bayt Hanina. Inside Israel, riots in Acre taper off after Israeli police arrest the Israeli Palestinian whose driving on 10/8 touched off the clashes, charging him with speeding, reckless endangerment, and offending religious sensibilities; the man denies the charges, saying he only drove through a Jewish neighborhood to pick up his daughter from a class. Meanwhile, Israel imposes a general closure on the West Bank, seals Gaza’s crossings for Sukkoth. Overnight, Jewish settlers fr. Adei Ad outpost nr. Ramallah steal olives and destroy olive trees in nearby al-Mughayyir village, sparking fights with Palestinian farmers who arrive in the morning to harvest the groves; no serious injuries are reported. The new synagogue build on East Jerusalem Waqf land, inaugurated on 10/12, opens to Jewish worshipers; Israeli security forces set up checkpoints around the area to prevent Palestinians fr. reaching the site, sparking clashes between the security forces and Palestinians; no serious injuries or arrests are reported. In Hebron, PA security forces claim to find a tunnel under a home, arrest 2 Palestinians allegedly affiliated with Hamas, linking them to the 11 arrested on 10/10 for plotting against the PA. Overnight, the IDF makes an incursion into Bethlehem, surrounding and firing on the home of a wanted Palestinian, raiding and several nearby homes, occupying 1 as an observation post; over the next 12 hrs., troops evacuate, partially bulldoze, then storm the surrounded, vacant home, incorrectly believing the wanted man to be inside, rendering the house uninhabitable. The IDF also enters al-Khadir village nr. Bethlehem and al-Masayaf neighborhood in Ramallah in the morning, randomly checking Palestinians’ IDs, arresting 2 in al-Khadir and summoning 2 in Ramallah for questioning; conducts late-night arrest raids, house searches nr. Hebron. In East Jerusalem, Israeli authorities formally open a synagogue built on confiscated and demolished Palestinian property; the ceremony is attended by several senior Israeli officials, rabbis, and right-wing Israeli MKs. In the West Bank, IDF undercover units make an early morning incursion into al-Fara’a r.c. in a truck with Palestinian license plates, apparently targeting the wrong home, next door to that of a wanted Islamic Jihad mbr., shooting and wounding an innocent Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus (violently beating 2 Palestinians who were slow in opening their doors, leaving a 55-yr.-old man partially paralyzed), nr. Jenin. In Hebron, Jewish settlers fr. Kiryat Arba attack and beat a 55-yr.-old Palestinian woman; at least 3 Palestinians rush to her defense, and the fight expands, prompting Israeli soldiers and border police to intervene, arresting 2 Palestinians (including a 9-yr.-old boy). Nr. Salfit, Palestinians set fire to a parked Jewish settler vehicle. In East Jerusalem nr. Issawiyya, Jewish settlers attempt to take over a plot of Palestinian land for a new outpost, plowing and planting it over to establish claim; Palestinian residents drive them away. For a 2d day, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Israel closes Gaza border crossings for 48 hrs. in response. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron, Jenin town and r.c., Nablus. (OCHA 8/27; PCHR 8/28)

Timed with Rice’s arrival in Israel, the Israeli human rights group Peace Now issues a report showing that Israeli settlement construction in 2008 to date has nearly doubled compared to the same period in 2007, with significant construction taking place in East Jerusalem and the unauthorized settlement outposts that Israel pledged to the U.S. it would remove as part of its road map commitments to advance the peace process. In her meeting with Israeli FM Tzipi Livni, Rice urges Israel not to take such steps that undermine peace talks. Livni calls the 2008 construction “small activities” that should not be used by the Palestinians as an “excuse” not to negotiate. Rice then holds a 3-way mtg. in Jerusalem with the PA and Israeli negotiating teams, then heads to Ramallah to meet with Abbas. (NYT, WP, WT 8/27)

In the West Bank, the IDF patrols in, fires on residential areas of Dahaysha r.c., seriously wounding a Palestinian teenager; conducts daytime arrest raids, house searches in Bayt Jala and nr. Hebron, and similar latenight operations in and around Jenin town and r.c., in Dahaysha r.c. and Nablus (firing on stone-throwing youths, wounding 2), and nr. Bethlehem, Hebron, and Salfit; patrols in, fires on residential areas of Anabta nr. Tulkarm, causing no injuries. Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. Meeting with Abbas in Jerusalem, Olmert pledges to release 150 Palestinian prisoners as a gesture to improve the climate of negotiations and support for Abbas; the release is tentatively set for 8/25. Today, Israel releases 6 Palestinian prisoners (fulfilling a requirement of the 7/16 prisoner release deal with Hizballah): the 6 include Hamas-affiliated Nablus mayor Adli Yaish (see 7/14) and 5 minors arrested for stone-throwing. Meanwhile, the IDF sends undercover units into Ramallah to arrest a wanted Palestinian; conducts late-night arrest raids, house searches nr. Hebron, and in and around Jenin town and r.c., Tulkarm (breaking into a taxi company, stealing 3 cars). Armed Jewish settlers attempt to enter East Jerusalem’s Shu‘fat r.c. to establish an unauthorized outpost, claiming ownership of land inside the camp; the IDF bars their entry. In the West Bank, the IDF sets up checkpoints, conducts random ID checks in Hebron; conducts late-night arrest raids, house searches in and around Nablus, and nr. Hebron, Jenin. The IDF forcibly evicts 70 Palestinians (including 20 children) from a Palestinian apartment building in East Jerusalem, then demolishes it, sparking unarmed clashes btwn. local residents and police (no serious injuries are reported). Fatah-Hamas tensions over the 7/25 bombings and ongoing Hamas crackdown spread to the West Bank, where PA security forces arrest more than 50 Hamas-affiliated activists and academics in Nablus (including acting mayor Hafiz Shahin; the Hamas-affiliated elected mayor and dep. mayor are in Israeli custody). Sources in Gaza, say Hamas-affiliated police have detained around 200 Fatah supporters since 7/25. The IDF fires warning shots at Palestinian farmers who stray nr. the Gaza border fence e. of Khan Yunis, seriously injuring 2 elderly Palestinians. The Israeli navy fires warning shots at fishermen to keep them close to shore. AMB mbrs. fire 2 rockets into Israel, causing no damage or injuries. Hamas’s Gaza security chiefSiyam meets with heads of the various Gaza factions to discuss ways of reacting to IDF actions in the West Bank while respecting the Gaza cease-fire. Islamic Jihad pledges to coordinate its responses with Hamas. In the West Bank, the IDF makes an unusual daytime raid into Bayt Umar village nr. Hebron, setting up road blocks, checking IDs, raiding and searching homes, firing on stone-throwing youths who confront troops, killing a 16-yr.-old Palestinian boy, arresting 1 Palestinian; conducts late-night arrest raids, house searches in and around Nablus and Ramallah, nr. Bethlehem and Jenin, and outside East Jerusalem. Jewish settlers fr. Halamish nr. Ramallah burn a Palestinian olive tree. Nr. Jabaliya r.c., unidentified assailants detonate a bomb outside a fmr. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Also in the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Hebron. Jewish settlers fr. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. Palestinians throw stones at 2 Jewish settler buses in East Jerusalem and nr. Ramallah, causing no injuries. In Gaza, IDF tanks, bulldozers level land on the Palestinian side of the Qarni crossing. On the Rafah border, 1 Palestinian is killed, 4 are injured when 2 smuggling tunnels collapse. In Gaza City, the acting Hamas government organizes a military court that convicts 5 Palestinians on charges of forming an illegal organization in 7/07 and of plotting against the dismissed government of Ismail Haniyeh, sentencing them to unspecified prison terms. Overnight in Gaza, the IDF sends troops, bulldozers into Bani Suhayla nr. Khan Yunis, bulldozing 125 d. of agricultural land, several greenhouses, 1 Palestinian home before withdrawing in the morning; during the operation, troops fire a tank shell at armed Palestinians approaching the area (wounding 3) and detain 11 Palestinians (including 1 child) for questioning. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, Qabatya, and nr. Hebron. In East Jerusalem, Israeli police and intelligence officers break up a memorial service for the late Palestinian political figure Faisal Husseini, declaring it an illegal political gathering, arresting 4 Palestinians. A Jewish settler deliberately drives into a flock of Palestinian sheep nr. Hebron, killing 3 sheep, injuring 2. The Israeli Housing Min. says it is moving ahead with previously announced plans to build 884 new Jewish settler housing units in East Jerusalem’s Pisgat Ze’ev (763 units) and Har Homa (121 units) settlements. Meanwhile, in Bayt Furik, angry Palestinians demonstrate, throw stones at a Palestinian Authority (PA) police station in Nablus, denouncing the PA’s recent confiscation of 86 unlicensed and stolen vehicles, injuring 3 policemen; the PA police fire live ammunition and percussion grenades at the protesters and beat several, injuring 8 Palestinians and causing an elderly Palestinian woman to have a fatal heart attack. In Gaza’s al-Maghazi r.c., unidentified gunmen fire on a group of Hamas mbrs., who return heavy fire; no injuries are reported. In Gaza, the IDF makes an air strike on an empty car in Jabaliya r.c. owned by a member of Hamas’s Izzeddin al-Qassam Brigades (IQB) in an apparent assassination attempt, destroying the car, damaging surrounding homes, causing no reported injuries; sends tanks, troops into areas southeast of Gaza City to bulldozes 200 d. of olive groves. IDF troops on the n. Gaza border shell an alleged rocket-launching site w. of Bayt Lahiya in n. Gaza, injuring 2 Palestinian children (ages 4, 17) and damaging a house. IDF troops on the s. Gaza border direct heavy machine gun fire towards residential areas of Abasan, wounding 1 Palestinian inside his home. The Israeli navy fires on Palestinian fishing boats off the n. Gaza coast, causing no reported injuries. In the West Bank, the IDF raids, searches a store in Yatta nr. Hebron, arresting the owner and confiscating a computer; chases and detains 17 Palestinian children who throw stones at an IDF post outside al-Arub r.c. nr. Hebron, questioning and releasing 12, arresting 5; conducts late-night arrest raids, house searches nr. Jenin. The IDF also demolishes a Palestinian home in East Jerusalem, displacing a family of 7. As Israel begins preparations to move its Jerusalem police headquarters from the predominantly Arab neighborhood of Ras al-Amud to the controversial new E-1 site in occupied East Jerusalem, police officials sign an agmt. giving a right-wing Jewish settler group the right to occupy the vacant Ras al-Amud building, which will serve as the nucleus of a new Jewish settlement; the settlers have already filed with the Jerusalem Planning Comm. to construct 110 housing units on the site. In addition, the Israeli High Court rejects a petition by Palestinians in al-‘Aqaba village nr. Israel announces plans to build 750 new houses in East Jerusalem’s Pisgat Ze’ev settlement and 350 homes in Givat Ze’ev settlement just n. of Jerusalem, stating that the construction “is consistent with our long-standing position that building within the large settlement blocs, which will stay part of Israel in any final status agreement.” Israel’s Jerusalem Municipality approves construction of a new settlement neighborhood of 400 housing units in the Nabi Yaqub neighborhood n. of East Jerusalem. The IDF makes a predawn incursion into al-Shuka in s.
